•The Canine College now has over 15,000learners and 437 courses and exams avail-able for Conformation and PerformanceJudges, Breeders, Groomers, and the generalpublic.

• Across all breed courses, ninety-two percentreport in the course evaluations that theywould recommend the course to others.

• Six Herding exams and a Lure Coursingexam were also added to the Canine College.

• At any one time the Canine College Team iscollaborating with 25+ Parent Clubs on thedevelopment of future breed courses.

At the 2018 National Championship, 31breeds participated in asset gathering withapproximately 9,000 photos taken, 30 hours ofmovement video filmed, and 44 hours ofJudge and Breed Expert interviews andHands-on Breed Exams recorded.

Public Education•Hosted an art contest for K-12 schools inOrange County, Florida to coincide with theAKC National Championship. More than300 entries were received, and more than284 students, parents and teachers werewelcomed to the National Championship.

• Four hundred and ninety-seven childrenfrom eight youth organizations (4-H,American Heritage Girls, Camp Fire, Trail

Life USA, Frontier Girls, Boy Scouts, GirlScouts, and The Boys and Girls Club)participated in the 2018 NationalChampionship Patch Program. More than1,100 additional attendees came with thesePatch Program participants.

• The Patch Program hosted by Clubs at theirevents throughout the year grew by 600%.

Several new programs were added in 2018:

Character EducationThe AKC Canine Character EducationProgram is a complete character educa-tion unit designed for schools. The goalof this program is to provide schools witha quality character education programthat results in measurable improvementin student behavior and peer relation-ships. AKC Public Education provides alllesson plans, activities and resources.In this program, children will take a shortpersonality quiz which will identify thebreed of dog with which they share themost character traits. This allows childrento make a real-world connection to theidea of character and gives them a famil-iar lens with which to view each trait bylearning about a dog that exhibits thattrait. Each month, students focus on a dif-ferent trait. Students will discuss what thetrait means, see an example of what thedog looks like, and are encouraged todemonstrate the trait throughout the

month. Finally, each student will have achance to be recognized, along with“their” purebred dog, for embodying aparticular trait. The Matanuska-Susitna Borough SchoolDistrict in Palmer, Alaska consisting of 47schools and 18,800 students is the first toincorporate the AKC Character Educa-tion Program.

AKC Canine Clubs The AKC Canine Club is an after-schoolclub for dog lovers that is hosted by ateacher or youth group leader at schools,libraries or community organizations.The AKC Canine Club is designed to in-clude students who own a dog, have an in-terest in owning a dog, or just love dogsin general. The club teaches studentsabout responsible dog ownership, train-ing, canine science, canine jobs andmore. All lesson plans, resources and ma-terials are provided by AKC Public Educa-tion.

Junior Mentor ProgramThe Junior Mentor Program was devel-oped in collaboration with Sports Servicesto connect enthusiastic, experienced andcaring Juniors with Juniors that are inter-ested in learning more about the sportand/or improving their skills.

Junior Ambassador ProgramThe AKC Junior Ambassador programwas created in collaboration with SportsServices. The Program aims to more fullyengage Juniors in the sport of purebreddog, as well as give clubs more resourcesto engage Juniors in these areas. In orderto be eligible to be a Junior Ambassador,a Junior must complete at least six activi-ties from the list provided. Juniors thatsuccessfully complete the requirementsare eligible to receive a Junior Ambassa-dor pin.

AKC Education Webinar SeriesLaunched in June 2018, AKC EducationWebinars are offered 1-4 times permonth. Typically, over 150 attendees tune in tolearn more from AKC Staff. Topics were initially determined by a sur-vey sent to All-Breed and Parent ClubPresidents, Secretaries, and Delegates.New topics are added to the schedulebased on suggestions and questions fromwebinar participants, or when an AKC De-partment determines that there is a need.

Government Relations 4th Quarter 2018UpdateThe Board reviewed a report from theGovernment Relations Department which ispart of a series of regular informationalupdates on the Government RelationsDepartment. The memo provided an update for the fourthquarter of 2018 and a status update on currentdepartment activity, major projects, significantlegislative issues and accomplishments in2018.

2018 YEAR-END UPDATELegislative/Regulatory Tracking: At of the endof 2018, the AKC GR team had reviewed,monitored and taken necessary action onmore than 2,100 pieces of legislation thatcould impact responsible dog ownership, thehealth and wellbeing of dogs, the rights of dogowners, and/or the interests of the AmericanKennel Club.

Federal 2018 Trends and Key IssuesAKC GR worked extensively on Capitol Hillthis year on several important federalprograms and legislative initiatives benefittingdogs, dog owners, and breeders, includingtracking 86 bills that were introduced in the2017-2018 session.

A significant victory was language included inthe Farm Bill, which as signed by thePresident, includes AKC-requested priorities

of requiring new reporting on the number ofdogs imported into the United States andtheir health status. This is a significant firststep in addressing public health problemsassociated with the importation of dogs intothe United States.

The Farm Bill also included language fromthe Pets and Women’s Safety Act, which addsprotections for pets owned by victims ofdomestic violence, sexual assault and datingviolence. The law creates a program to awardgrants to entities such as domestic violenceshelters to assist victims in seeking shelter witha pet. This program is similar to a programestablished by the AKC Humane Fund adecade ago to provide support to domesticviolence shelters so that victims can seekshelter with a pet that may be endangered in adomestic violence situation.

