Overview
The City of Saskatoon (City) is committed to the Strategic Goal of Environmental
Leadership. Saskatoon Land is committed to supporting this goal through various
initiatives within our developments, including those that reduce greenhouse gas (GHG)
emissions. It is becoming increasingly clear that home building contractors will need to
adopt new building technologies in order to keep pace with federal building standards
as Canada moves toward a zero-carbon economy. “Working with the provinces and
territories, the federal government will develop a building code that, when adopted by
provinces and territories and used by builders, could enable all new buildings to be built
‘Net Zero energy ready’ by 2030.” (Homes and Buildings - Canada.ca)
Saskatoon Land’s goals with the Aspen Ridge Net Zero Demonstration Project are to:
1) contribute to the education and training of local builders on how to construct NetZero and Net Zero Ready homes;
2) contribute to the public’s and potential new homebuyers’ education regarding thebenefits of owning and living in a Net Zero home;
3) evaluate the feasibility of building and selling Net Zero homes in the Saskatoonmarket;
4) determine financial, technical, or other barriers in building Net Zero homes inSaskatoon;
5) contribute to the City's Low Emissions Community Plan actions and emissionsreduction targets; and
6) achieve a Net Zero Parade of Homes beginning in August 2021, August 2022, orboth.
Saskatoon Land is offering the sale of 12 lots through an application process, within the
Aspen Ridge Phase 4 area, to eligible builders interested in committing to and
participating in a Net Zero Demonstration Project (Demonstration Project) that will
culminate with a Demonstration Project Parade of Homes in either August 2021,
August 2022, or both. Please see Appendix 1 for a map of these available lots. All
Aspen Ridge Phase 4 lots are eligible for the Demonstration Project. For example,
builders may already possess a lot, or wish to select an alternative lot from available
Phase 4 inventory that works better for their respective business model. In the event
that a builder already possesses a lot, the existing terms under the Agreement for Sale
will apply.

The criteria for participating in the Demonstration Project is as follows:
1) All participating builders must be Certified Professional Home Builders in good
standing with:
a) Saskatoon Land; and
b) the Saskatoon Region Home Builders’ Association (SRHBA).
2) The builder must commit to:
a) build a Canadian Home Builders’ Association (CHBA) labelled Net Zero
Ready home or full Net Zero home;
b) participate in Net Zero educational programs offered by SunRidge Residential
(SunRidge) and sponsored by Saskatoon Land (City);
c) participate in potential educational tours of the home(s) at various stages of
the home’s construction, as organized by Saskatoon Land, SunRidge, and
the SRHBA; and
d) enter the Demonstration Project Parade of Homes targeted for either August
2021, August 2022, or both.
The following incentives are being offered to encourage builder participation in the
Demonstration Project:
1) Favorable payment terms, including a 6% deposit of the lot price, will be due
upon entrance into an Agreement for Sale. Payment in full will be required within
36 months at 0% interest. After 36 months, an interest rate of 5% will be
applicable on the outstanding balance.
2) A show home rebate of 10% from Saskatoon Land will be paid out when the
home is certified Net Zero/Net Zero Ready and the first Parade of Homes period
has come to an end. Exemption exists from the two-lot maximum show home
participation if more than two Net Zero or Net Zero Ready homes are built.
3) Subsidized Builder Training Educational training regarding Net Zero home
technologies will be provided by Saskatoon Land and the SRHBA.
4) Saskatoon Land, the SRHBA, and participating builders will enter into a joint
advertising partnership regarding the Demonstration Project to aid in customer
understanding, marketing, and public interest.

September 28 – City Council approval
September 30 – Release Net Zero application/sales package to Certified Builders

Lot Allocation Process In order to select eligible Certified Professional Home Builders to participate in the
Demonstration Project, Saskatoon Land will use an application process to evaluate
eligibility. In the case(s) of more than one builder being interested in the same lot(s),
Saskatoon Land will employ a similar selection process as used in the recent presale
process whereby applicants are selected on a scoring process based on the eligible
Certified Professional Home Builder’s previous five-year purchase record, home
building experience, and the proposed home’s conformance with architectural controls
as set out in Table 2.
The scoring shown in Table 2 will be used if interest exceeds the 12 allotted lots and if
the same lot is selected by more than one builder. It should be noted that every attempt
will be made to include qualifying builders in the project; however, Saskatoon Land does
reserve the right to limit participation in the Demonstration Project if required.

