Background: Joe Schiavoni, 30, graduated from
Ohio University with a BS in Communications, and
obtained his law degree from Capital University.
Currently, he is a partner in his familys law firm,
Schiavoni, Schiavoni, Bush & Muldowney Co., L.P.A,
specializing in a wide variety of workers compensa-
tion claims. He is actively involved in the commu-
nity, receiving the 2007 Big Brother of the Year
award from Big Brothers and Big Sisters of Mahon-ing Valley. He is a Member of the Ohio State Bar As-
sociation and serves as Co-Chairman of the Public
Relations Committee for the Mahoning County Bar
Association. He has also been admitted to the West
Virginia State Bar.

Western Reserve Modernizing School GroundsBERLIN CENTER Sena-
tor Schiavoni joined students,
parents, educators and other
local elected officials for the
Western Reserve K-12 school
groundbreaking ceremony on
May 10.
The new building will be lo-
cated on the current high
school grounds and house 800
students. Western Reserve was
formed back in 1959, accord-
ing to the press release for the
ceremony. At that time, the
communities of Ellsworth and
Berlin townships worked to-
gether and approved the com-
bining of schools into one dis-
trict.
State of the art facilities and updated technology will
create the proper learning environment for the students
of the Ellsworth and Berlin township communities,
Senator Schiavoni said.
Its always encouraging to attend these kind of events
and know that the young minds of the Valley will be
adequately prepared to lead our communities into the
future.
Senator Schiavoni Speaks at Memorial Day Service in Campbell
CAMPBELL On May 30,Senator Schiavoni was sur-
rounded by many American
heroes from the Valley and
chose to share a story of an-
other Valley serviceman.
I spoke about Navy Hospi-
talman Richard Doc Pow-
ell, who was recently in-
ducted into the Ohio MilitaryHall of Fame for Valor,
Senator Schiavoni said. Doc
Powells story, though heart-
breaking, is inspirational and
testimony to all the men and
women who served and still
serve our country.
HN Powell died in Vietnam
while tending to injured sol-diers, disregarding his own
safety.
Participating in this Memo-
rial Day event was such an
honor and I cant thank the
veterans of my district and
our country enough, Senator
Schiavoni said.

Heath Coverage for Young Adults to be ExpandedCOLUMBUS Come July, health
insurance will be available to many
adult dependent Ohioans who are 28-
years-old or younger.
The new law, which goes into effect on
July 1, calls on Ohio insurance compa-
nies to offer parents the opportunity topurchase health coverage for their un-
married children up to age 28, accord-
ing to press releases from the OhioConsumers for Health Coverage and
Governor Ted Stricklands office. Be-
fore this policy was adopted, insurancecompanies were only required to cover
dependents up to age 19, or up to age
23 if they were still in school.
"While the federal health care reformswill considerably reduce the number of
Ohioans without health insurance in thecoming years, we continue to make
health care more accessible and afford-
able to our residents at the state level as
well," said Governor Strickland in the
release.
"Making it easier for young Ohioans to
remain on their parents' health insur-
ance plans for a longer period of timewill increase the number of citizens
with access to coverage and encourageour talented young people to build their
lives and careers right here in Ohio, he
added.
The law, which was part of House Bill
1, applies to the policies or contractsagreed to after July 1 and does not ap-
ply to self-insured plans. A young adult
or child must meet the following crite-
ria to receive these benefits:
Be unmarried
Be the natural child, stepchild oradopted child of the employee
Be an Ohio resident of full-time stu-
dent at an intuition of higher education Not be eligible for coverage through
an employer-sponsored plan or throughMedicaid or Medicare
Like the Ohio law, the federal healthcare reform seeks to provide further
coverage to young people across na-
tion; however, there are some differ-ences. According to the federal law,
marital status doesnt matter, but chil-
dren must meet the following: Be the child of the employee as that
is defined under the plan or policy Have not yet reached their 26th birth-day
Not have their own employer cover-
age available if the parent is covered
under a group health plan that was inexistence on March 23, 2010
(grandfathered plan)
No other eligibility requirements are
permitted
Its important to note that its not re-quired for the child to live with or befinancially dependent upon the parent
under the state and federal law.

COLUMBUS The Ohio Senate passed
House Bill 338, which contained Senator
Joe Schiavonis amendment to allow early
judicial release for misdemeanor, nonvio-
lent offenders.
This legislation was a collaborative effort
between county court and municipal judges
in my district, and the Ohio Judicial Con-
ference Senator Schiavoni said. This
measure will allow less serious offenders
to be released earlier if the judge decides to
reduce the sentence.
The amendment to H.B. 338 was originally
introduced by Senator Schiavoni as Senate
Bill 267; however, was amended into theHouse Bill during the Senate Committee
on Civil Justice. The amendment states that
the court maintains jurisdiction over every
offender sentenced to jail and may modify
sentences at any time, but does not give
authority to reduce mandatory sentences.
Judges already had the statutory authority
to grant early release for felony offenders,
so this provision is making the law more
uniform, Schiavoni said. I would also
hope that this revision yields positive side
effects, such as reducing jail costs and
overcrowding.
The amendment also states that if a prose-
cutor wishes to have a hearing before a
sentence is reduced, the courts must com-
ply and hold a hearing.
The Senate passed Amended H.B. 338 with
a vote of 32-0 on June 3.
