Introduction

Thisbriefconsistsofanumberofthemes.Thefirstisthatthisprojectisinconsistentinmanyways:withMontreal’scommitmentsmadeontheworldstage,withtherecommendationsofitsownreports,withthewishesofitsowncitizens,withthearea’sdesignationasanecoterritoryandwithMontreal’scommitmenttopreserve10%oftheIslandasgreenspace.Theredonotseemtobeanyvalidreasonsfortheproject.ThisbriefthencomparestheoptionsoftheCap-Naturedevelopmentwithmakingthesitepartofalargerpark.ThebriefthengoesontoillustratehowtheCapNatureprojecthasbeenpresentedasaconservationprojectwhen,infact,itisthedestructionofauniqueecosystem.Finally,referencesaremadetofactthatcitieshaveallthetoolstheyneedtopreservebiodiversity.Inconclusion,Ibelievethattheentirel’anse-a-l’ormecorridorshouldbepreserved.

PartI-TheCap-NatureProjectisInconsistentwithMontreal’sCommitmentsontheWorldStage.

1)Montreal’sInternationalCommitmentsundertheNagoyaProtocol

In2010,formerMayorGeraldTremblaycommittedMontrealtotheNagoyaProtocol.Alarmedbytheprecipitouslossofbiodiversitythatwastakingplacearoundtheworldandrecognizingthaturgentactionwasrequired,thenationsoftheworldcametogethertodrawupaprotocoltohaltandreversethisloss.Twentyactionabletargetswereformulatedandatimeframeof2010to2020wasestablishedwithinwhichtomeetthesetargets.Thedecadefrom2010to2020wasnamedthedecadeofbiodiversity.Target12oftheNagoyaProtocolstatesthat:“By2020theextinctionofknownthreatenedspecieshasbeenpreventedandtheirconservationstatus,particularlyofthosemostindecline,hasbeenimprovedandsustained.”1

TheCap-Naturesiteisthehabitatfor9speciesofbirds,11speciesofanimalsandmanyspeciesofplantsandtrees2designatedorsusceptibletobedesignatedasunderthreat.EighteennestingsitesoftheendangeredBobolinkitselfhavebeenfoundonthesite.Montrealhascommitteditselftostemthedeclineofthreatenedspecies.Thisprojectwouldnotonlyfailtodothis,but,infact,hastenthedeclineofthesespecies.

ItisironicthattheveryCitythathoststheSecretariatoftheConventiononBiologicalDiversity(CBD),fromwhencethetwentytargetscome,shouldalsobepromotingaprojectthatisatcompletevariancetotheseprinciples.Montreal’scontinuedhostingoftheCBDneedstobecalledintoquestion.

2)Montreal’sCommitmenttoLocalGovernmentsforSustainability,formerly,ICLEI(InternationalCouncilforLocalEnvironmentalInitiatives).

ICLEIwasestablishedandmandated“toengagegloballywithlocalgovernmentsonbiodiversity-relatedmatters”3.Ahigh-levelBiodiverCitiesAdvisoryCommitteewasestablishedtoreview,guideandpromoteBiodiverCitiesinitiativesandpartnerships.UnderformermayorGeraldTremblay,MontrealnotonlyjoinedtheorganizationbutbecameamemberoftheAdvisoryCommittee.Eventually,Montreal’smembershiplapsed,butintheautumnof20154mayorDenisCoderreattendedtheICLEIWorldCongressinSeoul,SouthKorea,andtheCityrejoinedtheorganization.

Inasectionoftheirbrochure3entitled“WhyDoWeDoIt?”,LocalGovernmentsforSustainabilityexplainthat:“Thecurrentrateofbiodiversitylossisfasterthaneverbefore,andifthetrendcontinuesonehalfofallspeciesonearthwillbeextinctin100years.”3

TheTechnicalCommitteeReportof2005recognizedtheimportanceofthefieldsasfeedinggroundsforthedeer.AsintheNaturalSpacesPolicyitidentifiesthefieldsasnecessaryforthebirdsofpreywhichnestinthesurroundingforestsandthesupremeimportanceofconservingasignificantamountofthefields.Inthelistofrecommendations,itrecognizestheimportanceofthefieldsforthebiodiversityoftheentireIsland.ItstatesthatthesefieldsarenecessaryfortheviabilityofcertainspeciesandthatitisinMontreal’sinteresttoconservethesefields.

