Houses on Display” contest is underway in West Hills, judged by impartial professionals to find the scariest and the most comical Halloween decor in West Hills.

This annual event is the brainchild of the Special Events Committee of the West Hills Neighborhood Council. Tuesday. I voted early. I made my choice and marked my ballot. I only wish I had more confidence that my one vote will make a difference.

So much has been thrust upon us this crazy year that wasn’t our choice. Lockdowns. Isolation. Social distancing.

What’s been stressed over and over was to limit our interactions to our “pod.” One thing we have control over. One thing that is our choice.

We don’t know who the country has chosen. The important thing to remember is whom you have chosen. Who is important in your circle. Who you can call, lean on and trust to be there for you. Those that are closest to you that you feel comfortable being with, sharing with, breathing with.

My pod has been the same this whole year. It’s my daughter Katie. My partner Glen. My brothers.

I feel safe that they are also being safe. Glen and I both have

elderly mothers we see regularly, so we have to be very careful and limit our overlapping circles to those we trust and feel secure with.

I miss my friends. I miss lunches and dinner parties and happy hours and get-togethers. I

miss the community I belong to of chamber members, advertisers and local leaders who met at breakfasts, mixers and events.

But forced isolation has brought those in my small group even closer together as we faced the uncertainty of the year, the threat of disease. So we had to choose to be safe. And who we chose to be safe with.

I chose Glen. I chose Katie.

I chose my mom, my siblings. They are the most important people in my life – my family. They are whom I can count on. They are my constant. The ones I turn to in this crazy time for support, advice, comfort and love.

The year has gone by so fast and so much has happened. We’re facing an election that will change the course of history, the course of the economy and the course of this damn pandemic.

As they say, the die has been cast. The votes sent in. We will find out Tuesday who will take the helm.

I have no idea who will take care of our country. But I’ve known all along who takes care of me.

commercials will soon end and we can return to some normalcy in our lives when watching TV or listening to the radio.

The big day is fast approaching as we wait to see which way the country will go. On a national level, will it remain on the same track with President Trump in charge or move in a new direction with former Vice President Biden taking over the reins of the office of President? Then there are the various state and local measures dealing with our cities. The local school board members, judges and other issues that we will decide to support or reject. It is all in our hands and our vote. I encourage all of you to exercise your right to vote in this important election. Political lines have been drawn with great distinction unlike any other national election in most of our lifetime. It is up to all of us to decide the future direction of our nation, state and local community.

As time ticks toward Election Day, there is much anticipation throughout America. From coast to coast Americans of all political parties have been voting for the next President of the United States and other candidates and measures the past few days - Republicans and Democrats and all the other political parties listed in your ballot. Political parties that some of you seldom hear of. This is the time in our society when we are free to express our concerns, hopes and wishes at the

ballot box. That special time that comes around when we have the freedom to express the way we want elected leaders to manage our country, state, county and city.

What is so unusual about the November national election is the concern for our safety and that of our family, business and community. For example, the Beverly Hills Police Department is closing Rodeo Drive to everyone and mobilizing department personnel just before the election. When law enforcement mobilizes, they

deploy all personnel on 12-hour shifts in uniform. Beverly Hills is bringing in SWAT members from another jurisdiction and contracting with private security personnel to patrol commercial property in Beverly Hills. This is highly unusual for a national election, or for that matter any event, out of concern for civil unrest or at worst a riot.

In addition to Beverly Hills, the LAPD is gearing up the entire department with all personnel informed that from November 2 to 9 a “Special Event” has been declared and there may be modified hours and limited time off for everyone. If necessary, all personnel will be working in

uniform on 12-hour shifts up to and following the election. When have you ever heard this concern for public safety during an election in America? I have been engaged in law enforcement for over 50-plus years and witnessed many national and local elections. Never have I witnessed any election causing police personnel to work on a mobilization deployment during any of the previous elections in California or for that matter anywhere in America.

I suggest the you vote early to avoid any possible disruption or long lines at the numerous voting locations. We have all received ballots by mail and can vote by mail rather than going to a voting location.

