CHART 1Indigenous production of crude oil, NGL and feedstocks by OECD Region

Total OECD production of crude oil, NGL and refinery feedstocks grew by 5.0% in September 2019 compared to September 2018. Production grew in all OECD regions with the OECD Americas leading the growth (+5.3% y-o-y1) due to steady growth in the United States (+8.7% y-o-y). Production also grew in OECD Asia Oceania, (+22.6% y-o-y) attributable to high production in Australia (+25.8% y-o-y). Finally, production in OECD Europe increased slightly (+0.6% y-o-y), with an important increase in the United Kingdom (+11.8% y-o-y) and a decrease in Denmark (-28.3% y-o-y). Overall, total OECD production of crude oil, NGL and refinery feedstocks grew by 6.2% in the first three quarters of 2019 when compared to the same period of 2018.

Total OECD refinery gross output of total products decreased by 2.4% in September 2019 compared to September 2018. Decreases were observed across all OECD regions and all products, except for other products. Significant declines in gasoline output were observed across all OECD regions, led by the OECD Americas (-2.1% y-o-y). Decreases in gas/diesel oil and residual fuel oil output were observed across all OECD regions as well, with declines of 2.1% and 7.5% in total OECD on a year-on-year basis, respectively.

Total OECD net deliveries of total products decreased by 0.8% in September 2019 compared to September 2018. The decline was led by the OECD Americas (-1.6% y-o-y) where deliveries of gas/diesel oil decreased by 4.9% on a year-on-year basis. Net deliveries in OECD Europe and OECD Asia Oceania were very similar to the same month of last year. A small increase in net deliveries was observed in OECD Europe (+0.2% y-o-y) led by growing deliveries of gas/diesel oil (+3.7% y-o-y). Meanwhile, a small decrease was observed in OECD Asia Oceania (-0.4% y-o-y), also driven by gas/diesel deliveries (-3.5% y-o-y).

Total OECD oil stocks levels on national territory decreased by 6799 kt in September 2019 compared to August 2019 and closed at 533 million metric tons. The stock draws of crude oil, NGL and refinery feedstocks (-4859 kt) played a greater role than the decrease observed in oil products (-1940 kt). Stock draws were observed across all OECD regions, with the largest decrease being in OECD Europe (-2752 kt), followed by OECD Asia Oceania and the OECD Americas (-2437 kt and -1610 kt, respectively).

Australia There is a break in series between December 2017 and January 2018 due to a change in repor ng methods, which involves new mandatory reporting for refineries and companies in the oil sector.

Austria Most recent data are the best estimates from the Austrian national administration, based on available preliminary data. Data are usually finalised within three months following the first publication.

Canada Data for Canada are submitted by the Department of Natural Resources (Natural Resources Canada, or NRCan), based on actual and preliminary data from Canada's national statistical agency (Statistics Canada) and various other sources. In cases where data from these sources are unavailable, estimates are conducted by NRCan, based on information available at the time, including alternative sources. Data are usually finalised within three months of the first publication. An important source for any differences between data published by Statistics Canada and data published by the IEA is data estimated by NRCan or the IEA Secretariat.

The Canadian Administration includes condensates and pentanes plus under crude oil.As of January 2019, Canadian data includes outputs of secondary products from bitumen upgraders. These are reported under “from other sources” under other hydrocarbons, and in “primary product receipts” for refinery gas, gas/diesel oil and petroleum coke.There in a break in series between December 2018 and January 2019 as the Canadian Administration launched a new Monthly Refined Petroleum Products survey in the beginning of 2019. The survey includes greater coverage of all products.

Finland Starting from August 2019, information on international marine bunkers are not available but included in the “Gross inland deliveries obs.” of total fuel oil and gas/diesel due to confidentiality reasons.

France Following a methodological change in the French statistics coverage, data from January 2017 includes the overseas departments (French Guiana, Guadeloupe, Martinique, Mayotte and Reunion).

Israel Petroleum coke is included by Israeli Administration in the amounts of other petroleum products.The trade breakdown information is not available at this time.The statistical data for Israel are supplied by and under the responsibility of the relevant Israeli authorities. The use of such data by the OECD is without prejudice to the status of the Golan Heights, East Jerusalem and Israeli settlements in the West Bank under the terms of international law.Information is based on data published by the Ministry of Energy and Water Resources as well as the Central Bureau of Statistics.The stocks level information is not available at this time.

Mexico Star ng from January 2018, repor ng of LPG imports and deliveries is based on a more comprehensive coverage of the market.



NOTESNetherlands There is a break in series between December 2017 and January 2018 following the implementation of a new

data collection and compilation system. This includes methodological reporting changes, better trade information by country of origin/destination and more accurate stock data.As of December 2016, large amounts of fuel oil are reported under other products due to their chemical properties.

Poland There is a break in stocks for Refinery Feedstocks between December 2018 and January 2019 due to a change in the data reporting methodology for semi-products. This new methodology also results in higher product transfers between Other Products and Refinery Feedstocks.

United States The US Energy Information Administration (EIA) excludes crude oil lease stocks (crude oil stocks held at producing sites) from industry stocks of crude oil.
