Himmada Integrated Textile Park is one such park with state-of-the-art manufacturing facilities supported by good quality infrastructure and corporate style of functioning. It is the First Private/ Public Sector Industrial Park of Western Rajasthan. The proposed project involves the development of a textile park on a plot admeasuring 41.68 hectare involving a centralized Effluent Treatment Plant of capacity 6 MLD to treat the effluent generated from the textile industries proposed in the industrial area. About 24 textiles & textile related units will be set up in the park.     The proposed project Himmada Integrated Textile Park promoted by Himmada Integrated Textile

    Park Private Limited coming up at Khasra No. 1426/374, 1427/374, 1428/374, 1425/374, 1429/374,

    1431/374, 1432/374, 1069/463, 1423/356, 1068/463, 1430/374 Village Jasol, Tehsil Balotra,

    District Barmer, Rajasthan. The proposed Project is categorized under 7(h), i.e. category 'B', project

    of Gazette Notification dated Sep 14th, 2006 and subsequent amendments thereafter.

    As the proposed Project involves development of Integrated Textile Park having area less than 50

    ha. and not having any Cat. A or Cat B industry as listed under schedule of EIA Notification,

    However, CETP is proposed for the project, Therefore we have applied for obtaining EC for HITP

    having CETP under 7(h). The project is coming up on land area of 41.68 ha. The total green cover

    area will be approximately 4.1 ha. The estimated of cost proposed project is at Rs. 12,108.14 Lakh.

    (iii) Need for the project and its importance to the Country and or Region

    Post quota, the global textile and apparel industry is undergoing a change in the sourcing

    patterns of buyers. Buyers are looking at consolidating their sourcing by having tie ups with

    limited suppliers providing them reliable products at lesser prices. The focus is on value

    added services along with cost and quality factors. Suppliers need to be flexible to meet

    buyers’ expectations. Textile & Clothing industry contribute to about 1/3rd of the total

    country’s export and has been identifies as a major thrust area.

    Considering the factors mentioned, there are only few countries in the world meeting the first

    two criteria and only two countries, India and China, in the world meeting all the first four

    criteria. Hence, the growing potential for textile products are mainly for Indian companies,

    provided state-of-the-art technology and world class infrastructure go hand in hand to meet

    international requirement of quality and service at a competitive price. Considering the

    strategic importance of the textile sector to the economy, the Ministry of Textiles,

    Government of India has launched the Scheme for Integrated Textile Park (SITP).

    Need for CETP:

    ➢ Disposal of treated effluent and sludge becomes more organized

    ➢ Reduced burden of various regulatory authorities in ensuring pollution control requirements.

    Small scale Industries cannot afford fully fledged treatment facility

    ➢ Saving in operating and capital cost of treatment plant

    ➢ Neutralization and equalization of heterogeneous waste makes its treatment techno

    economically viable. Availability of land is difficult for individuals units to set ETP.

    ➢ Professional and trained staff can be made available at CETP

    (iv) Demand and Supply Gap

    The project, upon completion, will help bridge the gap between demand and supply of garments

    in the regional, national and international markets.

    (v) Employment generation (Direct & Indirect) due to the project

    Direct Employment

    Direct and temporary opportunities will be created for local workers at the construction phase.

    Long term, large scale and stable employment will be generated at the post construction phase.

    Local villagers will be given preference and trained to work in the unit. The proposed project

    will provide direct employment to 4,000 people.

    Indirect Employment

    As large as 10,000 people employment opportunities will be created indirectly due to the

    proposed Integrated Textile Park. Transportation will be required to transfer the raw material

    and finished goods and eventually be needed therefore truckers and jobs in logistical activities

    will come up. As there would be vocational training camps and Technical Training to the

    regional people, hence there will be potential manpower available for the unit. There will be

    development of externalities for the workers petty shops (tea, repair stations for trucksetc.) as

    supporting services. The proposed social responsibility activities in the study area aim to engage

    many people around the proposed project. This would create IndigenousTechnologies for

    sustainable development.

