BRCF grants $1,000 to Donaldaand District Museum Society

The Battle River Com-munity Foundation has granted $1,000 to the Don-alda and District Museum Society.

The grant is awarded from income earned by the Donalda and District Muse-um Fund. The fund, started in 2008, is designated to support the Donalda and District Museum, which fea-tures a collection of lamps.

The Battle River Com-

munity Foundation exists to support projects, such as this, in East Central Alberta which benefit communities and have a positive impact on the future.

Grants from the Battle River Community Founda-tion are primarily made pos-sible through the generos-ity of individual donors and organizations which have created endowment funds. The principal of these endow-

ment funds is kept intact and the income is made available annually to support local projects and organizations in accordance with the wishes of the donors.

Since it was founded in 1995 the Battle River Com-munity Foundation has granted over $2,900,000 to support community pro-grams such as the Don-alda and District Museum Society.

Battle River Community Foundation ambassador Karin Naslund presented a cheque to Donalda and District Museum Society chair Darlene Tantrum and museum manager Kasheen Clauson.

Camrose County coun-cillors received an update on the Battle River Rural Electrification Association (BRREA) Sept. 8.

The BRREA had a good year, but its growth has gone into remission because of its inability to bid on contract services for new projects,” said BRREA general man-ager Colleen Musselman, in her presentation to council.

The BRREA is facing challenges that are at least as difficult as those faced by the pioneers in 1949 who came together to build a net-work of power lines.

“If we stay the way we are we will survive for a while, but you are going to see rates change in about 10 years and you are going to see your organization change because you are going to have lower revenues and higher costs,” said Mus-selman.

“The BRREA is continu-ing to pursue new legislation with the current provincial government that would give

it the exclusive right to serve all new members within its geographic area.

“Right now, we can only provide rural electrification; and that is it. There are so many more opportunities where we could help with rural economic and social issues in our community. We work with FortisAlberta, but we have a contract to fol-low that ties us from work-ing on new projects.”

BRREA employs 47 peo-ple across 13 counties, who spend time giving back to their communities, does free public safety presentations to fire department and EMS personnel, coordinates proj-ects with counties to man-age vegetation and has giv-en out more than $39,000 in scholarships. The BRREA policy for the last 18 years has been to purchase what it needs from the communities it serves.

“Last year we spent $4.9 million in the communities we serve,” said Musselman. “Where we couldn’t put it back directly into the com-

munity, we put $14.7 mil-lion additional into the prov-ince.”

BRREA members paid on the average about $924 less for power. The BRREA scored very well against the rest of the industry in terms of overall efficiency.

A survey completed by a Calgary company showed that 95 per cent of respon-dents felt BRREA employ-ees were helpful and cour-teous and that 97 per cent of respondents felt that the BRREA has a good reputa-tion in the community.

The Camrose to Drum-heller region has the lowest growth at 0.8 per cent and the highest demographics for those 65 plus, which lim-its employment.

“We try to set up busi-ness plans 15 to 20 years in advance. With lower revenue and higher costs, we need to make changes in the next couple of years to stay com-petitive,” said Musselman.

In response to numerous calls to the Alberta Agri-culture and Forestry (AF) Ag-Info Centre about options for alternative use of crops, a new category has been cre-ated under hay and pasture listings on the department’s web page.

“Called Standing Annu-al Crop, the new category gives producers the option to list their crops for alter-native uses so they can be salvaged for much needed livestock feed this year,” said Ted Nibourg, farm business management specialist.

“The alternative uses can include grazing, green-feed or silage. This year’s dry conditions in parts of the province, along with recent hail storms, have resulted in crops either failing to make it to the bin or having such a wide range of maturity that it is virtually impossible to make grade.”

The Standing Annual Crop listing can be found under the General Store heading on AF’s web page and then clicking on Alberta Hay and Pasture Directory.

You can either list your crop using the on-line method by clicking on the Post List-ing tab or calling the Ag-Info Centre at 310-FARM (3276). Be sure to check our guide-lines link found on the main Hay, Straw and Pasture List-ings page before submitting your post. “I move that council direct administration to draft a resolution, to be tak-en to the AAMDC (Alberta Association of Municipal Districts and Counties) to request that the provincial government amend legisla-tion to allow for the REAs to expand services to all new members within their geo-graphic service areas,” said councillor Trevor Miller. That motion was carried as well.

