Zahid’s U-Turn on �MDB unacceptable

KUALA LUMPUR - Dato' Men-teri Besar, Dato' Seri Mohamed Azmin Ali will discuss with oth-er Pakatan Harapan Members of Parliament about further ac-tion against Deputy Prime Min-ister, Datuk Seri Dr Ahmad Zahid Hamidi’s "U-turn" regarding the 1Malaysia Development Berhad (1MDB) issue with Interpol.

Mohamed Azmin, who is also Gombak MP, said possible ac-tions included referring Zahid to the Parliament’s Rights and Free-dom Committee.

He questioned Zahid’s ac-

tions for failing to answer simple questions regarding the 1MDB scandal and also his attempts to manipulate the original state-ment issued in Parliament on October 23.

“The question is how can Za-hid announce in a statement that the case has been closed when the final report has not been received?

In less than 24 hours, Zahid made a U-turn instead. It is easy for him to answer my question accurately in Parliament,” he said at the Kuala Lumpur High Court grounds on October 24.

Mohamed Azmin tweeted

that Zahid’s attempt to twist the facts had failed.

In a following tweet, Mo-hamed Azmin also questioned if Zahid had been “scolded” by his “boss”.

Mohamed Azmin had previ-ously sent a letter demanding that the Inspector General of Po-lice then, Tan Sri Khalid Abu Ba-kar, to arrest and bring Jho Low back to Malaysia.

His request, however, was re-jected by the High Court when the judge allowed an early ob-jection filed by the Attorney-General’s Office on behalf of the police.

Don’t neglect lower and middle-income groupsSHAH ALAM - The Federation of Malaysian Consumers (FOMCA) hopes that the 2018 Budget will provide more initiatives for the middle-income (M40) and lower-income groups (B40) to reduce the pressure of citizens’ high cost of living.

FOMCA Deputy President Mohd Yusof Abdul Rahman said as expected, the Federal Govern-ment’s budget is more of an elec-tion budget to fish for votes but he urged that the distribution of wealth should be done system-atically.

“This time around, we hope

that the M40 group will be given attention because they are facing the same problems as the B40 group.

“The Government can use ap-proaches such as reduction of in-come taxes and tax relief for cer-tain groups,” he told SelangorKini.

Yusof said that the announce-ment of Bantuan Rakyat 1Malay-sia (BR1M) was highly anticipated everytime the budget was tabled but he hoped that the distribu-tion by stages would be in the form of capital so that the rakyat can add to their household in-come.

“BR1M needs to be distrib-uted systematically. If previously RM1,200 was given in three stag-es, FOMCA is of the opinion that it is better that it be given in the form of cash and food coupons that can be redeemed at certain stores or in the form of shares.

“If previously there were sug-gestions that BR1M money can be used to buy Proton Iriz cars by citizens driving for Uber, maybe next year the money can be giv-en through food truck purchase packages so that people can con-duct business and increase their income,” he said.

Speaker’s rejection of �MDB questions disappointingSHAH ALAM - Pakatan Hara-pan leaders expressed their disappointment over the ac-tions of Dewan Rakyat Speaker, Tan Sri Pandikar Amin Mulia, who rejected over 10 questions regarding the 1MDB scandal.

Opposition Leader, Datuk Seri Dr Wan Azizah Ismail said his actions clearly showed the attempts of the government led by Prime Minister, Datuk Seri Najib Razak to misuse the Parliament, especially regard-ing the controversial issue.

“This is the latest attempt by the Najib-led Barisan Nasional government to hide and cover up the real situation regarding 1MDB from the public.

“This mirrors the same ac-tion taken in the last Parlia-mentary sitting when over 30 questions by MPs regarding the 1MDB scandal were reject-ed with unreasonable excuses,” she was reported saying by Ma-laysiaKini.

Missing voter data still a mysteryKUALA LUMPUR - The data of 136,272 Selangor voters that was allegedly destroyed by the Election Commission (EC) has raised doubts about the agen-cy’s credibility.

Selangor State Government Exco, Elizabeth Wong has not rejected the possibility that the data was still kept by the agency and not disclosed to the public for certain reasons.

“Till now, the missing voter data amounting to over 130,000 individuals is very suspicious. So we still be-lieve that the data is with the EC.

“On the State Government’s side, we want the relevant data regarding the voters’ status for the purpose of analysis by the State Government,” she said, af-ter attending the judicial review proceedings regarding the re-delineation exercise by the EC at the Kuala Lumpur Court Com-plex on October 24.

The Selangor Government

had filed a motion to be allowed to challenge the redelineation of Parliamentary and state con-stituencies in Selangor by the EC.

The motion was made to get a declaration that the notice published did not have specific data and that normal voters, lo-

cal authorities or the State Govern-ment could not ex-ecute their rights for representation.

The motion failed after the EC was found to have acted against the Constitution unfair-ly and irrationally according to Article 113(2) of the Feder-

al Constitution.The Federal Court had ear-

lier set aside the State Govern-ment’s motion demanding the EC reveal data for 136,000 voters that was allegedly destroyed.

