systems and equipment, and any activity identified as a "nuclearcapable activity" by reference (b), and/or when in trainingleading to assignment to PRP positions. Enclosure (2) liststypical PRP positions.

b. Although strict adherence to PRP procedures duringtransition to war or during wartime may be impractical,particularly in a combat theater, the intent of PRP policy willapply. Commanding officers, while not encumbered with theadministrative controls of the PRP, must continue to apply theirbest professional judgment and select only the most trustedindividuals to perform nuclear weapon duties.

5. Policy

a. It is Department of Defense (DoD) and DON policy tosupport the national security of the United States by maintainingan effective nuclear deterrent while protecting the public health,safety, and environment. It is imperative that specialconsideration be given to nuclear weapons because of theirdestructive power, military importance, policy implications, andthe potential consequences of a nuclear accident. The safety,security, control, and effectiveness of nuclear weapons are ofparamount importance to the security of the United States.

b. It is DoD and DON policy to ensure nuclear weapons are notsubject to loss, theft, sabotage, unauthorized use, unauthorizeddestruction, unauthorized disablement, unintentional jettison, oraccidental damage.

c. The PRP is designed to assure only those personnel whohave demonstrated the highest degree of individual reliability,trustworthiness, personal conduct, and integrity are permitted toperform duties associated with nuclear weapons. Those performingnuclear weapons duties will be continuously evaluated foradherence to PRP standards. This assurance is accomplishedthrough careful screening and selection, education, continuousevaluation, and prompt removal of personnel from the PRP who nolonger meet the high standards prescribed.

d. Only U.S. citizens shall be assigned to PRP positions.(See definition, enclosure (1)).

e. The determination that an individual is unacceptable forassignment to a PRP position in and of itself is neither a

punitive measure nor the basis for disciplinary action. Thefailure of an individual to be certified for assignment to PRPduties does not necessarily reflect unfavorably on theindividual's suitability for assignment to other duties. However,decertification action does not bar disciplinary or administrativemeasures otherwise appropriate for the underlying conduct orincident.

f. The PRP will be periodically reviewed and evaluated.Reviews will include all aspects of the program as established bythis instruction and reference (b). For nuclear capable commandsthis requirement is satisfied during Defense Nuclear SuretyInspections (DNSI) and Navy Technical Proficiency Inspections(NTPI). For commands not identified as nuclear capable byreference (b), PRP reviews shall be performed by an appropriatesenior in the chain of command at intervals not to exceed 24months.

6. Responsibilities

a. Chief of Naval Operations (CNO) (N09N2) is responsible foroverall PRP policy guidance and administration within the DON toinclude issuing updates, reminders, and other refresherinformation.

b. Commandant of the Marine Corps (CMC) (POS-30) isresponsible for guidance and explanation of PRP policy for MarineCorps activities and will ensure proper disposition of MarineCorps decertification actions. CMC (MMEA) will provide support tocommanding officers and activity heads with respect to PRP-relatedpersonnel actions involving Marines (e.g., reassignments, rate orMilitary Occupational Specialty (MOS) conversions when necessaryor required).

c. Chief of Naval Personnel (CHNAVPERS) will provide supportto commanding officers and activity heads with respect to PRP-related personnel actions (e.g. reassignments, rate or NavyEnlisted Classification (NEC) code conversions when necessary orrequired).

d. Chief, Bureau of Medicine and Surgery (CHBUMED) willensure that medical personnel assigned to the operating forces ofthe Navy and Marine Corps, or otherwise assigned responsibilityfor the PRP have been instructed in the purpose of the PRP andtheir roles in support of PRP requirements.

e. Commanding officers and activity heads are responsible forPRP integrity and effectiveness within their command, to includeinsuring reviewing officials, certifying officials, PRP monitors,Competent Medical Authority (CMA) and other medical personnelsupporting PRP assessments are briefed in their PRPresponsibilities. Sound judgment, effective leadership andcontinual monitoring of day-to-day PRP application will result insuccessful PRP implementation.

7. Procedures

a. Each nuclear weapons certified ship, unit, activity ornuclear weapons capable ship, will formally designate a PRPcertifying official in writing to manage the requirements of thisprogram and to certify individuals for nuclear weapons assignment.Commands may designate a PRP monitor to assist the certifyingofficial in day-to-day administration.

b. Certifying officials will identify each PRP position aseither critical or controlled as defined by enclosures (1) and(2). The number of positions will be restricted to the minimumrequired to accomplish the mission.

(1) Only properly certified personnel will be assigned toPRP positions.

(2) When PRP positions become vacant, certified personnelwill be assigned as rapidly as possible.

(3) Certifying officials will reevaluate designated PRPpositions at least annually to determine the need for additionalpositions or the cancellation of unnecessary positions. Whenspecific positions are designated as PRP positions by higherauthority, the higher authority is responsible for conducting theannual review of the positions they designate.

(4) Procedures will be established to ensure that at leastone of the individuals satisfying the two-person policy has finalPRP certification to preclude simultaneous use of two interimcertified individuals.

c. Certifying officials will certify on the PRP Screening andEvaluation Record, OPNAV 5510/414 (3-94) that individualsoccupying PRP critical and controlled positions have the requiredsecurity investigation and clearance and meet the requirements and

reliability standards of enclosure (3).

d. The PRP Screening and Evaluation Record, OPNAV 5510/414(3-94), will be documented in accordance with the detailedinstructions provided in Appendix (A) to enclosure (4). AlthoughOPNAV 5510/414 replaced NAVPERS 5510/3 (3-75) screening form inthe Navy forms system, NAVPERS 5510/3 forms currently in use neednot be replaced until screening or rescreening makes replacementconvenient. References made to OPNAV 5510/414 in this regulationalso imply NAVPERS 5510/3. Once certified, the procedures forcontinuously evaluating certified personnel contained in enclosure(5) will apply.

e. When information is developed that raises questionsregarding an individual's eligibility to continue to perform PRPduties, a decertification may be appropriate. Detailedinstructions for decertification procedures are in enclosure (6).

f. Specific requirements for DON contractor employeesperforming PRP duties are provided in enclosure (7). DONcontractors may perform the duties of a PRP position only ifspecifically authorized by CNO (N09N2).

g. The issuance of this instruction does not, in itself,require the recertification of personnel who are assigned in PRPpositions.

h. Commanding officers and activity heads will ensure theappropriate initial and refresher training has been provided toreviewing and certifying officials and PRP monitors asappropriate. This initial and refresher training may beaccomplished via PRP-related formal courses, on-the-job training,newsletters, written guidance, or briefings. Refresher trainingwill be conducted annually and may be accomplished by review ofthe PRP guidance overview found at www.navysecurity.navy.mil anddocumented.

