BURSTON’S

The Pearson Family’s association with the Burston site began nearly 100 years ago when William Pearson walked south from Cumbria in the early 1920’s in search of work. He was offered employment as a chauffeur for the Bliss family of Burston Manor. Shortly after, William acquired land on the opposite side of the A405 and, with two of his sons, John and Richard, began the original family business – W T Pearson and Sons Limited. In the 1960’s the family moved the business to its present site renaming the horticultural side Burston Nurseries Ltd. In 1978 the family opened the Garden Centre and in 1988 acquired the long-standing Park Street Lane based aquatics business, Hertfordshire Fisheries, subsequently relocating it to the Burston site. The Nurseries has been trading in its current form for over 60 years with the Garden Centre presently celebrating its fortieth year. The Pearson family is now in its sixth generation with representatives of 3 generations still living in the grounds. All three businesses continue to trade from the Burston Site providing much needed local employment whilst providing substantial financial resource to the local economy. The proposed Burston Retirement Village will be another new chapter for Burston’s. Set on the redundant rose growing beds, the site currently consists of disused asbestos clad warehouses, polytunnels, greenhouses and hardstanding associated with its former use. The development will provide much needed specialist Assisted Living (AL) accommodation, consisting of 80 AL apartments & 45 care bungalows along with a 64-bed care home, all harmoniously landscaped to improve the surrounding area. As well as addressing pressing local need for specialist elderly homes, the scheme will also regenerate this area and provide much needed reinvestment for the Garden Centre, Fisheries and Nursery.

The next ‘Stage’Those of you who use the village hall or keep abreast of the improvements will be aware that much has gone on over the last 15 years to improve this vital community centre.

The main and small halls and the committee room are now excellent spaces, but the main hall stage has remained stuck in the past.

Over the past two years the village hall committee

has put its efforts into raising the necessary funds to remove the original stage and build a totally new construction that will create a versatile area that will benefit many hall users.

Although the work is planned for the winter 18/19 break and will mean the stage being out of use for a few months, the rest of the hall will remain available whilst the work is on-going.

We have been fortunate in receiving funding from many different sources including local councillors and the Co-op, but the largest investment has been from those of you who have supported the hall at our many fundraising events and simply by booking the hall.

As well as the stage area, the committee is also aware that there is always an element of wear and tear (especially as the hall is used so much now) which must be addressed and we will continue to improve facilities wherever we can.

Then and Now – Colney Street

1947-Society of British Aircraft Companies Show

This is a view of the land that is currently being discussed by Hertfordshire County Council, St Albans District Council and developers, as a location for possible new housing or an international rail freight terminal. Back in the 1920’s most of the land was used for grazing sheep. Having outgrown its airfield in Cricklewood, the aircraft manufacturer Handley Page Ltd established a new airfield on farmland occupied by the Slaughter family at Colney Street in 1929. Known as Radlett Aerodrome it was officially opened in 1930. In the early days aircraft shared the field with sheep. When the Company wanted to fly one of their aircraft they first had to contact the farmer to ask him to take his sheep in. In practice it often meant a group of apprentices would be sent out to coax the sheep into the farmyard. When opened the airfield stretched from Colney Street north to a point close to the rear of Holy Trinity Church Frogmore.

Just before World War 11 the airfield was extended as far as Burydell Lane and concrete runways were laid down. In the 1950’s the main runway which paralleled the London – Bedford railway line was extended

further north close to the A414 (North Orbital Road) in order to cope with Victor bombers. The airfield closed in 1970 with the demise of Handley Page.

2018 – Industrial area at Colney Street photographed in July 2018 by Martin Wells. The common feature is the bridge taking Parkbury Lane over the Railway at the bottom left. In the almost 50 years since the airfield closed all kinds of developments have been proposed for the site including housing, the M25, a hospital, prison, school, traveller site, park and ride, Park Street bypass and large warehouses. For some 20 years or so after the airfield closed the runways survived and the areas of grass were cut for hay or used for grazing sheep. Eventually the site was taken over for the extraction of sand and gravel. The extraction and reinstatement took some 15 years and included the removal of the runways. As soon as areas were reinstated sheep returned to graze the land as was the case before the airfield arrived 90 years ago!

