Presentation on Draft CA Freight Mobility Plan

Outreach Activities: Five public meetings were scheduled in May. A “press release” was provided to the various
organizations and agencies identified in Chapter 2 of the SJJPA Business Plan, to those on the SJJPA stakeholder list, to the SJJPA Member Agencies, and to the media.
The press release was also posted on the SJJPA webpage (in both English and Spanish).
A “poster” was developed to be posted at San Joaquin Stations, at SJJPA Member Agency offices, and on SJJPA Member Agency websites.

Meetings were held in the following dates/locations from 6 pm until 7:30 pm:
May 14th at Contra Costa TA – Walnut Creek;
May 22nd at Kern COG – Bakersfield; May 27th at Fresno COG – Fresno; May 28th at Stanislaus COG – Modesto;
and May 29th at Sacramento Historic City Hall
– Sacramento

Presented key elements of the Draft Business Plan, receive input on the Draft, and answered questions regarding the Draft and the SJJPA.
The Powerpoint presentation made by SJJPA staff is available on the SJJPA webpage.
These meetings included a translator for Spanish speaking participants.
Member Agencies and Kern COG assisted in notifying the public about the meetings and the availability of the SJJPA Draft Business Plan.

There were articles in the Modesto Bee and Merced Sun Star in advance of the meetings and an article in the Fresno Bee following the Fresno meeting. A local radio station covered the Bakersfield meeting.
The Mayor of Bakersfield and a Wasco City Council Member attended the meeting in Bakersfield.
SJJPA Board Members participated in the Walnut Creek, Fresno, Modesto, and Sac. meetings.

Public Meetings Comments Included: Have the San Joaquin service be “unreserved” like
the Capitol Corridor and Pacific Surfliner services. Support for extending the San Joaquin service to
Oakland Coliseum/BART (Oakland Airport). San Joaquin deserves a lot of resources for
improvement. Support for early morning service to Bakersfield
and new NorthWest Bakersfield Station. Several participants suggested that the Fresno
station should be considered for mid-corridor starts/ends.

Support for focused outreach to Hispanic community and non-English speaking residents (particularly Spanish).
Coordinate with the “Freight Advisory Committee”.
Improving safety should be a high priority. Several support the mid-corridor starts/ends. Need to improve on-time performance. Consider promoting legislation to repeal the
Perata law Investigate if there are Thruway bus routes which
are exempt from the Perata Law.

Based on the input received, a number of edits have been made to the SJJPA Business Plan.
These edits were reviewed by the Ad Hoc Staff Working Group members.

In order to take over the administrative responsibilities of the San Joaquin rail service, the SJJPA must develop and approve a Business Plan to be included and referenced as part of the Interagency Transfer Agreement (ITA).
Based on the input received, a number of edits have been made to the SJJPA Business Plan.
A “Track-Change” version of the SJJPA Business Plan was provided which shows each of the suggested edits made to the SJJPA Business Plan.

Key Edits: Fresno will also be evaluated as a potential
location for mid-corridor starts/ends. Plan for 90 mph service where cost effective
and other projects which can reduce travel times.
Identify and work to implement at-grade crossing improvements and grade separations to improve safety and reliability.
Consider “wayside horns” to reduce community impacts.

Once approved a clean version of the SJJPA Business Plan will be produced and uploaded to the SJJPA webpage.

The Second Comet Car set was put into Revenue Service on April 14th.
The Second Comet Car Set was Removed from Service on June 3rd.
On June 4th, Vice-Chair Perea, Mr. Mortensen, Mr. Leavitt and Mr. Schmidt met with Caltrans and CalSTA to discuss the Performance of the Comet Cars.

Next Steps
Continue meeting with Caltrans Division of Rail Staff to review performance data for the Comet Cars.

San Joaquin Rolling Stock Presentation
CIPR submitted a joint letter to CalSTA regarding Cap & Trade guidelines for Transit and Intercity Program funding.
SB 862 requires that 25% of Transit and Intercity Program Cap and Trade funds will benefit Disadvantage Communities. The California Air Resources Board (CARB) and Cal EPA are identifying Disadvantaged Communities using the “CalEnviroScreen” model.
CIPR Leadership Coalition Update
CIPR Leadership Coalition is working with Assemblymember Gray (Merced) to establish a Assembly Select Committee for Passenger Rail.
CIPR is working with Chair Gray to invite additional Members to be on the Committee and to schedule an initial public hearing.

SJJPA comment letter to Caltrans on the Draft 2014 CA Freight Mobility Plan was submitted on July 28, 2014.
SJJPA letters of support for the City of Oakley and the City of Martinez for their Priority Development Area (PDA) grant applications to the Contra Costa Transportation Authority.
Caltrans Division of Rail and Mass Transit does not have a future scheduled meeting for the San Joaquin Valley Rail Committee (SJVRC).
Correspondence
The SJVRC is specifically called out in AB 1779 as reporting to the SJJPA once the administrative responsibilities of the San Joaquin service have been transferred to the SJJPA.
Staff recommends that a strategy for the future of the SJVRC be presented as an action item at the December 5, 2014 SJJPA Board Meeting.
Recommendation: There is no action being requested.