In addition, the court also re-jected the State Government’s motion involving the original documents and report regard-ing voter registration and the Geographic Information System app that was used in the rede-lineation process in Selangor.

BANDAR SERI PUTRA - The State Government will introduce several new incentives to spur the development of the educa-tion sector on November 3.

Dato’ Menteri Besar, Dato’ Seri Mohamed Azmin Ali said the State Government will always prioritise education because it is an important sector to be devel-oped in Selangor.

“In essence, student-centric principles and learning institu-tions will be the core of the bud-get.

“I will announce several new initiatives to develop education in Selangor,” he said after the 20th Kolej Universiti Islam Anta-rabangsa Selangor (KUIS) convo-cation ceremony on October 21.

He said that in several discus-sions with KUIS and University of Selangor (UNISEL) management, the State Government also sug-gested the creation of an en-dowment fund in both institu-

tions of higher learning for the sake of their development in the future.

“It is common practice in well-known universities worldwide because it’s not possible for gov-ernments to provide support and funding.

“So, contributions from the community and alumni are very important to develop a univer-sity.

“In the context of Islam, we want KUIS to become a wakaf university by getting funds from Muslims and non-Muslims alike,” he said.

Elaborating further, he said that the State Government was also considering an application by the KUIS management so that the loans provided to the univer-sity be changed to grants.

“With the change, KUIS will not need to repay the loans.

“Based on the State Govern-ment’s current financial achieve-ment, we will consider it serious-ly,” he said.

BANDAR SERI PUTRA - Institu-tions of higher learning under the State Government will always be given support to develop edu-cation and to bring about highly skilled graduates.

Dato’ Menteri Besar, Dato’ Seri Mohamed Azmin Ali said the suc-cess of Kolej Universiti Islam An-tarabangsa Selangor (KUIS) was a great achievement and it attract-ed around 10,000 students to en-rol in the college.

“The State Government pro-vides support to the develop-ment of institutions of higher learning, especially KUIS and Uni-

versity of Selangor (UNISEL) that we own.

“I will announce a few exist-ing incentives that have been and will be given and want to see KUIS be capable of raising highly marketable graduates.

“We have given our views to the KUIS management so that their teaching scope can be ex-panded in line with industry de-mands currently in accordance with the State Government’s aim of developing Selangor as a Re-gional Smart State,” he said after the 20th KUIS convocation cer-emony.

At the same time, he said that KUIS graduates not only had skills in religious education but also other fields and it was a good de-velopment.

As such, he said, the State Government will provide incen-tives to excellent students so that it will spur them to contin-ued success.

At the ceremony, Mohamed Azmin announced the HRH Sul-tan of Selangor Award worth RM10,000, while the Dato’ Men-teri Besar Selangor Award was raised from RM3,000 to RM8,000.

As many as 1,843 graduates received their degrees and diplo-mas at the convocation ceremony.

The Best Student who re-ceived the HRH Sultan of Selan-gor Award was Muhammad Ha-neef Zuleffendi, 26, a Bachelor of Islamic Finance (Banking) (Hon-ours) degree graduate.

Meanwhile, the Dato’ Men-teri Besar Selangor Award was won by Muhammad Awan Noor Azman, a Bachelor of Arabic as a Second Language (Honours).

Also present at the ceremony were - Education, Human Capi-tal Development, Science, Tech-nology and Innovation Exco, Nik Nazmi Nik Ahmad, Selangor State Secretary, Dato’ Mohd Amin Ah-mad Ahya and KUIS Rector, Prof Dato’ Dr Ab Halim Tamuri.

Higher education development top priority RM�.� billion in Japanese investmentGOMBAK - Selangor will receive additional prospective new in-vestment from Japan following the good economic growth by the state under the current Paka-tan government’s leadership.

The good news was an-nounced by Dato’ Menteri Besar, Dato’ Seri Mohamed Azmin Ali after an official meeting with the Japanese delegation in Selangor recently.

He said the new investment included high technology as-pects that will create better eco-nomic opportunities for youths in Selangor.

“Discussions are underway and decisions have been made, at the State Government level in-volving high technology invest-ment worth RM1.2 billion.

“Currently, we are reviewing the contents of the final agree-ment between the State Govern-ment and the relevant company.

“We will announce this at the soonest with the investment tak-ing place in Kuala Langat,” he said.

He was speaking to reporters at the Aid-Giving Ceremony to Gombak and Bukit Antarabang-sa constituents at the Al-Mardhi-yah Fasa 5 Mosque, Taman Mela-

wati on October 21. The investment by Japan has

proven that the Selangor econo-my remains strong and the state remains an investment destina-tion of choice for long term in-vestors even in uncertain global financial times.

Malaysian Investment Devel-opment Authority CEO Datuk Azman Mahmud said last year, Japan was the fourth largest in-vestor in the country, covering various industries including the manufacturing sector with in-vestments of RM1.9 billion.

He said the investment will create around 4,390 job oppor-tunities in the near future.

GOMBAK - As much as RM148,000 has been allocated by the State Government as aid incentives to 66 individuals involving the public, lo-cal agencies, mosque and surau in-stitutions in the Gombak and Bukit Antarabangsa constituencies.