Whilst it is important to remember the history of the airfield, the general public should recognise that the airfield closed nearly 50 years ago. It is not a derelict Brownfield site, it is in fact farmland.

Bringing Books To Life

I often walk past an interestingly-decorated car parked in How Wood and was curious about its owner. Eventually I met him.

Phil Sherman studied economics at Manchester University and was destined for a career in accountancy. After graduating he went travelling and met a Turkish belly dancer who persuaded him to try his hand at clowning and mime. After a short course, Phil was hooked, and he decided to enrol in Madame Rambert’s. Phil clicked with the director who waived the 2-year waiting list, enrolling him on the 2-year diploma. He later studied at circus school in Islington-a European centre for this art form, (even mime) before becoming part of Animate Theatre and The Ark.

Phil came up with the idea of his own original take on traditional stories using six-foot books as the backdrop, with props emerging from the “books”. In “The Rainbow Show” the books are left in the rain and the words

are washed off, so audiences must use their imagination to re-write the story. In “Alan in Wonderland” Phil converts the book into a boat. In “Peter Pan” Captain Cook has an accident whilst cooking so becomes Captain Hook! The “book” again becomes a boat. There are lots more classic tales in the repertoire which Phil re-tells with a comic twist.

Phil has performed in libraries in every London Borough and theatre and festivals as far afield as Scotland, Ireland, Brazil and India. Booster Cushion Theatre was formed in 1989, specifically to work with primary-aged children to encourage them to take a greater interest in books. Since then this one-man show has performed to over 400,000 people all over the country.

Lyme disease is a bacterial infection spread by a bite from an infected tick. Early diagnosismeans it is easier to treat. A course of antibiotics will cure the disease if administered promptly.If Lyme disease is left untreated it can attack the nervous system and cause neurological problems.Many people with early symptoms of Lyme Disease develop a circular red skin rash around a tick bite (erythema migrans). The rash can appear up to 3 months after being bitten, and usually lasts for several weeks. However, most rashes appear within the first 4 weeks.Not everyone gets the rash. Some people have

flu-like symptoms such as a high temperature, headaches, muscle/joint pain, tiredness and loss of energy or even facial palsy in children.Remember that tick bites aren’t painful. You should always check your children’s skin when they have been in grassy areas.To safely remove the tick, use fine tweezers, then grasp it as close to the skin as possible, slowly pulling it upwards, but be careful not to crush it, then clean the area with antiseptic wash or soap and water.Former England rugby player Matt Dawson was bitten by a tick in a London Park last year and the bacterial infection spread very quickly. He felt feverish and couldn’t move from the sofa, but it took him 2 days to go to hospital where the disease was diagnosed.Lyme disease has increased more than fourfold in the past 10 years. The peak season is from April to October, but they are active all year long.

At the heart of Neighbourhood Watch is a simple concept. Neighbours join together

to make each other safer. It has been around since 1982 and examples of it include:

1. Keeping an eye out for rogue traders, suspicious looking behaviour such as someone trying car doors or calling at the door on what seems a pretext.

2. Making a neighbour’s house looked lived in while they are away, opening and closing curtains, turning lights on and off, removing mail from the door mat etc.

3. Sharing information about crimes in the area.

4.Holding a spare key and the alarm code for a neighbour’s home. You can probably think of other examples.

Herts police introduced a communication service based around people’s home phones called Ringmaster, where they could issue advice and warnings to residents. In 2006 this was replaced by the Online Watch Link system better known as OWL. This added the ability to receive messages by email, SMS and fax and has proved very popular. At the last count 136,000 people have registered with OWL across the county. In Park Street 1,300 people regularly receive email messages with another 300 taking the phone message so we assume don’t have email.

Theft from unlocked cars on the increasePolice are appealing to residents to behave responsibly and lock their cars.

There has been a concerning rise in vehicles that have been targeted by thieves and many of those appear to have been left unlocked. Items stolen include bank cards, mobile phones, sat navs, laptops, designer sunglasses and clothes, watches, iPods and cash.

