The legal definition
Sexual harassment refers to when an employee, an employer, or a worker in a working or em-ployment relation of a public institution uses his or her position or work relation to make a per-son feel sexual shame or aversion by expressing sexual words and exhibiting sexual actions, and gives disadvantages in terms of employment when a person refuses to respond to sexual re-quests.‘Framework Act on Women's Development Article 3, clause 4/ Na-tional Human Rights Commission Act of Korea Article 2, clause 5/ Gender Equality Employment Act Article 2, clause 2’
