It has thousands of acres of California land that havent changed since de Anza came through (if you look beyond the radar domes and the rocket launchers). Colin Reilly and Frank Luddington used to set up annual club rides on base, before Al-Qaeda made life more complicated, but, things being the way they are, I took on the project a few years ago. When I spoke to Sergeant Watson at the Vehicle Control Center in June, she gave me a Form 400 and the name of a point of contact for the event, Airman Johnson. The Form 400 seemed pretty straightforward - name, date, purpose etc. I filled it out and took it to Airman Johnson. He looked at it, asked me the same questions that I had answered on the form - name, date, purpose etc. - and told me I needed to take it around to the agencies that had to sign off–Ground Safety, Civil Engineers, Judge Advocate–the usual suspects. I said, “Whoa, I dont want to drive all over the base. Can we send it around in distribution?” Airman Johnson and everyone in his office thought that was hilarious. “If you put it into distribution, itll disappear in someones in-basket and youll never see it again. You really want to hand-carry it.” So I did that. I drove to Civil Engineering in Bldg. 11439 and was directed to the Planning Division where an airperson told me that Steve was the only person who could sign the form and Steve was in a meeting, so come back later when his meeting was over. This was not a great start. I drove to Bldg. 7015, Ground Safety, where the clerk at the reception desk said, “Sure, anybody in our office can sign a Form 400,” and she logged it in and found someone who was not too busy to sign it. 3 Newsletter and Directory Publication

At the beginning of last year, our Board of Directors began to develop a Strategic Plan to examine and improve the way our club operates. We defined our vision, mission and values and identified major activities and issues.

One of the areas we looked at is Financial Management. We have an annual budget of a quarter of a million dollars and we owe it to all of our stakeholders to manage that money efficiently and prudently.

At our February meeting this year, club members participated in workshops to brainstorm ideas to help set goals and objectives in the plan. The following objectives were proposed by club members:

For now, leave dues at current level and do not charge for printed newsletters.Consider establishing phase out date for printed copies of newsletter and directory.At the April 30 board meeting, the board established the following goal - Adopt December 31,

2016, as the phase out date for providing printed copies of club newsletters and directories.Many members have objected to doing this and have asked that the club as a whole discuss

and decide this issue. So we will do that. At our September meeting, I will schedule a ten-minute period for an open

discussion. Anyone who has anything to say on the subject will have an opportunity to raise your hand and be heard. At the end of that time, I will take a motion from the floor and we will vote.

Voting on Hard CopiesBy Stu Goldenberg

At the last general club meeting, a discussion was initiated by our President as to why we are planning on eliminating both the hard copy of the directory and newsletter. Eventually the discussion and proposed voting was tabled because little progress was being made and we were running out of time which was allocated for a great presentation by Gary Havas. The reasons for going digital were as follows. 1. Only about two dozen club members don't have email, so the rest of the members can read it on line. The few members that are not on line could ask someone else to print out the newsletter and directory for them. 2. The club will save a lot of money. 3. Printing stuff is not 21st century. Of the approximately fifty dozen other members, how many of them would really prefer hard copies? How many electronic newsletters do they get already that they either simply delete or read an article or two with intentions of reading more, but never do? Having to keep your computer on all the time to access club member phone numbers does not sit well with many people. Also it is a lot easier to look up a phone number of a club member if you spell the name incorrectly in a booklet than it is on a computer which is unforgiving about spelling. Finally, our bicycle club (which is intended to be a social club) will save some money so we can give more away! We already give a considerable sum of money away. And finally, I personally don't think we should be voting on an issue which basically denies access to some individuals. Some people will NEVER be computer literate. Nor should a small group (board of 12 people or club meeting with 50 people) decide this issue.

President Davis called the meeting to order at 7:15 PM.

President Davis thanked Ann Smith for presiding over the June potluck, serving as greeter, and presenting a contribution at the Atascadero School Board meeting. He also thanked Gary Havas for representing the club at the Shandon High School graduation. In addition, he thanked Kathy Cohon, Dan Rivoire, Sharon Sutliff, Gary Havas, Jeanne Hanysz and Martin Howell for providing refreshments at the August meeting and the Goldenbergs for providing refreshments at the July meeting.

