The annual account for the year 2017-18 was adopted in the AGM and authorised share capital of the company was also increased from Rs 2,500 to 3,500 crore. The AGM was also attended by Hirdesh Kumar, Commissioner/ Secretary JKPDD, M.K Mittal Director Finance NHPC, M.S Babu Managing Director CVPPPL besides representatives of NHPC, JKSPDC and PTC Ltd. CVPPPL is entrusted with the implementation of four hydroelectric proj- ects i.e Pakal Dul (1000 MW), Kiru (624 MW), Kwar (540 MW) and Dulhasti Stage- II (550 MW) HE Projects in Chenab basin and is a joint venture company among NHPC (49 per cent), JKSPDC (49 per cent) and PTC Ltd (2 per cent). Construction of 1000 MW Pakal Dul HE Project is already started and Prime Minister of India has laid the Foundation stone of the project on 19th May' 2018. Both Kiru (624 MW) and Kwar (540 MW) HE Projects have got all the required clear- ances/appraisal from GOJK and GOI. Tendering process in respect of Kiru HE Project is completed and contracts for con- struction of the project can be awarded immediately after investment approval from GOI. In this regard, a meeting was convened at Chamber House here on Saturday to discuss the circular issued by the Chief Engineer EM&RE Wing Jammu. Rakesh Gupta, President CCI said in the 2018-19 budget the government announced Amnesty Scheme for industrialists, hoteliers, tourist resort owners, small scale industries and sick industries-waiving off inter- est, penalty and surcharge on power dues. It also announced treating Hotel & Resorts at par with industries so far as payment of power tariff is concerned, he added. "This Budget announce- ment was also endorsed by the Finance Department. At the first place the Finance Department endorsed the same on May 30 and June 5, 2018. Thereafter the SOP was to be formulated by the Power Development Department to implement the same and as per the terms of the Amnesty Scheme few installments had to be deposited by September 30, 2018," he said. "The circular in question issued by the Power Development Department was neither desirable nor is acceptable and the same speaks volumes and appears to be like the Administrative Department of PDD J&K is a sort of government within the government," he added. "This order has created confusion among the stake- holders and many industrial- ists are in a state of panic about depositing the money before September 30 as per the terms of amnesty scheme because the credentials and the authority of the State Government and also the Legislature seem to have been challenged by the Administrative Department of the PDD," he asserted. Gupta appealed to the Governor to pass necessary instructions and the afore- said circular should immedi- ately be withdrawn by the PDD Chief Engineer, EM&RE Wing, Jammu. He further said that the dead line of September 30, 2018 to fulfill the conditions to avail amnesty scheme be extended for further three months as no SOP was for- mulated for Power Development Department leaving the stakeholders in a state of utter confusion. "Both the schemes of amnesty on power dues and treating Hotel & Resorts at par with industry for the pay- ment of power tariff should be implemented with immedi- ate effect," Gupta added. STATE TIMES NEWS JAMMU: Commenting on the emerging trends in the ongoing local body election process in Jammu & Kashmir, Union Minister Dr Jitendra Singh said that BJP candidates are winning unopposed without intimidating their opponents. This, he hoped, will introduce a new political culture in a State which has, over the decades, got used to the practice of Congress and its allies, includ- ing National Conference, intimidating their opponents to withdraw their nomination papers on the day of scrutiny, in order to ensure unopposed electoral victory for themselves. Talking to media persons soon after his arrival from the national capital today, Dr Jitendra Singh recalled that ever since the first election held in the State in early 1950s, it was the then ruling party which would issue instructions to Electoral officers and Deputy Commissioners to summarily reject the papers of the non-ruling Party candi- dates, so as to ensure that the ruling Party had won the majority even before the count- ing of the votes took place. As the years went by, he said, the then ruling Parties further sharpened their intimidatory skills, that eventually led to bla- tantly rigged elections, the ugli- est and the most damaging fall-out of which was witnessed in the 1987 Assembly Election and the consequences of that electoral high-headedness is being borne even till this day. In the current scenario, how- ever, Dr Jitendra Singh said, instead of intimidating the opponents, the BJP party leadership has been time and again appealing to the opposi- tion parties to join the electoral process and contest, but wher- ever the opponents shied away from contesting, the people have decided to throw their might behind BJP candidates. This is a distinctly democratic phenomenon , in contrast to what was being practiced by Congress, NC and others, he added. The vehicle was found carrying 2,500 Kg cement and a fined of Rs 32,560 was realised as per provision of Toll Act, for attempting to Toll evasion. STATE TIMES NEWSJAMMU: Chamber ofCommerce and Industryurged upon the Governor totake action against the circu-lar issued by the ChiefEngineer PDD which hasshaken the bonding of trustbetween the Chamber andthe government.

