PurposeTo provide a comprehensive overview of the history and the development of the Sex Offender Compliance Program Includes:– Sex Offender Registration (SOR)– Sex Offender Apprehension Program (SOAP)

Goals
• Enhance community safety/compliance• Coordinate education awareness with
Youth Outreach Unit (YOU) and DISD • Expand partnerships and presence within
the community

History• October 1, 1997, DPD created SOAP to work
in conjunction with SOR– SOR: responsible for registration of sex
offenders– SOAP: designed to enforce compliance
*see appendix for crimes requiring registration 4
Sex Offender Classifications(required check-ins/updates)
• Annual Lifetime– Every year within 30 days of birthday
• 90 Day Lifetime– Every 90 days from their initial registration
• Homeless– Every 30 days and provide a physical location
• Post 10– Every year for 10 years after sentence expires

• Civil Commitments– Must register every 30 days• Assessed by the State and only the most
predatory are referred to trial for civil commitment • Remain in the outpatient program until
their behavioral abnormality has changed and they are no longer likely to engage in predator acts of sexual violence

Sex Offender Compliance
• Sex Offender Registration Squad (SOR):– Manages all records of offenders residing in the
City– Coordinates with the Texas Department of Public
Safety (database updates)– Ensures address verification, interview,
photograph, fingerprint, and completion of state and local documents
– Notifies the SOAP Squad when an offender is out of compliance

Code of Criminal Procedures Chapter 62 Sex Offender Registration Program
C.C.P Art. 62.051: REGISTRATION• A person shall report to the local law enforcement authority within 7 days
of moving to this state to register as required by this chapter.• Registration forms require an offenders full, name, DOB, sex, race, height,
weight, eye color, SSN, DL, and shoe size.• The offender must provide his/her current address.• A list of alias names used by the person.• Home, work, cell number.• A recent color photograph and a complete set of fingerprints.• The type of crime and date committed, age of the victim, punishment
received.• Parole/probation/community supervision requirements.• Employment information or school attending.• The identification of any online identifier established or used by the
person.• Any other information required by the Texas Department of Public Safety.