The minutes for the June 6, 2013 meeting were approved (MSC:Abrecht/Pepper).

President Davis noted thank you letters received from the Shandon Valley Lions Club, Atascadero High School Bike Club, Shandon High School, Carina Ramirez, and Creston Elementary for contributions from SLOBC.

Chris Broome reported that club assets were approximately $243,000, which includes funds set aside for specific reserves and funds to cover expenses for the upcoming Lighthouse.

Dave Abrecht urged members to attend the upcoming SLOCOG meeting to show continued support for efforts to mitigate the chip seal problem on Highway 1. He also noted that Caltrans is proposing to add rumble strips on Highway 1, and there was a discussion regarding the pros and cons of rumble strips and recommendations to Caltrans on how the rumble strips should be configured.

Will Benedict advised members that he would be emailing two surveys to the general membership on the club clothing, one covering the types of clothing to be provided and one covering design alternatives. A proof of the jersey for the 2013 Lighthouse was on display. He reminded members that 2014 Wildflower jersey designs are due by September 1 and that the Indulgence Ride is scheduled for October 5 over the same route as last year.

Ernest Cole updated members on open Lighthouse volunteer positions.

Dan Rivoire reported that the Bike Coalition has conducted a number of bike education classes covering safety and bike maintenance, on the status of several Coalition advocacy projects, and on the Coalition’s fund raising activities.

Ken Price discussed various safety conditions that could be encountered throughout the area, and members were advised to be especially alert in Los Osos while the sewer construction project is underway.

President Davis noted that the October and November general meetings would be held at Meadows Park.

President Davis reported that the Board approved adding a Public Relations position to the Board, and a proposed by-law amendment authorizing that position will be included on the club ballot at year-end. Any member interested in running for that position should contact Frank Mullin.

President Davis reviewed the Board’s decision to set a goal of eliminating printed copies of the club newsletter and directory by the end of 2016. Following an extensive discussion on the pros and cons of making the change, a motion was approved to continue the issue to a future meeting (MSC:Goldenberg/GDavis).

Gary Havas presented a slide show covering his extensive bike tour around the US.

The meeting adjourned at approximately 9:00 PM.

3Tortoises Celebrate with 7th Anniversary Ride and Lunch

By Stu GoldenbergOn August 2, twenty-nine Tortoises showed up to re-enact the first official Tortoise ride. There were a few differences from

that first ride seven years ago. The original group rode from Sinsheimer Park to Nautical Bean and back, whereas the re-enactment began and ended at the Goldenberg home.

Other notable differences were that this time the Nautical Bean reserved the outside back section for us, and that we had barbecued hamburgers, veggie-burgers, and hot dogs, along with many other items brought by the group to be shared at our home.

Including those that rode, spouses, and others that couldn't make the ride, we had around 45 people partake in lunch. What a great group of cyclists!

Lighthouse Pre-Ride 2013The SLOBC pre-ride, for all Lighthouse volunteers, will be Saturday, September 21. There will be a metric century from Morro Bay to Cypress Tree and back, a hilly century up Hwy. 46 and back, and 87 miles up Old Creek to Cypress Tree and back. From Morro Bay to Shamel Park and back is about 40 miles. Hardie Park (no rest stop) to Shamel Park and back is about 30 miles. Choose your route!

The ride will open at 6:30 am @ Atascadero Road (park along Atascadero Rd. just past Morro Bay High School on the right in the dirt lots-lots of space). There will be coffee, route slips, and pastries. Rest stop hours are:

Atascadero Rd. 6:30-9:00 am. Donati winery 8:00 am-10:00 am (or last rider)

Hwy. 46 7:30-9:30 (rest stop) Shamel Park 8:00 am-11:00 am (rest stop)

Shamel Park 11:00 am-3:00 p.m. (lunch) Cypress Tree 9:30 am-1:30 p.m.  or last rider (rest stop)

Due to the new Lighthouse route, please note where the rest stops are placed and when the rest stops will be open and adjust your route according to how many miles you wish to ride.

The route closes at 4 p.m.. All Lighthouse volunteers are invited to participate. You may sign up for the pre-ride on the web-site when you sign up to volunteer.

