CYO Welcomes New Intern 16 Dagoy Caravan disaster educaon facilitators par- cpated in the West Visayas State University Language Fes- val from Sept. 1-7, and 18 members of the Barangay Disaster Reducon and Management Comiee of Buntatala facilitated disaster educaon acvies for 617 campers during the Boy Scouts of the Philippines District Camporal 2014 in Iloilo. The aim of the Dagoy Caravan program is to integrate art into di- saster educaon to make it more appealing to youth. The Barangay Disaster Risk Reducon Management Commiee held meengs on Sept. 16 to discuss establishing an early warning system for floods and other hazards, and on Sept. 23 to review its Hazard Assessment for flooding and its Capacity and Vulnerability Analysis. The Philippines study tour done by students of the University of the Ryukyus began with a CBARAD project briefing given by Mr. Norman Tabud, CBARAD Project Supervisor, held at the Mayor’s Conference room. At the workshop on establishing EWS, Darwin Papa and Felix Doreza listen to Barangay Kagawad Sonny Catalan idenfying Dungon evacuaon centers. 1 On Sept. 18, 7 students and a professor from the Ryukyus Uni- versity in Okinawa, Japan went to the Philippines on a Study Tour. The CBARAD Project was included in the tour to provide students with an appreciaon of how cooperaon between communies and local government can lead to economic de- velopment through capacity building. On Sept. 23, the Japan Internaonal Cooperaon Agency (JICA) selected the Iloilo Flood Control Project, which CBARAD is involved with, for an evaluaon to be used in creat- ing a “Lessons Learned Based Knowledge Sheet”. 23 parcipants joined a workshop held on Sept. 29 to coordinate the early warning system (EWS) of the Communi- caons and Warning Group, under the Barangay DRRM Com- miee, with the City DRRM Office’s EWS. Lastly, the monthly meeng of CBARAD partners was held on Sept. 30. The five Punong Barangays met with the CBARAD Project coordinator and discussed the Project Design Matrix and purchasing DRRM equipment. October acvies included: Evacuaon Center Management Sub-Commiee Workshop (Oct. 8) Disability Inclusive Disaster Risk Reducon Training (Oct. 9-10) IEC on Early Warning System in barangays (Oct. 20-24) Emergency Warning Informaon Communicaon Flow Drill (Oct. 27) Persons With Disabilies (PWD) Assembly (Oct. 15, 22, and 29) PWD Empowerment Seminars and the Elecon of Of- ficers are also planned for November. CYO Interns take Study Visit to Yokohama Waste Management and Disaster Response Facilities

Throughout October, CYO’s Interns participated infivesitevisitstolearnabouttheinfrastructureandplanninginvolvedinmanagingthecityofYokohama. ThefirstsitevisitwastotheTsurumi Waste Incinera-tion Plant.Thisfacilityprovidedanexampleofhowburnablewastecanbeprocessedtoprovideelectricitythroughasteamturbinegeneratorwithminimalemissionsanduseofspace. The next visit was the Tsurumi Recycling Centre,where therewas the opportunity to learn about how recy-clablewasteiscollected,separated,andprocessedforresale.TherearealsoexamplesofhowtheCityofYokohamaencour-agespeopletoreduceandproperlydisposeofwaste. The third site visit was the Yokohama Municipal Disaster Prevention Center. Here visitors can gain a uniqueimmersiveperspectiveondisastersrangingfromtyphoons,toearthquakes,andfires.Atourofthisfacilityincludesafilmonhistoricaldisasterevents,simulatedemergencychallengestoprepareforescapingabuildingduringanoxiousfireorblack-out,andother informativeexhibits.This isalsoausefulsitevisitforthoseinterestedinmethodsofdisasterpreparednesseducation. TheYokohama Wastewater Treament Plant site visit wasthefourthopportunitytoseecitymanagementinfrastruc-tureatwork.Herevisitorscanlearnabouttheimportanceofrecycling wastewater,methods of purifying water, and howstormwateriscollectedandmanagedtoavoidflooding.