    3. PROJECT DESCRIPTION

    i. Type of Project including interlinked and interdependent projects, if any.

    The proposed project involves the development of a textile park on a plot admeasuring 41.68

    hectare involving a centralized Effluent Treatment Plant of capacity 6 MLD. About 24 textiles

    & textile related units will be set up in the park. Along with these textile industries the project

    will have common infrastructure facilities like Administration Block, ware House, Utility

    Block, Medical Center Commercial Center etc.

    ii. Location detail.

    Himmada Integrated Textile Park (HITP) is coming up in Balotra, Tehsil Pachpadara,

    District Barmer of Rajasthan. The development of a Textile Park at Jasol-balotra region of

    Rajasthan is ideal as it involves all the incentives and support structure required for Textile

    Park. The area falls under toposheet no. 45 C/1, 45 C/2, 45 C/5 & 45 C/6. Road Location map

    No alternative site has been considered for the project.

    The project involves development of integrated textile Park. Project layout (Site plan) is enclosed as

    vi. Raw material required:

    General construction materials viz. sand, aggregates, bricks, etc. will be used for infrastructure

    (roads, service areas, administrative office) development.

    vii. Resource optimization/recycling and reuse envisaged in the project, if any, should be briefly

    outlined.

    Since, the project involves the development of integrated textile park, therefore, the proponents will

    be responsible for providing common infrastructure facilities only. The industrial units coming up

    within the industrial area will implement EMP for resource optimization.

    viii. Availability of water its source, energy/power requirement and source should be given.

    Water Requirement:

    The total water demands for the HITP will be approximately 7.5 MLD. The fresh water demand will

    be to the tune of 2 MLD (Domestic: 0.70 MLD + Industrial: 1.3 MLD) and will be met through

    ground water.

    Power Requirement

    The estimated power demand for the project is 14 MW, which will be met through JVVNL

    supply. In addition to the conventional sources of energy feasibility of non-conventional energy

    sources have also been planned for the project such as the use of solar energy.

    ix. Quantity of wastes to be generated (liquid and solid) and scheme for their management/

    disposal.

    There will be generation of solid as well as liquid waste during the operational phase of the project

    which will be responsibly managed by respective industry only.

    Common ETP facility will be provided within the project site for the management/disposal of solid

    or liquid waste.

    The estimated quantity of Municipal waste (domestic and or commercial wastes) generated from the

    industrial site will be 1500 kg/day (@0.4 kg/worker/day) which is proposed to be sent and disposed

    off at the district municipal corporation site. The Industrial process may also lead to generation of

    hazardous waste as defined under HWM Rules. However the same will be disposed off to the CTDF

    at Udaipur. Industrial solid waste (ISW) will be generated from the industrial process which is

    proposed to be disposed off suitably. Construction waste like soil, brick bits, etc will be utilized in

    leveling of land and road making.

    (iv) Existing land use pattern (agriculture, non-agriculture, forest, water bodies

    (including area under CRZ), shortest distances from the periphery of the project to

    periphery of the forests, national park, wild life sanctuary, eco sensitive areas, water

    bodies (distance from the HFL of the river), CRZ. In case of notified industrial area,

    a copy of the Gazette notification should be industrial area, a copy of the Gazette

    notification should be given.

    The land use has been allotted for the industrial use. The proposed project would obtained

    industrial park registration from State Government, which provides deemed NA status for the

    land earmarked for the park. The construction activities will start after obtaining all the

    necessary approvals from the statutory authorities.

    This is a proposed Industrial Park project. No infrastructure facilities exist within the area. A

    well equipped first aid facility is proposed to be available at there. Permanent rest shelter,

    urinal and latrine are proposed. Water will be sourced by ground water supply. Amenities /

    Facilities will be provided for construction workers by the industry owners. There will be no

    separate designated temporary sites for construction workers. There will be provisions of

    Common Effluent treatment plant and Sewage treatment Plant within the project site.

    (vi) Soil Classification

    The soils of the district are alluvial in nature. Soils are generally deep to very deep with

    texture varying from clayey loam to clay and are generally non-calcareous. Colour of the

    soil varies from brown to dark brown.