8. Action. Commanding officers or activity heads will ensurecompliance with the provisions of this instruction.

a. Permanent PRP decertification letters will be forwarded toCNO (N09N2) for Navy personnel and to CMC (MMEA-85) for MarineCorps personnel with a copy to CNO (N09N2). Detailed instructionsand examples are included in Appendix (A) to enclosure (6).

b. An annual report of PRP statistical information for the

calendar year must be submitted to CNO (N09N2) for Navy and MarineCorps personnel to be received no later than 15 January each year.Marine Corps PRP commands will also submit a copy of their reportto CMC (POS-30). Detailed instructions and required reportingformat are in enclosure (8).

c. Requests for waivers to PRP requirements will be submittedvia chain of command to CNO (N09N2) for consideration.

d. CNO (N09N2) will provide a copy of approved waivers ofcontinuous evaluation to Assistant Secretary of Defense forCommand, Control, Communications, and Intelligence (ASD(C3I)) forreview on a quarterly basis.

e. PRP-related forms, reports, letters and records mayrequire protective markings. Refer to SECNAVINST 5510.36 andSECNAVINST 5720.42F for guidance concerning the identification andproper marking of "For Official Use Only" information (e.g.,social security numbers).

9. Reports and Forms

a. Report symbol DD-C3I (A) 1403(5510) is assigned to theannual status report and is approved for 3 years from the date ofthis instruction.

b. The following forms are available through the Navy supplysystem per CD ROM NAVSUP PUB 600 (NLL):

DEFINITIONS

1. Access. Opportunity to tamper with or modify a nuclearweapon, critical nuclear weapon system component or positivecontrol/Nuclear Command and Control (NC2) material. A person isnot considered to have access if escorted and/or under observationby individual(s) capable of detecting unauthorized or incorrectactions.

2. Active Service. For assignment to the Personnel ReliabilityProgram (PRP), active service is: active duty in the U.S.military; employment in the Federal Civil Service, employment by aU.S. Government contractor involving access to classifiedinformation under the National Industrial Security Program;continuous Federal service; service as a cadet or midshipman inthe Military, Naval, Air Force or Coast Guard academy; members ofthe Selected Reserve as defined in reference (c). For PRPpurposes, the following apply:

a. An interruption in active service of over 24 monthsconstitutes a break in service.

b. It is not the intent of this regulation to allow repeated,short-term certifications into the PRP. Personnel must remain PRPcertified while assigned to a PRP position in order to afford thecertifying official the opportunity for continual evaluation.Personnel must meet at the minimum, the standards outlined inenclosure (5), paragraph 1.a., if permanent duty assignments donot permit routine observations on a day-to-day basis.

c. Assignment to a Reserve Officers Training Corps, theMerchant Marine Academy, or a Maritime Academy as a cadet ormidshipman is not considered to be active service.

3. Agency and Installation PRP Monitor. An individual in themilitary grade of E-5 or above, or a civilian employee in theequivalent grade (GS-7 or above), appointed to assist thecertifying official in the administration and day-to-day functionsof the PRP at DON commands. This individual reports directly tothe PRP certifying official.

4. Alcohol Abuse. The use of alcohol to an extent that it has anadverse effect on the user's health, behavior, family, community,or the DON and/or leads to unacceptable behavior as evidenced byone or more acts of alcohol-related misconduct and/or the illegaluse of such substances. (See reference (d)). Alcohol abuse mayinclude a diagnosis of alcohol dependence or alcohol abuse, or maybe demonstrated by an alcohol-related incident. (See enclosure(3), paragraph 2a(5), for specific guidance on pre-servicealcohol-related issues.)

5. Alcohol-Related Incident. Any substandard behavior,performance, or misconduct in which the consumption of alcohol bythe individual is a contributing factor as determined by thecertifying official in consultation with the Competent MedicalAuthority (CMA) (e.g., intoxicated driving, domestic disturbances,assault, disorderly conduct, personal injury, underage drinking,etc.)(See enclosure (3), paragraph 2a(5) for specific guidance onpre-service alcohol-related issues.)

6. Access National Agency Check with Written Inquiries (ANACI).A personnel security investigation for access to classifiedinformation conducted on civil servant employees by the Office ofPersonnel Management (OPM), including a NAC and written inquiriesto law enforcement agencies, former employers and supervisors,references, schools and credit check.

7. Armed. Equipped with a loaded firearm.

8. Central Adjudication Facility (CAF). The Department of theNavy Central Adjudication Facility (DON CAF) designated by theSecretary of the Navy to evaluate personnel securityinvestigations (PSI) and other relevant information and issuepersonnel security determinations.

9. Certifying Official. The DON military or civilian employeedesignated in writing by the commanding officer or agency head asresponsible for determining the acceptability of personnelassigned to nuclear weapons duties. The certifying official'sposition must allow sufficient personal contact with all commandPRP personnel to permit continual evaluation of their performanceand reliability. When contractor personnel are performing PRPduties, the certifying official will be the military or civilian

official designated in the contract to certify acceptability ofthe contractor personnel.

10. CMA. A U.S.-military privileged (licensed) healthcareprovider or a U.S.-privileged (licensed) healthcare provideremployed by, or under contract/sub-contract to the U.S. Governmentor U.S. Government contractor, specifically trained and designatedby the medical treatment facility commanding officer/officer incharge who is responsible for review of healthcare services orconducting clinical evaluations for purposes of the PRP.