Oftheseplannedactivities,sofarstudentshaveparticipatedin the field visit to Crow Island during the project’s secondworkshop.OnSept.6,studentswereshownhowtomeasurethetemperature,windrate,humidity,andsealevel.Studentsalsoidentifiedplantandanimalspecies,interviewedothervis-itorstoCrowIslandabouttheirobservations,andpresentedtheirfindingstotheirpeers. Students participating in the EnvironmentManage-mentProgramalsocleanedandappliedcomposttoaspacesetasideasaschoolgarden. Theteachers involvedintheprogramandstudent’sparents both remarked that the Environmental EducationProjectprovidesstudentswithaunique,practicalopportunitytoengagewithandappreciatetheirnaturalenvironmentthatchildrenwouldnototherwisehaveaccessto.Theparentsarepleasedthattheirchildrencantakepartintheseeducationalexperiences.

Since the Student Based Sustainable and ProactiveEnvironmental EducationProject’s introductoryworkshop inColombo,SriLankaonJun.222014,theproposedprojectac-tivitiesinlcude:

• A visit to Crow Island to learn about biodiversity and weather • Establishment of an Environmental Student Society in school• Training on waste management, separation, and recycling• Growing a green space/butterfly garden to study wildlife on school grounds• Posting an Environmental Education display chart promot-ing students’ creativity and observations of their surroundings through art and writing

The conference focused on social innovation as ameansoffacingchallenges,suchasaginginfrastructure,nat-uraldisasters,energysecurity,climatechange,andahostofotherissues.Theconferencealsoincludedseminarsandexh-bitionsdiscussingthesetopicsandwaystoaddressthem. In itspreviousyear,SmartCityWeek focusedmorespecificallyonmetropolitan issues.But thisyear,oneof thegoalsoftheeventwastoencourageanevenbroaderdiscus-sionofsocial issuesandsolutionsbeyondthecontextofur-banization. Thisyear’sconferencewasattendedbyover23cities,national governments, and international agencies providingmanyvaluableopportunitiesfornetworkingandideasharing.

Asia Smart City Week 2014 Conference Comes to Yokohama

ThecityofYokohama’suniquesustainablecityman-agementinfrastructureandinitiativesofferavarietyoflearn-ingopportunitiesforthoseinterestedinaddressingurbande-velopmentissues.Byparticipatinginastudyvisityoucanfindoutwhatkindofmethodsofcitymanagementcanbeappliedinyourcitytoo.

CYO Participates in Japan-OECD High Level Policy Forums The Government of Japan and OECD hosted twoseparateforumsfromOctober14-17inTokyoandToyamatoshareJapan’sexperiencesonUrbanDevelopmentandGreenGrowth, aswell as Resilient Cities in Ageing Societies. Rep-resentatives of CYO participated in both forums where citynetworkswereemphasizedtoaddressthegrowingissuesongreengrowthanddevelopingresilientcities.

Urban Development and Green Growth The first part of the conference, Urban Develop-mentandGreenGrowth,washeldinTokyowiththeMinistryofLand Infrastructure,TransportandTourism(MLIT)of theGovernmentofJapanhostingtheevent.ThiswasthesecondexpertmeetingonUrbanGreenGrowthwiththeobjectivetodiscusshowtofacilitateactionforurbangreengrowthandtoimprovetheOECD’sUrbanGreenGrowthinDynamicAsiaKnowledgeSharingPlatformbasedonfeedbacksoftheproj-ectsandotherknowledgesharinginitiativesacrosstheworld. OECDisemphasisingmoreonlocalgovernmentstoactparticularly inAsiaas the issues inAsiancitiesnowarecommontodevelopingcitiesandtheurbanpopulationinAsiaisgrowingthefastest.AccordingtoestimatesbyUNDESA,thepopulationofurbandwellersisexpectedtoexceed0.8billionby2030inAsiaalone.Thisfigurealsoindicatesathepotentialforariseinmotorization,riskstohumanhealth,andtheur-banpopulationvulnerabletodisasters. CITYNET Yokohama Office Welcomes New Intern from Canada

CYOiscontinuingitspart-nership,thatbeganinspring2014,with the Centre for Asia-PacificInitiatives (CAPI) of the Universi-ty of Victoria (UVic), in Victoria,British Columbia, Canada, to ac-cept qualified interns to work forCYO as Project Assistants. Thesecond intern from CAPI thisyear is Alanah Nasadyk. Her workwill be focused around website management, publica-tiondesign andwriting, aswell as project proposalwriting.

According to OECD, elderly population is rapidlyrising inmanycitiesand in Japan, itwillpeakaround2035.It identifies the key issues as thedeliveryof public servicesand economic growth.
