Secretary Alison Lundergan Grimes Office of the Kentucky Secretary of State 700 Capital Avenue, Suite 152 Frankfort, Kentucky 40601 SECRETARY OF STATE ALISON LUNDERGAN GRIMES is Kentucky's 76th Secretary of State and is one of only seven women to be elected statewide in Kentucky in nearly four decades. Secretary Grimes is a fierce advocate for women’s rights, voting rights, workers’ rights, human rights and veterans’ rights. Secretary Grimes learned the value of public service at an early age by helping to take people to the polls on election day and by volunteering with her family, including distributing Thanksgiving dinners to the homeless. Before beginning her career in public service, she served as a successful business attorney with a focus on intellectual property and business litigation. She helped businesses open and expand, allowing them to create jobs and foster economic growth. She has always worked to increase opportunities for every Kentuckian and be a voice for the voiceless. As the Commonwealth’s Chief Business Official, Secretary Grimes has helped modernize and streamline government services. Her efforts, which include a nationally-recognized one-stop business portal, bringing electronic and remote notarization to the Commonwealth and passing a “Boots to Business” initiative waiving initial business filing fees for veteran owned businesses. As the Commonwealth’s Chief Election Official, Secretary Grimes has worked tirelessly to break down barriers to the ballot box. She implemented GoVoteKY.com allowing Kentuckians to register to vote online, and has worked to protect the voting rights of victims of domestic violence and sexual assault through the creation of the Address Confidentiality Program. Following a trip to visit Kentucky troops in the Middle East, her recommendations for improving voting procedures were signed into law as Kentucky’s first-ever Military Heroes Voting Initiative, ensuring that military members can get their ballots electronically and have sufficient time to vote. In 2014, she helped begin Kentucky’s first ever veteran’s hall of fame and recently ensured that all Kentucky’s nursing homes are polling locations. In 2018 Secretary Grimes successfully launched electronic poll books (“E-poll Books”), a more secure and efficient process for voters to check in on election day. Her efforts have maintained the integrity of elections and saved counties thousands of dollars. As the Commonwealth’s Chief Advocate for Civic Engagement, she travels the Commonwealth encouraging every Kentuckian to be engaged in their community and to speak out. Secretary Grimes received a Bachelor of Arts in political science from Rhodes College in Memphis, Tennessee, where she served as a trustee to the Board of Directors. She obtained her law degree, graduating with honors, from American University, Washington College of Law, in Washington, DC. Secretary Grimes lives in Lexington with her husband Andrew and baby boy, Ford.

Renée Alberty Notarize RENEE ALBERTY is blazing the trail to enable more widely adopted use of eMortgages and full digital closing experiences through her public policy work to modernize state notarial laws. Ms. Alberty actively participates in committees for several national organizations, including the Mortgage Bankers Association, the American Land Title Association, the Mortgage Industry Standards Maintenance Organization and the Notary Public Administrators section of National Association of Secretaries of State. Additionally, Ms. Alberty has served on several state development work groups aiding in the drafting and adoption of consistent and sound online notarizations laws and regulations, and has served as an observer on the Uniform Law Commissions drafting committee as it amended the Revised Uniform Law on Notarial Acts (RULONA) to provide for expanded applicability of online notarizations. Ms. Alberty is Senior Counsel of Notarize, the first online notary platform, which allows any person or business to legally notarize a document online. As senior counsel, she is responsible for providing guidance and interpretation to the company as it relates to an evolving body of state laws and regulations in regard to online notarizations. Before joining Notarize, Ms. Alberty worked at Nexsys Technologies, a technology company based out of Detroit, where she was general counsel and began her online notarization public policy work while building out the company’s policies and compliances practices. Ms. Alberty is a HousingWire 2018 Women of Influence award recipient in recognition of her online notarization public policy work. Ravi Kallem Tenex Software Solutions

RAVI KALLEM is a senior IT executive turned entrepreneur with strong leadership and technology skills and has delivered mission critical systems in the private and public sector. In 2012, Mr. Kallem joined Tenex Software Solutions and led the technology trend in the US Elections market for new and innovative products. Mr. Kallem has correctly anticipated that the trends of mobility and handheld computing sweeping the rest of the economy will be of great interest to the elections communities as well. Mr. Kallem is actively involved in increasing Tenex’s day to day operations but is most excited about evolving Tenex to become a one-stop shop for all systems for managing elections. Previously, Mr. Kallam was at Verizon IT, where he held several senior roles and managed 300+ member teams to deliver multimillion dollar ROI programs. At Verizon, Mr. Kallam was heavily focused on Broadband, Dispatch, and Mobile Workforce Automation systems. Mr. Kallam holds a M.S. degree in Computer Science from Florida International University. He is currently working on completing two U.S. patents.