Indulgence Ride: October 5, 2013This year's Indulgence Ride will repeat last year's ride. It will start in Carmel Valley Village and climb 18 miles before descending 22 miles into Greenfield. The most difficult part of the first 18 miles is an evenly graded one-mile climb of 8 percent that begins at mile 10.7. During the descent, there are spectacular views including vineyards perched on bluffs along Arroyo Seco Road—it is a very beautiful ride.

Some longer route alternatives will be offered for riders who want a greater challenge. The ride will cost about $35 per person plus dinner. The ride will be limited to 40 SLOBC members on a first come basis. Send me an email if you want to be included: [email protected]

Highway 1 Update

A large group of concerned and vocal club members and other cyclists showed up at the August meeting of the San Luis Obispo Council of Governments (SLOCOG) to express concerns about two important issues regarding cycling on Highway 1.

Rumble Strip Proposal

A Caltrans proposal to place a “rumble” strip on Highway 1 from Highland Drive in San Luis Obispo to the Hearst Castle Visitors‘ Center was unveiled. While most highway rumble strips are placed on the shoulder, outside of the fog line, Caltrans has acknowledged that this reduces the available shoulder for bicycling. In response, Caltrans will reduce the rumble strip to six inches wide and will place that strip directly under the white fog line. They will also repair areas of the existing shoulder that have rough portions or cracks that adversely affect cyclists. An exception to this planned location of the strip is an area near Cuesta College where the travel lane widths are only 11 feet. However, in this area, the shoulders are wider and a rumble strip to the right of the fog line should not adversely affect cyclists. The rumble strip will be 5/16” deep indentations in the road surface and should not be problematic for cyclists if they have to cross the strip to avoid roadway hazards, parked vehicles, etc.

Several club members who ride trikes expressed concerns about the affect of rumble strips on these wider bicycles. While Caltrans maintains that bicyclists will have no less than five feet of shoulder on any part of the highway, the impact on trike riders remains to be seen.

The rumble strip project is not slated to begin until the winter of 2015. Caltrans officials agreed to keep SLOCOG representatives and the public informed and updated about the status of this project.

Highway 1 Chip-Seal Surface Issue

The status of the Highway chip-seal repair is a different story. Caltrans officials did not offer any new information other than the Caltrans / UC Davis pavement study had taken place and they are awaiting a report. As you recall, a group cyclists, many from the SLOBC, rode eight test sections of asphalt on Highway 198 near King City on July 13. Participants reported that all of the test surfaces were better than the current condition of Highway 1, and that there were two superior surfaces for bicycle travel. However, Caltrans officials would not commit to any course of action to repair the roadway. Supervisor Bruce Gibson asked for a specific repair plan and timetable. Caltrans would not commit to a specific plan until the UC Davis report is available and the matter has been continued to the October 2nd SLOCOG meeting.

I understand that this issue has been unreasonably drawn out for almost a year. However, the continued efforts of Cambria’s Slab Town Rollers, other SLOBC members, the SLO County Bicycle Coalition and SLOCOG staff has kept the pressure on Caltrans to fix this problem. The Evolution of the Aerodynamic Helmet

I would think we all have had noises from our bicycle and wondered what they were. We may have spent some time trying to figure out the source of the noise, and then try to eliminate it. I have two such stories to tell, of which one is illustrated in the adjacent comic. The first story involves our tandem. For the longest time we would intermittently get a thump, thump, thump sound. The bottom brackets were firm. Perhaps it was the panniers we use. Nope, not them. No bad bearings either. What could it possibly be? Then one day Janie pulls out her water bottle while we were thumping, thumping, thumping, and the noise vanished. It turns out that the noise was from water sloshing around in her water bottle and the tube it is mounted on acts like a resonance device, making it loud enough for us to hear. I shock mounted the water bottle cage but it still thumps. Maybe some day I will figure out how to eliminate that noise. This brings me to the next noise and the adjacent comic. Recently we noticed a squeak when I pushed down on the left pedal. Could it be a loose pedal or crank arm? Of course not. Perhaps the slip together frame was not tight enough. No, not the problem! We returned home and I started walking into the house and squeak, squeak, squeak! The squeak was eliminated by gluing the removable plate cover on my cycling shoes where cleats are normally mounted.