Law enforcement is responsible to maintain the peace and tranquility throughout America. The motto “To Protect and Serve” is the basics of law

• Anyone else feel like Halloween is unncessary this year? I’ve been wearing a mask and eating candy for seven months now. I don’t think I need a special day dedicated to it...

• Need a last minute Halloween funny? Some horror humor? Here goes: How do monsters tell the future? They read their horrorscope.

• Can’t stand the corny jokes? Remember, Winston Churchill said it: “A joke is a very serious thing.”

• Some for the adults. These are sayings that sound dirty on Halloween.. but aren’t!

So...What’d you get in the sack? Once you get under the sheet, start moaning and groaning!!! Just hop on that broomstick and ride it! Those small suckers are gone in a few licks! I got the best piece from that house. Quit screwing around on the porch!!! Stick your hand in and guess what you’re feeling.... They’ll suck you dry if they get their teeth in you.

• Remembering all our lawyer jokes come from lawyers, here’s one from barrister David Smith. A client who felt his bill was too high asked his lawyer to itemize costs. The statement included this item. “Was walking down the street and saw you on the other side. Walked to the corner and came up behind you. Saw it wasn’t you after all. $50.”

middle-class Americans for more than a century, had filed for Chapter 11 in May after the pandemic shut down nonessential shopping across the country. Hundreds of their locations in malls and shopping centers faced vacancies due to Covid-19. Stark challenges faced American retail, as one after another of the popular department store chains shut their doors for good.

Mall owners Simon Property Group Inc. and Brookfield Property Partners I.P. have agreed to acquire J.C. Penney Co. out of bankruptcy for $800 million. Since then a group of lenders have signed on as well, betting that Penney’s can make money selling clothing, cosmetics and cookware. The landlords will own about 490 of Penney’s remaining 650 stores outright.

Brick and mortar retailers have been among the hardest hit once the coronavirus began spreading. Authorities limited social gatherings and shoppers stayed home fearing contagion. Then competition from companies such as Amazon.com sprang into action to change Americans’ shopping habits. Retail became an online activity. The department store chain affectionately called Penney’s had to fold and declare bankruptcy, with an evaluation of $175 billion.

Holiday Shopping 2020:Who’s Planning How to Do It

holidays are fast approaching. While the malls are open in a limited capacity, it doesn’t mean people are necessarily going indoors to shop.

Valley News Group did an informal survey about people’s plans for shopping for the holidays. We asked the same basic question of the cross-section of the community: millennials, young marrieds with kids, 40-somethings, 50-somethings who were not married, 50-somethings with grown kids, and people in their 60s, 70s and 80s.

So what did they tell us? Basically, they all plan to buy gifts – just maybe not as many, since they won’t be seeing a lot of people and are still trying to recover financially from the pandemic. For the most part, they will be doing their shopping online and doing it early to avoid shipping delays. In fact, a number of people

have already started online purchases, as confirmed by one of our respondents who happens to work for a major shipper. “We’re already seeing an increase in shipping over normal amounts for the same time previous years.”

What does that mean for the rest of us? First, it means the rest of us are lagging on the trend. Second, retailers are starting sales earlier to try and catch those early shoppers and make those projected sales quotas. Third, we’ve all heard horror stories about how long it takes something to go through the Post Office. If those stories are true, we had better get moving.

While most of our respondents were shopping online, a few were willing to go to brick and mortar stores to secure just the right present. “It depends on what my nieces and nephew want. They know I’ll get them what

Opening a restaurant is a gutsy move. You would think opening a restaurant during a pandemic would be even tougher. But the team at the new Porta Via in Calabasas had great experience to bring with them from their restaurants in Beverly Hills and the Palisades – and they did it right.

The beautiful restaurant at The Commons, opened just last month, offers both ambiance and safety. Their large open air patio can be covered in inclement weather, but with these perfect fall temps we were very comfortable sitting socially- distanced in the open air. The restaurant design by Sophie Goineau had already planned for 75% of the seating space to be outdoors. Arches throughout lead into the restaurant itself with its airy, loft-ceiling space reminiscent of a Spanish palazzo – also designed to echo the Spanish Colonial Revival style of the Calabasas Civic Center.