AKC has also played a key role by working withCongress, TSA, and other organizations, on aprogram to encourage production ofdomestically-bred detection dogs for federal,state and local law enforcement to close a vitalsecurity loophole and keep our country safe.(See legislative successes for more details.) Another emerging federal issue relates to theuse of service dogs. Issues include definitionsof service dogs, service dog training, the rightsof service dog users, and how should thosewho misrepresent pets as service dogs shouldbe held accountable. AKC has been working

closely with lawmakers, businesses, airlines,and members of the disability and serviceanimal community to address these importantissues. In June, AKC also provided formalwritten comments to the U.S. Department ofTransportation on an Advanced Notice ofProposed Rulemaking: Traveling by Air withService Animals (DOT-OST-2018-0068).

State and Local 2018 Trends and Key IssuesThe volume of legislation tracked in 2018 onthe state, county, and local levels(approximately 2100 bills total) is consistentwith the number of measures in 2017 butrepresents a significant increase in the volumeof legislation tracked even five years ago. It isclear that animal issues are on the minds ofmany activists and lawmakers throughout theUnited States.On the state level the most common issueaddressed was “animal cruelty”. The term“cruelty” is being defined increasingly broadlyand includes issues that previously would havebeen defined as breeder licensing, tethering,or other ownership/husbandry requirements.Some of these measures increase penalties ormaking clarifying changes. Others, such asVermont Senate Bill 123, provide animalshelter and rescue organizations that assist incruelty investigations or seizure of animalswith immunity from liability for civil damagesunless the care and treatment constitutedgross negligence. (See chart, p 12, forbreakdown by topic.)

Upcoming Legislative Conferences: GR staffare planning for conferences in WashingtonDC, April 30 – May 1, in conjunction withNational Purebred Dog Day 2019 events at thenational capitol as well as a nationalconference in Raleigh, NC; and a possible tri-state conference in the Southern New Yorkarea. Legislative Testimony/Advocacy: SinceSeptember, regional staff and legislativeanalysts have provided written and/or oraltestimony at some 50 hearings around thecountry on a broad range of topics rangingfrom breed-specific bans and mandatory spayneuter, to breeder licensing and regulation, tofake service dogs, grooming, pet choice andother issues. Legislator/Policymaker Conferences andOutreach Events: Throughout the year, AKCStaff sponsors educational booths, policydiscussion and/or provide sponsorship at aseries of major legislator/policymakerconferences. These conferences, which hostlarge numbers of lawmakers, provide a uniqueopportunity to raise awareness about AKC,speak one-on-one with policymakers, offerlegislative/policy solutions and model laws. InNovember, GR staff attended the NationalLeague of Cities annual conference, in LosAngeles, CA, once again hosting one of themost popular informational booths at the event.GR team members made excellent contacts withlegislators from around the country which theyare utilizing into the new year.

AKC staff also attended the National AnimalInterest Alliance Conference. Staff spoke aboutlegislative initiatives and successes in the AKCdetection dog program.Sheila Goffe provided a presentation to morethan 150 state legislators at the CongressionalSportsmens Foundation (CSF) NationalAssembly of Sportsmens Caucuses. She spokeabout the broad and shared impact of animalrights on dog breeding and sportsmensactivities. She outlined tips for legislators touse in determining the difference betweenreasonable and extreme legislative proposalsand presented numerous “fact versus fiction”scenarios that legislators are likely toencounter when dealing with animalextremists.

Understanding the Demographics of AKC’s SportsIn the interest of better understanding our sportsand how best to engage and retain currentparticipants, the Board asked Staff to conduct asurvey to gather demographic and psychographicinformation about the individuals that participatein the various AKC Sports. Staff will design and field the research studysuch that results will be presented at the Aprilboard meeting.

AKC.orgThe year closed on a high with Decemberusers and sessions up versus year ago (YAG),+9.3% and +10.3% respectively, positioning the websitefor continued growth in 2019.Our organic* traffic rebound (6.2+ YOY) to6.9 million sessions in December, can beattributed to SEO work and a conscious shift in contentstrategy. In December 2018 AKC.org hit a new all-timehigh in organic traffic with 1.6M visits, puttingus at +35% over 2017 year, while Marketplaceis up +20% over 2017.

Email MarketingIn 2018 AKC sent 137.6 million emails* (+10%v 2017) across 1,018 campaigns (+166 v 2017).The increase is primarily due to new mission-based mailings to enhance awareness ofAKC.TV, AKC Museum of the Dog, AKCNational Championship, AKC Agility and RallyNational Championships, and other AKCevents (e.g Peach Blossom Cluster, HoustonKC).