The following information outlines the required steps for participation in the
Demonstration Project.
Step 1: Application Process
Applicants must be a Saskatoon Land Eligible Contractor in good standing and a
Certified Professional Home Builder.
Applicants must be a member of the Saskatoon and Region Home Builders’
Association and a Certified Professional Home Builder.
Applications must include preliminary home model elevations to ensure
conformance with Aspen Ridge Phase 4 architectural controls and score
submissions if required.
Complete application must be submitted to Saskatoon Land’s office no later than:
Thursday, October 8, 2020 at 4:00 p.m. local time (application deadline).

Applications can either be delivered to Saskatoon Land (201 3rd Avenue North,
Saskatoon) (please call ahead to schedule a drop-off time), or emailed to
[email protected] with the subject line “Net Zero Application.”
Step 2: Application Review, Negotiations, and Agreement for Sale
After the application deadline, if there is more than one builder applying for specific
lots, Saskatoon Land will work with builders to reasonably allocate lots.
Saskatoon Land and the interested builders will complete an Agreement for Sale.
Deposit of 6% required upon signing the Agreement for Sale.
Applicants may propose other lots from available inventory or propose that a
previously purchased lot from Phase 4 be included in the Demonstration Project. In
the case of a previously purchased lot being suggested, existing payment terms in
signed Agreements for Sale will apply.
Step 3: Training
The purchasers are required to attend Net Zero training sessions conducted by
SunRidge. Information regarding the training sessions can be found in Appendix 2.
Step 4: Architectural Approval and Building Permit
As per the regular process, architectural plans must be approved by SaskatoonLand prior to submitting a Building Permit Application.
Step 5: Building, Tours, and Labelling
Building begins.
Tours may be organized to help educate the relevant trades and possibly
promote the project through media engagement.
The Net Zero homes are tested and labelled through the CHBA Net Zero Home
Labelling Program.
Step 6: Parade of Homes
The labelled Net Zero homes will participate in a Net Zero Parade of Homes planned
for August 2021, August 2022, or both.
Saskatoon Land and the SRHBA will ensure that Net Zero specific marketing andadvertising for the show homes is provided during the parade event.
Step 7: Sale and Lot Payout
The builders sell the Net Zero homes.
The builders pay out the outstanding balances of the lots less the applicable rebates.

Additional Details Zoning
Zoning on these 12 reserved single-family residential lots is either R1A or R1B. Each of
these 12 lots, whether or not it has a lane, requires an attached garage. Please
reference the City’s Zoning Bylaw No. 8770 at www.saskatoon.ca, or contact Planning
and Development
(306-975-2645) for more information on applicable development standards.
Services
These parcels are fully serviced. Services are provided adjacent to the site and are
typically located in adjacent rights-of-way. Any costs associated with service connections
or private crossings are not included in the purchase price and are the responsibility of the
purchaser. Final site grading is the responsibility of the purchaser. The purchaser is also
responsible for the topsoiling, seeding, irrigating, and maintenance of boulevards adjacent
to their property to the edge of the sidewalk and between the sidewalk and the curb.
Architectural Review Process
As is typical for Saskatoon Land developments, the proposed homes for these lots are
subject to architectural evaluation prior to submission for Building Permit. Designs need
to comply with Saskatoon Land’s Aspen Ridge Phase 4 Architectural Controls, available
at saskatoonland.ca.
It is further required that preliminary home model elevations be submitted with
application for participation in the Demonstration Project.
Saskatoon Land staff is available to meet and review draft plans and discuss the
architectural requirements with all lot purchasers. Following execution of the
Agreement for Sale and training, the purchaser may begin to submit detailed building
plans to Saskatoon Land for architectural controls approval of the home. Saskatoon
Land reserves the right to take up to two weeks to review and comment on plans after
any submission is made by the purchaser. After evaluation and subsequent approval
by Saskatoon Land, an Architectural Controls Approval Letter will be provided to the
purchaser to submit with their Building Permit package.

