1 Introduction Western Power’s ServiceApp r tus Connection Scheme (SACS) llows ccredited electric l contr ctors

vi their uthorised workers to connect kWh meters nd termin te consumer m ins into energised

Western Power pill rs, but not to le ve the inst ll tion energised.

The scheme is limited to the connection of single direct wired metering inst ll tion not exceeding

100 mperes, including distributed metering.

A notice of completion must be submitted to Western Power upon completion of the work. If the

Contr ctor lso holds Contr ctor Connect Scheme ccredit tion he c n energise the inst ll tion

subject to the CCS scheme conditions. Altern tively Western Power will rr nge for energis tion.

Inst ll tions m y be subject to inspection prior to energis tion by Western Power.

Contr ctors intending to p rticip te in the scheme must meet minimum criteri to qu lify for nd

m int in SACS ccredit tion. This criteri is defined in sections 3 (Applic tion nd pprov l) nd 4

(Ongoing ccredit tion requirements).

Once SACS uthorised, electric l workers m y undert ke works on Western Power’s network under

the conditions of SACS.

Inspection, ssessment nd udit processes pply nd re undert ken for both new SACS pplic nts

nd t ongoing ye rly udits. Audits sh ll review the compli nce nd fulfilment of ll dministr tive

requirements including, but not limited to: the completion of SACS test forms; proof of completion

notices; m inten nce of n electric l workers’ register; nd ensuring the c libr tion of instruments.

Electric l contr ctors nd workers f iling to comply with SACS conditions re subject to consequences

which m y include, but re not limited to: the revoc tion of SACS ccredit tions; remov l of Network

Authority C rd (NAC); nd, possible prosecution under the l w for bre ches of regul tory nd

connection requirements. Serious bre ches of the Acts nd Regul tions sh ll be notified to the

Electric l S fety Regul tor.

An ppe l nd reinst tement process h s been est blished for contr ctors nd workers who re

subject to their SACS ccredit tion being suspended by Western Power. This process is outlined in

section 5.1 (Appe ls process).

2 Service Apparatus Connection Scheme guidelines The Service App r tus Connections Scheme (SACS) permits ccredited electric l workers to perform

cert in works on the Western Power Network, s defined below:

• Termin te customer’s consumer m ins into n energised Western Power mini pill r or univers l

pill r for new inst ll tion (s fety observer required for uni-pill r nd mini-pill rs with exposed

ccessible un-insul ted p rts).

• Obt in new direct wired kWh meter from meter distributor, s per meter pick up

requirements, must hold current NAC or letter from Western Power uthorising pick up.

• Inst ll direct wired kWh meter t new customer’s inst ll tion, this lso includes distributed

m ster metering.

• Disconnect tempor ry builder’s supplies nd return tempor ry meters to Forrestfield Metering

within 3 d ys.

• Inst ll nd termin te customer’s consumer m ins into the service protection device nd direct

connected kWh meters for new inst ll tion.

• Oper te the service protection device - SPD (fuse or circuit bre ker) t the meter p nel to c rry

out the required testing of the kWh meter (see section on testing).

• Entry to SACS is volunt ry.

IMPORTANT: Under NO circumst nces m y the customer’s consumer m ins be termin ted t

de-energised pill r.

The service protection device sh ll be pl ced in the OFF position nd for fuses the c rtridge

removed nd for both n Out Of Service t g tt ched to indic te th t only Authorised Western

Power personnel m y remove nd energise the customer’s inst ll tion.

IMPORTANT: The Service App r tus Connection Scheme does not permit n inst ll tion to be

left energised. Only Western Power, its uthorised personnel nd Contr ctor Connect Scheme (CCS)

contr ctors (subject to the CCS conditions) m y energise the inst ll tion.

2.1 Service Apparatus Connection Scheme limitations

• SACS pplies to NEW underground connected premises only.

• SACS does not permit contr ctors or workers to le ve n inst ll tion energised.

• Energis tion of premises is undert ken by Western Power, its uthorised contr ctors or n

electric l contr ctor ccredited to the Contr ctor Connect Scheme providing th t the CCS

contr ctor h s undert ken ll electric l inst lling works, including SACS work nd subject to the

CCS conditions.

• SACS contr ctors nd their workers c nnot direct nother electric l contr ctor or worker to

energise n inst ll tion.

