FLOWER AND VEGETABLE SEED PRODUCTION

Scope of census.-This special section applies to the production of flower and vegetable seeds. Re­ports were accepted from only those who grow seed for themselves or from those who had seed grown by others for them on a contract acreage basis. For census purposes, a seed producer is an individual, partnership, or corporation growing and properly ma­turing and curing flower and (or) vegetable seeds for distribution to the wholesale and retail trade.

EXPLANATION OF TERMS

Operators.-All "operators" are classified as indi­viduals, partnerships, and corporations.

The number of "establishments reporting" on seed tables is the same as the number of "operators." In cases where one opera tor reported seed grown under contract for him, there might be any· number of individual farms involved in producing the prod­ucts shown on one report. It should, therefore, be remembered that the number of "establishments reporting," as shown in the tables for the seed indus­try, bears no relation to the number of farms required to produce the seed or the receipts from sales.

Area.-The total area used for seed growing includes the following :

1. Land owned and (or) rented by the establishments grow­ing seed for themselves or for others on a future order for a given number of pounds.

2. Land used by others to grow seed on a contract acreage basis for the establishments reporting. (Those growers pro­ducing seed only on a contract acreage basis for others and not for sale by themselves were not asked to report.)

Seed grown under contract.-"Seed grown under contract" as reported in this census applied to seed produced for someone on an acreage basis. This means that a seedsman has a contract wi.th the producer to take all seed produced on a given acreage at a set price with a few provisions made as to purity, cleanliness, vitality, etc. Seed grown on a contract acreage basis is reported in this census by the person for whom grown and not by the grower.

Value.-This sum is the total value of owned and (or) rented land, buildings, and equipment used by establishments growing seed for themselves or for others on a future order for a given number of pounds.

In case more than one branch of the horticultural industry and (or) farming was carried on the operator was requested to prorate between the different branches of the business and report only the sales, area, and value of land, buildings, and equipment used to operate this branch of the industry. He was also instructed not to include any figures for any retail store or large distribution point operated as a separate part of his establishment which did not include the production of seed.

The value of land, buildings, and equipment used for gro\ving seed on a contract acreage basis is not included in this figure.

Total expenditures.-This amount given as total expenditures applies to the year 1929, and includes only expenditures made for growing purposes and for the selling of the seed grown and (or) controlled by the establishment reporting and the amount paid for seed grown on a contract acreage basis. The cost of operating a retail store or a large distribution business is not included. Exp en di tu res are itemized as follows:

Amount expended for purchase of seeds includes seed pur­chased for planting in 1929 and also the amount paid to others for seeds which were grown on a contract acreage basis.

Amount expended for salaries and wages.-This sum in­cludes all salaries and wages paid to employees engaged in seed production and distribution at the point of production.

Amount expended for commissions on sales includes com­missions paid for selling seeds from the point of production.

Amount expended for manure and fertilizers includes the cost of all such material purchased and used for the production of seeds. The cost of fertilizers purchased for resale is not included in this figure.

Amount expended for equipment, repairs , and all general expenses not elsewhere reported covers the cost of all new equipment such as automobiles, trucks, tractors, tools, imple­ments, water systems, etc., and repairs to old equipment used in the production; and all other general expenses, as rents, taxes, water rents, lighting, interest on indebtedness incident to the business, etc.

Amount expended in 1929 for packing materials covers the cost of materials purchased and used for packing and shipping from the point of production, as sacks, bags, boxes, enYelopes, etc.

Amount expended for advertising includes the cost of pub­ishing and distributing catalogues and pamphlets, and for space in newspapers, magazines, etc.

Employees.-The total number of employees given is the maximum number of persons employed at any

time in 1929 in production and distribution at the point of production. Employees are classified as follows:

Employees in offi.ces.-The figures show the maximum and minimum number of persons employed in office work at any time in 1929.

Employees in sales work.-The figures show the maximum and minimum number of persons employed at any time in 1929 in sales work at the point of production.

Employees in growing, packing, shipping, etc.-The figures show the maximum and minimum number of persons em­ployed at any time in 1929 in production, packing, and distribution.

Operators were requested to include the same employee only once, though he may have been occupied in different phases of the business, therefore, some persons shown as employed for growing, packing, and shipping, often did sales work, and, in some cases, also office work.

Sales.-The total receipts show wholesale and retail for both flower and vegetable seeds. This section also shows the distribution of the wholesale sales.

Acreage, production, and sales.-All data in this section apply to the year 1929, and the production in

all cases is given in pounds. Operators were in­structed to include at recognized wholesale values all seed produced by them and (or) seed grown for them on a contract acreage basis and used to supply their retajl store or large distribution point. Seed pur­chased for resale, except on a contract acreage basis, is not included in this census.

The United States total receipts from sales-whole­sale and retail sales-for the specified seeds does not always bear a relation to the quantity of seed pro­duced, because the quantity of seed produced in 1929 was not necessarily sold during that year.

The tables include estimates made in cases where the information was incomplete, as when the number of employees, or amount paid for salaries or wages was omitted; cost of seed omitted, seed produced with receipts omitted, receipts shown and quantity of seed omitted and where the quantity of seed produced wa~shown with the acreage harvested omitted. These estimates were based on figures obtained from whole­sale houses in different sections of the country and also in comparison with complete reports.