And already Porta Via is a big part of the Calabasas lifestyle.

“We have clients who dine here four to five days a week,” partner Ryan Hill told us. “They come for breakfast and then return for dinner. It’s because we really are a neighborhood restaurant with a world-class feel.”

The Porta Via menu offers a selection of options so you can return again and again and always try something new. There’s an Italian influence for sure, with seven pastas, but also offerings ranging from an orange ginger stir fry to a very large French cut pork chop. Steaks, burgers, chicken and salads are always available, but we were steered towards the fish, and the

parmigiano-crusted halibut was insanely good. We also tried a seasonal item from the fall flavors menu – and the spaghetti with short rib ragu was quickly devoured!

Hill says they strive to “over deliver on food” using only the best quality ingredients. Our

entire meal was fabulous, from the freshly-made tortilla chips with guacamole and the burrata with heirloom tomato to the ice cream taco dessert.

You can see the wide variety of the menu in our dinner choices, but it all went nicely together, along with a few glasses of wine from their by-the-glass list, which are specifically chosen by Wine Director Jeff Morgenthal and poured from taps so they are always fresh. These are high-quality wines “you’re not going to find at the market,” said Hill.

There is a also nice selection of wines by the bottle, and a list of

Porta Via classic cocktails. Inside the restaurant, when seating indoors is allowed, there’s a long lovely bar to sit at for drinks, apps or dinner.

At Porta Via you can be healthy with a salad, Impossible burger, or Impossible Bolognese, - or you can splurge on grass fed

filet mignon or a big burger.We definitely felt comfortable

and safe enough to return another time to try something new – and splurge a little! Or possibly take in weekend brunch from 10 to 1 (the regular menu is available all day as well).

Halloween during a pandemic looks so different from years past, it’s scary.

Los Angeles County public health officials have nixed the usual parties, carnivals and parades even if they are conducted outdoors. They also say one of the holiday’s most beloved traditions — trick-or-treating — is not recommended because of the risk of improper masking and the difficulty of maintaining “proper social distancing on porches and at front doors.”

protect people from Covid-19 advances, large percentages of Americans are reluctant, skeptical or outright opposed to taking a vaccine, according to surveys and researchers. Even those at high risk of contracting the virus are opposed to becoming immunized.

Among the reasons are concerns about safety because of the quick development pace and government overreach; the latter in reference to the FDA’s agreement to move quickly to approve the first product. Naming a key coronavirus-response program Operation Warp Speed, emphasizing speed rather than safety in the race amongst numerous pharmaceutical companies to produce a vaccine, did not help!

Operation Warp Speed might denote “cutting some corners” that would interfere with the vaccine being safe and effective. Some Americans are opposed to all vaccines. Others, a small but vocal number of people express worry that a green light might be given a vaccine ahead of the November 3rd election for political purposes. Many, who might otherwise support vaccination are just taking a wait-and-see attitude.

it starts to spread. Public health experts expressed concerns that vaccines will be critical to preventing spread of the new coronavirus and allowing life to return to normal. Yet, their effectiveness lies not only on how well they work, but also on how widely they are used.

According to medical history sources, back in the year 1976, a small risk linked the Swine Flu vaccine with a neurological disorder called Guillain-Barre syndrome. Exact reason for the risk remains unknown. Also, approximately 70 or more years ago, the polio vaccine (used at that time to protect against poliomyelitis) was discontinued when the product, produced by Cutter Laboratories was tainted. An outbreak of some 200 cases of polio were attributed to the vaccine and the lab was shut down.

In today’s world, vaccines are believed to be perfectly safe. Researchers estimate that, depending on how effective the vaccines are, at least half of the U.S. population will need to get vaccinated to protect everyone, even those who decline taking a shot. The World Health Organization declared vaccine hesitancy a top-10 global health threat.

the “eye-catching” meeting of the red planet Mars and the Moon on the 25th. Look after 7 pm in the east as this duo appears to be almost touching. Of course, they are actually 35 million miles apart!