11. Continuing Evaluation. The process by which a PRP-certifiedindividual is observed for compliance with reliability standards.This is an on-going process that considers duty performance, andon-and-off-duty behavior and reliability.

12. Controlled Position. A position whose incumbent, because ofassigned nuclear duties:

a. Has access, but no technical knowledge; or

b. Controls entry into areas containing nuclear weapons,nuclear components, or nuclear certified computer data, but doesnot have access or technical knowledge; or

c. Is armed and/or assigned duty for nuclear weapon securitythat would afford the opportunity to inflict damage to the weaponor, when joined, to its delivery system; or

d. Has been designated as a "certifying official" atoperational unit or staff activities with only designatedcontrolled PRP positions.

13. Counterintelligence Scope Polygraph (CSP) Examination. Apolygraph examination in which the scope of the relevantquestioning is restricted to specific counterintelligence topics.

14. Critical Position. A position whose incumbent, because ofassigned nuclear duties:

a. Has access and technical knowledge; or

b. Can either directly or indirectly cause the launch or useof a nuclear weapon; or

c. Controls access to or uses positive control materials oraccountability devices such as sealed authentication systems,Permissive Action Link (PAL) materials and related codes,strategic and tactical Nuclear Certified Computer Data (NCCD),nuclear targeting tapes or materials, emergency action messages,or release procedures for nuclear weapons; or

d. Has been designated as a "certifying official" atoperational unit or staff activities with designated "criticalPRP" positions.

15. Decertification. An action based on the receipt ofdisqualifying information to remove from the PRP an individual whowas previously screened, determined reliable, and certifiedcapable of performing duties involving nuclear weapons.

16. Disqualification. An action taken based on the receipt ofdisqualifying information to terminate the PRP qualificationprocess of an individual considered for, or in training leading tothe assignment to, duties involving nuclear weapons.

17. DoD Personnel. Active duty military personnel, members ofthe Selected Reserve, civilian employees of the DoD, or for PRPpurposes, DoD contractors and their employees.

18. Drug Abuse. The wrongful use, possession, distribution orintroduction onto a DON activity of a controlled substance,prescription medication, over-the-counter medication, orintoxicating substance (other than alcohol). ("Wrongful" meanswithout legal justification or excuse, and includes use contraryto the directions of the manufacturer or prescribing healthcareprovider, and use of any intoxicating substance not intended forhuman ingestion). (See enclosure (3), paragraph 2b for specificguidance).

19. Entrance National Agency Check (ENTNAC). A PersonnelSecurity Investigation (PSI) conducted in the same manner as aNational Agency Check (NAC) consisting of a records review ofcertain national agencies to include, as a minimum, a check of theDefense Clearance and Investigations Index (DCII), the Federal

Bureau of Investigation (FBI) headquarters records, and a namecheck of the FBI identification records.

20. Exclusion Area. A designated area immediately surroundingone or more nuclear weapons and/or systems. Normally, theboundaries of the area are the walls, floor, and ceiling of astructure, or are delineated by a permanent or temporary barrier.In the absence of positive preventive measures, entry into theexclusion area constitutes access to the nuclear weapons and/orsystems.

21. Limited Area. A designated area immediately surrounding oneor more exclusion areas and the outer or inner barrier orboundary of the perimeter security system.

22. National Agency Check (NAC). A PSI which includes, as aminimum, a check of the DCII, the FBI Headquarters records and atechnical fingerprint search of FBI/ID files.

23. NAC with Local Agency Checks and Credit Checks (NACLC). APSI covering the past 5 years and consisting of a NAC,verification of date and place of birth, and a check of local lawenforcement agencies and a review of credit records.

24. Nuclear Certified Computer Data (NCCD). Media containingnuclear mission or launch control data defined by reference (e).PRP requirements begin with the certification of the originalnuclear certified computer media master and end with thedestruction or decertification of the master or any certifiedcopy.

25. Nuclear Command and Control (NC2) Materials. Materials anddevices used in the coding and authentication processing andcommunication medium necessary to transmit release, execution, ortermination orders; and nuclear weapons targeting tapes or mediacontaining nuclear weapons targeting data.

26. Nuclear Command and Control (NC2) Positions. The followingare definitions and examples of NC2 positions:

a. Positions that provide personnel with access to NC2 codingand authentication processes and a communications medium necessaryto transmit nuclear release, transfer, execution, or

termination orders.

Example: Unified and/or Specified Commanders in Chief(CINC), Commander in Chief, United States Naval Forces Europe(CINCUSNAVEUR) nuclear command center emergency action officerswho decipher emergency action messages that direct/redirectnuclear force execution.

b. Positions in which personnel are involved in thepreparation and production of NC2 coding and authenticationdocuments and equipment.

Example: Unified and/or Specified CINC or headquarterspersonnel with access to nuclear weapons operational codes masterlists/tapes and/or numerical master lists of combinations and orresponsibility for quality assurance, and final verification.

c. Positions involved in the preparation and production ofnuclear weapons targeting tapes and materials.

Example: Selected personnel who certify TOMAHAWK Land-Attack Missile/Nuclear (TLAM/N) mission/targeting tapes or LaunchControl Center Data (LCCD).

27. Periodic Reinvestigation (PR). An investigation conducted atspecified intervals for updating a previously completed PSI.

28. Personnel Security Investigation (PSI). Any investigationrequired for determining the eligibility of DoD military orcivilian personnel and contractor employees for access toclassified information, acceptance or retention in the armedforces, or assignment to and retention in sensitive duties.

29. Positive Control Materials or Devices. Sealed AuthenticatorSystems (SAS), Permissive Action Link (PAL), Coded Switch Systems(CSS), Positive Enable Systems (PES), or Nuclear CertifiedComputer Data (NCCD) materials or devices.

