Subject: Special Inspection of Private Unaided Recognised Scllools which havesubmitted proposals for Fee Increase for session 2016-17 in terms of order dated16.04.2016 issued by this Directorate.

In continuation of this Directorate Orders of even number dated 15th July, 2016and 20th July, 20]6 (enclosed), the Director of Education, in exercise of powers undersection 24 of the Delhi School Education Act, 1973 read with rule I SO and rule 190 ofthe Delhi School Education Rules, 1973, hereby, authorises the chartered accountantsof the empanelled firms mentioned in the list attached to carry out special inspection, ofthe Eighty Two (82) private unaided recognised schools specified against the name ofeach such firm in the said list, for scrutiny of the books of accounts, financial returnsand other relevant documents/ return of the school with effect from 25th July, 2016.

Every record and books of accounts shall be kept open by the Manager! HaS ofthese schools for examination. and scrutiny by these Chartered Accountants inaccordance with sub-rule (3) of rule 180 of tile Delhi School Educatidn Rules, 1973 andthe HoS! Manager of the school shall be responsible to provide information anddocument sought by the Chartered Accountants.

The Manager! Ho'S of the aforesaid schools are directed to handover therectified documents mentioned in order elated 15[11 July, 2016 and additionaldocuments/information specified by this DIrectorate in order dated zo" July, 2016 onthe first day ofinspection positively.

Any additional documents/information sought by the Chartered accountantsfrom the Manager/HaS of the school shall be supplied by the Manager/ Ho S during theinspection.

The Manager! HoS shall make necessary arrangements for space andinfrastructure for s11100th conduct or the inspection by these Chartered Accountants.Any non-cooperation WIth the inspection team shall be viewed; seriously by theDirectorate and apart from taking action under Delhi School Education Act and Rules,1973, the proposal or such school shall also be rejected.

The respective Deputy Directors or the concerned districts are directed to getthese schools visited at leas! twice during special inspection and supervise it personallyand extend full cooperation to chartered accountant firms inspecting such schools. Theyare further directed to resolve any issues laced by the 'respective chartered accountantfirms The visit report shall be submitted by the Deputy Director or each district to theAct Branch of this Directorate regarding the progress of special inspection and thedetails of the team members of chartered accountant firms carrying out specialinspection in the school under their jurisdiction

The Chartered Accountant firms shall depute at least two qualified CharteredAccountants having minimum three year-s experience for special inspection in theschool along with their authorisation letter issued by the firm, The report shall besubmitted by the firm latest by 22"d August, 2016 in terms of the detailed terms andconditions of engagement

For remaining fifteen (IS) Private Unaided Recognised Schools listed in orderdated 1Slh July, 2016 and 20lh July, 2016, separate order shall be issued.
