Region One Election time approaching !!It is that time of year again, and election of Region Officers and a Director will be coming upsoon. In addition to all 4 Officers, the Director in Position 3 is up for election this year(Directors have 3 year staggered terms, Officers are 1 year terms.)

From the current Region One Bylaws:ARTICLE 3 - ELECTION OF OFFICERS AND DIRECTORS

3.1 A Nominating Committee will be appointed by the President on or prior to the August generalmeeting to select a slate of candidates for the election. Additional nominations for officers anddirectors may be made from the floor at the November general meeting.

3.2 A written ballot election shall be held at the November general meeting by the designatedmembers present, if there are multiple nominations for any one position. All unopposed candidatesmay be elected by acclamation. Votes will be tabulated and the elected officers and directors will beannounced at the November general meeting in the year preceding their term.

3.3 Officers and Directors for the following year will be installed at the December general meeting.If there is no December general meeting, Officers and Directors for the following year will beinstalled at the January general meeting.

Kemah Citizens Police Academy Alumni AssociationSubmitted by Debi Hart

Kemah CPAAA welcomed retired Secret Service Agent Mike Howard as guest speakerfor their annual Ice Cream Social. Mr. Howard's rendition of the days leading up to theassassination of President John F. Kennedy kept the audience enthralled with behindthe scenes stories and bringing history alive with details most had never heard.

Special thanks to the Kemah Bed & Breakfast Group, Tutti Fruiti Kemah, the citizens of Kemah,and surrounding communities. Representatives from Galveston, Webster, Pasadena, and DeerPark CPAAA's from Region 1 along with Region 1 CPAAA Director Leo Waltz were all on handmaking the evening a success.

La Porte Citizen Police Academy Alumni AssociationSubmitted by Deb Hathorn

CITIZEN EXCHANGE SAFETY ZONEEver wonder if your Police Department listens to citizens? Wellfolks, during our June LPCPAAA meeting a volunteer brought upthe possibility of a Safe Exchange Safety Zone in La Porte andlook what happened a month later! Citizen feedback has been

overwhelmingly positive.

A camera-monitored SAFETY EXCHANGEZONE is now available for La Porte resi-dents along the front parking lot of theLPPD Police Facility, located at 3001 North23rd street and Spencer Hwy. The zone will allow area residents to make propertyexchanges and on-line initiated sales transactions in a well-lit public area which ismonitored by police surveillance cameras. Additionally, while civil in nature, childcustody exchanges can also occur in the digitally monitored section.

ADVANCED CPA GRADUATIONLa Porte graduated twenty-five(25) Advanced CPA students onAugust 11, 2015, the largest sinceclasses started in 2010. One ofspecial classes of this sessionwas a mock trial at the municipalcourt, where volunteers took onthe role as judge, lawyers, jury,and other positions. Another addition tothe advanced class is the Citizens OnPatrol class where students receive a

review of the C.O.P. process. Three ofthe graduates have already completedthe required one-hour ride-a-long,making them eligible for the next stepsto complete certification.

CITY WIDE FULL SCALE EMERGENCY EXERCISEThe City of La Porte activated its Emergency Operations Center on Thursday, August 27th to testcommunications and coordination between emergency responders on-scene and City management inthe EOC. “We must be able to react quickly and communicate effectively with one another,” said KristinGauthier, Emergency Management Coordinator for the City of La Porte.

As the drill got underway, residents of La Porte noticed an increase in first responder activity acrossseveral facilities. “Drills and exercises are important tools to assess the coordination between the City ofLa Porte and industry,” said LEPC Chairman Clayton Hackett.

More than 100 responders from numerous organizations participated in the drill, including the LEPC, LaPorte Office of Emergency Management, La Porte Fire Department, La Porte Emergency MedicalServices, La Porte Police Department, Harris County Pollution Control, Channel Industries Mutual Aid,and area industry representatives.

From the LPCPAAA, Milissa, Matthew, andNicolas Guyon, Doug Hathorn, and KimGuarino volunteered to act as simulatorswhile Deb Hathorn was stationed at theLPPD as an evaluator. In all, the drill lastedabout two hours as simulators played outtheir roles as a family overtaken by gasesin a park and a father attempting to enter aplant to check on his son during a chemicalleak. Back at the station, law enforcementtook swift action to shelter-in-place andDeb evaluated their actions to carefullyfollow the correct protocol. The exerciseconcluded with a debrief by allcommanders and summaries of pros andcons about the exercise. In all, the drill

demonstrated the city's ability to effectively initiate emergency response plans and communicate with firstresponders, and be better prepared to respond to a real incident in the future.