FAST CAT® Regulation ClarificationsRe: Timing & FencingThe Board reviewed a recommendationoriginating from the Herding, Earthdog andCoursing Events Delegate Committee for twochanges to be made to Section 10 of theRegulations for FAST CAT. The first is toclarify at which point the stopwatches shouldbegin counting down and the second is torequire clubs to communicate if a course isfenced. D. Timing Devices: The time to complete the100-yard dash is recorded to the nearest1/100th of a second (e.g. 9.11). The club mayuse stopwatches or break-the-beam equipmentto obtain the time. Clubs must specify in theirpremium list which timing method is to beused. If stopwatches are used, there shall betwo timers positioned at the finish line. Anindividual at the start line shall signal with anarm drop the moment the nose of the dogcrosses the start line. The timers shall starttheir stopwatches at the start bottom of thearm drop. The timers shall stop their watcheswhen the nose of the dog crosses the finishline. The times from the two stopwatches shallbe averaged to determine the recorded time. G. Course/Fencing: The course must beessentially flat and must be straight frombeginning to end. The course can only bemeasured using a tape measure and no type ofmeasuring wheel. The course must be free ofany potential hazards. Pulleys are prohibitedfrom placement inside the course. The club

should consider fencing the course area,however this is up to the decision of the clubgiven the specifics of the setting. Thepremium should must state if the course at theevent is enclosed with fencing. The Performance Event Department agreeswith the HEC Committee’s suggestion forthese clarifications. The Board will discuss thisfurther at the April meeting. If approved bythe Board, these changes would be effectiveimmediately upon communication from thePerformance Events Department.

Amendments to Regulations for AKC Scent WorkThe Board reviewed recommendations fromthe Sports and Events Department for anumber of changes to the Regulations for AKCScent Work.AKC Scent Work launched October 1, 2017and has had over 500 trials and over 60,000entries in its first twelve months. After a fullyear of trials and a detailed survey of allparticipants, certain modifications wereidentified by scent work staff. These include areorganization of the Buried element, changesgeared toward ensuring consistency betweentrials, modification of the daily judging limit,elimination of the hide steward position,adjustment to the High in Trial award,enumeration of Scent Work department’sprocedure for addressing repeated Regulationsviolations, and myriad clarifications ofprocedures.The Board will discuss this further at the April

meeting.

This is a change to Regulations and may bemade by a vote of the Board. If approved thesechanges would become effective July 1, 2019.

Lure Coursing – Scratching at the LineThe Board reviewed a recommendation toamend Chapter XII, Section 4 of the Regula-tions for Lure Coursing Tests and Trials to clarifythat in the sport of lure coursing, a dog whichscratches on the line is considered to have notcompeted and shall not count as a starterwhen determining championship points.

Chapter XII, Section 4. Determination ofChampionship Points. Determining Points for Best of Breed.Calculation of championship points awardedto the BOB winner shall include the numberof starters from the other stakes(s) providedthe winner of the stake competes in the BOBrunoff. The BOB winner shall receive noadditional points through forfeiture. Forexample, if two hounds are eligible tocompete for BOB and one chooses to forfeit,the calculation of championship points for theremaining dog shall not include the startersfrom the forfeiting dog’s stake. A dog that“scratches on the starting line” has notcompeted in the run-off and shall not count asa starter when determining championshippoints.

The Board will discuss this further at the Aprilmeeting.

Event Service Fees Rules Applying to Dog ShowsChapter 11, Section 2 The Board reviewed a recommendation fromthe Delegate Dog Show Rules Committee tochange paragraphs regarding the event servicefee in Rules Applying to Dog Shows Chapter11, Section 2 from italics to part of the rule.

Following a motion by Mr. Feeney, secondedby Ms. Biddle, the Board VOTED

(unanimously) not to approve the suggestedpolicy changes: 1. Because the Board of Directors has thepower to set fees from time to time (BylawsArt. IX and Art. X, Sec. 15), the italic textpertaining to the event service fee shouldremain in italics as merely informative, andnot as part of the Rule. The Delegates do nothave the power over such fees; and2. The wording of the proposed secondparagraph improperly assumes event fees arepart of the Rule (which DSRC is proposing).Also, it can more accurately describe “all otherrequired event results” by reference to theRule dealing with those requirements. Toreflect the circumstances, the Board suggests itshould read as follows:“The event-giving club shall be responsible forcollecting all recording fees and any otherevent-related fees that may be fixed from timeto time by the American Kennel Club. Thatfact as well as the nature and amount of suchfees shall be stated in the club’s premium list.Such fees shall be forwarded to the AmericanKennel Club along with those items requiredin Chapter 17, Section 2, of these Rules.”

Stewards – Rules Applying to Dog Shows Chapter18The Board reviewed a recommendation fromthe Delegate Dog Show Rules Committee toamend Rules Applying to Dog Shows Chapter 18to restrict who can steward for a judge. Thechange would prohibit anyone that has an

entry under the judge that day or underwhom an entry could become eligible or inthe coming days of a cluster from being asteward under that judge.

The Committee is also suggesting the word‘conformation’ be added to the first sentenceof the chapter. (Suggested changes underlined below)The following policy has been adopted by the Boardof Directors regarding stewarding at conformationdog shows:

Clubs should appoint a chief steward well in ad-vance of the date of their show whose duty it will beto invite a sufficient number of experienced personsto act as stewards in the judging rings on the day ofthe show. No person should be asked to serve as asteward whose judging or handling privileges aresuspended or whose superintending privileges havebeen revoked. The chief steward should, as soon aspracticable, confirm in writing, to each person whoaccepts an invitation to steward, the date and loca-tion of the show, the time at which they are to reportfor duty, and their particular ring assignment.In preparing the schedule of ring assignments, thechief steward and other club officials should keep inmind that no person should serve as steward with ajudge under whom he has an entry, or under whom,in the course of the day’s judging, such entry maybecome eligible to compete. If it becomes necessaryduring the show to reshuffle stewarding assign-ments, care should be taken to see that a person isnot assigned to serve as steward with a judge if there

is any possibility that the judge, later in the show, orshow cluster (when possible) will be passing upon anentry of the steward.