AsurveydonefortheCityofMontrealpriortothelaunchingoftheNaturalSpacesPolicyfoundthat80%ofthepopulationconsidereditextremelyimportanttoconserveournaturalmilieuandtwothirdsjudgedthatnotenoughwasbeingpreserved.Asregardsanaturalspacespolicy96%ofthepopulationwerefoundtobefavourablewith68%veryfavourable.

2)Citizens’ExpressioninthePetitiontoPreservetheAreaProposedforDeveloplment

Over17,000citizenshavesignedapetitiondemandingthattheareaproposedfordevelopmentbepreserved.Thesizeofthepetitionisalmostcompletelydependentonthenumberofpeopleapproached.

BecausenaturalspacesontheIslandofMontrealweredisappearingatanalarmingrate,Montrealadopted,in2004,whatitcalledtheNaturalSpacesPolicy.InthewordsoftheCity:

“TheCityhasidentified10sectors,referredtoasecoterritories,inwhichnaturalspacesareslatedforpriorityprotectionandenhancement.Thesesectorsrepresentconsiderabletractsoflandwhichincludeexistingprotectedareas(largeparks,naturereserves,etc.)aswellasnaturalspacesinneedofprotectionandenhancement.TogetherthesespacesprovideforthecreationofamosaicofnaturalhabitatsofbroadecologicalinterestaccessibletoallMontréalers.”9

Inannouncingthisinitiativetotheworld,theCitydescribedtheareasincludedinanecoterritoryasareasof“highecologicalvalue”10.Inpublicizingtheinitiativelocally,theCitydescribedecoterritoriesasareasof“significantbiodiversity”.11

TheboundariesoftheecoterritoryincludedmostoftheproposeddevelopmentalsiteandweredefinedintheNaturalSpacesPolicy9.

Thattheseareaswereof“highecologicalvalue”hasbeenwellestablishedbythestudy12donebytheSuzukiFoundationin2016.Intheareaproposedfordevelopmenttherearemanyplant,animalandbirdspecies,averysignificantnumberofwhichareendangered.TheareaishometoalargenumberofnestingsitesfortheBobolink.Thereareareaswherethedeerfeed.Otherareascontainsmallmammalssuchastheminkandmartin.TheproposeddevelopmentalsiteishometotheendangeredJeffersonSalamander,thecouleuvrebrunandthecouleuvretachetee.Raptorsandotherbirdsrelyonthefieldsasfeedinggrounds.13

Montrealsolvedtheproblemofbuildinginanecoterritorybyredefiningtheboundaries14oftheecoterritorytoexcludetheproposeddevelopmentalsite.Callitwhatyouwill,theproposeddevelopmentalsitestillmeetsthedefinitionofanecoterritory.

Reality:The2015Schemaidentifiesspacefor175,000additionalhousingunitsontheIslandofMontreal.Thisis32timesthecapacityofthisproposedhousingdevelopment.15

Montrealhas5000hectaresofbrownfieldswhichcouldberemediatedforhousing.16

InPierrefondsitself,thereisroomforthousandsofadditionalhousingunits.17

TheCap-NatureProject(developsome,preservesome18)issustainabledevelopment.

Reality:Nothingcouldbefurtherfromthetruth.“Sustainabledevelopment”meansdevelopinginsuchawaythatpreservesthevariousecologiesforthisandfuturegenerationstoenjoy.Thisdevelopmentwillcompletelydestroytherarewet-meadowsecologyandsignificantlyaffecttheecologiesofthesurroundingforestsandfloodplains.

Greensells.Buildingahousingdevelopmentintheyear2017inanareaofrichandvibrantbiodiversitydoesnot.ThatiswhyboththeCityofMontrealandthedevelopers’promotionalmaterialcamouflagethisprojectasoneofconservationofbiodiversity,wheninfact,itwasoneofdestruction.

TheCity22speaksofpreservingbiodiversity,diminishingheatislands,managingtheflowofwater,andthepreservationofanecologicalcorridor.Onthecontraryitisbuiltinaneco-territoryandwillcreateheatislandswheretherewerenonebefore,diminishbiodiversity,disrupttheflowofwater,destroypartoftheecologicalcorridor,etc.