FIDO DONATION HOUSESOur fur babies deserve all the love and care we can give them! After theopening of the new La Porte Animal Shelter & Adoption Center in February,volunteers immediately recognized the need to reinitiate the Fido program. Thepurpose of the program is to assist the Shelter with additional funds (beyondtheir annual budget) for special services related to the health and adoption ofanimals in their care. Volunteer, Milissa Guyon stepped in to collaborate withlocal businesses in the placement of small collection boxes, appropriatelydubbed "Fido Houses", at strategic locations across the community. As a resultof her actions the Shelter continues to receive a regular monthly donations.Our thanks to Rusty & Sandy Paulus for the creation and construction of theindividually decorated boxes!

came through and offered their time and support to help make the three safety camps a success.Volunteers assisted with registration and other duties throughout the day. Ever tried to keep up with25-30 kids aged 5-9? It is no easy task but thankfully, our volunteers have enough patience and energyto hang in there!

.The 4th OF JULY weekend washeated and long for the manyvolunteers that staffed and providedfood and snacks throughout the NoRefusal Night for our court and law

enforcement officers. Many of the volunteers worked throughoutthe night and then left in the wee hours to barricade patrol duringthe July 4th Parade while others climbed into the C.O.P. vehicle tojoin the parade. Paula Wohnoutka can be seen waving to citizensalong the parade route.

The following weekend the LPCPAAA proudly hosted the TexasRegion One monthly meeting and then followed that up the nextweekend with the first of two Blue Santa Garage Sales planned for2015. Volunteers coordinated with the LP Eagles Lodge for thegarage sale which netted over $500 for the BlueSanta program. A second garagesale is scheduled for October.

BLUE SANTA 1STANNUAL FUN RUN

Aubry Sartori, VP took on the role of organizing the 1st AnnualRed, White and Blue Santa Fun Run in La Porte. All proceedsfrom the run went to the Blue Santa program to purchase gifts atChristmas for the children in our community. Volunteers helpedwith registration and safety along the course from Five Points to Sylvan Beach and look forward tostaging the event next year.

LEADSONLINE

LeadsOnline is a free service used by more than 3,000 law enforcement agencies to recover stolenproperty and solve crimes. Those records are instantly available to law enforcement agencies, meaningcrimes can be solved in seconds, not months.

In La Porte, one of the two Pawn stores uses the more efficient method of USB reporting, while the othercontinues to require manual input. In an effort to further streamline the process, volunteer RichardBrowder and an officer took on the task of word-smiting a local ordinance to require Pawn stores to reportto LeadsOnline. The approval of the ordinance will mean more efficient reporting of all transactions,making records instantly available to law enforcement.

Dickinson Citizen Police Academy Alumni AssociationSubmitted by Tony Valdez

The Dickinson Student Police Academy at Their Finest!The Dickinson Student Police Academy started the second week of June and is now in full swingwith their summer program. The students have gone through the patrol procedure and traffic stoppresentations and hands on demonstrations. This week they participated in processing mockcrime scenes and evidence processing by Alvin Community College Director and retired policeofficer Craig Fos. Among other skills, the students were instructed on how to photograph a crimescene, lift fingerprints from evidence items and draw diagrams of a crime scene. The studentshave been very perceptive in the field of criminal justice and law enforcement. The students willgo on through the summer taking the class and hands on activities until their graduation in lateAugust. The Dickinson Citizens Police Academy (DCPAAA) has been instrumental in the programby assisting in the class room during demonstrations and driving the students to different locationsfor activities.

On July 14th 2015, The Dickinson Student Police Academy Class 10 got to spend the day at theTexas City Gun Range. The students were given a class on gun safety and weapon familiarizationfrom fellow Police Range Masters and Safety Officers. The students, under supervision, had theopportunity to fire Sig Sauer P229s, Benelli Shotguns and AR15s (to list a few calibers). The gunrange is a day in their syllabus dedicated to firearms safety. Numerous officers from the DickinsonPolice Department and DCPAAA Members volunteered their time and came out to assist thestudents on the range.