Police Sergeant Mark Williams from our safer neighbourhood team, said: “We are finding that a high percentage of thefts from motor vehicles are occurring when the owners are leaving them unlocked, with valuable items in the car which are easy pickings for criminals. We urge drivers to lock their cars at all times when not in use and to double check they are locked. We are continually informing drivers of this and are looking to hold more prevention events in the coming months. Theft from motor vehicle along with dwelling burglaries remain a Community Safety Partnership priority with both covert and uniformed officers patrolling hotspots and targeting criminals that are known for this type of crime.”

There is also a good chance that your car insurance will be invalid if your vehicle has been left insecure, meaning you would not be able to claim on your insurance for any of the items stolen and it could also affect your no claims policy.

This type of crime takes up a huge amount of time and detracts resources away from other priorities. Most of these thefts could have probably been prevented if the vehicles had been left properly secure. It is easy to accidentally press a key fob and re-open a car without realising or simply press the wrong

button, so please double check you really have locked your vehicle when you leave it and remove all valuable items.

If you witness anyone behaving suspiciously around vehicles and you believe a crime may be in progress call 999 immediately. Any Other information should be reported via the non-emergency number 101, or online.

Alternatively, you can contact the independent crime-fighting charity Crimestoppers anonymously on 0800 555 111 or through their Anonymous Online Form. No personal details are taken, information cannot be traced or recorded, and you will never need to go to court.

This was the year everything changed as marine litter became an environmental crime that demanded action.Even before Sir David Attenborough showed us the impact plastic rubbish has on unique and fragile marine habitats through the lens of Blue Planet II, the court of public opinion was calling for new measures that would tackle the plague of litter.The introduction of the 5p bag charge led to the consumption of nine billion fewer bags and Keep Britain Tidy (KBT) worked to raise awareness about litter, fly-tipping and waste on all publicly shared land, be it a road, riverbank, playing field or park. As part of this we now have our very own Litter Heroes Ambassador, Peter Tiffany from Frogmore, one of KBT’s first 100 volunteer Ambassadors across the country. There is a Facebook Group for everyone who loathes litter and share ideas about things we can do, locally and nationally, to get it cleared up. See http://www.litteraction.org.uk/ to join and let others know your ideas, publicise litter picking events and be part of the growing movement that’s taking action against litter.Fly-tipping is a growing problem with potentially devastating consequences for communities and for the environment. The innovative #CrimeNotToCare and #SCRAPFlyTipping campaigns remided householders they are responsible for legally getting rid of their bulky waste, if dumped and then tracked back to them it could result in a hefty fine.More than 300,000 volunteers who took part in the Great British Spring Clean, despite the

Beast from The East, picked up a staggering 1,500 tonnes of litter. The local group, Park Street Pickers, collected over 40 bags of litter as part of this event and the subsequent Great Plastic Pick Up. The group does more than pick up litter- they aim to create clean streets, parks and river banks. They encourage the elimination of unnecessary waste and want to inspire people to care for their local environment. For those who want to join in they are organising two litter picks in September linked to the global campaign World Clean Up Day. The first will be on Saturday September 15th meeting at 10 o’clock in the car park of the recreation ground off Park Street Lane. They have another community litter pick planned for Sunday, September 16th meeting at 10 o’clock outside the shops in How Wood.Well done to our local Litter Heroes. You know who they are so say “Hi” when you see them out and about.

How Wood SchoolHow Wood School 50th Anniversary Celebrations How Wood School have had a very busy and wonderful time celebrating the school’s 50th Anniversary this year.Our celebrations began in May when we held an Anniversary ball at the Noke Hotel attended by over 130 guests including staff (past and present), governors, parents and friends of our school including some past pupils. This was a fabulous evening of fun and laughter. There was an auction of promises, a quiz, a raffle and a live band that provided great music that had everyone on the dance floor. The celebrations continued at the end of May with a “Children’s Day” which began with a special assembly in school where Mrs Rowe and the staff put an item into a time capsule to be opened in a decade at the school’s 60th anniversary! All the children made their own time capsules with letters from their parents/carers and other special mementoes and photographs. The children created individual items in class to put in their time capsules along with a letter from their class teacher. Mrs Rowe also wrote a special Haiku poem for each child to add to their capsule. Throughout the day the children enjoyed a junk music workshop, face painting, a barbecue lunch, bouncy castles and a visit from the ice cream man. In July, in the glorious sunshine, we held a special tea party for past and present staff and governors. We were delighted that three of our previous Head Teachers were able to

attend including the very first Head Teacher, Mr Franklin, who served twenty-one years at How Wood school.Our Year 2 children also recently performed a Maypole dance for their parents and the whole school at a special Village afternoon which ended with the crowning of the May King and Queen. This is a wonderful annual tradition held by How Wood School that started 36 years ago. Our Year 3 teacher, Miss Nixon, performed in the very first Maypole dance at How Wood School!

