OBJECTIVES/SCOPE
• To rigorously study various Road maintenance approaches
• To identify appropriate model in road asset management
• To discuss with concerned stakeholders the concept of sustainable road asset management
• To recommend the government, reforms required
• To generate bankable projects
![Page 19: Seminar on Results Management for Public Sector Excellence: Transport 19 th May 2011, Singapore](https://reader036.fdocuments.net/reader036/viewer/2022062520/5681584e550346895dc5aa57/html5/thumbnails/19.jpg)
Road Asset Management
• The World Road Association has defined Asset Management as a systematic process of effectively maintaining, upgrading and operating assets, combining engineering principles with sound business practice and economic rationale, and providing the tools to facilitate a more organized and flexible approach to making decisions necessary to achieve the public's expectations.
![Page 20: Seminar on Results Management for Public Sector Excellence: Transport 19 th May 2011, Singapore](https://reader036.fdocuments.net/reader036/viewer/2022062520/5681584e550346895dc5aa57/html5/thumbnails/20.jpg)
CONCEPT OF ROAD ASSET MANAGEMENT
In 1988, World Bank reported that deterioration of roads in developing country was extensive
Some of the facts were :
15% of capital invested in roads was eroded due to inadequate fund for maintenance; 3 to 4 times additional money due to delay in maintenanceFor every new km built, 3km of existing road would be no more operable due to lack of maintenance; For each unit of money not allocated for maintenance Vehicle Operating Cost (VOC) increased by 3 to 4 folds
![Page 21: Seminar on Results Management for Public Sector Excellence: Transport 19 th May 2011, Singapore](https://reader036.fdocuments.net/reader036/viewer/2022062520/5681584e550346895dc5aa57/html5/thumbnails/21.jpg)
Road Asset Management is systematic processing, operating, maintaining, upgrading and preserving road and its reserve and other
assets effectively through out its life cycle
![Page 22: Seminar on Results Management for Public Sector Excellence: Transport 19 th May 2011, Singapore](https://reader036.fdocuments.net/reader036/viewer/2022062520/5681584e550346895dc5aa57/html5/thumbnails/22.jpg)

Concept of Planned Maintenance - 1993/1994 - SDC
Started as Strengthened Maintenance Division Process (SMD)
GoN took over and establishment of RBN in 2002 (2059)

Asset Management/ PreservationAsset Management/ PreservationMethodology: To preserve the road assets planned maintenance is carried out by the SMD’s based on defined need assessment. The database prepared in the process consists of :
•Road register containing details of pavement type, infrastructure details, off side road structures, bridges and culvert details.•Condition of road indicating roughness (IRI) and surface distress (SDI)•Traffic Survey Data•Age of existing road •Importance of road from National perspective.
