Problem:

For the last 50 years, transportation was designed for motor vehicles.

During the 1990s, the federal government put $156 billion into highways, but only $45 billion on transit, bicycling, and walking facilities combined.

49% of all non-commercial trips are under three miles in length. The resulting environment discourages bicycling and walking.

47% of drivers said transit could not take them where they needed to go.

The Phase One Research and Feasibility Analysis indicated that the introduction of the field test was feasible at the Pleasant Hill BART station and may provide important benefits.

A comparative evaluation of the three devices Segway HT (new), electric bicycle (enhanced), and bicycle (traditional) should contribute significantly to an understanding of the context in which the different low-speed devices may increase transit access most cost-effectively.

• Preliminary signs that the Segway HT can produce economic and environmental benefits.

• Efforts to familiarize officials with the device have helped to curtail many threats of bans.

• Low-speed mode crashes that occur are most frequently the result of poor surface conditions, user error, obscured driver vision, and low-speed mode design.

The proposed protocol will allow trip planning tools to go beyond fixed-route, fixed-schedule carriers and incorporate real-time status, last-mile providers, and reservations for vehicles, rides, and parking.