The aid presentation ceremony was officiated by Dato’ Menteri Besar, Dato’ Seri Mohamed Azmin Ali, at the Al-Mardhiyah Fasa 5 Mosque, Taman Melawati on Oc-tober 21.

In his speech, Mohamed Azmin said that the aid given was the initiative and commitment of the State Government towards the

society’s needs within the Parlia-mentary and State constituencies.

“The aid is my responsibility to return the state’s wealth to the rakyat through distribution and people-centric initiatives from the State Government.

“This commitment has become a daily activity and practise to me, at the State Government level to en-sure that those in need are helped from various aspects,” he said.

At the same time, Mohamed Azmin said the State Government remains consistent in implement-ing its people-centric initiatives in helping increase the economic

capabilities of the entire society in the state.

He added that this included the 42 programmes under the Peduli Rakyat initiative that has been conducted since taking over the state leadership.

“I believe that the cost of living is continually rising and it has be-come more difficult as the Federal Government continues to cut vari-ous allocations.

“At the State Government level, even with our limitations, we will continue to focus on develop-ment aspects in the 2018 State Budget,” he said.

KUALA SELANGOR - Kampung Ijok, Kuala Selangor has managed to win RM70,000 after being crowned as Selangor 2017 Best Traditional Kam-pung.

The competition involving tradi-tional villages throughout Selangor also witnessed Kampung Sijangkang, Kuala Langat winning second place, while third place went to Kampung Parit 7 Baroh, Sabak Bernam, each winning cash prizes of RM15,000 and RM10,000.

Meanwhile, Kampung Sungai Buah Sepang also won a cash prize of RM50,000 when it won the Selangor 2017 Best Rural Innovation.

Islamic Religious Affairs, Malay Cus-toms & Heritage, Rural & Traditional Villages Development Exco, Dato’ Dr Ahmad Yunus Hairi said the 3K pro-gramme for Kuala Selangor district is the last 3K programme for this year.

“Since the first time this pro-gramme was held in 2015, it success-fully covered 27 constituencies in nine districts in Selangor.

“For this year alone, the State Government allocated RM630,000 with each programme spending RM70,000,” he said.

He added that the 3K programme was based on the theme decreed by His Royal Highness Sultan of Selan-gor, Sultan Sharafuddin Idris Shah.

KUALA SELANGOR - The rakyat is growing in-creasingly tired of certain parties practising un-ethical politics, insults and causing tension in Ma-laysian society to further their political agendas.

Dato’ Menteri Besar, Dato’ Seri Mohamed Azmin Ali said the rakyat today are constantly pressured by the rising costs of living and need to be protected.

“We are racing to do good as commanded by Allah, and not to slander or be gangsters.

“The rakyat need justice and I, together with other leaders, vow to undertake the responsibil-ity given to us with honesty, integrity and sincer-ity to bring about change in society,” he said at the Kuala Selangor district Karnival Kampungku Kesayanganku (3K) official opening at Darus-salam Mosque, Kampung Bukit Kuching Jeram on October 21.

Mohamed Azmin said however, the State Gov-ernment’s effort to help the rakyat through vari-ous programmes have been attacked by Umno-BN controlled media that have slandered the Selangor administration.

“Such lies and slander will not stand for long because the leadership and I are always close to the community and ensure that each and every kampung and constituency enjoys the wealth of this state,” he said.

SHAH ALAM - His Royal High-ness Sultan of Selangor, Sultan Sharafuddin Idris Shah and Her Royal Highness Tengku Per-maisuri of Selangor, Tengku Permaisuri Norashikin, have left for Mecca on October 20.

Their departure was an-nounced by His Royal High-ness Raja Muda of Selangor, Tengku Amir Shah through his Facebook account.

“I pray for my father and Tengku Permaisuri Selangor’s journey to the Holy Land of Mecca to be safe and that all will go well.

“May Allah bless every step and bestow His blessings unto His believers,” he added.

The Sultan of Selangor and Tengku Permaisuri Selangor left for Mecca to perform their umrah.

Tengku Amir Shah also stat-ed that their departure was accompanied by the rakyat’s prayers and hopes that Selan-gor continues to be blessed under the Sultan of Selangor’s reign.

KUALA SELANGOR - The gro-wing number of maahad tah-fiz in Selangor that has reached 226 schools has encouraged the State Government to focus on the development of these institu-tions in the 2018 Selangor State Budget.

Dato’ Menteri Besar, Dato’ Seri Mohamed Azmin Ali said this is because most of the maahad tah-fiz were still in unsatisfactory con-ditions and require State Govern-ment assistance.

“We are responsible in ensur-ing the safety of the children and teachers in these maahad tahfiz, most of which are in deplorable conditions that require assis-tance.

“In the 2018 Budget, we will announce several forms of aid to upgrade private maahad tahfiz

in Selangor,” he said at the Kuala Selangor district Karnival Kam-pungku Kesayanganku (3K) dae-rah Kuala Selangor opening cer-emony at Darussalam Mosque, Kampung Bukit Kuching Jeram on October 21.

