.... story continues from page 1"They always come to the same venue earlier on the day of the meeting to distract the community giving them T-shirtsand food so that service delivery issues will not be discussed. We don't have water here. Some of the sections still do nothave electricity and our roads are damaged. Nothing seems to be promising that these challenges will be resolved becausethey are not addressed," said McDonald Bapela. He hinted that the community is aware that meeting will be organized in the area because the local government electionis around the corner."We know exactly that they will come to us and make other promises because they just want our votes. It is sad to seeour people be scapegoats of these officials who just use them as a stepping ladder to reach their demands and leave themhanging," he said.Another community member, Simon Monyela told the Dispatch that they are always promised that they will get water soonbut nothing is happening. He said they also were also promised electricity by the ward councillor but still there is noprogress."We had a meeting in April where the ward councillor told us that Leeuwfontein Zone D will be electrified. Unemployedcommunity members were appointed and promised to start working and they are still waiting," he said.He said they were also promised to be provided with clean water by the councillor but only municipal workers gets cleandrinkable water."Water trucks are seen during the night providing water to well-known politicians and municipal workers in the area whilethe poor are left behind. I cannot push a wheelbarrow for a long distance to fetch water because I am old," he concluded. The Ephraim Mogale Local Municipality Communications Manager Jan Phasha told the Dispatch he can only commenton the issue of electricity not water. He said the area is included in this financial year’s IDP Budget for electricity.“We electrified 436 RDP houses in 2012 and we are aware that there has been extension since then. We have been in thearea for our IDP Budget Consultation and the community was informed about the issue of electrifying the area. The bottomline is that the area will be electrified in this financial year,” he said.

Nowit was resolved in the council seating that the budget will no longer beused to build a bridge, but it will be used for a Moganyaka Phase 3 AccessRoad. The decision raised questions to community members as the roadhas already a budget that was allocated by the municipality for all phases. The Secretary of Moganyaka Development Forum Jameson Mamabolotold the Dispatch that they went to enquire about the actual amount thatwas allocated for the road but they can’t find clear answers."The Moganyaka Phase 3 Access Road Project was budgeted for andnow the council has decided to use the money that is supposed to usefor to build the bridge that links New Stand and Moganyaka North," said.Mamabolo added that a forum was formed around the area to disturbservice delivery that is meant to benefit the poor."This forum was formed by the ward councillor's allies to benefitunlawfully from the projects. We just heard that they submitted a letterto the council stating that the community says they do not need a bridgeand the road project must be completed instead," he said.He went on and said concerned community members went to themunicipality to investigate but they were told the letter is with the MayorCllr Yvonne Mmakola. "We asked them to show us the contents of theletter but they refused. We know exactly that the Municipal Infrastruc-ture Grant (MIG) has given them a budget for both project," he said.Mamabolo said the bridge is aimed to be used by motorist transportingpupils as the road is not accessible during rainy season."The community is seeing the importance of having the bridge in thearea. We do not know why some other people don't see a need of havingservices that will benefit the community," he said.Ephraim Mogale Local Municipality Communications Manager JanPhasha said it was the community’s decision to direct the budget fromdoing the bridge to complete the road project. He denied that theMoganyaka Phase 3 Access Road was already having a budget.“We received letters from the community informing us that they are inneed of the road rather than the bridge. A meeting was held and theyconfirmed to me and the speaker about their decision and the municipal-ity agreed to stop the bridge project and start with the third phase of theroad,” he said.

He promised us the amount of R12 500-00 each person coming from the school's account if we recommend himin the interviews. We also sabotaged the school's deputy principal fromgetting the position because we were told by Sehlabane that if werecommend him it will be discovered that we are benefiting unlawfullyfrom the school," she said. She said they agreed and the money was paidto them after putting the principal in the permanent position. But laterafter it was discovered that thousands were missing from the school'saccount, the principal turned against them and said they are the oneswho stole the money. "I agree that we received some of the moneymissing from the school but the principal must be held accountable too.We cannot go down alone whereas we were recruited to steal from theschool by the principal who is framing us today," she said. She said theyalso gave the principal R1000-00 cash each person from the R12 500-00as a golden handshake. She said the cheque book is held by the principaland it was easier for the SGB and the principal to steal the money. "Wewere called in the meeting and told the return cheques have arrived andthere are money shortages. We agreed of being arrested but we weresurprised when the principal was not arrested. Thousands of rands werealso spent on farewell functions and pupils are told to contribute. Thisinvolves the norms and standard budget. It was said in meetings that itis against the law to use the money for unauthorized functions," she said. She further said the issue is currently in court but they are not free as theprincipal is not held accountable after using them as a stepping block andframe them at the end. "We just want justice to be done in this matter. We are feeling sorry and apologize to some of the highly qualifiedcandidates who were supposed to get the position. We are ready to facethe consequences of our action and we also want the principal to payfor what he has done to us," she concluded.