Five days later, on the 30th, the full “Beaver Moon” rises in the east. The Native Americans knew winter was coming when the beavers started building very large quarters to withstand the hard winter that was about to descend. Also on November 30, a penumbral lunar eclipse will occur. This eclipse will slightly darken the Moon by about 10%. The Moon will not be as dark as a regular eclipse. This event will start on the 29th at 11:33 pm and be at maximum at 1:43 am on the 30th.

NASA News: Tiny amounts of frozen water have been spotted in the soil of the Moon by NASA satellites. This moisture is in the shadow of giant rocks where the sunlight never shines and where the temperature is below -130°.

November is one of the best months to see “fireballs.” The definition of a fireball is “a bright meteor that lasts longer than

three seconds and breaks up as it travels through our atmosphere.” The two best nights to see these streak across the sky are the

nights of the 4th into the 5th. And again on the night of the 11th into the 12th. Expect to see about four fireballs an hour.

On Monday night the 16th into the morning of the 17th the Leonid meteor shower will be happening. The best time to see this is after 4 am until dawn. Stay warm.

Notice each night in November the two planets in the southwest, Jupiter and Saturn, appear to be getting closer and closer to each other. They are easy to spot with the naked eye as you look up. On the 19th they will make a great sight when the Moon is right next to them.

For a limited time, the Las Virgenes – Triunfo Joint Powers Authority (JPA) is offering free bulk loading of compost Monday through Friday from 7:30 am to 1:30 pm at the Rancho Las Virgenes Composting Facility.

“Our customers have always had great enthusiasm for our Community Compost program, so we created an on-line reservation system to add physical distancing practices to the program to safely manage public safety during the pandemic. Our goal is to have a hundred percent of the compost we produce out in the communities we serve,” explained John Zhao, Director of Facilities and Operations for Las Virgenes Municipal Water District, the organization that oversees operations at Rancho for the JPA.

Customers wishing to take advantage of this rare program expansion can get detailed information about scheduling your pick up at www.LVMWD.com/Bulk-Compost. The gates at Rancho will not be open for public access during the week without first contacting LVMWD customer service.

The Community Compost program is one of the most popular and successful JPA outreach programs. Under normal circumstances, compost is available for pick up on Saturdays from 8:00 am until 1:00 pm.

Customers provide their own sealable container(s) such as a plastic storage bin with a lid, sturdy plastic bags; or if you’re loading a pickup truck or trailer, you must have a cover to secure the load in place. Each individual is responsible for filling their own containers.

Customers who are interested in updates for the JPA Community Compost program are encouraged to register for e-notifications at www.LVMWD.com/E-Notification.

NOTICE IS HEREBY GIVEN that the Board of Directors of Las Virgenes Municipal Water District invites and will receive sealed proposals (bids) up to the hour of 3:00PM on November 18, 2020, for furnishing the work described in the contract documents. Bids received after the time stated in the Call for Bids will not be accepted and will be returned, unopened, to the bidder. The time shall be determined by the time on the receptionist telephone console in our Headquarters lobby. Proposals will be publicly opened and read aloud at the District headquarters, 4232 Las Virgenes Road, Calabasas, California 91302. Said bids shall conform to and be responsive to the Specifications and Contract Documents for said work as heretofore approved by the District Board of Directors.

Precautions are being taken by the District in response to the novel coronavirus and COVID-19 outbreak in order to protect employees, customers, and our partners. Until further notice, the District is suspending many in-person meetings relating to bids (including public bid openings and the hand-delivery of bids by company employees) to reduce the number of people coming into District facilities.

This policy is effective, Monday, April 6, 2020, and remains in force until further notice. All bids must be sent by mail or placed in the District drop box. Bidders must allow enough time for bids to be delivered to the District by the due date. All submittals will be time stamped as soon as they are received.