The students are in the final classes of their summer program. They are projected to graduate inlate August. The Dickinson Student PoliceAcademy is a program to encourage andsupport those who may be interested in afuture career in law enforcement.

Dickinson Student Police Academy Closes Out SummerThe Dickinson Student Police Academy Class-X graduated seventeen students from their summerprogram. After nine weeks of class and hands on activities the students received their certificatesof completion. The program is a tool for the teenagers to experience and learn what we do in lawenforcement. The students will become honorary members of the Dickinson Citizen PoliceAcademy Alumni Association. Also the Dickinson Police Department supports the students bywriting them letters of recommendations and giving them all the moral support in their studies andendeavors. Anyone wanting to join either the next upcoming Dickinson Citizens Police Academyor the Student Academy in February of 2016, please contact Officer Tony Valdez [email protected] or 281-337-6370.

Webster Citizen Police Academy Alumni AssociationSubmitted by Leo Waltz

The Webster CPAAA’s August meeting featured a program on Counter-Terrorism and Suspicious Activity Reporting (SAR),presented by Joe Stepp and Georgia Cook of the Pasadena Regional Intelligence Center (RIC) team. Their team of fourpersons covers the southeast quadrant of Harris County. They arepart of the national network of fusion centers.

"A fusion center is a collaborative effort of two or more agenciesthat provide resources, expertise and information to the centerwith the goal of maximizing their ability to detect, prevent,investigate, and respond to criminal and terrorist activity."

State and major urban area fusion centers serve as primary focalpoints within the state and local environment for the receipt, analysis,gathering, and sharing of threat-related information among federal,state, local, tribal, and territorial (SLTT) partners. Located in states andmajor urban areas throughout the country, fusion centers are uniquely situated to empower front-line law enforcement, publicsafety, fire service, emergency response, public health, critical infrastructure protection and private sector security personnelto lawfully gather and share threat-related information. They provide interdisciplinary expertise and situational awareness toinform decision-making at all levels of government. Fusion centers conduct analysis and facilitate information sharing,assisting law enforcement and homeland security partners in preventing, protecting against, and responding to crime andterrorism.

So what does that have to do with CPAAA members? That brings us to the Nationwide Suspicious Activity Reporting (SAR)Initiative (NSI), a joint collaborative effort by the U.S. Department of Homeland Security, the Federal Bureau of Investigation,and SLTT law enforcement partners. This initiative provides law enforcement with another tool to help prevent terrorism andother related criminal activity by establishing a national capacity for gathering, documenting, processing, analyzing, andsharing SAR information.

So “gathering information” is something the citizens can assist with, and that takes us tothe “If you SEE something, SAY something” campaign of Homeland Security.

“Across the nation, we're all part of communities. In cities, on farms, and in thesuburbs, we share everyday moments with our neighbors, colleagues, family, andfriends. It's easy to take for granted the routine moments in our every day—going towork or school, the grocery store or the gas station. But your every day is differentthan your neighbor’s—filled with the moments that make it uniquely yours. So if yousee something you know shouldn't be there—or someone's behavior that doesn'tseem quite right—say something. Because only you know what’s supposed to be inyour everyday. Informed, alert communities play a critical role in keeping our nationsafe. If You See Something, Say Something™ engages the public in protecting ourhomeland through awareness–building, partnerships, and other outreach.”

Editor’s note:A two page article on CampPeriwinkle appeared in thisnewsletter in May of 2014.

Camp Periwinkle is for childrensuffering from all forms of

cancer. They are all treated atthe Children’s Hospital in

Houston, and are from all overthe area. The name

“Periwinkle” comes fromPerennial Vinca Minor, a plant

which is used to make“vincristine”, a chemotherapy

agent. The kids are calledcampers; they are treated to allsorts of events and activities.

Community RelationsGood Community Relations can simply be, stopping byyour local Lemonade Stand. Interacting with the publicand other members of the law enforcement community.This works best on a very hot day (which is any day inthe last couple of months). Brenham PD is active in Community Service, and teaching our children about being goodcitizens is a top priority. A prime example is Sgt. Kelvin Raven, Cpl. Joe Merkley and Det. JohnSnowden spending a couple of days at the Boys and Girls Club of Brenham. As is evident fromthe photos, they had and held the children's attention and no doubt made an impact on a fewlives. They passed our departments message to these young people, and our community willin turn be getting better citizens from their efforts. Way to go Guys!!