Meanwhile, touching on the allocation for the development of Islamic institutions for 2017, Mohamed Azmin said the State Government channelled almost RM300 million in allocations and it was the largest sum up to date.

He said, Islamic institutions like mosques are important channels in the effort to develop Islamic ci-vilisation as intended by His Roy-al Highness Sultan of Selangor, Sultan Sharafuddin Idris Shah.

“We want to be strong, skilled, moral and knowledgeable Mus-lims so that we can compete with the challenges of the world to-day,” he said.

KUALA SELANGOR - The State Government is ready to sponsor tahfiz students, also known as huf-faz, in the state who want to fur-ther their studies to tertiary level.

Dato’ Menteri Besar, Dato’ Seri Mohamed Azmin Ali said he has asked University of Selangor (UNISEL) and Kolej Universiti Islam Antarabangsa Selangor (KUIS) to prepare programmes to enable the students to follow mainstream education.

BANDAR SERI PUTRA - Dato’ Seri Mohamed Azmin Ali has wel-comed Prime Minister, Datuk Seri Najib Razak’s suggestion that the Federal Government help combat dengue in Selangor.

Dato’ Menteri Besar said that the Federal Government should help the State Government in this development issue due to Selan-gor’s status as the main contribu-tor in terms of Gross Domestic Product (GDP), which is at 23%.

“It is the Federal Government’s responsibility to help.

“Of course it is our hope that a part of whatever revenue given (to the Federal Government) is re-turned to Selangor citizens in the form of development and other programmes.

“Unfortunately, the allocation received by Selangor from the Federal Government is very small compared to the State Govern-ment’s contribution,” he said after the 20th Kolej Universiti Islam An-tarabangsa Selangor (KUIS) con-vocation ceremony on October 21.

Regarding the dengue issue, he said, as a developed state, Selan-gor is open to all possibilities but the State Government with the cooperation of local authorities and the State Health Department

SHAH ALAM - KDEB Waste Man-agement Sdn Bhd (KDEBWM) is reviewing the best techniques to combat illegal waste dump-ing that is affecting public waste management efforts.

KDEBWM General Manager Ramli Mohd Tahir said it included the placement of close circuit TVs (CCTV) and investigators that op-erate 24 hours in potential areas.

He said residents’ cooperation needed to be improved to enable the smooth flow of information regarding suspicious activities in those areas.

“We have found that illegal dumping usually occurs in rural areas and far away from towns, usually in early morning to avoid detection.

“So we need to think of 24 hour surveillance techniques to catch these irresponsible individ-uals,” he said.

He was asked to comment on a Buletin Utama news report re-garding illegal waste dumping in Bandar Armada Putra, Pulau In-dah recently.

For the record, KDEBWM has recently taken over 100% of solid waste management and 80% of public cleaning in the adminis-tration areas of Klang Municipal Council (MPK) currently.

He added that KDEBWM will only take over the remaining ar-eas, including Bandar Armada Putra on March 1, 2018, making the company 100% responsible for public cleaning throughout Klang.

“However , we have exam-ined the area and found that il-legal dumping happens quite fre-quently.

“So KDEBWM must prepare it-self and analyse the most effec-tive measures to combat the is-sue,” he said.

SHAH ALAM – The Bas Smart Selangor Transport Informa-tion System app is estimated to be ready for users to download and use at the end of October.

Smart Selangor Delivery Unit (SSDU) Deputy Director, Dr Fahmi Ngah said the first phase of the application will enable users to check in real time the arrival time of Smart Selangor buses.

He said users can also get the passenger info display sys-tem, at each bus stop by scan-ning the QR Code with their smartphones.

“It will enable users to get de-tailed journey information and also bus arrival times.

“So users can arrange their

time and journey better and more effectively without waiting too long at any bus stops any-more,” he said to SelangorKini.

The Bas Smart Selangor Transport Information System App training session had previ-ously took place with local au-thorities on October 19.

Fahmi said the second phase would combine the application with other services like Uber, Grab and taxis.

“This application will also in-form users which is fastest and which costs more.

“It will give choices to users to choose the right transport method to suit their journey from one place to another,” he said.

KUALA SELANGOR - In line with the development and econom-ic growth of Selangor, the State Government is concentrating on efforts to develop the rural soci-ety, youth and women in the Se-langor 2018 budget.

Dato’ Menteri Besar, Dato’ Seri Mohamed Azmin Ali said that he would announce several new ini-tiatives in the tabling of the up-coming budget this November 3.

“In tabling the 2018 Budget, we are looking for other pro-grammes that should be imple-mented. Our savings are good, economy stable, reserve is strong but we want this wealth to be shared by the citizens, especially the rural areas.

“This November 3, we will an-nounce several new initiatives, programmes and incentives that focus on the development of ru-ral areas including youth, as well as empowering women in the state,” he said.

He added that Selangor cur-rently is developing rapidly, with some kampungs experiencing changes that need specific atten-tion by the State Government.

He also urged that rural society defend its identity and its tradi-tional values and character.

Budget focused on youth, women

KUALA LUMPUR - Malaysia ap-proved RM65.4 billion in the manu-facturing, main and service sectors for the first half of 2018, a decline of 28.2% compared to RM91.2 billion in the same period last year.