    According to the soil taxonomical classification, there are six categories of classification

    i.e. i. Order (the broadest category) ii. Suborder, iii. Great group, iv. Subgroup, v. Family

    and vi. Series (the most specific category). The soil of the Rajasthan state have been

    grouped under five orders, namely, Aridosols, Alfisols, Entisols, Inceptisols and

    Vertisols. Soils have further been subdivided at suborder and great group levels under

    these five orders as shown below:

    (vii) Climatic data from secondary sources

    The district experiences arid type of climate. Mean annual rainfall (1971-2005) of the

    district is 281.8 mm whereas normal rainfall (1901-1971) is lower than average rainfall

    and placed at 277.5 mm. Almost 90% of the total annual rainfall is received during the

    southwest monsoon, which enters the district in the first week of July and withdraws in

    the mid of September. As the district lies in the desert area, it faces extremes of heat in

    summer and cold in winter. Both day and night temperatures increase gradually and reach

    their maximum values in May and June. The temperature varies from 48 degree in

    summer to 2 degree in winter. Atmosphere is generally dry except during the

    monsoon period. Humidity is at its highest in August with mean daily relative

    humidity of 43%. The annual maximum potential evapotranspiration in the district

    is 1850 mm and it is highest (260 mm) in the month of May and lowest (77 mm) in

    the month of December.

    The district supports various mineral industries in the area/region. It promotes good

    industrial growth via provides better infrastructure facilities.

    available near project site.

    (ii) Population Projection

    The project will employ most of the workers from nearby areas. Local people from nearby villages

    will be give preference.

    (iii) Assessment of Infrastructure Demand (Physical & Social)

    The road facility is already available which shall be used and properly maintained. The industry is

    well connected with national highway and state highway

    The proposed project of industrial park in the area proposed to employ 4000 to 5000 people. Labors

    will be employed from nearby villages. Clean drinking water and medical facilities will be made

    available at project area and in nearby villages.

    6. PROPOSED INFRASTRUCTURE

    1. Industrial Area (Processing Area)

    The project involves development of industrial area consisting of 24 nos of industries plots

    over an area of 41.43 ha.

    2. Resident Area (Non Processing Area)

    Workers’ Hostel has been proposed in the project.

    3. Green Belt

    Plantation activities will be carried out in an area of 32,698.57sq. m. i.e. 7.84 % of the total

    area. During plantation, local plant species will give preference or in consultation with local

    forest officials. Area is sparsely vegetated by few shrubs and bushes. Plantation will be done

    with local plant species and proper fencing arrangement for survival of trees will be provided.

    The trees will be provided along the road, applied lease area and approach road. The dead

    plants will be replaced by fresh plants in next monsoon season. The plantation should be

    grown in each monsoon season and every in house industry will be bound to maintain 33%

    green belt of its total area.

    4. Connectivity (Traffic and transportation Road/Rail/Metro/Water ways etc.)

    The project site is located about 8.15 Km towards NE of village Balotra. Nearest railway

    station is at Balotra Junction which is at a distance of about 8.9 km towards NE direction from

    the project site. The site is well connected with SH -28 at 3.8 km towards SE.

    5. Drinking Water Management (Source & supply of water)

    Water required for drinking purpose will be met through ground water supply. Approx 700

    KLD water will be required for domestic purposes.

    6. Industrial Waste Management

    Industrial waste will be generated from the individual project which will be disposed off

    suitably by respective industries.

    7. Solid Waste Management

    Municipal solid waste generated will be around 1500 kg/day (@0.4 kg/worker/day) which will

    be sent to District municipal corporation site for safe disposal.

    7. REHABILITATION & RESETTLEMENT (R&R PLAN)

    (Policy to adopted (Central/State) in respect of the project affected person including home

    oustees, land oustee and landless labour (A brief outline to be given).

    Human settlement is away from the applied lease area thus no impact is anticipated on human

    settlement by the proposed project. So, there is no need of rehabilitation and resettlement plan