30. Potentially Disqualifying Information (PDI). Any informationregarding, but not limited to, a person's physical, mental,emotional status, conduct or character, on-and-off-duty, that maycast doubt about that individual's ability or reliability toperform nuclear-related duties.

31. Proper Medical Authority (PMA). Any military or civilianprovider authorized and/or licensed to practice medicine and towrite prescriptions by Federal and/or State law; or its equivalentif the individual received treatment outside of the United States.Treatment of PRP personnel performed by PMAs must be reviewed byCMAs when new potentially disqualifying information is present.

32. PRP Administrators. Individuals who administer and assistin the administration of the PRP. (i.e. reviewing officials,certifying officials, PRP monitors, CMAs and other medicalpersonnel assigned to assist in administering the PRP.)

33. Random Urinalysis Testing. A program of substance abusetesting where each member of the tested population has an equalchance of being selected. Random testing may be either testing ofdesignated individuals occupying a specified area, element orposition, or random testing of those individuals based on aneutral criterion, such as a digit of the social security number.

34. Reviewing Official. The commanding officer, executiveofficer or designated DoD military or civilian official, at alevel immediately above that of the certifying official and who isresponsible for operations involving nuclear weapons, relatednuclear weapon systems and/or components.

35. Sensitive Position. Any position so designated in theDepartment of the Navy, the occupant of which could bring about,by virtue of the type of the position, a materially adverse effecton the national security. All civilian positions are either"special-sensitive," "critical-sensitive," noncritical-sensitive," or "nonsensitive."

36. Single-Scope Background Investigation (SSBI). A PSIconsisting of both record reviews and interviews with sources ofinformation. The period of investigation for a SSBI covers themost recent 10 years of an individual's life or since their 18thbirthday.

37. Suspension. An action used to immediately remove a memberfrom PRP duties without starting a decertification action.

38. Technical Knowledge. Knowledge that would allow anindividual to perform an intentional act on a nuclear weapon, a

critical nuclear weapon system component, or positive controlmaterial/NC2 material in a manner that could go undetected duringnormal monitoring or operations and could cause the unauthorizedpre-arming, arming, launching, releasing, disablement, ordetonation of a nuclear weapon or degradation of weaponperformance.

39. Two Person Policy. A system designed to prohibit access by alone individual to nuclear weapons and certain designatedcomponents by requiring the presence at all times of at least twoauthorized persons capable of detecting incorrect or unauthorizedprocedures with respect to the task to be performed. Alsoreferred to as the two-person concept.

40. U.S. Citizen . A person born in one of the followinglocations is considered to be a U.S. citizen for PRP purposes; the50 United States and the District of Columbia, Puerto Rico, Guam,American Samoa, Commonwealth of Northern Mariana Islands, U.S.Virgin Islands, the Federated States of Micronesia, and theRepublic of the Marshall Islands. PRP POSITIONS

1. General. The reliability standards established in enclosure(3) will be used to determine an individual's eligibility for aPRP position. All PRP positions will be formally designated aseither "critical" or "controlled" and will be restricted to theminimum number required to accomplish the mission. Onlycertified personnel will be assigned to designated PRP positionsand when PRP positions become vacant, certified personnel will beassigned as rapidly as possible. Typical PRP positions areidentified in appendix A to this enclosure.

2. Review of PRP Positions. Certifying officials willreevaluate designated PRP positions annually to determine theneed for additional positions or the cancellation of unnecessarypositions.

3. PRP Position Eligibility. Eligibility for assignment to PRPpositions, subject to the reliability standards in enclosure (3)will be confirmed in writing by a certifying official. Before anindividual is assigned to PRP duties, the certifying officialwill certify that the individual has the required PSI andclearance, will screen the individual in accordance with thereliability standards, will personally interview the individual,and will determine the individual is eligible and qualified forassignment to a PRP position.

RELIABILITY STANDARDS AND APPLICATION

1. GENERAL. The certifying official will evaluate thereliability and suitability of an individual for PRP duties basedon an assessment of the individual's personnel securityeligibility, physical and mental competence, judgment,dependability and attitude. The certifying official will considerall available relevant facts of the individual's current and pastduty performance, the results of the personnel securityinvestigation (PSI) (as appropriate), medical evaluations,supervisor's comments, and will apply the PRP qualifying anddisqualifying standards when making a determination regarding anindividual's ability to reliably perform PRP duties.

a. Qualifying. The following traits or conduct are expectedof all PRP members:

(1) Physical competence, mental alertness, and technicalproficiency commensurate with duty requirements.

(2) Evidence of dependability in acceptingresponsibilities and effectively performing in an approved manner;flexibility in adjusting to changes in working environment.

(3) Evidence of good social adjustment and emotionalstability and ability to exercise sound judgment in meetingadverse or emergency situations.

(4) Positive attitude toward nuclear weapon duties,including the purpose of the PRP.

b. Disqualifying. Any of the following traits or conduct isgrounds for the removal or disqualification of individuals fromthe PRP:

(1) Alcohol abuse;

(2) Drug abuse;

(3) Negligence or delinquency in performance of duty;

(5) Mental, emotional or other significant medicalcondition;

(6) Poor attitude or lack of motivation;

(7) Suicide Attempt and/or Threats; and

(8) Loss of Confidence.

2. APPLICATION OF DISQUALIFYING CRITERIA. The threshold usedwhen applying this disqualifying criteria is that the certifyingand reviewing officials will have no reasonable doubt regardingthe individual's reliability. Decisions will be made in theinterest of national security. The following expanded guidelinesare furnished to assist in making consistent reliabilitydeterminations:

a. Alcohol Abuse. An isolated incident of alcohol abuse isnot intended to be automatically disqualifying or to automaticallyrequire a decertification action. However, any alcohol abuseraises serious questions regarding an individual's acceptabilityfor initial or continued assignment in a PRP position.