In this regard, a meetingwas convened at ChamberHouse here on Saturday todiscuss the circular issued bythe Chief Engineer EM&REWing Jammu.

The meeting was attendedby Chairman Federation ofIndustries Jammu, LalitMahajan and GeneralSecretary Bari BrahmanaIndustries Association AjayLanger, Senior VicePresident Bansi Lal Guptaand General SecretaryPardeep Vaid, Association ofIndustries Gangyal.

After discussions, a com-munication was sent toGovernor for his kind inter-vention challenging the sanc-tity of Budgetary commit-ment.

for industrialists, hoteliers,tourist resort owners, smallscale industries and sickindustries-waiving off inter-est, penalty and surcharge onpower dues.

It also announced treatingHotel & Resorts at par withindustries so far as paymentof power tariff is concerned,he added.

"This Budget announce-ment was also endorsed bythe Finance Department. Atthe first place the FinanceDepartment endorsed thesame on May 30 and June 5,2018. Thereafter the SOPwas to be formulated by thePower DevelopmentDepartment to implementthe same and as per theterms of the AmnestyScheme few installments hadto be deposited by September30, 2018," he said.

"The circular in questionissued by the PowerDevelopment Departmentwas neither desirable nor isacceptable and the samespeaks volumes and appearsto be like the AdministrativeDepartment of PDD J&K isa sort of government withinthe government," he added.

"This order has created

confusion among the stake-holders and many industrial-ists are in a state of panicabout depositing the moneybefore September 30 as perthe terms of amnesty schemebecause the credentials andthe authority of the StateGovernment and also theLegislature seem to havebeen challenged by theAdministrative Departmentof the PDD," he asserted.

Gupta appealed to theGovernor to pass necessaryinstructions and the afore-said circular should immedi-ately be withdrawn by thePDD Chief Engineer,EM&RE Wing, Jammu.

He further said that thedead line of September 30,2018 to fulfill the conditionsto avail amnesty scheme beextended for further threemonths as no SOP was for-mulated for PowerDevelopment Departmentleaving the stakeholders in astate of utter confusion.

"Both the schemes ofamnesty on power dues andtreating Hotel & Resorts atpar with industry for the pay-ment of power tariff shouldbe implemented with immedi-ate effect," Gupta added.

Talking to media personssoon after his arrival from thenational capital today, DrJitendra Singh recalled thatever since the first election held

in the State in early 1950s, itwas the then ruling partywhich would issue instructionsto Electoral officers andDeputy Commissioners tosummarily reject the papers ofthe non-ruling Party candi-dates, so as to ensure that theruling Party had won themajority even before the count-ing of the votes took place. Asthe years went by, he said, thethen ruling Parties furthersharpened their intimidatoryskills, that eventually led to bla-tantly rigged elections, the ugli-est and the most damagingfall-out of which was witnessedin the 1987 Assembly Electionand the consequences of thatelectoral high-headedness isbeing borne even till this day.

In the current scenario, how-ever, Dr Jitendra Singh said,instead of intimidating the

opponents, the BJP partyleadership has been time andagain appealing to the opposi-tion parties to join the electoralprocess and contest, but wher-ever the opponents shied awayfrom contesting, the peoplehave decided to throw theirmight behind BJP candidates.This is a distinctly democraticphenomenon , in contrast towhat was being practiced byCongress, NC and others, headded.

Later, Dr Jitendra Singh vis-ited Hiranagar and held anextended meeting with theBJP candidates contestingelection for 13 Wards falling inthe Hiranagar MunicipalCommittee.