In a statement, the Malaysian In-vestment Develop-ment Authority said that this followed a decline of 41% year to year on approved investment in the service sector, accompanied by a weak property market.

The statement said that 1,974 projects under the sector in-volved were approved in the first six months this year, recording the highest total of projects approved in the period.

“Besides the property subsec-tor, the main contributors in terms of approved investment in the ser-vice sector was distribution trade (RM4.7 billion), financial services (RM4.7 billion), utilities (RM4.3 bil-lion) as well as communication and information technology (RM4.1 bil-lion).

“All five of these subsectors con-tributed 81% to the total investment

approved in this sector,” it said.MIDA said that the service sector

retained its place as the main em-ployer in the economy by creating more than 39,000 jobs in the first half of 2017.

Meanwhile, 302 projects with an investment of RM17 billion was approved in the first half of 2017 under the manufactur-ing sector, which is

dominated by the electric and elec-tronic segment.

“Foreign investment contributed RM9.6 billion or 56.5% from the to-tal investment, while the remaining RM7.4 billion or 43.5% is from local investment,” it said.

MIDA said that the main source of foreign investment in the manu-facturing sector were Holland, Swit-zerland, Germany, Hong Kong and Singapore, with contributions of 76.2% from the total of approved foreign investment for the sector in the first half of 2017.

“Manufacturing projects ap-proved for the first half of 2017 is estimated to create 21,900 jobs,” it said.

“To start any business, a graduate must work between two to five years to collect the business capital if they want to

be an entrepreneur,” he said in a statement.

Najib had previously issued a statement urging graduates to challenge themselves by choosing to be entrepreneurs that seemingly promised a more meaningful future com-pared to being an employee after graduating.

Nik Nazmi, who is also Edu-cation, Human Capital devel-opment, Sciences, Technol-ogy and Innovation Exco, said graduates faced hard chal-

lenges after graduating as they were saddled with edu-cation loan debts like the Na-tional Higher Education Fund Corporation (PTPTN).

"Umno-BN leaders should not be too quick to label grad-uates as ‘mahasiswa manja’ because such statements not only avoid the real issue, but shows the irresponsibility of leaders who love to blame the rakyat for their own failures in administering the country,” he said.

KLANG - The State Government continues to take the initiative to help Selangor born children through Tabung Warisan Anak Selangor (TAWAS)

The programme is run by Yayasan Warisan Anak Selangor (YAWAS) and is open to Selangor born children who qualify and applied before the child is three years old.

On August 17, 2015, the Tabung Amanah Warisan Anak Selangor enactment was passed during the Second Session of the Third Term of the 13th Selangor State Assembly, with the aim of ensuring TAWAS members re-ceive RM1,500 when they reach 18 years of age.

As of October this year, TA-WAS recorded 285,597 registered members with 285,267 still living, while the remaining 330 have passed away.

According to statistics, Malay recorded the highest number of members with 194,377, fol-lowed by Chinese (51,659), Indian (31,509) and other races (7,722).

Beginning March 1, 2014, the TAWAS Death Benefit Scheme worth RM 1,500 was also intro-duced and will be given to TAWAS members’ beneficiaries should the member pass away before reaching 18 years of age.

Through the introduction of TAWAS, there have been vari-ous programmes and initiatives implemented to elevate the bur-den of Selangor children, among

which is the Back To School pro-gramme.

The basic schooling necessi-ties aid is a special addition for TAWAS members who will be en-tering school for the first time.

Back To School goodies for kidsKLANG - The Back To School pro-gramme is an additional benefit for Tabung Warisan Anak Selan-gor (TAWAS) members to help Selangorians who are entering school for the first time.

According to Yayasan Warisan Anak Selangor (YAWAS) Senior Public Relations Executive, Atikah Akma Ramly, the programme will be implemented continuously.

"This aid is specially for Se-langor children who will enter primary 1. In addition, this pro-gramme will become a TAWAS annual programme.

“Parents or TAWAS members can claim the aid from any Social Service Centre according to the registered residential area of the child,” she said.

Akma said that as of October, as many as 2,802 TAWAS mem-bers have already claimed the aid at their respective areas.

“In addition to bags, there are also state assemblymen who are conducting their own initiatives by providing more school aid to TAWAS members in their constit-uencies.

As such, parents of TAWAS members are advised to update their child’s information, such as phone number, address and pro-gramme area of choice if there are any changes, before Decem-ber 31 in order to not miss out on any programme implemented.

It is unfortunate that the unity of our country’s mul-ticultural society has been challenged of late. The most

recent are the statements and actions of a few irresponsible individuals and extremists who have touched racial sensitivities.

Their actions were such that it forced the Council of Rulers to is-sue a stern statement to ensure the Malaysian people continue to live in harmony and prosper-ity between races.

Following the statement, His Royal Highness Sultan of Se-langor, Sultan Sharafuddin Id-ris Shah decreed that Selangor citizens uphold the Malay Rulers’ stand to maintain Islam as the Federal religion that encouraged its followers to be tolerant, mod-erate and inclusive.