• SACS does not pply to current tr nsformer (CT) metered inst ll tions. For these inst ll tions

Western Power’s metering technici ns must be involved.

• SACS does not include energis tion of builders’ supplies.

• SACS does not pply to overhe d service connections ( network service must be rr nged for

this work) or meter ch ngeovers from tempor ry positions to perm nent positions.

• Disconnection nd reloc tion of perm nent meters re not permitted.

2.2 Service apparatus test form When completing testing of service pp r tus, the SACS service pp r tus test form must be used.

This form is v il ble for downlo d from Western Power’s website:

Electric l workers h ve two options when conducting the service pp r tus test nd completing the

test form:

• H ve witness who is lso n ccredited SACS electric l worker to record the test results during

the testing process (two person process); or,

• H ve one SACS ccredited person use test instrument with downlo d ble memory to

determine nd record the test results. The service pp r tus test results must still be m nu lly

filled in on the service pp r tus test form nd print-out of the chieved test results from the

instrument’s memory must be tt ched to the completed form. All downlo ded test results

must be ret ined by the contr ctor for minimum of five (5) ye rs. Ple se refer to Section 2.2.2

(Minimum specific tion for the service connection test instrument with on-bo rd stor ge of test

results) for more inform tion.

IMPORTANT: It is critic l th t correct SACS testing procedures re followed nd the results

recorded t the time of the test.

2.3 Notices

All prelimin ry nd completion notices from SACS ccredited electric l contr ctors must be submitted

to the network oper tor vi EnergyS fety’s eNotice system. To pply for n eNotice ccount, visit

2.4 kWh Meter collection

SACS ccredited electric l workers re permitted to collect Western Power kWhmeters frommetering

outlets. See Western Power website for loc tions nd forms.

Prior to collecting meter, prelimin ry notice with v lid retailer’s reference number must be

submitted to Western Power for the inst ll tion.

To obt in meter, meter request notice must be completed by the electric l worker st ting the

prelimin ry notice number nd site ddress. This form is to be submitted to the metering outlet in

exch nge for the meter. Meter request notices re v il ble for downlo d from Western Power’s

website vi the bove ddress.

Only uthorised contr ctors nd their workers m y collect meters from metering outlets.

Authoris tion c n be proven by producing either:

• A Western Power Network Authority C rd with photogr phic ID; or

2.5 Notice of completion A notice of completion must be submitted to the network oper tor vi EnergyS fety’s eNotice system

within three d ys of completion of SACS work.

F ilure to submit notice of completion within the prescribed timefr me is bre ch of section 52 of

the Electricity (Licensing) Regul tions 1991.

2.6 Electrical contractor and worker responsibilities Electric l contr ctors p rticip ting in SACS must:

• M ke v il ble service pp r tus test forms to e ch ccredited electric l worker. This form is

• M int in SACS records for minimum period of five (5) ye rs.

• Notify Western Power of eng gement nd diseng gement of SACS ccredited employees within

prescribed timefr mes.

• Perform intern l s fety ssessments / udits on electric l workers to ensure dherence to SACS.

• P rticip te in Western Power’s desktop udit process.

• Demonstr te fitness for work process including provision for drug nd lcohol detection.

• When required notify Western Power’s WA Electric l Inspectors when electric l workers re

c rrying out SACS work.

• Ensure the comp ny nominee m int ins SACS ccredit tion.

• Ensure ll instruments re m int ined nd c libr ted to the m nuf cturer’s st nd rd with

m inten nce records recorded in n instrument register.

Electric l workers p rticip ting in SACS must:

• M int in compli nce with Network Authority C rd greement.

• Complete service pp r tus test form for ll SACS rel ted work nd provide this form to the

electric l contr ctor for record keeping purposes.

• Perform work to the requirements of relev nt legisl tion nd scheme requirements.

• Report scheme rel ted h z rds nd incidents to Western Power.

• H ve their Network Authority C rd v il ble t ll times when undert king SACS work.

• M int in n ctive SACS work history.

• Uphold Western Power’s person l protective equipment (PPE) nd person l protective clothing

(PPC) requirements when working on Western Power’s network. Refer to Western Power’s

Work Pr ctice M nu l for PPE nd PPC requirements.

2.7 Electrical contractor and worker eligibility

• At le st one nominee from the contr ctor comp ny must be SACS ccredited.

• Workers must h ve h d n ctive nd s tisf ctory work history over the preceding 12 month

period.