Council encouraged Musselman to make a pre-sentation to all 13 counties.

High yearly financial commitments with little to show in return led to a notice to withdraw from the Shir-ley McClellan Regional Water Services Commission by the counties of Camrose and Lacombe.

So far Camrose County has invested about $127,347 into the commission in the form of administration and debenture costs to provide water systems to various loca-tions within the SMRWSC, other than Camrose County.

The commission sug-gested that Camrose County would stay a member until Dec. 31, 2016. By then, Cam-rose County estimates it will have contributed $263,394 into the SMRWSC.

County administrator Paul King informed council that the County pays about $35,000 a year. However, the amount is expected to go up next year. “I move that Cam-rose County send a letter to the Shirley McClellan Region-al Water Services Commission indicating that the terms and conditions for the withdrawal of Camrose County from the SMRWSC are acceptable as

follows: the date of the with-drawal to be effective Dec. 31 (2015); Camrose County will be responsible for payment of the proportionate share of board and manager costs for 2015 and 2016; Camrose County will be responsible for payment of its proportion-ate share of debenture for 2015 and will have no fur-ther obligation for debenture payments; Camrose County will forego any and all claims to equity in the SMRWSC; Camrose County will forego any and all claim to 624,554 cubic meters per year of water allocation; Camrose County will forego any claim or expec-tation for the SMRWSC to provide water service to the Camrose County; Camrose County will not continue to participate in and hold a seat on the board effective imme-diately; Camrose County will grant SMRWSC permission to locate waterline infrastruc-ture within county road right of ways as is required by the commission in order to route a water transmission line to provide water service to either, or both the Village of Bawlf and Village of Rosalind,” said councillor Jack Lyle.

The motion was carried.Camrose County is of the

opinion that as a result of its withdrawal the financial bur-

den placed on the SMRWSC to provide the North Shore line to Pelican Point has been eliminated and that contribu-tions are more than adequate compensation for services to date.

Camrose County believes it has no further obligations to provide financial assistance past the final date of Dec. 31, 2015. A report prepared by Robert Jenkins and commis-sioned by SMRWSC indicates the financial impact on the withdrawal of Camrose Coun-ty would be minimal.

It was discussed in great detail at the commission since last February. Commission administration spoke on its perspective of the request to withdraw as it pertains to an interpretation of such a request. The counties of Cam-rose and Lacombe gave a brief on their reasons for wishing to withdraw from the SMRWSC and all members were given the chance to ask questions of administration and of each member municipality.

Commission administra-tion was directed to prepare a brief on financial implica-tions and legal perspectives of the request to withdraw. This was sent out to all members and brought to the agenda on April 22 for further discussion and direction of the board.

RCMP respond to callsSeptember 5

A complaint was received from the area of Township Road 473 and Highway 21 about a vehicle being stolen from a resident’s garage. The vehicle was later recovered in Edmonton.

September 6RCMP responded to a

call for assistance from EMS where a vehicle was on fire on Highway 26. No injuries were sustained and it was determined that the driver was under the influence of narcotics and was charged accordingly.

September 11A call was received from

a county resident about a

possible break and enter in progress. The caller could hear footsteps in the house, but was home alone. RCMP attended the location and did a thorough check of the residence. No evidence of a break and enter was found.

September 12RCMP assisted a family

in the county with a domes-tic disturbance and is work-ing closely with the family to ensure they receive all assistance necessary.

RCMP also responded to six dangerous driving com-plaints, two 911 hang ups, four false alarms and five animal related collisions.

• Participate in all public works projects• Monitoring and repairing the main water and sewer lines• Seasonal fl ushing of the sewer lines• Operation of the sewer lift station and wastewater lagoon• Maintain village roadways and repair potholes• Snow removal• Maintain grass around the Village (including Jubilee Park

and the cemetery)• Operate and maintain equipment (bobcat, tractor, mowers,

etc.)• Assist with the preparation of operating and capital