His Highness also urged Mus-lims in Selangor to ensure that Islam was not tarnished by the extreme attitudes that di-vide the various races in the most devel-oped state in Ma-laysia.

The Sultan’s reminder is timely, espe-cially when Se-langor’s history clearly shows that development and progress were achieved through unity among its mul-ticultural society.

Selangor is among the oldest Malay states that underwent a multicultural social and devel-opment evolution and conse-quently emerged the country’s economic powerhouse.

by many leaders of various races before, during and after the Brit-ish colonial era.

Among them are trade lead-er, Sutan Puasa, explorer, Haji Abdullah Hukum, mining chief, Yap Ah Loy and entrepreneur, Doraisamy Pillay.

Each of these men had their own abilities and skills. These were the men who can be said to have built Kuala Lumpur togeth-er through their own activities.

Sutan Puasa for instance, ac-cording to historian Prof Emeri-tus Tan Sri Dr Khoo Kay Kim, was the individual responsible for opening up Kuala Lumpur.

According to the South East Asian Architectural Journal 2013 by National University of Singa-pore (which can be viewed at academia.edu), Sutan Puasa or Sutan Naposo originated from Mandailing in Sumatera and was a Muslim.

According to Mandailing re-cords, at the end of his life Sutan

Puasa resided in Kam-pung Rawa (now

known as Jalan Melayu) before

moving to a M a n d a i l i n g c o m m u n i t y in Jalan Chow Kit.

Sutan Puasa who was famous

as a tin trader passed away in 1905

and was buried in the Mus-lim cemetery at Jalan Ampang.

Abdullah Hukum, meanwhile, was known as an experienced leader in exploration and trad-ing, and had opened up and de-veloped an area of Kuala Lumpur that was then settled by non-Muslims, especially the Chinese.

Abdullah Hukum was a leader from a noble family appointed by Sultan Abdul as Dato' Dagang in 1896.

He was the leader of the Rawa/Kerinchi community from Sumatera who also opened

up Malay settle-ments, including Kampung Haji Abdullah Hu-kum in Bang-sar, Sungai Putih, Pudu, Setapak, Bukit Bintang, Bukit Nanas and Bukit Puteri (Angkasa-puri including Kam-pung Kerinchi).

In addition, he was also a navigator who was hired to take buffalos from Pahang, Tereng-ganu and Klang to Kuala Lumpur where most were used in pad-dy fields, ensuring the constant supply of the staple food at that time.

Mining legend, Yap Ah Loy also played an important role in Kuala Lumpur’s development. He was entrusted as Vice Kapi-tan Cina and rose to become the third Kapitan Cina from 1868 to 1885.

Yap Ah Loy’s leadership has gained prominence among Western historians till many have claimed that he was the man who opened Kuala Lumpur.

Khoo, however, said it was im-possible for Yap to have opened Kuala Lumpur, because he him-self was the third Kapitan Cina of Kuala Lumpur.

He said, before tin mining ac-tivities were conducted in Kuala Lumpur, the Mandailing had al-ready built settlements around Gombak River and Klang River.

As Kapitan Cina, Yap pos-sessed capabilities that quali-fied him to lead his community, just like Malay leaders like Raja Mahadi, Sutan Puasa, Dato' Da-gang Haji Muhammad Tahir and Abdullah Hukum.

In 1884, Yap fell sick and final-ly on April 15, 1885, he drew his last breath.

His name still lives on as one of the leaders who developed Kuala Lumpur till today.

The same can be said about

Doraisamy Pillay who was well known as

an entrepreneur and Indian com-munity leader in Kuala Lumpur.

He could be considered as a

famous mining tycoon and Indian

contractor in Kuala Lumpur during his day

and his contribution in develop-ing Kuala Lumpur, especially in the context of the Indian com-

munity cannot be disregarded.It would not be remise if

he was viewed as a symbol of progress brought by a multicul-tural society in Selangor before the country achieved indepen-dence.

The role of society before Independence

The influx of Malays, Chinese and Indians, be it for trade or settlement, brought along with it a mix of ideas, marriages, ex-posure to different cultures and languages.

Early on, Indians were need-ed in coffee plantations and only in the second decade of the 20th century, when rubber plantations were created, In-dian arrivals increased signifi-cantly.

Besides the plantation sec-tor, Indians were also involved in road and rail construction programmes and also served in government departments.

A small part of Indians also lived in the cities as business-men, serving as administrative support and also professionals.

Lukut District in the early 19th century was under Se-langor rule and was one of the earliest tin mining areas in the state using Chinese labourers.

Chinese miners were said to have conducted mining activi-ties since 1815.

The involvement of the Chi-nese in mining activities in Ma-lay states, especially in Selangor began way before the arrival of the British.

They were involved in de-veloping and running mines owned by Malay nobles that in-creased to such extent that the demand for tin outstripped the existing human resources.

Although the Malays were

the core race controlling the state administration before the arrival of the British, they were also farmers, explorers, traders and seamen.

The different contributions of every ethnic community to-wards Selangor, which began since before the British colonial era and have continued to this day, bear very important signifi-cance to the continued devel-opment of the state.