• Workers must meet onbo rding / ongoing tr ining nd compli nce requirements.

• Fourth ye r pprentices re permitted to c rry out testing under supervision of SACS

ccredited p rticip nt providing the pprentice h s completed the following:

• the relev nt TAFE testing module;

• Network Authority C rd pprov l; nd

• SACS Service Connection tr ining.

IMPORTANT: SACS ccredited Fourth ye r pprentices must c rry out the SACS Service

Connection testing, NOT ct s the witness.

3 Application and approval In order to be eligible for the Service App r tus Connection Scheme, pplic nts must h ve h d n

ctive electric l working history over the preceding 12month period nd complywithWestern Power’s

eligibility requirements s outlined below.

3.1 Application The electric l contr ctor must submit completed Applic tion Form nd decl r tion committing to

dhere to ll SACS rules. A nominee from the comp ny must be listed s one of the workers to be

ccredited. The Applic tion Form should be sent to:

When ssessing eligibility for the scheme, Western Power will review currency of electric l worker

licence nd worker’s history. Western Power will notify the electric l contr ctor of the outcome of the

pplic tion in writing.

3.2 Pre-engagement assessment

As p rt of SACS pplic tion ssessment, the electric l contr ctor will be required to complete n

ssessment. The ssessment ensures the contr ctor’s compli nce with, nd underst nding of, the

Occupational Safety and Health Act 1984, the Occupational Safety and Health Regulations 1996 nd

the scheme requirements.

Subject to s tisf ctory ssessment, the contr ctor c n be ccredited to the SACS nd pplic tion for

worker uthoris tion c n commence. A tr ining uthoris tion letter will be issued for eligible workers.

3.3 SACS training

Electric l workers must complete SACS tr ining through Western Power pproved tr ining provider.

To be uthorised to c rry out SACS work the electric l worker must successfully complete nd p ss the

tr ining course.

The electric l worker must present their current electric l worker’s licence to the tr ining provider for

verific tion when registering on the d y of tr ining.

Key le rning outcomes of the SACS tr ining include:

• Underst nding the role nd oblig tions of electric l contr ctors nd electric l workers under the

SACS.

• S fe working pr ctices including PPE requirements.

• S fe nd correct termin tion of consumer’s m ins into energised supply pill rs.

• Pre-connection checks nd tests.

• Fitting of house identific tion l bel to consumer m ins t pill r loc tion.

• An underst nding of the MEN system.

• Connecting nd testing the kWhmeter in ccord ncewithWestern Power’s SACS current service

pp r tus test form.

• Correct instrument us ge including c libr tion requirements.

• Use of instruments with downlo d ble memory.

• Completing the SACS service pp r tus test form.

3.4 Network Authority Card (NAC) Upon successful completion of induction nd SACS tr ining, pplic nts must obt in Western Power

issued SACS uthorised Network Authority C rd.

Once the electric l worker h s been issued with their NAC, they must notifiy SACS dministr tion t

4 Ongoing accreditation requirements Tom int in SACS ccredit tion, electric l contr ctors nd electric l workers will be required to comply

with ll SACS nd NAC requirements.

Electric l workers will only rem in SACS ccredited while they re nomin ted nd employed by SACS

ccredited electric l contr ctor. If n ccredited electric l worker ce ses to be employed by SACS

ccredited electric l contr ctor for gre ter th n one ye r period, the worker must re pply for entry

into SACS.

4.1 Notification of existing approved SACS worker SACS ccredited electric l contr ctors who eng ge the services of n existing pproved SACS worker

re required to inform Western Power of the eng gement within 5 working d ys t [email protected]. u.

4.2 Notification of worker disengagement SACS ccredited electric l contr ctors who diseng ge the services of n SACS ccredited electric l

worker re required to inform Western Power of the diseng gement within 5 working d ys t [email protected]. u.

4.3 Ongoing accreditation training SACS p rticip nts re required to undert ke tr ining s necess ry to s tisfy both SACS nd NAC

requirements.

SACS p rticip nts will be required to undert ke nnu l online SACS refresher to ensure SACS

competencies re m int ined.

4.4 Field assessments

Western Power will undert ke nnu l nd r ndom field ssessments to ssess worker competencies

in s fety nd technic l knowledge.

The field ssessment will verify:

• Ability of workers to perform tests, record nd underst nd test results in the presence of

witness or using testing device with downlo d ble memory.