Our Deputy Head, Mrs Osborne has also set the children a special “50 for 50” reading challenge. Each child has been given a game card and must tick a box each time they have read/ listened to a piece of text including newspaper articles, comic books, fact books, poems and story books. Once all 50 boxes have been ticked the children will be presented with a special 50th Anniversary prize.

It was glorious weather for the Armed Forces Day parade organ-ised by St Stephens Parish. PSRA President Sandra Constable and Chair Dee Youngs’ afternoon started with a Parade of Standards from Black Boy Wood Shops to the Parish Centre, led by a lone piper. The Armed Forces Day Flag was duly raised at the Centre and the Watford Band created a wonderful atmosphere with music from the era of both World Wars. There was a large display of memorabilia in Tennyson Hall. Refreshments, including home made cakes and biscuits, were served by 1st Park Street Brownies & Guides.

SeptemberThis is a good month for dividing herbaceous perennials. Plants like crocosmia start to flower less after about 3 years and dividing them en-courages an abundance of flowers in the follow-ing summer.As we approach autumn it is a great time to look to plant trees and shrubs. It is still very impor-tant to keep them well watered until established. As the other deciduous trees and shrubs in the garden start to change you will need to cover ponds to stop them filling up with leaves as this can ‘choke’ the pond over winter.Cleanliness is critical to a healthy greenhouse so make sure yours is rinsed down with a Jeyes solution before you look to over-winter any of your more delicate plants.

OctoberAlthough the heat of the summer is all but gone, be mindful that the ground can still dry out. Early flowering shrubs such as camellia, rhodo-dendron and azalea will suffer in the spring if allowed to dry out now.It is the last chance to get some final lawn work done. Scarifying to remove any thatch will help to reduce the moss build up and an application of autumn feed will strengthen the lawn for next spring. Autumn lawn feeds are low in nitrogen, unlike the spring versions, and will not encour-age fresh growth that will only suffer over the winter.Daffodils, crocus and all spring flowering bulbs are all now available and ready to plant. The general rule is to plant them 3x their depth and

they will give a stunning display in the spring next year. These can be planted over with pan-sies, viola and primula for some instant colour to carry you through the winter.

NovemberFruit trees will need some assistance against spring caterpillars. The wingless female moths will travel up the trunks now to lay their eggs. This is easily avoided with a pesticide free grease band. It is simply applied by wrapping it around the trunk of the tree thus stopping the females in their tracks.As the colder, wetter weather moves closer it is advisable to place your pots on pot feet to avoid water-logging and they can also be wrapped in bubble-wrap to insulate them too. Any tender plants in containers should be moved into either a greenhouse or at least a more sheltered part of the garden preferably next to the house wall.Please don’t forget our feathered friends. As natural food sources become scarce we can help by putting out fresh food for them. Sunflower hearts, fat balls and suet feeds are all good sources of energy and will help them in these coming colder months.

DecemberIf you have planted any pansies for the winter then keep a close eye on any blotchy leaves as this may well be the start of downy mildew. Pick off the affected leaves on first sighting.Any perennials which are borderline-hardy, such as Agapanthus would benefit from a

mulch around their crowns to help keep them protected over the coming colder months.Now is the time for some winter pruning. Roses can have their first cut back, but not too hard at this stage. A light clip and thinning out any old hard wood is all that’s needed. Apples and pears will also need a prune and make sure all remain-ing fruit is removed.