(1) Alcohol Dependent. Individuals diagnosed as alcoholdependent will be disqualified or decertified from the PRP. Thereviewing official will determine whether a permanent or temporarydecertification is required after thoroughly evaluating theresults of information provided by the certifying official, whichshould include a personnel and medical records screening, amedical diagnosis and subject interview. Enclosure (6) providesguidance on determining appropriate decertification action.

(a) Permanent Decertification: Reinstatement to PRPduties of an individual decertified for alcohol abuse may beconsidered after the individual satisfactorily completes the 1-year formal aftercare program to include regular and frequentparticipation in meetings of Alcoholics Anonymous or a similar

organization, and total abstention from alcohol. A PRPqualification screening, to include a favorable prognosis by thecompetent medical authority and a psychological evaluation, willbe completed before requesting PRP reinstatement. Requests forreinstatement will be forwarded to the CNO (N09N2) or CMC (POS-30)via the chain of command.

(b) Temporary Decertification: Removal of thetemporary decertification may be considered after completion of180 days aftercare provided the member's conduct, jobperformance, compliance with aftercare program, abstention fromalcohol, and medical prognosis indicates favorable completion ofthe remaining aftercare program. Failure to satisfactorilycomplete the 1-year formal aftercare program or any additionalalcohol-related incidents will result in permanentdecertification.

(2) Alcohol Abuse. Individuals diagnosed as alcoholabusers but who are not alcohol dependent will, at a minimum, betemporarily decertified.

(a) After successful completion of the rehabilitationprogram, or treatment regimen prescribed by the CMA, removal ofthe temporary decertification may be considered provided themember has displayed positive changes in conduct, job performance,has fully complied with aftercare program requirements, and has afavorable prognosis by the CMA. Removal of temporarydecertification will be accomplished by formal rescreening.

(b) Failure to satisfactorily complete the aftercareprogram or any additional alcohol-related incidents will result inpermanent decertification.

(3) Isolated Alcohol Incident. Individuals whose abuse ofalcohol is characterized by an isolated alcohol-related incidentand/or for whom a formal counseling program or equivalenttreatment for civilian personnel may be prescribed will, at aminimum, be suspended from PRP duties in order to allow for a fullinquiry and medical evaluation. If a favorable rescreening cannot

be accomplished within 30 days, a temporary or permanentdecertification action will be taken, as appropriate.

(4) An individual prescribed alcohol awareness trainingmay be returned to PRP duties (prior to completion of thetraining) when the certifying official determines the individualis reliable based on an evaluation of the circumstances of theabuse and the medical evaluation.

(5) Experimental or infrequent underage alcohol use, pre-service underage alcohol use or incidents, or alcohol-relatedincidents while not in the PRP do not necessarily render anindividual ineligible for consideration for, or retention in, aPRP position. It is the responsibility of the certifying officialto determine the degree to which the pre-service/pre-PRPincident(s) impacts the reliability of the individual beingconsidered. While it is not the intent of this instruction torender these individuals ineligible for the PRP, acts of pre-service underage drinking that lead to identification ofadditional alcohol-related problems or other violations of the lawwill require CMA consultation.

b. Drug Abuse. Drug abuse is a violation of the law. Itdemonstrates a behavior pattern or action which is reasonablyindicative of a contemptuous attitude toward the law or otherduly-constituted authority. Any conduct which falls within thedefinition of drug abuse may be grounds for disqualification ordecertification.

(1) Any personnel determined to have pre-service or in-service abuse of any drug will be disqualified prior to initialassignment to a PRP billet or, if currently assigned, will bepermanently decertified except:

(a) pre-service or in-service cannabis use which wasacceptably screened under previous PRP guidance will not be thesole basis for disqualification or decertification, and

(b) pre-service experimental (infrequent) use ofcannabis derivatives will not necessarily be the basis for

disqualification or decertification, provided there is noadditional information that causes the certifying official todoubt the individual's reliability.

(2) Any personnel who abuse drugs while in the PRP will beimmediately and permanently decertified.

(3) Any personnel determined to have used hallucinogens(i.e. LSD, Mescaline, peyote, etc.) at any time will bedisqualified or permanently decertified.

(4) Any personnel in the PRP who use a Food and DrugAdministration (FDA) Schedule II, III, or IV anabolic steroid NOTprescribed by a physician will be permanently decertified.

(5) Any personnel in the PRP who inappropriately use nondrug substances to alter perceptions or mental faculties, such asglue or aerosol fumes, will be permanently decertified.

(6) Any personnel who have ever been involved intrafficking, cultivating, processing, manufacturing, or selling ofany illegal drug will be disqualified or permanently decertified.

(7) If the certifying official has any reason to doubt orsuspect an individual's reliability for PRP duties, re-evaluationis required in accordance with enclosure (4) paragraph 6b.

(8) It is not the intent of this instruction toautomatically disqualify or decertify any personnel from the PRPwho, in an effort to self medicate, inadvertently or deliberatelyexceed the recommended safe dosage on the medication's packagingof over the counter substances or who improperly use aprescription medication. If the certifying official suspects orthe individual admits to such improper usage, the individual mustbe suspended from PRP duties or the qualification screeningdiscontinued and CMA consulted. If after CMA evaluation andconsultation, the certifying official concludes drug abuse hasoccurred, the certifying official must decertify or disqualify theindividual.

c. Negligence or delinquency in performance of duty. Becausea good indication of reliability is past performance, thecertifying official will review the individuals work history forevidence of desirable traits, such as dependability, flexibilityand good attitude and judgment. Undesirable traits will beapparent by demonstrated poor performance on the job orunreliability evidenced by an unauthorized absence or desertion.In determining negligence, the certifying official must evaluateall aspects of the individuals actions, keeping in mind thatinstances of past youthful indiscretions are not necessarily proofof current unreliability or negligence.

d. Conviction of an offense, or involvement in a seriousincident. Conviction by a military or civil court of a seriousoffense including both felonies and misdemeanors, or involvementin a serious incident, act, or series of actions which areindicative of a contemptuous attitude toward the law or other dulyconstituted authority must be considered.