Landscaping and Driveway Incentives
Landscaping Requirements
Front yard landscaping is mandatory for all the houses in the Demonstration Project.
Corner lots are required to landscape both the front and side yards adjacent to the
street. All lots are eligible for the Landscaping Incentive Rebate of $2,000 if completed
within 18 months of building permit issuance. To qualify for the rebate, all landscape
services and installation must be performed by contractors holding a valid City of
Saskatoon Business License, Contractor License, or Non-Resident Contractor License.
Independent of the rebate program, all front, corner, and lot side yard
landscaping must be completed prior to the Demonstration Project Parade of
Homes.
Acceptable Landscaping
1) The scope of materials are sod, artificial turf, trees, shrubs, plant materials,
hardscaped elements, irrigation components, and edging.
2) The following minimum standards apply:
a) Topsoil installed to a minimum depth of 4”.
b) Sod (seeded lawns are not acceptable) - “Sod laying shall be performed
during the active growing season for type of sod. Sodding during dry periods,
at freezing temperatures or over frozen soil, is unacceptable.” Canadian
Landscape Standards, 2017.
c) A minimum of one tree of a species suitable for Saskatoon’s climate and soil
types must be planted in the front yard of the following minimum size:
i. Deciduous trees must have a minimum 1 3/4” caliper measured 6” above
ground; and
ii. Coniferous trees must be at a minimum 6’ in height.
d) Three shrubs must be installed in the front yard of each home.
e) Combined walk and curb lots - The boulevard between the property line and the
inside edge of the sidewalk must be landscaped with the same material as the
front yard.
Separate walk and curb lots – The boulevard between the property line and the
inside edge of the sidewalk and the boulevard between the outside edge of the
sidewalk and the curb must be landscaped with the same material as the front
yard.

Driveway Requirements
All lots within the Demonstration Project require an attached garage. A paved front
driveway is mandatory on all lots. All lots are eligible for the Front Driveway Incentive
Rebate of $6,000 if completed within 18 months of issuance of the building permit. To
qualify for the rebate, all driveway services and installation must be performed by
contractors holding a valid City of Saskatoon Business License, Contractor License, or
Non-Resident Contractor License.
Independent of the rebate program, all paved driveways must be completed prior
to the Demonstration Project Parade of Homes.
If an additional detached garage is built on the lots with lanes, a paved apron is required
to connect the garage to the paved lane. See Architectural Controls, as additional
controls may apply.
Acceptable driveway materials are:
concrete that is either broom-finished, stamped, coloured, or exposed aggregate;
paver stone treatments;
a mixture of concrete and paver stone treatments; or
other materials at the discretion of Saskatoon Land.
Detached garage aprons may be:
concrete;
asphalt; or
other materials at the discretion of Saskatoon Land.

Fencing
A decorative aluminum fence is constructed parallel to the rear property line on lots 8, 9,
10, and 11 of Block 720. The centerline of this fence will be located approximately 10”
inside of the property line, and therefore, will become the property of the lot owner. No
gates will be installed in these sections of fence as the lots back on to a linear park
drainage system with a relatively steep grade adjacent to the rear of the lots.

Sales Approach – Terms and Conditions
Terms of Sale
Saskatoon Land is offering competitive payment terms for this project. Specific terms
applicable to these lots include:
A down payment of 6% of the purchase price is required at the time of lot
selection and entrance into a Sale Agreement.
Eligible Contractors will be given five (5) business days after lot selection to pay
the deposit and sign the Agreement for Sale. Failure to meet this requirement
will result in removal from the Demonstration Project and a $500 administration
fee will be charged.
Full payment of the lot is due within 36 months with interest at 0% per annum.
After 36 months, an interest rate of 5% will be applicable on the outstanding
balance.
Resale of Lot
Lots are not to be resold. Builders are purchasing City lots to construct Net Zero or Net
Zero Ready homes for potential homebuyers. If a lot is no longer required, please
review the Cancellation Policy (Council Policy No. C09-006).
Build-Time Requirement
All lots purchased have a requirement to complete construction of the home in time for
the August 2022 Parade of Homes at latest.
Taxes
Property taxes become the responsibility of the purchaser effective the first of the month
following the date of the Agreement for Sale. For an estimate of the taxes on the land
only, please call the Assessment Office at 306-975-3227.
Transfer of Title
The Transfer of Title will be issued in one of the following ways:
under the appropriate trust conditions, the Transfer will be forwarded to the
purchaser’s solicitor; or
upon receipt of payment in full, the Transfer will be forwarded to the purchaser’s
solicitor.

