Definition• Transparency

Transparency is the final outcome of a set of actions, procedures and methods that make a decision making process, all its steps and elements and the final result visible, (easy) understandable and retraceable for everyone interested, from the initiation stage until the last point. This requires generally accepted and accessible guidelines, rules and regulations, a clear, observable and universally valid structure of the process, permanent access to all information needed during the process as well as the proper documentation and publication of the final decision and the reasons behind. Transparency requires that there are no hidden agendas or conditions in the process and that the process runs neutral, independent, free of particular interests and influence from the outside.

- New Accreditation Standard - Competence Requirements, TA - Impartiality, COI• VVS (under development) – standardized reporting, forms• Standardized Baselines• Monitoring Performance of DOEs• Availability of information at UN Website (structure and access to

information)• Communication of timelines and status in projects

Questions:- Qualification Criteria (competence)- Impartiality, COI- Public Availability of Information

Critical for Transparency:- Hidden Agendas, hidden information? - Case by case decisions instead of one „general valid“ decisions? (Tariff issue (tariff list), CMM, E+ / E -, Industrial Gases)

- web-based process (EU-ETS) - Partially Disclosure of Internal UN Information / Decision Making

Process, Publication of Decisions- Positive / Negative List of Projects - further Standardization- Simplification of Meth / Tools- Increase the communication with stakeholders (mainly between UNFCCC

Secretariat and PPs – DOEs); - Strengthening the Role of DNAs and NGOs- Publish best practices examples

• Global System – same rules, world wide accepted• Marked-based• Transparent• Stakeholder Process on a global scale• Technology Transfer• Contribution to Sustainability

Model for comparable systems? - Biodiversity, water etc.



Conclusions

• There is always a place for improvement;

• Commendable Progress in the past two years

• Main goal should be to reduce complexity of the process/es and reduce lead times

Future of CDM depends on success in the next year!