(1) Serious incidents include, but are not limited to, anycriminal or petty offense, assault, sexual misconduct, financialirresponsibility, inordinate number of traffic offenses, and/orchild or spouse abuse.

(2) Although the term "serious incident" is a relativeterm, any incident that causes concern on the part of thecertifying official regarding the individual's trustworthiness,reliability, or judgment will be considered as "serious" for thepurpose of this instruction. Any situation in which theindividual knows the law, regulations or requirements and simplydoes not choose to comply, can demonstrate a contemptuous attitudeand could be disqualifying.

e. Medical Condition. Upon consultation with a CMA, anysignificant physical, mental, or emotional condition, or aberrantbehavior, considered by the certifying official as prejudicial toreliable performance, must be considered for disqualification,decertification or suspension.

(1) Short Term. Any condition which could reasonably beexpected to be resolved within 6 months (e.g. broken hand, certainstress situations, medication which impedes performance, etc.) maybe the basis for a temporary decertification or suspension.

(2) Long Term. Commanding officers or activity heads willbe notified immediately of any individual being considered for orcurrently performing in a PRP position who has been diagnosed witha serious progressive illness. The primary consideration in alldeterminations must be the national security. (For example, thisincludes individuals with amyotrophic lateral sclerosis (ALS),multiple sclerosis (MS), active acquired immunodeficiency syndrome(AIDS) or those who test positive for the Human ImmunodeficiencyVirus (HIV). Individuals with AIDS or who are HIV positive willnot be treated differently than other individuals with a seriousprogressive illness solely on the basis of being diagnosed withAIDS or testing HIV positive.) The certifying official will takethe necessary actions to ensure that the individual is properlyscreened both medically and psychologically. As with anypotentially disqualifying medical condition, the certifyingofficial must decide each case on specific medical and otherpertinent evaluations of the individual involved.

(3) Aberrant Behavior. Aberrant behavior can beinterpreted to include a variety of behaviors or conduct.Individuals who hold PRP positions are expected to conductthemselves in accordance with a strict code of behavior whichrequires the use of exceptional judgment and reliability. Inaccordance with the reliability standards, "aberrant" suggests adeviation from what is expected normal behavior for holding a PRPposition. Aberrant behavior can be of long or short duration.Any bizarre or strange behavior, perverse activity, or aberrantmood (depressed or agitated), unsound behavior (impulsiveness,destructiveness) can be considered aberrant. In most cases amedical evaluation is appropriate to evaluate the mental oremotional state of the individual whose behavior is consideredaberrant.

f. Poor attitude or lack of motivation. Display of poorattitude or lack of motivation can be evidenced by a negative or

pessimistic attitude (arrogance, inflexibility, orsuspiciousness), which is detrimental to sound reliableperformance. Included in this are individuals who displayindications of excessive worry, anxiety, or apprehensionconcerning the duties of the PRP position. Also, individuals whoexpress an unwillingness to be assigned to nuclear weapons duties,profess to be conscientious objectors, or who give evidence ofobjecting to the bearing and use of arms when necessary will notbe assigned to nuclear weapons duties. It is intended thatindividuals who do not display a positive attitude towards PRPduties be considered for decertification or disqualification.

g. Suicide Attempt and/or Threats. Any suicide attemptand/or threat may be grounds for disqualification ordecertification. In determining reliability, the certifyingofficial must evaluate all aspects of the individual's action.Any suspected attempt and/or threat of suicide requires, at aminimum, suspension from PRP duties. The certifying official willrequest a mental health assessment/evaluation which will be usedin consultation with the CMA to determine whether adecertification action is warranted.

h. Loss of Confidence. If for any reason the certifyingofficial loses trust or confidence in a member's ability toperform PRP duties, the certifying official may decertify theindividual.

SCREENING AND CERTIFICATION PROCEDURES

The determination of acceptability for assignment to the PRP willbe made by the certifying official based on appropriate securityinvestigation, available personnel records review, medicalevaluation, personal interview and proficiency determination. ThePRP screening is used to proactively monitor and document theevaluation of individuals who are in, or who will be in, PRPbillets. The screening and evaluation requirements will varydepending on the individual's PRP status (e.g. in training for aPRP billet, previously screened for a PRP billet, currentlyoccupying a PRP billet).

1. INITIAL SCREENING. Certifying officials will use the OPNAV5510/414 to document the formal screening and certification ofacceptability of individuals assuming PRP duties. If anindividual who was previously in the PRP has been out of theprogram for more than 5 years, certification procedures forinitial screening apply. When an individual has had a break inactive-duty service for more than 24 months, initial screeningprocedures apply. The following screening procedures apply forall individuals who are initially screened for PRP:

a. Investigation. The investigation upon which certificationis based must have been completed within 5 years prior to the dateof initial assignment to a PRP position, with no break in activeservice (see definition in enclosure (1)) longer than 24 monthsbetween completion of the investigation and initial assignment andwill be submitted in accordance with reference (f).

(1) In cases where the investigation was completed morethan 5 years before initial assignment or where a break in activeservice exceeds 24 months after completion of the investigation, anew investigation is required.

(2) Reinvestigations are required every 5 years for allPRP position assignments and will be submitted in accordance withreference (f).

(3) The word "NAC", when used in this instruction includesthe Entrance National Agency Check (ENTNAC), the NAC, and theNational Agency Check plus Written Inquiries (NACI) conducted forcivilian employment.

(4) Critical PRP position. The investigative requirementfor initial assignment to a critical PRP position is a favorablyadjudicated Single Scope Background Investigation (SSBI) completedwithin the past 5 years. This requirement may also be satisfiedby a favorable SSBI Periodic Reinvestigation (SSBI-PR). If thereis no investigation to satisfy the requirements for initialassignment, the command must request an SSBI or SSBI-PR asappropriate.

(a) NC2 Positions. In addition to investigativerequirements, personnel selected for designated NC2 positions, inaccordance with reference (e), will be subject to a periodicCounterintelligence-Scope Polygraph (CSP) examination.Additionally, a urinalysis drug test will be administeredspecifically for the purpose of NC2 certification prior toplacement into the PRP and randomly thereafter.

