Legal Bases
RA No. 10533 – Enhanced Basic Education Act of 2013 • expanded basic education from 10 yrs. to 12 yrs. beginning
SY 2016-2017• provides financial assistance to qualified grade 10
completers pursuing SHS
o DepEd Order No. 11, s. 2015 - Introduces SHS Voucher Program (SHS-VP)
o DepEd Order No. 46, s. 2015 - Detailed Guidelines on the Implementation of SHS-VP
Student Eligibility for SHS Vouchers
Automatic Entitlement
• Grade 10 Completers of SY 2015-2016 that intend to pursue SHS in SY 2016-2017
o Public Junior High Schools (JHSs) - DepEd, SUCs/LUCs
o ESC Grantees of Private JHSs
• Vouchers are Applicable Only in Non-DepEd SHS Providers
o Private SHS Providers w/ DepEd Permit
o SUCs/LUCs offering SHS

Student Eligibility for SHS Vouchers
Not Entitled but may Apply
• Grade 10 Completers of Private JHSs
• Non-ESC grantees of ESC participating schools (regular students)

Where are The Vouchers? There are no physical vouchers to be distributed orawarded the beneficiaries
How does the Voucher Program Work?
Beneficiaries
• All automatically qualified beneficiaries’ names are in
a SHS-Voucher Management System (SHS-VMS)
o Successful voucher applicants to be listed in the OVAP will
be added to the SHS-VMS
• All will have ID numbers
Non-DepEd SHS Providers
• All Non-DepEd SHS Providers (2,300 schools so far) in DepEd’s website are in the SHS-VMSo These schools will be provided an online account in the
SHS-VMSo Passwords to the accounts will be released to schools
during a regional orientation in April or May 2016o School online account - means by which school inputs
SHS Voucher Beneficiaries for “clearing” by the SHS-VMSbefore inclusion in the school’s Billing Statement
How Does the Voucher Program Work?
• Voucher values are for one school year• Payment of vouchers - split into two payments
within a yearo Two (2) Billing Statements in a yearo Deadlines for Billing Statement Submission to PEAC
Regional Secretariat is one month after the start of asemester
• Payment can only be made through Land Bank ofthe Philippines (LBP) account in the name of theschool

• A Regional Orientation will be conducted inApril or May 2016
• Will explain Guidelines of SHS-VP in muchgreater detail
• Will demonstrate for Non-DepEd SHS Providershow to access and use their SHS-VMS accountso IT proficient officer/staff to attend this portion

Automatic Voucher Beneficiaries –• Search for Non-DepEd SHS Providers of choice (list inDepEd’s website)
• Ask school about total school fees and assess familyfinances re: top-up (amt. beyond voucher value)
• Register/enlist early with chosen school
Interested Applicants for Vouchers• Read DepEd Order No. 46, s. 2015• Go to OVAP and fill-out an online application, attach
doc. requirements and follow instructions or, domanual application with VAF-1
• Wait for results in OVAP by 3rd Friday of March 2016

Program Guidelines in April or May next year
• PEAC will send out invitations to the orientation
