Rural Credit and Cooperation SECTION 4: RURAL CREDIT AND COOPERATION This section deals with various aspects relating to Rural Credit and Cooperation. HIGHLIGHTS 4.1: Time series data on the expansion of commercial bank branches in rural and urban areas during the period 1995 to 2014 are given in this Table. The population coverage per bank branch during the said period and the share of rural areas in the total branches are also furnished. 4.2: Data on gross credit disbursed by the commercial banks for various sectors during the last few years are furnished. 4.3 : The Service Area approach was introduced in 1989 to improve the quality of banking services in the rural areas. Under this approach, some geographical area is demarcated for each rural bank branch and an approach is formulated for the planned growth of credit in the area. The sectors covered are agriculture, small industry and other priority sectors. The credit outstanding in regard to Regional Rural Banks during 2008 to 2013 are shown. 4.4: Data on flow of institutional credit to agriculture sector from 2009-10 to 2014-15 are presented. This section deals with various aspects relating to Rural Credit and Cooperation.

HIGHLIGHTS

4.1: Time series data on the expansion of commercial bank branches in rural and urban areas during the period 1995 to 2014 are given in this Table. The population coverage per bank branch during the said period and the share of rural areas in the total branches are also furnished.

4.2 : Data on gross credit disbursed by the commercial banks for various sectors during the last few years are furnished.

Rural Development Statistics

4.13:Loan disbursements made during 2011-12 to 2014-15 by different agencies including State Cooperative Agriculture and Rural Development Banks, State Cooperative Banks and Regional Rural Banks are highlighted.

4.14: Information in regard to the purpose-wise-sanctions and disbursements of loans made during 2011-12 to 2014-15 by NABARD is shown. The purposes for which the amounts are sanctioned include land based, livestock based and market based activities.

Highlights

● Though the absolute number of rural bank branches has registered an absolute increase from 33.1

to 44.7 towards during the period 1995-2014, the per cent share of those branches in the total bank

branches has declined from 53 to 38 per cent. On account of ‘Financial Inclusion’ policy, the total bank

branches in the country has gone up from 62.5 towards for 1.16 lakh during the period 1995-2014

and in percentage terms the increase was 86 points.

● The share of agriculture and allied sectors in Gross Bank Credit was about 12 per cent in 2012-13

despite rise in credit flow to agriculture in absolute terms from` 5484 billion to ` 5899 billion. The

heavy dependency of farmers on money-lender is partly on account of denial or limited access to Bank

services.

● The credit disbursed by RRBs in the six year period ending 2013 registered a significant hike. RRBs

are largely providing credit support to agriculture. Priority sector lending has covered around 82 per

cent during the period 2008-2013.

● Financial institutions are evincing more interest in lending for production purpose than for investment.

The incremental increase in the credit during the current decade vouches for this. This also resulted in

low levels of capital formation in agriculture affecting the productivity and growth.

● The percentage share of cooperative banks in issuance of Kisan Credit Cards is less than that of

Commercial Banks (37 and 48 per cent, respectively) and also the amount of credit sanctioned by the

former was very much lower than the latter as at the end of March 2013.

● The share of SCs and STs in PACs is about 29 per cent in membership and their share in borrowers is

17 per cent as of March 31, 2010.

● There has been steady rise in credit disbursement by NABARD during the three-year period ending

2014-15 mainly due to credit flow to non-farm sector and farm mechanisation kept a declining pace in

this period.