Conclusion

The unity of the multicultural society in Selangor was not easy to achieve and was not built in a day or two but has been here for over 200 years.

The failure to defend the unity and harmony of our mul-ticultural society will only make a mockery of the combined ef-forts of our ancestors who came together to create a peaceful and prosperous future together.

PETALING JAYA - All local authorities are urged to es-tablish a Technical Universal Design Committee such as implemented by the Petaling Jaya City Council (MBPJ).

Health, Welfare, Women and Family Development Exco Dr Daroyah Alwi said that the committee will play an important role to ensure the success of Selangor’s ef-fort of developing in a re-striction-free environment.

She said Selangor should pioneer city development that is easily achievable and is unrestricted physically, so-cially and economically.

“This aim demands com-mitment from all govern-ment and private systems to realise a built environment free of restriction based on equal rights for the disabled.

“This target can only be achieved with awareness, in-sight and knowledge from all people regarding the chal-

lenges faced by the disabled,” she said during a seminar on technical universal design on October 23.

Around 200 participants attended the seminar and workshop hosted by the MBPJ including local author-ity representatives, non-government organisations (NGO) and the private sector.

At the same time, Dr Dar-oyah said that the MBPJ Tech-nical Universal Design Com-mittee was joined by town planners, architects, engi-neers, landscape architects, technical employees and de-partment representatives.

“It is responsible to main-tain the welfare and experts in facilities for the disabled with participation from dis-abled individuals them-selves.

“This will enable all stake-holders to share their views, skills and expertise to create strategies and programmes for the development of dis-abled people,” she said.

Towards an inclusive Selangor

SHAH ALAM - As many as eight schools or welfare institutions undergoing the Early Interven-tion Programme (EIP) have re-ceived State Government assis-tance.

Health, Welfare, Women and Family Development Exco Dr Daroyah Alwi said the aid has reached almost RM800,000 out of the RM3 million allocated for the programme.

She said the State Govern-ment encouraged more institu-tions and schools to register to participate in the EIP.

“The State Government un-derstands the high cost and commitment needed for this noble cause in helping the ed-ucation of special needs chil-dren.

“We are convinced that the therapy will help in reducing the operational expenditure of schools involved,” she said dur-ing the opening of a carnival in SACC Mall recently.

Dr Daroyah said the State Government also created a special category for Peduli Si-hat card recipients for regis-tered disabled individuals in Selangor.

SHAH ALAM - The public is in-vited to join the Antarctica Char-ity Run 2018 that is scheduled to take place in Shah Alam on Janu-ary 7, 2018.

National Explorer Dr Sharifah Mazlina Syed Abdul Kadir said it will be held to support the five women expedition mission to the South Pole in November 2018.

She said the funds gained from the charity run will be channelled to the All Womens Expedition To Antartica (AWETA) fund to bear the cost of the expedition.

SHAH ALAM - The Green Hut project in Ampang Jaya Munici-pal Council (MPAJ) can create a green-sustainability practice in the area.

MPAJ Yang Dipertua, Abdul Hamid Hussein said it can posi-tively affect waste management in strata housing.

He added that the project will also allow for mismanaged and non-ecofriendly waste disposal

areas to be managed effectively.“The quality of cleanliness

and unmanaged domestic waste in a strata compound can cause odor pollution and indirectly re-sult to environmental pollution.

“Garbage and solid waste that are not segregated by type will hamper and delay the waste collection process.

“Furthermore, unrecycled waste will prolong its decom-position process especially for plastic and aluminum.

“Those are the reasons why we are implementing this sys-tem to improvise solid waste management in MPAJ,” he said to SelangorKini.

He said, MPAJ introduced the Green Hut project in line with the green township policy in-troduced by the State Govern-ment, to create a comprehen-sive and cost-effective waste management system focusing on the 3Rs (Reduce, Reuse dan Recycle).

“This project is a collabora-tion between COB and Nusa Kurni Apartments Joint-man-agement Body (JMB).

He said the programme is to stop irresponsible parties from continuing to dump illegal waste at the sites.

“According to operation data,

154,296.25 tonnes of waste had been cleaned in Klang until Sep-tember, and 28,324.49 tonnes of illegal waste had also been cleaned (from January to Sep-tember) and are largely from ille-gal dumpsites.

“I hope this activity will incul-cate the culture of maintaining cleanliness and preserving the green environment among the people of Klang," he said.

He further said that the com-munity should be more sensitive and responsible by contacting lo-cal authorities when they see any irresponsible party illegally dis-

MBSA launches i-ADU for public complaintsBY LIZAWATI MADFA

SHAH ALAM - The i-ADU applica-tion has been launched to enable complaints to be made directly to the Shah Alam City Council (MBSA).

Corporate and Public Relations Division Head Shahrin Ahmad said it is one of the initiatives to improve MBSA’s delivery system for the convenience of the com-munity.

He said it enables the process of making complaints, reviewing complaints, receiving feedback and rating solutions satisfaction online.

“With this application, com-plaints can be lodged 24 hours a day and is not limited to office hours.

“This is convenient for the public and helps MBSA provide the best service for all,” he said.