Following a motion by Dr. Davies, seconded byMr. Sweetwood, the Board VOTED(unanimously) not to approve therecommended policy changes.

Non-AKC Events – Addition to the CurrentPolicy The Board reviewed a Staff recommendationto add wording to the existing Non-AKCEvents Board Policy which would clarify thatan AKC club or AKC activity evaluator (such asCGC Evaluators) cannot hold an AKC event inconjunction with events sanctioned by anorganization not affiliated with the AKCwithout the approval of the applicable Sports& Events Department.

There was a motion by Dr. Battaglia, secondedby Mr. Sweetwood, to consider the matter atthis meeting waiving the Board’s normalnotice procedures. The motion passed withDirectors Battaglia, Carota, Davies, Menaker,Sweetwood, Tatro, and Wallin voting in favor,and Directors Biddle, Cruz, Feeney, McAteer,Powers, and Wooding voting against.

There was a motion by Dr. Battaglia, secondedby Mr. Sweetwood, to approve the additionalwording as part of the Non-AKC Events Policy.(addition to policy underlined below)

Miscellaneous Class Changes for ConsistencyThe Board reviewed a Staff recommendationto change Rules Applying to Dog Shows,Chapter 3, Section 22, 4-6 Month BeginnerPuppy Competition Regulations, Section 2, Obedi-ence Regulations, Chapter 1, Section 13, AKCRally Regulations, Chapter 1, Section 12, Track-ing Regulations, Chapter 1, Section 2, and Regu-lations for Agility Trials, Chapter 1, Section 3 toallow foreign bred and registered dogs toparticipate in the Miscellaneous Class prior toAKC registration being completed.

Currently, in order to participate in the

Miscellaneous Class a dog must have an AKCregistration number. This means that dogsthat are registered with an acceptable foreignregistry organization are not eligible toparticipate until their AKC registration iscomplete. This differs from how recognizedAKC breeds are handled (Chapter 11, Section1 allows those dogs to participate for 30 daysusing their foreign registration number). Thisresults in confusion and a number of awardcancellations.

Staff is proposing to allow these dogs toparticipate in accordance with Chapter 11,Section 1 using their foreign registrationnumber. The recommendation is to change RulesApplying to Dog Shows Chapter 3, Section 22to allow foreign bred and registered dogs toparticipate in the Miscellaneous Class inaccordance with Chapter 11, Section 1.

If approved by the Board, the proposal will beread at the June Delegates’ meeting and votedat the September Delegates’ meeting. Therecommendation to change 4-6 MonthBeginner Puppy Competition RegulationsSection 2, Obedience Regulations Chapter 1,Section 13, AKC Rally Regulations Chapter 1,Section 12, Tracking Regulations Chapter 1,Section 2, and Regulations for Agility TrialsChapter 1, Section 3 can be approved by theBoard pending approval of the amendment bythe Delegates. If approved, all changes would

Status Reports-Specialty, B-Match, and All-breedemail campaigns in 2018 The Sports and Events Department presenteddata from three conformation emailcampaigns conducted in 2018; the B-matchcampaign, the Specialty campaign and the All-breed email program. Emails regarding B-Matches were highlysuccessful. B-match emails are sent to registeredowners of dogs, eligible for the match, whoseprimary address is within 100 miles of thematch location. In 2018 clubs held slightlymore B-matches than 2017, 542 compared to538. Prior to 2018 the number of B-matchesheld in a calendar year has steadily declined by10% a year for the last five years. Clubsreported an average increase in entries of 32%. In 2018 seven (7) All-breed clusters requestedemail campaigns to support their events. TheAll-breed campaigns are focused on increasingentries and emails were limited to potentialconformation participants within a definedradius (determined by the club and the area).Five of the seven clusters increased entriescompared to the previous year.

Clubs were appreciative of AKC’s effort topromote their events. The results of theconformation email campaigns are mixed in

terms of increasing entries. Next Steps are todevelop automated All-breed promotionalemail campaign to reach more potentialexhibitors.

Status Report - 3rd All-breed Event Option In August 2018, the Board approved a newLimited Number of Events policy which wouldallow clubs in underserved areas to hold a 3rdAll-breed or Group event. Sports and Eventsstaff presented a status report regarding thenumber of clubs that have been approved andhave applied for a third event.

As of January 9, 2019, 28 clubs have beenapproved to hold a 3rd event, 23 All-breed clubsand 5 Limited Breed clubs. 9 clubs havesubmitted applications, 8 AB clubs and 1 LB club.

Update on AKC Event Search & ResultsSports and Events staff presented a statusreport on the new AKC Event Search &Results that was launched in January 2018 andenhanced in May 2018 with the addition ofthe map-based search feature.