(b) Initial Investigative Review. When initiallyscreening an individual for a critical PRP position, thecertifying official must review the results of the securityinvestigation. However the review of the investigation need notbe accomplished before final certification into the PRP. If it isdetermined that the investigation meets PRP standards, the resultsof the review will be documented on OPNAV 5510/414. Once theinvestigation has been reviewed and documented on OPNAV 5510/414for initial screening purposes, there is no requirement to repeata review of that investigation, regardless of changes in dutystation. There is also no requirement to review investigationsfor individuals initially screened under previous instructions.

When a PRP member or incumbent already has aninvestigation which supports final PRP certification, commandswill request a review copy of the investigation from the NavalCriminal Investigative Service Headquarters, Records ManagementDivision, Code 27DL, 716 Sicard Street SE, Suite 2000, WashingtonNavy Yard, Washington, D.C. 20388-5380. Requests will be inletter or message format stating the PRP requirement, and willidentify the subject, including full name, Social Security Number(SSN) and date of birth (DOB).

3. Although it may not be possible to retrieveand evaluate the results of the security investigation beforefinal certification, the certifying official shall make everyeffort to obtain, evaluate and document his review on thescreening form as soon as possible.

(c) Interim Certification. If it becomes necessary toconsider an individual for a critical PRP position and therequired investigation has not been completed, interimcertification is permitted under carefully controlled conditions,as set forth below:

1. The individual has been the subject of afavorably adjudicated ANACI, NACLC or SPR completed within 5years; or has been the subject of a favorably adjudicated ENTNAC,NAC, or NACI completed prior to the implementation date of thisinstruction, but no older than 5 years; or has been the subject ofa favorably adjudicated Background Investigation (BI), BackgroundInvestigation-Periodic Reinvestigation (BI-PR), Special BackgroundInvestigation (SBI), or Special Background Investigation-PeriodicReinvestigation (SBI-PR) completed more than 5 years ago providedthe investigation has not been invalidated by a break in activeservice exceeding 24 months (see enclosure (1) definition).

2. The required current SSBI request must havebeen requested prior to interim certification; and all otherrequirements of the PRP screening process have been fulfilled.

3. Individuals who are interim certified must beidentified to supervisory personnel, entry controllers directlycontrolling access to exclusion areas, and others as necessary,and may not be paired with another individual who is interimcertified, when the two-person concept is applicable.

4. Justification of the need for interimcertification must be documented by the certifying official.

5. Should the investigation not be completedwithin 180 days of the date of the request, the certifyingofficial will notify the command security manager who isresponsible for obtaining the status of the investigation from theDON CAF for DON military and civilian personnel and the DefenseIndustrial Security Clearance Office (DISCO) for contractors. Thecertifying official will decide whether to continue or withdrawthe interim certification based upon the determined status (i.e.if it appears that developed derogatory information is causing alengthy investigative process).

(5) Controlled Position. The investigative requirementfor initial assignment to a controlled PRP position is a favorablyadjudicated NACLC, ANACI or SPR completed within the past 5 years.The requirement may also be satisfied by a favorably adjudicatedENTNAC, NAC, or NACI, completed prior to the implementation dateof this instruction, but no older than 5 years. An existingfavorably adjudicated SSBI or SSBI-PR completed within the pastfive years will also suffice.

(a) When there is no investigation to satisfy therequirements for initial assignment, the command must request aNACLC or ANACI as appropriate. When requesting a newinvestigation the request must be properly annotated to reflectPRP assignment.

(b) Initial Investigative Review. When initiallyscreening an individual for a controlled PRP position, thecertifying official must review the results of the securityinvestigation, however the review of the investigation need not beaccomplished before final certification into the PRP. (Note: Nofile is created for favorable ENTNACS or NACS; therefore no suchreview is possible for these two types of investigation.) If itis determined that the investigation meets PRP standards, theresults of the review will be documented on OPNAV 5510/414. Oncethe investigation has been reviewed and documented on OPNAV5510/414 for initial screening purposes, there is no requirementto repeat a review of that investigation, regardless of changes induty station. (c) Interim Certification. Interim certification maybe authorized when an individual does not meet the investigativerequirements subject to the following conditions:

1. The individual has been the subject of afavorably adjudicated PSI completed within the last 5 years or hasbeen the subject of a favorably adjudicated SPR, BI, SBI, SSBI,SSBI-PR completed more than 5 years ago provided the investigationhas not been invalidated by a break in active service exceeding 24months.

2. The required ANACI or NACLC has been requestedand all other requirements of the PRP screening process have beenfulfilled.

3. Should the NACLC/ANACI not be completed within90 days of the date requested, the certifying official will notifythe security manager who is responsible for obtaining the statusof the investigation from the DON CAF or DISCO. The certifyingofficial will decide if it is in the best interest of the commandto continue the interim certification.

4. Individuals who are interim certified must beidentified to supervisory personnel, entry controllers directlycontrolling entry to exclusion areas, or other areas requiring atwo-person team.

5. An individual will not be paired in the two-person team with another individual also having an interim PRPcertification.