On October 21, i-ADU was

launched by Deputy Mayor Shukri Mohamad Hamin in con-junction with Meet Customer Day at SACC Mall.

At the same time, the pub-lic can still submit complaints in person or via MBSA portal, toll-free number 1-800-88-4477, let-ters, forms and complaints on MBSA's social media.

The i-Adu app can be upload-ed via Android, while Appstore users can enjoy the app next year.

SEPANG - Sepang Municipal Council is having a Car-Parking Compound Payment Campaign starting from November 1 to 30.

According to its Facebook page, the RM20 compound dis-count are for car-park offenses and obstruction and traffic of-fenses.

Payments can be made at the MPSepang Mobile Counter, be-

ginning November 1, every Mon-day to Thursday at certain loca-tions.

Counters will be opened from 10 am to 3 pm.

Among locations involved are Medan 88 (in front of BSN and Maybank), Kosmopleks, Glomac (in front of Pelita Restaurant), Ja-lan Teknokrat 5 (DHL) and Lim Kok Wing.

MPSepang offers compound reduction

Crow operation to reduce public disturbanceSHAH ALAM - The public is asked to take note of the 2017 Crow Shooting Operation to be con-ducted by Shah Alam City Coun-cil (MBSA) on this October 22, starting from 6.30 a.m. to 9 p.m.

MBSA’s Head of Corporate and Public Relations, Shahrin Ahmad said the operation is carried out

in almost 20 locations around Shah Alam.

“The operation is to reduce the crow population that can be a nuisance to the public,” he said in a statement.

These locations are the com-mercial and stall area in Seksyen 2, commercial area in Seksyen 4,

market and business centre (Sel-syen 6), the area around the lake in front of Giant (Seksyen 7) and the Shah Alam Stadium carpark area (Seksyen 13).

Other locations are the lake area in front of PKNS Complex, Shah Alam Gallery and Shah Alam Walk (Seksyen 14), near MBSA stalls (Seksyen 15), market and roads (Seksyen 16), Farmers’ Mar-ket and MBSA stall (Seksyen 17).

The area near MBSA stalls in Seksyen 19, route to Panasonic Factory (Seksyen 21), shops and offices carpark area (Seksyen 23), around Uptown and Klang River (Seksyen 24) and market (Seksy-en 25) are also locations involved.

MBSA provides ��� free RORO binsSHAH ALAM - There are a total of 142 3-tonnes capacity Roll On Roll Off (RORO) bins being pro-vided for free at Seksyen 1 to Seksyen 36 and Seksyen U1 to Seksyen U20, beginning Octo-ber 16 to 31.

Shah Alam City Council (MBSA) Head of Corporate and Public Relations, Shahrin Ahmad said the bins are placed in in ap-propriate locations in stages to facilitate people to dispose bulk waste.

That would include old fur-niture and electrical items such as wardrobes, sofas, mattresses, beds, fridges, radios, televisions, battery chargers and hand-phones.

“MBSA hopes to facilitate resi-

dents to clean their own houses.“It is also to educate the peo-

ple of Shah Alam on the correct way to manage bulk waste,” he said in a statement.

With that, Shahrin hoped that the public will cooperate by throwing these waste into the RORO bins and not dump them in undesignated places.

“Their cooperation will not only make it easier for the con-tractors to collect the waste but will also help keep the environ-ment clean and comfortable,” he said.

SHAH ALAM - Dato’ Menteri Be-sar, Dato’ Seri Mohamed Azmin Ali expressed joy at the successful organisation of the inaugural Tour De Selangor, stating that it was the biggest bicycling champion-ship achieve-ment yet for the state.

He said the success has opened up avenues for the state administration to imple-ment large scale programmes covering sports that see the par-ticipation of both foreign and local riders.

“I would like to congratulate

the Selangor State Sports Coun-cil (MSN) and especially the exco responsible, Amirudin Shari who has led the organising efforts that are so beneficial to the state cy-cling sport.

“Although this is the first time we organ-

ised such an event, we have success-fully covered 558 km throughout

every district in Selangor, with the

exception of Sabak Bernam.

“The organisation of this event encourages a healthy lifestyle among youth, and also introduces Selangor to the public,” he said.

Mohamed Azmin said the

event could also uncover young talent and encour-age them to be more positively in- volved in sport activities in the state.

“We hope that more young talent in the cycling sport can be developed in the future for the sake of the state and country,” he said.

Mohamed Azmin was attending the Tour De Sela- ngor Cycling Champion-ship 2017 closing ceremony at Dataran Kemerdekaan Shah Alam, on October 21.

Awie wins two jerseyswith a total distance of 558km.

Even better, the best local rider in the Jelajah Malaysia 2017 series also won the Moun-tain King Red Jersey with 12 points and the Yellow Jersey as

overall champion.The win for Zawawi, who is better known

viewed as a good achievement for this year and I will defi-

nitely train better after this,” he told Selangor-Kini.

For the record, Za-wawi, who hails from Parit Buntar, Perak, last competed in the Kuala Lumpur SEA Games in August.

He was listed as a na-tional track rider lead by Azizulhasni Awang.
