The year 2014 offered some respite from the disaster-filled 2013. In the last two quarters of 2013, the country was reeling from the hard blows

of nature – the Visayas earthquake that shook Bohol on Oct 15 with an impact that was likened to 32 Hiroshima bombs and super typhoon Yolanda which flattened Tacloban and left a large part of the Visayas in utter destruction. All these came under the heels of a man-made Zamboanga crisis from August 12 to September 28.

For the past two years, the Department of National Defense (DND) suspended Christmas and anniversary celebrations and donated the budget for these events to the victims of the many calamities that beset the country. Thankfully, in 2014, the DND was able to celebrate its 75th Anniversary without hitches. And although two more typhoons threatened the country before and after Christmas, the application of lessons learned in disaster response and preparedness helped minimize their impact. The Department was able to push through with its long missed Christmas revelries. The event was still kept simple with just a boodle fight and a simple program. But the games portion led by the Undersecretaries was truly a hit among the personnel.

Early 2015 will be exciting for the Department and the AFP as well as for modernization watchers and enthusiasts. Many will be on the watch for the hardware deliveries that are scheduled to arrive this year. The late 2014 deliveries of AW109E Power helicopters for the Philippine Air Force and the Philippine Navy are now being assembled and will soon be seeing tests in Clark Field in Pampanga and flying the Philippine skies.

For the next wave of acquisitions, it is expected that it will be heavy on humanitarian assistance and disaster relief and for protecting the country’s interest in the West Philippine Sea.

It is also expected that Filipinos will continue to be on the watch. Modernization is a hot topic in various platforms in the internet. Suggestions and recommendations from netizens continue to pour in, some also express appreciation for the progress in the modernization of the Philippine military that the DND and the AFP have done so far under the Aquino administration. After all, the 46 completed projects of the current administration – with acquisition spending of a total of P41.38 billion for the AFP Modernization and Capabiity Upgrade Program from June 2010 until October 2014, far surpassed the combined accomplishments of the past three administrations since 1995, which had a total modernization spending of only P32 billion for 45 projects in about 20 years.

Having mentioned the internet, it will also be worth noting that the DND’s presence in Facebook (FB) is steadily increasing. Right after the DND anniversary, the number of likes of the official FB page (http://www.facebook.com/DNDPHL) has surpassed the 20,000 milestone. More likers mean more people are immediately reached by DND’s messages, information and public advisories for typhoons and other urgent matters. PDN

To provide the Filipino people the exceptional service they truly deserve, the Department of National

Defense (DND) is pursuing several defense mission areas. To address the decline in defense capabilities over the past years, the DND pursued the Philippine Defense Transformation (PDT) Program by institutionalizing the Philippine Defense Reform (PDR) Outputs coupled with the necessity to synchronize with the ongoing AFP Modernization Program that will restore and build the required capabilities to appropriately meet the evolving defense and security challenges of the 21st century.

To address these challenges, the DND takes on a systematic approach – the Performance Governance System (PGS), a participatory process in line with the principles and best practices of good governance and responsible citizenship in partnership with the Institute for Solidarity in Asia (ISA). The PGS is based on the Balanced Scorecard (BSC) technology, a management tool developed at the Harvard Business School that translates statements of governance and vision into actionable strategies and commitments, leading to the realization of breakthrough results. The PGS Pathway lays down the following stages: Initiation, Compliance, Proficiency and Institutionalization.

To realize the transformation processes set within the Performance Governance System while performing its mandated outcomes effectively, the DND formulated the Philippine Defense Transformation (PDT) Roadmap 2028,

which strategically plans for and addresses evolving defense and security challenges of the 21st century. The PDT Roadmap is a graphical representation of the Department’s strategic direction and transformative actions for the attainment of its vision and mission. It is a single high-level view of the key activities that match short-term and long-term strategic goals with specific solutions. This roadmap aims to define the key milestones required to bridge the gap from current to future needs of the Department.

This is to guarantee our stakeholders an efficient and effective performance of the Department’s mandate. Hence, the PDT Roadmap presents the Department’s Governance Charter, Strategy Map and the Secretary of National Defense Scorecard to monitor performance and progression.

For the overall organization and attainment of this endeavor, the PDT Roadmap 2028 shall serve as a necessary tool in guiding the Department’s transformation process in instilling the right culture and attitude within the Department and at the same time in fulfilling its duties. These transformations are necessary for the Department to effectively perform its defense missions. As the government’s front-line agency in providing for the defense and security of the country, the Department should be able to continually adapt to the changing environment. It must continually transform in order to provide excellent public service. PDN

The observance is aligned with the global UNITE to end Violence Against Women campaign, a United Nations Secretary-General’s campaign to raise public awareness and increase political will and resources to prevent and end all forms of violence against women and girls in all parts of the world.

DND actively joins the national campaign and initiates its own activities annually. Undersecretary of National Defense Honorio S. They came and accomplished their mission

Defense Secretary Voltaire T. Gazmin led the Mission Completion Ceremony of the contingent from the

Republic of Korea Armed Forces deployed in the Philippines to assist in rehabilitation operations for the victims of Typhoon Yolanda (Haiyan) in Eastern Visayas. The ceremony for the military support contingent was held on December 16, 2014, at Campetic, Palo, Leyte.

Secretary Gazmin thanked the Republic of Korea (ROK) for the humanitarian assistance and rehabilitation works accomplished by the members of the Araw Contingent for one year. Starting with debris clearing when they first arrived in the Visayas in December 2013, they rehabilitated a total of 37 schools in various barangays and 25 public facilities that were destroyed by Yolanda.

Over 40,000 patients also benefited from free-medical services. Araw’s feeding program and distribution of drinking water and relief goods also helped alleviate the suffering of thousands of the calamity victims. Meanwhile, scholarships, educational support and vocational training provided by the ROK to some of the victims provide concrete support for them to begin on the road to recovery.

Because we were among the first to help them“We repaid your sacrifices of blood with our sweat drops”.

These are the words inscribed in the marker at the Araw Memorial Park located at Brgy. Candahug, Palo, Leyte, the park was constructed by South Korea Military Joint Support Group on September 22, 2014 and was inaugurated on December 5. It serves to memorialize how the South Korean Araw Contingent helped the people of Leyte and as remembrance of the Korean-Filipino solidarity in times of war and disaster.

For more than six decades, the people of South Korea stayed grateful to the Filipino people for the help and support extended by the Philippines to their country during their darkest hour – the 1950s Korean War. In 1950, 7,400 Filipino soldiers were sent to South Korea to help fight in the war against North Korea. The Philippines was the first Asian country that immediately responded to help them during the war, which lasted for three years. The Philippines also sent military engineers to help in the rebuilding and rehabilitation of South Korea after the war.

In recent years, ROK has been actively working with the Department of National Defense and the Philippine Veterans Affairs Office to ensure the welfare of the Filipino soldiers who risked lives and limbs to fight in a war that was far away from their native land. The Filipino troops who comprised the Philippine Expeditionary Force to Korea ( PEFTOK) are now among the country’s most esteemed veterans for whom the Republic of Korea built a Korean War Memorial Hall in Fort Bonifacio as well as provided various forms of support such as medical mission, and scholarships for dependents among others.