The enhancements have been successful inincreasing traffic to the AKC Event Search &Results website by providing additional eventinformation and improved search features.

• The average daily users during Marchthrough December of 2018 increased by31% when compared to pre-launch.

• Mobile device usage during Marchthrough December of 2018 increased by128% when compared to pre-launch. Thisis more than double the mobile deviceusage from the prior year.

• Since document access tracking started inMarch, a total of over 109,000 premiumsand 16,000 judging programs were ac-cessed – an average of 436 event docu-ments per week.

Update on Conformation Education VideosSports and Events staff presented a report toupdate the Board on the educational videosdeveloped and published in 2018 about theconformation sport.

In 2018, three videos were created andpublished about conformation.

1. AKC Dog Shows – a brief high-level in-troduction video about dog shows andwhat to expect at your first dog show.

2. How Does a Dog Show Work? – providesan explanation of how a dog showsworks, explaining the tournament styleprocess that leads to Best in Show.

3. How Do I Get Started Showing Dogs? –learn how to get started showing a dog,including handling classes, finding amentor, entering an event, and what toexpect at your first show.

These three videos are available on the

Conformation&Getting Started pages of theAKCwebsite. Future plans include adding linksto these videos in specific welcome and eventemail campaigns in 2019.

language related to a judge’s authority towithhold awards. Staff would like to include aclarification that the judge’s authority towithhold awards is not without boundaries, andthat there are certain times when awardsshould not be withheld: Judging Operations is proposing the addition ofthe following to appear after the last paragraph ofthe excerpt provided above.In addition, while judges may “withhold at anypoint in the judging process…”, there aretimes where it is not acceptable to withhold,for example:

• Withholding Best of Winners with eligibleWinners Dog and Winners Bitch in thering

• Withholding Best of Breed after awardingWinners Dog and/or Winners Bitch

• Withholding Best of Opposite Sex afterawarding Best of Breed and with eligibleentries in the ring.

Other insertions of note include:• The insertion of the definition of immedi-ate family as found in Chapter 11 Section13 of the Rules, not previously includedin the Judging Guidelines

• The restriction that judges at multiple all-breed/limited breed shows in one day arerestricted to no more than 100 entries inany one event

• The restriction that judges assigned to regu-lar groups may not be assigned special at-traction groups excluding NOHS

• Clarification that the restriction for con-formation judges to exhibit from threedays before through three days after an as-signment is specific to conformation, andthat eligibility in other sports on the daysbefore and after are determined by therules, policies, and regulations that gov-ern that sport.

• Language to clarify matters related to ac-commodations such as class eligibilitywhere an individual assist in presenting adog and circumstances where an individ-ual should have a letter of accommoda-tion from the AKC.

All other proposed revisions would best beclassified as housekeeping or the minoraddition of language to increaseunderstanding.

The Board will discuss this further at theirApril meeting.

Conformation Dog Show Judges Annual Report Since 2015, the Board of Directors hasdirected Staff to provide an annual reportbased on a survey of the fancy concerning itsperception of the competence of judges andcomparisons of certain matrixes. With theBoard’s adoption of revisions to the JudgingApproval Process at its November 2017meeting, it was determined the report wouldbe delayed until after one year had passedsince the January 1, 2018 implementation of

the revised policy.

The Judging Operations department providedthe Board with the following applications data:Judging Operations saw a dramatic decrease inthe number of Additional Breed applicationssubmitted since the January 1, 2018implementation of the revised JudgingApproval Process as expected and directlyattributed to modifications made to temperthe rate at which judges could apply and themaximum number of permit breeds judgescould have at one time.

Number of Applications Received:

The chart below displays the distribution ofconformation judges based on the number ofgroups they may judge. Examination of thechart below shows a shifting of numbers wheremore judges can do more groups. It is notedthat the drop in the total number of judges asof 8/31/2017 and 12/31/17 must be viewed incontext. Judging Operations in the summer of2017 attempted to contact all judges, approvedfor at least five years and who had notcompleted an assignment in the previous five

years, asking if they wished to remain active.Almost 300 judges were marked resigned,emeritus, deceased or inactive removing themfrom the judging pool. Even with the removalof almost 300 judges from the pool of activejudges, the number of total groups approvedincreased in 2017.

Distribution of assignments across the judgingcommunity. Overall, the variances from year toyear are negligible.

PERCEPTION OF JUDGES SURVEYPrior to implementation of the 2015 policy,per the Board’s direction, staff distributed asurvey to the fancy to establish a baseline of itsperception of judges. This s urvey was sent to

customers who had entered a conformationdog show in the preceding 12months. Thesurvey consisted of ten questions in total, withthe first to establish the experience of theindividual completing the survey. The intent wasto utilize the results, and those received insubsequent surveys conducted annually as ametric to gauge the effect, if any, theConformation Judging Approval Processmayhave on the fancy’s perception of judges. The2018 survey displayed an increase in theperception of conformation judges (positive)across all metrics. The 2018 results exceeded theresults in all prior surveys including the baseline.

