    On 1 January 1901, the self governingcolonies of New South Wales, Victoria,South Australia, Queensland, WesternAustralia and Tasmania came together asa Federation and the new Commonwealthof Australia was born. One of theimmediate tasks was to nd a capital cityfor the new nation.

    A site selection process considered morethan 60 country locations in New SouthWales, taking into account attributes suchas climate, access to drinking water, localsupplies of stone and timber for building.

    Towards the end of the selection process,a compromise site, in the Yass-Canberra

    region emerged as an acceptable option.This large district offered clean air, a goodwater supply and an invigorating climate.

    In October 1908, the Seat of GovernmentBill was passed by the AustralianParliament con rming Yass-Canberraas the site for the nations capital. In1911, the Federal Capital Territory wasestablished and in 1913 the capitalwas of cially named Canberra byLady Denman, the wife of the thenGovernor-General. Located on the ancientlands of the Ngunnawal Aboriginal

    people, the citys name is thought tomean meeting place, derived from theAboriginal name Kamberra.

    In 1913, Canberra was essentially anoutback sheep station divided by the

    Molongo River. But its great attraction wasthe blank canvas it offered to design a 20thcentury city, literally from the ground up.

    The design of Australias capital was openedup to an international competition, with thewinning design by Walter and Marion BurleyGrif n, architects from Chicago.

    The Grif ns design concept used CapitalHill the site of Australias new Parliament

    House opened in 1988 to symbolicallyrepresent the nation. The street patternaround Capital Hill consists of concentricroads representing the concentrations ofpower and energy at the nations heart.The links between the Australian andState governments are represented bywide, tree-lined avenues radiating fromCapital Hill. The plan named and alignedeach avenue to each state capital.

    It was said at the time that the Grif nsdesign created the only really modern cityin the world. When the Federal Parliament

    sat for the rst time in Canberra in 1927,Canberra was seen as the modern andthe picturesque blended into a compositeand harmonious whole, cradled in asetting that for its purpose can haveno peer.

    Eighty-three years on, while the wordsmay seem colourful, the vision has largelybeen realised. The Canberra of today is athoughtfully planned, people-orientatedcity, blending the built and naturalenvironments.

    Canberras design also now incorporatesa series of man-made lakes and towncentres surrounded by parks, bush and

    mountain ranges.

    In 1988 the Australian Capital Territorybecame a self governing jurisdictionwith the same status as other stategovernments. That makes Canberraessentially a city-state, the only placein Australia where state and municipalgovernment functions are combined.

    In 2013, Canberra will celebrate its

    centenary.

    We are proud of our innovative cultureand preparedness to embrace new andprogressive technologies.

    Canberra has the highest concentrationof knowledge based activity in Australia,

    as ranked by the National Institute forEconomic and Industry Research 21 .

    It also ranks number one in the GlobalKnowledge Flows Indicator, having thehighest ratio of global knowledge owworkers with skills in ICT, internationalbusiness and innovation. There arean estimated 6,000 people directlyemployed in the ACTs research anddevelopment community 22 .

    The Canberra region has the highestresearch expenditure intensity inAustralia. In 2006-07, gross expenditureon research and development (GERD) in

    the ACT as a proportion of Gross StateProduct was 4%, a percentage whichexceeded the GERD/Gross DomesticProduct ratio of any OECD country 23.

    The ACT accounts for over 10% of

    the nations government expenditureand 8.5% of the nations highereducation expenditure on research anddevelopment respectively. In 2006-07,total expenditure on research anddevelopment in the ACT wasA$863 million 24.

    Canberras world class universitiesand research institutes complementknowledge based Canberra

    businesses. The Australian NationalUniversity has consistently been rankedAustralias top university in variousinternational rankings 25.

    According to a business costcompetitiveness study of Australiancities commissioned by the AustralianDepartment of Transport and RegionalServices in 2007, Canberra ranked thesecond lowest cost city in Australia foroverall business costs 28.

    When compared with 95 cities aroundthe world in the 100,000 to 500,000population range, Canberra ranked the

    fth lowest cost city 29.

    Businesses in Canberra enjoy a globally

    competitive corporate income tax rateof 30%, signi cantly lower than theUS, Japan, India, France, South Africaand Canada 30. The Government hasrecently announced that the rate will bereduced to 29% in 2013-14 and 28%in 2014-15. Eligible small businesseswill move straight to the 28% rate from2012-13.

    Australia is the seventh lowest taxingcountry in the 30 member OECD, withits tax revenue as a percentage of GDPbeing 30.8%, compared with an OECDaverage of 35.9% 31.