JanuaryAlthough one of the coldest months, the days are beginning to get longer, so this will have an effect as your garden will start to grow.This is the perfect month for sowing sweet peas. 7-10 seeds in a 3” (9cm) pot placed on a warm window sill will get you underway. Sweet peas benefit from being cut back several times before finally being planted out to give good thick stems that will produce an abundance of flowers. Starting this early means your chunky, healthy plants should be just perfect towards the end of April.It is also the time to start thinking about sum-mer flowering bulbs. Lilies, gladiolus and ner-ines will bring bold and striking colours to the garden throughout summer but you need to buy the bulbs now.For all those ‘Grow Your Own’ gardeners it’s time to get your seed potatoes ‘chitting’ and buy your onion sets. You can now be ‘forcing’ your rhubarb. You can buy rhubarb forcers, or a large terracotta pot with the drainage holes plugged will have the same effect.

FebruaryAny winter flowering shrubs that have finished could do with a prune back to shape. Chimo-nanthus, lonicera purpusii and hamamelis will all benefit from this once the flowers are spent. Summer flowering deciduous shrubs that flower on new growth can also be pruned. Lavatera, buddleia, physocarpus and potentilla are all good examples and this will help to keep them compact and manageable.Ornamental grasses that have been left over winter will need some attention. Deciduous va-rieties can be cut back whilst evergreen types just need ‘combing’ through to remove any dead leaves.Any peach or nectarine trees will probably need some protection against the frost. These early flowering fruit trees are dependent on our help if frost is due. Wrap in horticultural fleece to protect the flowers and increase the crop quan-tity.

St Albans Marquetry Group Judges/referees! What do they think about? I am preparing this article before the England v Sweden game and what I am about to write is relevant now but will probably be forgotten by the time Park Street News is issued.

The referees in England’s previous games seemed to think that wrestling was all part of the game of football.

The same applies to marquetry judges in relation to hand crafted entries and those made using computer laser cutting. The exhibit, left, with the leaf pattern which was let into the guitar by hand was much admired by everyone attending the competition, but came second!Ivor is a talented member of our group so perhaps I am biased!

Could You Become A Councillor?There are around 9,000 Town and Parish Councils in England with over 80,000 local councillors. What is the difference between a Town and Parish Council? Not a lot really! They both have the same powers and can provide the same services. The only difference is that a Town Council has decided that it should be known as a town council instead of a parish council and has a mayor. Most Parish Councils were establish in 1894 by Act of Parliament which created a ‘Civil Parish’ as opposed to an ‘Ecclesiastical Parish’ which was under the control of the church. Above Town and Parish councils there are District Councils and County Councils - ‘Principle Authorities’.Both Town and Parish Councils have an overall responsibility for the well-being of your local community and their work falls mainly into three areas:1) Representing your local community. 2) Delivering services to meet local needs. 3) Striving to improve the quality of life for the residents, workers and visitors. Both work with the larger councils to agree which services the Parish or Town Council should be in charge of.There are some 20 services that councils might provide and maintain, such as allotments, bus shelters, open spaces, leisure facilities, planning etc. The money for these services is raised through the council tax, levied by District Councils, and passed to Town and Parish councils by way of a ‘precept’. Bothcouncils may also apply for grants and loans and if they own property can raise money through rents and hire charges.

It necessarily follows that a Councillor must do what is required by law and may only do what the law says.The CouncillorIf you are over 18 years and a qualifying citizen of the Commonwealth, the European Community of the Republic of Ireland you may become a councillor.Getting there is by three methods; firstly by being elected; taking part in an election and winning a seat against other candidates, by being returned unopposed; when you are already a councillor and there is no other candidate you retain your seat or by Co-option.You cannot act as a councillor until you have signed a formal declaration of acceptance of your office. You must sign it before the first council meeting following your election in the presence of another councillor or the clerk to the council.As a councillor you have a responsibility to:

Councillors are governed by a code of conduct and there are seven principles which apply to people in public life known as the Nolan principles they are: selflessness, integrity, objectivity, accountability, open-ness, honesty & leadership. As a councillor you are required to abide by rules that apply to the disclosure of some business or financial interests. These are “disclosable pecuniary interests” and include your employ-ment, ownership of land, and business interest in the town or parish. Other interests are non-pecuniary or personal interests.St. Stephen Parish Council is represented by three wards: Park Street, with 5 councillors; Chiswell Green, with 3 councillors and Bricket Wood, with 4 Councillors. Next year, 2019, the Councillors on St. Stephen Parish Council come up for e-election, if you are interested in becoming a councillor speak to one of them (see page 36) or the Clerk to the Council 01923 681443.
