Meanwhile, the footpath from SKH Good Shepherd Primary School to Sheung Heung Road will be temporarily closed to facilitate the construction of diaphragm walls and cross walls. Time flies. It has been almost a year since construction works for the SCL Kowloon City Section commenced. We are making good progress and I truly thank the community for their support and patience. Recently, some residents felt vibrations and suspected this was caused by the SCL works. To ensure public safety, we immediately suspended our works and began an investigation, including conducting condition surveys of the related buildings. We have kept residents updated on the latest developments. Responding to public concerns, we have increased the number of monitoring points and set up real-time monitoring devices in the area. We have also expanded the scope of our condition surveys to minimize any potential impacts on the community from our ongoing works. I hereby promise that we will continue to follow the MTR’s “Listening and Responding” principle while carrying out the construction of SCL. We will take care of public needs and try our best to improve our works. A new lighting system has been set up at the footpath near Hung Hom Lutheran Primary School for the convenience of members of the public using the relocated bus stops. The diaphragm walls and cross walls will support the structure of Ma Tau Wai Station, and ensure the structural safety of buildings in the vicinity. Ma Tau Wai Station will be located underneath Ma Tau Wai Road. As there are

buildings on both sides of Ma Tau Wai Road, it is necessary to install diaphragm

walls and cross walls to ensure the safety of construction works. Diaphragm walls

are commonly used in station construction, for instance in the West Island Line,

South Island Line (East), and

Express Rail Link.

Diaphragm walls form part of

the station structure and are

constructed with concrete and

steel reinforcements. Cross

walls are erected between the

diaphragm walls to support

the structure of the station and

underground soil layer as well

as to prevent soil erosion. This

enhances the strength of the

station structure and the safety of buildings in the area. Diaphragm wall construction

is a safe and efficient construction method which is suitable for building stations in

densely populated area like Ma Tau Wai Road.

When building underground stations, deep trenches are made for the

diaphragm walls by top-down construction methods. The trenches are then

filled with a thick mixture of bentonite during excavation to support the walls.

After excavation and installation of steel reinforcements into the trench,

reusable bentonite will be extracted and the trench filled with concrete. The

construction of the diaphragm walls will then be completed after the

concrete sets.

During the construction period, hundreds of monitoring points have been set up to

check whether the works have any impact

on surrounding buildings. Vibrations have

also been measured and no abnormal data

was recorded so far. The Corporation will

continue to closely monitor the construction

works so as to minimise any disturbance to

the community.

Pre-construction condition surveys for buildings near To Kwa Wan and

Kowloon City are nearing completion, copies of survey reports are being

delivered to respective occupants, incorporated owners’ committees

and management offices in stages. If occupants, incorporated owners’

committees or management offices have not yet made a request to

To minimise any possible impacts of SCL works on treated sea

water and fresh water in the community, new water mains are

being laid underneath Kowloon City Road and Sheung Heung

Road. The works commenced in March and are expected to

be completed in the 3rd quarter of 2013. During the works

period, the carriageway of part of Kowloon City Road and

Sheung Heung Road will be temporarily narrowed in phases.

The existing footpath will be maintained.

Nam Kok Road entrance will offer a convenient way for

residents and passengers to go to To Kwa Wan Station.

The construction of Nam Kok Road entrance and the

pedestrian subway of To Kwa Wan Station commenced

in March 2013. High voltage cable diversion works is in

progress and piling works will follow. Piling works are

also in progress at Kai Tak Development Area for the

construction of To Kwa Wan Station.

The construction of Nam Kok Road entrance and the pedestrian subway of To Kwa Wan Station commenced in March 2013, and Nam Kok Road is partially closed.

An archaeological survey is underway at Kai Tak Development Area and is expected to be completed in 2013.

The 3rd and 4th rounds of the Ma Tau Wai Section, and

the Kai Tak and To Kwa Wan Section of Community

Liaison Group meetings have been convened. The TTMS

in the proximity of Ma Tau Wai Road, the latest progress

updates and follow-up issues have been reported to and

discussed with the CLG members.

To celebrate the Dragon Boat Festival with the local

community, MTR SCL projects team and contractor

Samsung-Hsin Chong Joint Venture visited SKH Lok Man

Alice Kwok Integrated Service Centre. The team shared

the joy of the festival with over 50 elderly residents and

introduced to them the SCL project by playing games. They

also gave healthy rice

dumplings to elderly

residents as a token

of gratitude.

This vibrograph is for measuring vibrations during

construction works. We set up monitoring points along our

work sites and measure the vibrations periodically to

ensure public safety.