I. OUTLINE

Since taking office in 2012, Kentucky Secretary of State Alison Lundergan Grimes has worked to bring the Office of Secretary of State into the 21st Century. Those efforts include making it easier to access the ballot box for all eligible voters through implementing more secure and efficient technology. In addition, Secretary Grimes has worked to help businesses spend less time interacting with government and more time creating jobs and giving back to their communities.

II. BUSINESS

As Kentucky's Chief Business Official, Secretary Grimes oversees the entities that have filed to do business in the Commonwealth. The office provides many services to help businesses and, in turn, grow Kentucky's economy.

• 296,606 active companies operating in the Commonwealth of Kentucky

• 265,851 new businesses during Secretary Grimes’ administration

• Over 90,000 businesses have been formed through Kentucky One Stop Business Portal – Over 12,000 new businesses formed through Kentucky One Stop Business Portal in 2019

As Kentucky’s Chief Election Official, Secretary Grimes oversees the filing of candidates seeking an office, registering Kentuckians to vote, and the administration of elections. With Top Secret National Security Clearance, she works with Federal Election Integrity Task Force members, including the Department of Justice, the Kentucky State Police, Kentucky Attorney General, and the National Guard, to protect Kentucky’s elections.

Secretary Grimes Announces Electronic Poll Books Coming to Kentucky Secretary of State Alison Lundergan Grimes announced on Monday that the State Board of Elections will begin implementing electronic poll books in Kentucky in the 2018 General Election. The Commonwealth successfully conducted a pilot program for electronic poll books in seven counties during the 2016 Presidential Election. The poll books received wide praise from users, precinct election officials, and county clerks. Grimes released the statement below: "I'm extremely excited to announce electronic poll books are finally coming to Kentucky. These user-friendly, tablet-based poll books will speed up the check-in process at polling locations and make election administration more efficient. Electronic poll books will save Kentucky hundreds of thousands of dollars in the years to come. "This significant election administration advancement is possible through a partnership the Commonwealth has forged with Tenex Solutions. Tenex and the State Board of Elections will work together on a phased rollout with intensive focus on training for county clerks and precinct elections officials. "Several counties will participate in the rollout in the upcoming May Primary Election. In future elections, all Kentucky precincts will feature e-poll books. The State Board of Elections looks forward to working with our county clerks and precinct officials as we implement this cost-effective solution."

Updated Notary Law Grimes Championed Becomes Law A bill backed by Secretary of State Alison Lundergan Grimes and sponsored by Senator Morgan McGarvey (D-Louisville), updating Kentucky’s antiquated notary laws, was signed into law this week. The bill is based upon work by the Secretary of State’s Notary Task Force which began over four years ago.

“Improving access to notary services through online and remote notarization not only brings Kentucky into the 21st century but it’s yet another layer in building a solid foundation to help Kentucky businesses succeed and our economy grow,” said Grimes.

Kentucky’s notary law will now provide for notarial acts to be executed electronically online and remotely. This legislation modernizes Kentucky’s notary laws and brings them into conformity with the Revised Uniform Law on Notarial Acts (“RULONA”) as set forth by the Uniform Law Commission.

Grimes, who led National Association of Secretaries of State (NASS) in updating their standards last year said, “I’m proud to have led the discussion nationally on this issue and to see such necessary legislation become law in Kentucky.”

Six other states are currently considering updating their notarization laws. Five states, including Kentucky, have led the way in adopting remote notarization.

During Grimes' tenure the Secretary of State's office has processed 161,884 notary applications. In 2018 alone, the office processed 21,333 applications for Notary-State At Large.

Senator McGarvey, who sponsored the bill, noted “Secretary Grimes’ exhaustive work on this policy both nationally and in the Commonwealth yielded a bipartisan, comprehensive bill which supports transactional security, the privacy of document signers, and the centuries-old assurances of the notarial act.”

Most of the nation's Secretaries of State are responsible for commissioning and regulating 4.5 million notaries public. Grimes, as Kentucky’s Chief Business Official, has worked to make it easier to do business in the Commonwealth. Kentucky has approximately 82,000 notaries commissioned by the Secretary of State.