Thepromotionalmaterial23fortheprojectspeaksoftheprotectionofecologicalspacesandwetlands,althoughmostwetlandswillbedestroyed.TheprojectspeaksofpromotingnaturalenvironmentsforallPierrefonds-Roxbororesidentswhen,infact,itwillbetakingawaymuchofthenaturalenvironmentwhichtheynowhave.

Thisprojectisoftenpresentedasthepreservationof180hectaresandthedevelopmentof185hectaresi.e.asafairbalancebetweenconservationandprotection.Firstly,Montrealissolackinginpreservednaturalspacesthateverythingwehaveleftmustbepreserved.Secondly,theacquisitionsofmostofthe180hectaresweremadealongtimeagoanditiswrongandmisleadingtoassociatethemwiththisproposeddevelopmentalproject.37.5hectareswestofthel’anse-a-l’ormeriverwerepreservedinOctober,200924(Approximately20hectaresintheareawerenotpurchased,butareinthefloodplainandcannotbedeveloped.),andanother60.1hectareseastofthel’anse-a-l’ormeriverwerepurchasedinJanuary,201125.Whatremainsare56hectaressouthoftheproposeddevelopmentsite(forestcentenariesandmarshes)whichthedeveloperwouldcedetotheCityifgivenapermittobuild.Toassociateearlierpurchaseswiththisprojectgivesthegeneralpublicawrongimpressionoftheextentofconservationassociatedwiththisproject.

Finally,thefollowingexcerptsfromtheCityofMontreal’snewsrelease26oftheprojectcontrastthe“sale”oftheprojectwiththereality.

TheCapNatureProjectisinconsistentwithMontreal’scommitmentsmadetotheglobalcommunity,inconsistentwiththeecologicalvalueoftheareaexpressedinitsownreportsandinconsistentwithrecommendationsofitsownTechnicalCommittee.

ThedevelopmentasindicatedintheCap-NatureProjectwouldnotonlydestroyalmostallofthebiodiversityinthefieldsandmarshes,buthaveadeleteriouseffectonthebiodiversityofsurroundingareas.

Whatisthisproject?Inessence,itisthedestructionofauniqueandrareprairieandwetlandecosystemtobuildahousingdevelopment.Nothingmoreandnothingless.

IneffectthedeveloperhasmadeadealwiththeCitytopreserveasmallpartoftheforesteco-system(outsideofthefloodplainsonwhichitcouldnotbuildinanycase)inexchangeforapermittodestroytherareanduniquewetmeadowsecosystemofthefields.

Icanfindnorationaleforthisproject.TheMontrealSchemaidentifiesroomfor175,000homesontheIslandofMontreal.Wedonotneedtobuildinanareathatwasdesignatedasanecoterritory.TherearealsoamplebrownfieldsontheIslandthatneedtobebroughtbackintoproductiveuse.

Mostofthefeaturesofthisprojectcouldbebuiltanywhere,butthereisonlyoneprairieecosystemontheIslandofMontreal.

Thisprojectinvolvesthetheftofanaturalenvironmentthatbelongstousall.

TheCityneedstobethinkingahead.ThepopulationoftheIslandwillcontinuetoincreasealongwithhousingdensity.Peoplewillbelookingforgreenspace.Nowisthetimetopreservewhatisleftofournaturalheritage.Thinkofhowfortunatewearethatourforbearershadtheforesighttoconservethemountain.

Atthesametime,MontrealneedstobethinkingofotherareasontheIslandthatneedtobesavedinordertoprovidecitizenswithgreenspaceswheretheylive.TheAnjouGolfcoursescometomindandwouldmakeanotherbeautifulpark.

Montrealwouldgreatlygainifitpreservedtheentirel’anse-a-l’ormecorridorandthenannouncedtotheworlditspreservationactionstosavethebiodiversity.

