FOREWORD

The Educational Resources Informati6n Center on Adult, Career,

and Vocational Education (RIC/CE) is one of sixteen clearing-

houses in a nationwide information system that is funded by the

National Institute of Education. One of the functions of the

Clearinghouse is tb interpret the literature that is entered in

the ETIC data base. This paper should be of particular interest

to State Education Department personnel, educational researchers,

program planners, and local education personnel.

The profession is indebted to Catherine Thompson for her effort

in the preparation of this Paper. Recognition is also due to

Dr. John Peterson, Senior Research Specialist at the National

Center for Research in Vocational Education, who served as

consultant on this project Robert D. Bhaerman, Msistant

Director for Career Education at the ERIC Clearinghouse on Adult,