The Compliance Department has reviewed thecurrent Regulations for Record Keeping andIdentification of Dogs (“Regulations”) andrecommended a change be made to theRegulations which would allow only electronicrecords be kept as long as: 1) the records beeasily accessed and made available upon

Following a motion by Mr. Sweetwood,seconded by Mr. Carota, the Board VOTED(unanimously) to amend Regulations for RecordKeeping and Identification of Dogs, Section 2 tostate, “To provide a source of reference for registra-tion or transfer applications which have been madeor may later be made to The American Kennel Club,and to assure the accuracy of such applications, cer-tain minimum written records must be maintained.Records can be kept on paper and/or electronically.Electronic records must be kept in an industry stan-dard format, such as Microsoft Word, Excel, AdobePDF or Open Document Format, that is easily acces-sible and printable immediately upon AKC’s request.Electronic records must be backed up on a consistentbasis and the back-up copy kept in a separate securelocation, such as a cloud-based service, externalhard drive, DVD, or other properly secured depend-able service.”

Approval of Annual FeesThe Charter and Bylaws of the AmericanKennel Club, Inc. “Charter and Bylaws”require that the Board of Directors set

deposits annually for the submission ofcomplaints pursuant to Article XII, Section 1;as well as deposits for appeals to an AppealTrial Board pursuant to Article XIII,Section 7. Staff recommends that the Board of Directorsapprove the annual fee to submit a complaintpursuant to Article XII, Section 1 of theCharter and Bylaws to remain the same at$500 for 2019. Staff further recommends thatthe Board of Directors approve the annual feeto submit an appeal pursuant to Article XIII,Section 7 of the Charter and Bylaws to remainthe same at $200 for 2019. AKC Temperament Test The Board VOTED to approve arecommendation to implement an AKCTemperament Test (ATT) open to all breedsand mixed breeds.

Structure of the ATT TestThe AKC Temperament Test will assess thedog’s reaction to stimuli in the world. Thesestimuli will be in the following five categories:social, auditory, visual, tactile (touch), andproprioceptive (motion). Desired traits are that the dog will beemotionally stable, inquisitive, appropriatelysocial for its breed, and biddable. The ATT is a pass-fail test. A dog must pass tentesting items. From a list of 15 test items, tenwill be selected (2 in each of the fivecategories) for each event. Please see the lastpage of the memo for the testing items.

Administration of the ATT TestATT events will be handled in a similarmanner to a Farm Dog Certified test. ATTevents may be held as a stand-alone test or inconjunction with any other type of AKC event.They will appear on the Event Search website.An event application fee will apply. Any type of

AKC club may apply to hold an ATT test andthe host club is responsible for theadministration of the test. Clubs do not needto be licensed for the ATT test. Clubs at theiroption may close entries prior to the event ormay allow day of event entries. An entry limitper event may be determined by the club.Results will be submitted along with a $3.50per entry service fee. CGC Evaluators will be the judges for ATTtests. They must attest that they have watchedthe instructional video on “How to Judge theATT.” Clubs may offer the test twice on thesame day (morning/afternoon) or on twoconsecutive days. When tests are given back-to-back (same day or next day), the order of testitems must be changed, and the ten test itemsshall not be identical and should be asdifferent as possible from the previous test. Dogs must be at least 1-year old to take theATT test. Handlers may talk to and praise thedog in the ATT, although not excessively. Foodor toys may not be used in the test, either as areward or a lure. Dogs who do not pass the testmay retest when ready.

Earning the ATT Suffix TitleThe dog must pass the test two times to qualifyfor the ATT title. The owner of the dog mustapply for the title.

Rules Applying to Dog Shows Chapter 11 ItalicsChangesThe Board VOTED to approve therecommendation of the Delegate Dog ShowRules Committee to change parts of the italicsin Rules Applying to Dog Shows Chapter 11, Sec-tions 12 & 13 to become part of the rule.Additionally, the Dog Show Rules Committeeis suggesting a few wording changes to thesesections. These sections address the eligibilityof superintendents, show secretaries, officialveterinarians, and judges to exhibit. Theproposal will be read at the March Delegates

meeting and voted at the June Delegatesmeeting.

SECTION 12A Superintendent, an individual licensed tosuperintend events as an employee of theSuperintendent, any other employee of theSuperintendent, or any person residing in thesame household as any of the foregoing, shallnot exhibit or act as agent or handler, at anyshow held thirty days before or after a showwhich the Superintendent has been approvedto service by The American Kennel Club.Dogs owned wholly or in part by aSuperintendent, an individual licensed tosuperintend events as an employee of theSuperintendent, any other employee of theSuperintendent, or any person residing in thesame household as any of the foregoing, shallbe ineligible to be entered at any show heldthirty days before or after a show which theSuperintendent has been approved to serviceby The American Kennel Club.For the purpose of this section, the employees of a Su-perintendent would include only those individualswho represent the Superintendent or superintendingorganization or dog shows.

SECTION 13For the purposes of this section, the membersof an immediate family are one’s spouse,domestic partner, parents, grandparents,children, grandchildren, siblings, mother-in-

The above will apply to judges of sweepstakesor futurities held with licensed or membershows exactly as it does to judges of regularcompetition at shows. This provision prohibiting judges or those residing inthe same household from exhibiting on the same daydoes not apply to the judge of the Four-to-Six MonthCompetition or to Junior Showmanship only judges.Such judges may also exhibit on the day(s) they judge.