Motion pour amender le Schéma d’aménagement et de développement

de l’agglomération de Montréal

Attendu que le gouvernement du Québec a spécifié, par ses orientations et attentes à l’égard de l’aménagement du territoire métropolitain, que l’agglomération consolide les zones urbaines existantes et limite l’urbanisation en périphérie de ces zones aux secteurs qui disposent déjà des infrastructures et des services, tels que l’approvisionnement en eau potable, le traitement des eaux usées, l’électricité, les écoles, les routes, les infrastructures de transport collectif, etc.;

Attendu que l’aménagement d’un territoire selon les principes du développement durable implique, au premier chef, une utilisation plus rationnelle de l’espace aux fins du développement. À cette fin, le Plan métropolitain d’aménagement et de développement proposait d’orienter au moins 40% de l’urbanisation projetée dans un rayon de un kilomètre autour des stations, actuelles et projetées, de métro, de trains de banlieue, de services léger sur rail et de services rapides par bus;

Attendu que le Schéma d’aménagement et de développement de l’agglomération de Montréal, adopté en janvier 2015, rappelle que sur l’ensemble du territoire – totalisant environ 50 000 ha –, la capacité d’accueil résidentielle dans les secteurs déjà construits représente, pour les prochaines décennies, un potentiel d’au moins 175 000 logements alors que la croissance prévue par l’Institut de la Statistique du Québec totalise 153 000 nouveaux ménages d’ici 2036;

Attendu que la Politique de protection et de mise en valeur des milieux naturels, adoptée en 2004 par la Ville de Montréal, cible les mêmes objectifs que la Stratégie québécoise sur les aires protégées en visant la protection de 8% de l’ensemble de l’agglomération et de 6% de la surface terrestre;

Attendu que le Schéma d’aménagement et de développement de l’agglomération de Montréal vise à accroître la surface des aires protégées terrestres à minimalement 10% du territoire, soit environ 5 000 ha;

Attendu que 5,76% (2 800 ha) du territoire de l’agglomération de Montréal est constitué d’aires protégées en milieu terrestre (en date de 2014);

Attendu que l’actuel Plan d’urbanisme de le Ville de Montréal, adopté en novembre 2004, sera révisé d’ici 2018 et devra planifier le développement du territoire afin de rencontrer des objectifs précis quant à la préservation des espaces naturels et la réduction des émissions de gaz à effet de serre;

Attendu que, le 1er février dernier, une pétition, s’opposant au développement immobilier sur ces espaces naturels (environ 185 ha), a été déposée au conseil d’arrondissement de Pierrefonds-Roxboro et que celle-ci totalise plus de 9 500 signataires;

Attendu que le futur secteur Pierrefonds-Ouest, à l’instar des quartiers voisins, sera orienté et dépendant des déplacements en voiture à l’image du taux de possession de 1,6 à 1,8 voiture par logement (selon les données de l’enquête Origine-Destination 2013);

Attendu que le développement de Pierrefonds-Ouest encouragera l’augmentation des déplacements motorisés, tandis que ceux-ci sont responsables de plus de 40% des émissions de GES au Québec;

Attendu que ce développement impliquera la construction d’un boulevard urbain dans l’emprise autoroutière de la 440 et divers travaux de réaménagement d’infrastructures totalisant près de 45 millions $ à la charge de la population montréalaise;

Attendu que, le maire de Montréal, Denis Coderre, a confié à l’Office de consultation publique de Montréal (OCPM) le mandat de consulter la population sur des solutions concrètes, ambitieuses et réalisables pour réduire la dépendance aux énergies fossiles de Montréal;

Il est proposé par Éric Alan Caldwell, conseiller d’Hochelaga, et appuyé par Craig Sauvé, conseiller de Saint-Henri–La Petite-Bourgogne–Pointe-Saint-Charles, et Luc Ferrandez, chef de l’Opposition officielle :

Que le conseil municipal demande au comité exécutif d’initier un processus d’amendement au Schéma d’aménagement et de développement de l’agglomération de Montréal dans le secteur de l’arrondissement Pierrefonds-Roxboro, soit le territoire compris entre l’emprise autoroutière du ministère des Transports du Québec, le boulevard Gouin, la limite est de la municipalité de Sainte-Anne-de-Bellevue et la limite nord de la municipalité de Kirkland, afin de remplacer l’affectation « Dominante résidentielle » des lots non construits par l’affectation « Conservation ».