Default or Voluntary Cancellation
An Agreement for Sale is defaulted when any of the terms are not met within the time of
the agreement. In the event of cancellation or default, a $500 administration fee is
charged, plus a restocking fee for the time the purchaser has held the lot. The
restocking fee is 1% of the purchase price of the lot, plus GST, multiplied by the number
of months (no charge for first 30 days) which have elapsed between the date of the
Agreement of Sale and the date of the Quit Claim. The restocking fee is deducted from
monies paid (i.e. down payment) and any remaining portion is refunded. Voluntary
cancellation cannot occur once construction has begun or Title has been transferred
into the purchaser(s) name.
Architectural Controls
Building Plans must be submitted and approved by Saskatoon Land prior to
applying for a Building Permit. Upon approval, Saskatoon Land will provide a letter
of approval, sign the Aspen Ridge Architectural Review Form, and stamp the Building
Plans. All of these documents need to be submitted to the Building Standards Division
as part of the Building Permit package. Complete information and approval by
Saskatoon Land before applying for a Building Permit will ensure no delays in the
Building Permit Process.
Please be advised that if the dwelling is constructed in violation of the architectural
controls as approved and initialled in the Agreement for Sale, the City may take legal
action to require compliance. Issuance of a Building Permit will not absolve the
Purchaser from meeting this requirement. Such action could result in the demolition or
partial demolition of the building at the expense of the Purchaser.

Net Zero Builder Training Course Syllabus
Successfully completing the CHBA Net Zero Builder Training is a requirement for Builders, Renovators and Energy Advisors
participating in the CHBA Net Zero Home Labelling Program. For more information see the Program Requirements.
Participants of this course are required to have a copy of the CHBA Builders' Manual to reference the Building Science details. This manual is usually obtained when attending a Building Science course delivered by one of the CHBA Net Zero Qualified Service Organizations.

Overview & Learning Objectives
Are you interested in offering your clients homes that are ‘the ultimate in comfort and efficiency’? The products/materials/equipment to achieve Net Zero/Ready are now more widely available across Canada, and more Net Zero Qualified Energy Advisors are ready and able to help builders design climate specific packages to address each projects’ needs.
In this course participants learn the latest developments on approaches to Net Zero/Ready Homes focused on optimizing performance and costs. Attendees will gain insight on Net Zero/Ready design principles, equipment options, emerging technologies, and construction practices. This course reflects the advancements in technology and innovations in the Canadian housing industry. By the end of this course, participants will: Discover the history of energy efficiency and Net Zero Energy housing in Canada Identify factors that are driving the Canadian housing market toward higher levels of energy performance Know the various definitions of Net Zero including the CHBA’s definition of Net Zero and Net Zero Ready Homes Understand how to earn the CHBA Net Zero Qualified Net Zero Builder designation Learn how an integrated design process and other tools such as HTAP and CBAT together with energy modeling can help
project teams reduce costs. Know how to design and build Net Zero/Ready Homes that meet the program Technical Requirements using cost
effective, off‐the‐shelf technologies Understand the key Building Science principles behind Net Zero best practices Hear how occupant loads (the largest energy loads in a Net Zero/Ready Home) may or may not impact a builders’ design
and construction choices. Understand how Net Zero/Ready Homes are designed to deliver excellent indoor air quality, helping to keep occupants
healthy – a great selling feature with occupants now spending more time at home Learn the construction technology and techniques behind Net Zero and Net Zero Ready Homes, including:
– Using modelling, find the balance between energy efficiency and renewable energy with cost effectiveness as a keyfactor
– Best practices for the building envelop, including comfortable basements, above grade walls and exposed floors,super‐efficient windows and doors, effective roofing, and ceiling insulation
– Best practices for mechanical systems, including space heating and cooling, ventilation, and water heating– Best practices for Solar PV design, sizing, orientation, integration, and installation

Audience Successfully completing the CHBA Net Zero Builder Training is a requirement for Builders, Renovators and Energy Advisors participating in the CHBA Net Zero Home Labelling Program. This course is also recommended for designers such as Architectural Technologists, Architects, Engineers, HVAC Designers, as well as Building Officials, and Trades.
Pre‐Requisites Successfully completing a Building Science training course delivered by one of the CHBA Net Zero Qualified Service Organizations. (An exam at the end of the Building Science training course is designed to confirm that participants have learned the key Building Science principles. A passing grade is 75%.) The Net Zero Builder Training is an advanced level course. Understanding Building Science is a necessary foundation for participants to succeed in this course.
When / Where / Cost Only CHBA Net Zero Qualified Service Organizations (SOs) can offer this course, delivered by CHBA Net Zero Qualified Trainers. Training dates/locations/costs and registration links are posted at www.chba.ca/nze when announced by the SOs.
Continuing Professional Development (CPD) Points This course is accredited for 16 CPD points through BC Housing.