Rewording Catalog & Judges Book Entry ErrorsRules Applying to Dog Shows Chapter 14, Section8The Board VOTED to approve therecommendation of the Delegate Dog ShowRules Committee to reword Rules Applying toDog Shows Chapter 14, Section 8 whichaddresses errors in entry information in thecatalog and judges book. The proposal will beread at the March Delegates meeting andvoted at the June Delegates meeting.

SECTION8.At the requestof theownerorhandlerof an exhibit, any errors in thecatalogand/or judge's bookat any show,whicharecontrary to the informationappearingon theentry formof thatdog for that show, shall becorrected in the judge's bookby the ShowSecretaryor theSuperintendentprior to thejudgingand in themarkedcatalog tobe sent to

TheAmericanKennelClub. Saiddogmaycompete inall classes and for all prizes forwhich itwasproperly enteredon the entry form.

Obedience Trial Champion Title ModificationsThe Board VOTED to amend Chapter 8,Sections 2 and 3 of the Obedience Regulationsto make three modifications to the pointschedule for earning the Obedience TrialChampion title. These changes are effectiveAugust 1, 2019.

Obedience Regulations, Chapter 8, ObedienceTrial Championship.Section 2. Championship Points. ObedienceTrial Championship points will be recordedfor those dogs that have earned a first, second,third or fourth place ribbon competing in theOpen B or Utility B class, according to theschedule of points established by the AKCBoard of Directors. When counting thenumber of eligible dogs in competition, a dogthat is disqualified or excused from the ring bythe judge will not be included. One (1) Championship point will be

recorded for those dogs that earn a qualifyingscore of 197 or better in the Open B or UtilityB class, if they did not earn points based onthe Point Schedule. Requirements for the Obedience TrialChampion are as follows:The dog must have won

Section 3. Obedience Trial Champion Title.The AKC will issue an Obedience TrialChampion certificate and will permit the useof the letters OTCH preceding the name ofeach dog that meets the requirements. The letters OTCH will be followed by a

numeric designation indicating the number oftimes a dog has met the requirements of theOTCH title as defined in these regulations(OTCH2, OTCH3, OTCH4, etc.).

tracking test at which such person officiates oris scheduled to officiate. Nor may they handleor act as agent for any dog entered at thattracking test. If allowed by the host club, the tracking test

secretary may enter dogs owned or co-ownedby the secretary and may handle dogs in thetracking test. The secretary’s priority must bethe handling of official secretary duties in atimely manner. If participation in the testinterferes with these duties, otherarrangements for handling dogs must bemade.The official veterinarians will not exhibit or

act as agent or handle at the test, and dogsowned wholly or in part by them will not beeligible to be entered at the test.No dog owned wholly or in part by a

superintendent, any employee of thatsuperintendent, or any person residing in thesame household as any of the foregoing will beeligible to be entered at any test held 30 daysbefore or after a test that the superintendenthas been approved to service by the AKC. Normay that person exhibit or act as an agent orhandler.For the purpose of this section, the

employees of a superintendent include onlythose individuals who represent thesuperintendent or superintendingorganization at dog shows.Section 13. Disqualification, Ineligibility, Ex-cusal, and Change in Appearance of Dogs.(Paragraph 9)

Any dog that is lame at a tracking test maynot compete. Lameness is defined as anyderangement of normal movement, disabledor with impaired freedom of movement. Thejudge must determine, without a veterinarian’sopinion, whether a dog is lame. If the judgedeems a dog lame, that judge will excuse thedog from competing and will mark the judge’sbook “Excused-lame.” However, dogs withphysical challenges (including amputees)disfigured as the result of an accident orinjury, but otherwise qualified shall beeligible, provided the disfigurement does notinterfere with functional movement and if inthe opinion of the judge, the dog displays nosigns of physical discomfort and can safelycomplete the test.

Section 17. Drawing for Entries and Alter-nates List. Entries for a tracking test will beaccepted until the official closing date andtime, even if the advertised test limit has beenreached. A random drawing of all entries, todetermine which dogs will participate in thetest, will be held within 48 hours after theclosing date and time. The drawing will beopen to all interested persons. Section 19. Judging Assignments. Each dogmust be judged by two judges. The maximumnumber of dogs two judges may test at a TD orTDU test in one day is twelve (12). Themaximum number of dogs two judges mayjudge at a TDX test in one day is six (6). Themaximum number of dogs two judges mayjudge at a VST test in one day is eight (8).When more than one test is offered on thesame day, the following substitution factor willbe in effect:2 TDs = 1 TDX2 TDUs = 1 TDX2 TDs = 1 VST2 TDUs = 1 VST1 TDX = 1 VSTAt any combined test(s), which may include

VST, the maximum number of dogs two judgesmay test in one day will be equal to twelve (12)TDs, twelve (12) TDUs, or six (6) TDXs. Thefollowing are the limits for combined tests(may be less):Up to 2 TD/TDU with up to 5 TDX or 5 VSTentries.Up to 4 TD/TDU with up to 4 TDX or 4 VSTentries.Up to 6 TD/TDU with up to 3 TDX or 3 VSTentries.Up to 8 TD/TDU with up to 2 TDX or 2 VSTentries.

