PRECEPTS & CONVENING ORDER
• When drafting EVALS - READ the Precepts and Convening Order from the
previous year; they do not drastically change from year to year. They are the
“answers to the test” and provide guidance on the selection standard
• Draft a brag sheet/evaluation input
Helps with format, admin data, identifies primary & collateral duties, and more
• Use direct, factual writing
• Define seldom used acronyms
• White Space: It is okay to have white space. Do not try to stretch things; the
board will see right through the “fluff.” white space is acceptable.

Writing EVALS (examples, not actual EVAL entries)
• Write to the Selection Board and not to the member.
(Write the EVAL like you’re writing it to a Master Chief)
• OPENING LINE – A punch with CO’s recommendation
(STRONGER THE BETTER) Examples:
#1 of 23 Outstanding First Class, Chief, SCPO… on board this Joint
Command! Absolute SUPERSTAR filling in my XXX position for the past four
months.
A true EP but due to forced distribution ranked as my #1 MP
MP due to forced distribution; virtually indistinguishable from MY #1

Collateral Duties:
• Often collateral duties listed in BLK 29 (on the front), but there will be no
explanation how the PO1/CPO/SCPO is doing with them. Here are some
examples of collateral duty explanations:
• - As my CMEO he/she conducted two DEOMI surveys and managed the best
command assessment team I have ever seen.
• - As the DAPA his/her leadership directly led to over 14 months of ARI/DUI free.
• - While serving as my UPC he/she conducted 239 samples, met all quotas and
implemented my SPICE testing program.
• - Completely resurrected and rebuilt my command INDOC program. He/she
executed command INDOC for over 113 newly reporting personnel.

DETRACTORS…
• No Leadership
Leads Sailors but not quantified
• Zero Command Collateral Duties
Or not quantified
• No Community Involvement (use block 44 too)
• Guesswork in write-ups (FLUFFY Words)
• Tour after tour on the same platform
Lack of diversity in tours or extension of tour with no explanation to the
board, same collaterals DDG/SEAL TM/NMCB/LPD

More on Bullets…
• -QUICK JOB RELATED BULLET (ex: the best YN I've served with in 20 years of service.
Breathed new life into a defunct XXXX program. XXXX program streamlined, resulting in
XXXXX. Considered the Waterfront expert on ...........or words to that effect.
• -LEADERSHIP/SAILORIZATION (how many you lead, results of leadership: number of
advancements/SOQ-Y/degree completions/warfare pins, what you did and what the outcome
was) “personal mentorship of 11 Sailors resulted in one JSOY, one JSOQ, one NAM, and
one advancement”
• -COMMAND INVOLVMENT (what your role was/what you did as a result)
• -EXPOUND ON COLLATERAL DUTIES. How many people did you qualify
ESWS/EAWS/EXW/IDW… as a board member? How many people did you qualify in in the
repair locker while on DCTT, as OOD/POOW…? How many people are now OFF of FEP since
you took over as CFL?

Summary
• Say things that are meaningful!
• Why would you be a good CPO??
• Don't say "would make a great addition to any CPO
mess". Yeah.. so would a new big screen TV.