• Correct use of instruments.

• S fety knowledge of workers including PPE/PPC use nd s fety observer requirements when

ccessing pill rs (if pplic ble).

• Correct completion of the SACS service pp r tus test form.

• Knowledge of the Western Power’s NAC oblig tions, including the m nd tory competency

requirements.

F ilure to complete n nnu l ssessment will result in SACS uthoris tion being withdr wn.

4.5 Desktop audit

Western Power will undert ke both n initi l, then ongoing nnu l nd r ndom, desktop udit of the

Scheme p rticip nts to ensure th t ll of the SACS conditions c n be met or re being complied with.

The Desktop Audit will verify:

• Tr ining nd competency ssessment records for e ch SACS p rticip nt.

• Correct completion of SACS service pp r tus test form.

• Confirm tion th t the worker h s n ctive work history.

• Correct pplic tion nd filing of instrument downlo d ble memory d t (if used).

• Instrument c libr tion records (c libr tion to m nuf cturer st nd rd).

• Intern l worker udits c rried out by the contr ctor.

• Compli nce with the contr ctor’s fitness for work policy including provision for drug nd lcohol

detection.

• Register of electric l workers.

• Knowledge of the Western Power’s NAC oblig tions, including the m nd tory requirement to

m int in competencies.

• Av il bility of correctly c libr ted instruments.

5 Suspension / cancellation of accreditation Should n electric l contr ctor or worker not comply with the requirements of SACS, Western Power

reserves the right to review their ccredit tion. SACS ccredit tion m y be revoked where inst nces

of serious or repe t SACS non-compli nce h ve occurred. In ll inst nces, where reinst tement to SACS

m y occur, Western Power must firstly be s tisfied th t ppropri teme sures h ve been implemented

to ensure non-compli nce does not re-occur.

Re sons for revoking contr ctor’s nd / or SACS ccredit tion m y include:

• F ilure to m int in the NAC requirement will utom tic lly c use the SACS ccredit tion to be

suspended / c ncelled.

• F iling to h ve systems in pl ce to ensure workers re undert king SACS service pp r tus

testing in the correct m nner.

• All sub-st nd rd / d ngerous electric l work including service pp r tus work.

• Non ssessment of employees.

• Fr udulent beh vior.

• F iling to provide evidence of drug nd lcohol detection progr m.

• The comp ny nominee not being SACS ccredited p rticip nt.

• F ilure to m int in nnu l SACS competency oblig tions.

• Not being ctive s contr ctor in performing SACS work during the preceding 12 months.

An ccredited electric l contr ctor or worker th t h s their ccredit tion revoked will not be eligible

for re- ccredit tion for minimum period of six months.

All p rticip nts suspended from SACS will be required to undert ke competency ssessment prior to

Drug and alcohol management requirements for

SACS accredited contractors

All contr ctors undert king prescribed ctivities on Western Power’s network must comply with Western

Power’s Fitness for Work Guidelines, including drug nd lcohol m n gement.

The minimum requirements for contr ctors re s follows:

Procedure

The contr ctor must h ve Drug nd Alcohol M n gement Procedure nd supporting progr mme including

r ndom testing, for c use testing nd monitoring for positive results.

Random Testing

) Must be conducted on the contr ctor’s workforce on monthly b sis (or s is considered pr ctic ble

given the size of the contr ctors workforce).

b) Testing process must be comp tible with AS/NZS 4308.

c) Testing must be conducted by suit bly qu lified personnel s per AS/NZS 4308.

d) Must include Bre th Alcohol Testing with toler nce of 0.000.

e) Must include urine testing for Opi tes, Amphet mines, Meth mphet mines, C nn bis / THC, Coc ine

met bolites nd Benzodi zepines to Austr li n St nd rd cut-off levels s per AS/NZS 4308.

f) Must include st nd-down process for non-neg tive nd positive results which re not commensur te

with medic tions, whereby the employee’s ccess to the Western Power network is removed.

For cause testing

) Must be conducted for incidents in which fitness for work m y be considered relev nt f ctor, including

vehicle incidents.

b) M n gement of non-neg tive / positive results must be in ccord nce with the r ndom testing process

(including st nd-down).

Recording

) All results for D & A testing must be m int ined by the contr ctor for period of 5 ye rs.

Monitoring

) A monitoring process must be in pl ce for ll positive results prior to employees returning to ccessing

the Western Power network.