Up to 10 TD/TDU with up to 1 TDX or 1VST entry.TDX tracks combined with VST tracks arelimited to 6 entries.

Chapter 2, Regulations for Performance andJudging.

Section 9. Drawing for Tracks. Prior to thedraw for test day running order, the judges willbe provided with the catalog number, breed,sex, and AKC number for each dog entered. To determine the orderof running for each participant, the testsecretary, with one or both of the judgespresent, will assemble theparticipants just prior to starting time for adrawing by lot of the assigned catalognumbers. In cases where the test secretary isentered in the test, the drawing for tracksmust be conducted by another member of theevent committee. Once the numbers havebeen drawn, they may not be exchanged,except under unusual circumstances and onlywith the judges’ approval. Any such exchangesmust be fully reported in the judges’ books.

Chapter 3, Tracking Dog Test.Section 2. Certification. A written statement

must accompany each entry for a licensed ormember tracking test for any dog that has notpreviously passed an AKC TD or TDU test.This statement must be dated within two yearsof the date the test is to be held, signed byeither a person approved to judge tracking

equivalent to the TD or TDU test and will takeplace under conditions similar to such a test. Adog that does not satisfactorily complete thecertification test in its entirety will not becertified. A dog that fails a tracking test may not be re-

certified by one of the judges based on itsperformance at that test, regardless of howclose the dog came to passing. It is permissible for a dog to be entered

under the certifying judge. Judges who wish to enter a TD test are

subject to the same requirements as otherentrants. Judges/evaluators will not providecertification to any dogs they own wholly or inpart. The certification statement signed by a

provisional or approved tracking judge, or anevaluator, should be worded similarly to thefollowing:

“I have observed the tracking performanceof (registered name, AKC registration number,breed) on a track of equivalent complexityand under conditions similar to a regulationAKC TD and/or TDU track. I hereby certifythat the dog performed the certification testin its entirety and is ready to participate in an

AKC licensed or member TD and/or TDUtracking test.”

Retriever Field Trials – Exempt First Dog of a SeriesThe Board VOTED to approve arecommendation from the Retriever FieldTrial Advisory Committee to amend the FieldTrial Rules and Standard Procedure forRetrievers, Chapter 14, Section 4 toautomatically exempt any dog selected as thefirst dog to run in a series who previously ranas the first dog in an earlier series of the samestake at the same trial. The dog having thenext sequential entry number would replacethe exempt dog as the first dog to run in theseries. This amendment will be read at theMarch Delegates’ meeting and voted on at theJune Delegates’ meeting. If approved by theDelegate body, the effective date will be uponcommunication to the clubs.

FIELD TRIAL RULES AND STANDARDPROCEDURE FOR RETRIEVERS

Proposed Regulations (Line In)Chapter 14. Rules for Retriever Field TrialsSection 4. (2nd paragraph)

The objective of rotation is to spread theburden or benefit of running early equitablyamong the competing dogs. The Judges shallselect the particular system of rotation to beused, and the system selected shall bepublicly announced by the Judges and/orMarshal before the commencement of the

stake to which the rotation will apply. If anydog, by consequence of the rotation, isdesignated to run first twice in the samestake, at the same field trial, he should beexempt from that obligation. In such aninstance, said dog will be passed over and thenext number in the callbacks shall be first.For example, if #22 had started a previousseries and by some chance came up again tobe first on a subsequent series in the samestake, at the same field trial, he would bepassed over and the next dog in the sequencewould be first (#23 or the next number in thecallbacks)”

Irish Red and White Setter Proposed Breed Stan-dard RevisionThe Board VOTED to approve the proposedrevisions to the Irish Red and White SetterStandard submitted by the Irish Red andWhite Setter Association of America,(IRWSAA). The club may proceed to ballotthe membership in accordance with theIRWSAA Constitution and Bylaws.

Standard Schnauzer Proposed Breed Standard Re-visionThe Board VOTED to approve the proposedrevisions to the Standard Schnauzer Standardsubmitted by the Standard Schnauzer Club ofAmerica, (SSCA). The club may proceed toballot the membership in accordance with theSSCA Constitution and Bylaws.

FinanceJoseph Baffuto, Chief Financial Officer,participated in this portion of the meeting.

There was an EXECUTIVE SESSION at thebeginning of the Finance portion of themeeting discuss sensitive business matters.There was nothing reported out of thissession.

Mr. Baffuto presented unaudited financialresults for year-end 2018. Total operatingrevenues for the 2018 year were $76.8 millionwhich was just slightly below our Budget of$77.5 million, but 7% above the previous yearof 2017. Overall operating expenses of $72.6million were below Budget by 4.5%, but 10.6%above 2017 actuals. Operating income of $4.2million outperformed the 2018 Budget of$1.46 million while resulting in somewhatlower results than $6.1 million outcome from2017. The 2018 year ended with untimelyinvestment portfolio results reflecting a $6.4million loss on investments.

New BusinessDoug Ljungren, Executive Vice President,Sports and Events asked to Board to considera request from the Basset Hound Club ofAmerica to allow spayed or neutered dogs toparticipate in non-regular classes that are FieldTrial oriented classes at independentspecialties. The Board directed staff to share this request

with the Dog Show Rules and Parent ClubDelegate Committees for their input.