6. The justification for interim certificationmust be documented by the certifying official.

b. Clearance. Individuals functioning in PRP billets musthave been granted a security clearance commensurate with the levelof access to classified information required. The commandsecurity manager is responsible for providing clearanceinformation to the PRP certifying official.

c. Personnel Records. A detailed review by the certifyingofficial will be made of the individual's personnel record andother official records and information locally availableconcerning behavior or conduct which could be relevant to PRPstandards. The review will look for evidence of the individual'sacceptance of responsibility, exercise of sound judgment,effective performance, and ability to adjust to changes in theworking environment. Because the personnel records review isnormally completed early in the screening process, if it becomesapparent that an individual will not meet the PRP standards,appropriate documentation will be made to preclude furtherprocessing. For enlisted personnel, document page 13 (page 11 forMarines) indicating the member is unsuitable for PRP. Forofficers, prepare a letter of record and indicate the officer isunsuitable for PRP assignment and forward the letter to Commander,Naval Personnel Command (PERS 831) for inclusion in the masterservice record. For civilian employees, a memorandum for recordand/or an OPNAV 5510/414 record of unsuitability will be filed inthe official personnel folder (OPF). If the individual waspreviously formally certified, a formal decertification will beaccomplished in accordance with enclosure (6).

d. Medical Evaluation. As part of the required screeningprocess, medical histories and records, if sufficientlycomprehensive and current for the purpose, will be reviewed todetermine the candidate's physical and mental condition andqualifications under the standards of the PRP (see reference (f)for civilians). Screening of medical records will be performed bythe competent medical authority (see enclosure (1), definition 10)or other personnel specifically trained and designated in writingto perform that function. When the records review is conducted byother than the competent medical authority, and revealspotentially disqualifying information or raises a questionconcerning an individual's physical or mental suitability forassignment to a PRP position, the case will be referred to thecompetent medical authority for evaluation and/or additionalmedical examination (to be conducted as soon as possible). Theresults of the medical review revealing PDI will be documented byan SF 600 entry and provided to the certifying official who will

make the determination on the individual's eligibility to performPRP duties.

(1) Physician's Assistants (PA) and Hospital Corpsmen (HM)eligible to be assigned to independent duty under Article 9-15,U.S. Navy Manual of the Medical Department, are considered asspecifically trained to screen the medical records. If they areactually serving on independent duty in nuclear capable commandsas medical department representatives, they will be considered asboth trained and as having been officially designated to performthis function. HM (who are eligible but who are not actuallyserving on independent duty), PA, Medical Service Corps officersand nurses (Navy nurse corps and civilian nurses) may perform thefunction (screening of medical records) when specifically trainedto do so and designated in writing by the senior medical officer,commanding officer or activity head under whom they serve.However, when the medical records review discloses potentiallydisqualifying information the record must be referred to competentmedical authority for evaluation.

(2) If available medical records are not sufficientlycomprehensive or current, competent medical authority willconduct a medical examination (including psychiatric consultationwhen appropriate) as soon as possible to determine medicalqualification under PRP standards. The certifying official willbe notified immediately by the competent medical authority whenthe individual's physical or mental state raises questionsregarding the individual's ability to perform reliably in the PRPor if the evaluation indicates any past mental or emotionalinstability, drug or alcohol abuse, or the present need formedical treatment with medications affecting the individual'sability to perform PRP functions.

(3) Commanding officers, activity heads, reviewingofficials, certifying officials and inspectors are authorized toreview medical records of candidates and members of the PRP tomake PRP eligibility determinations. When appropriate, reviewwill be accomplished with the assistance of a competent medicalauthority who can advise on medical record data which might

require clarification. Release or discussion of the content ofmedical records is prohibited except as necessary for PRPcertification actions.

(4) When non-U.S. or non-DoD physicians or facilitiesprovide the government medical support, responsible U.S. medicalpersonnel will ensure that medical information relating topersonnel in the PRP is properly reported to the certifyingofficial. Individuals in the PRP who seek non-government medicaltreatment by non-U.S. or non-DoD physicians or facilities will beinstructed to notify the certifying official of the treatment.

(5) Hypnosis will not be administered to individualscertified under the PRP without the knowledge and consent of theindividual's certifying official. When screening an individualfor PRP duties who has undergone hypnosis, the certifying officialshould determine, in coordination with the competent medicalauthority, if any potential for degraded job performance ordiminished reliability exists.

e. Personal Interview. The personal interview can be highlyeffective in educating an individual regarding PRP requirementsand in eliciting valuable information to assist the PRP certifyingofficial in appraising an individual's suitability for PRPassignment. The personal interview will be conducted by thecertifying official (separate from the routine orientationbriefing for new personnel). The interview will emphasize theimportance of the assignment, the need to demonstrate reliability,the penalties for disqualifying conduct, and the programrequirements. Certifying officials will also ask questions of theindividual to determine the individual's attitude towards the PRPand towards performing nuclear weapon duties. Certifyingofficials need only interview the individual whose personnel andmedical records are favorably screened. The certifying official'spersonal interview should cover the following points:

(1) Spirit and Intent of the PRP. The intent of thisprogram is to prevent the possibility of an action that could leadto nuclear weapon damage or cause the unauthorized launch of a

nuclear missile or the unauthorized detonation of a nuclearweapon.

(2) Qualifications of Personnel Selected to Perform PRPDuties. Individuals must be stable and free from emotionaldisturbances, impulsive traits, or serious personal problems. Thehigh standards required for individuals working in these selectedduties cannot be overemphasized. The enclosure (3), paragraph 1,qualifying and disqualifying traits and conduct will be discussed.

(3) Individual's Responsibilities Under the PRP. Theindividual's responsibilities include monitoring his or her ownreliability, as well as the reliability of co-workers. It isimportant that the certifying official solicits information aboutunusual or undesirable activities or conduct and discusses thequalifying and disqualifying standards. He or she should stressthe importance of reporting unusual or undesirable conduct and theconsequences/potential dangers should that information not bereported.

(4) Decertification from the PRP. The certifying officialshould explain suspension, temporary and permanentdecertification, and the possible impact of these actions on theindividual (e.g., rating change, transfer to other command, etc.).Personnel must be informed that they cannot allow unreliableconduct such as alcohol abuse to conflict with reliability andsafety standards, and that an individual who has displayedirresponsibility or instability cannot be permitted to performnuclear weapons duties. The certifying official must stress theneed for an alcohol and drug free nuclear weapons environment. Ifindividuals suspect they have a problem that could bedisqualifying they are required to report it, and they areconsidered to be acting responsibly if they do and are more likelyto be retained in the PRP while resolving the problem.

f. Proficiency Qualification. To be certified proficient theindividual must be qualified by a formal course of instruction andexperience, or other supervised on-the-job (OJT) training andexperience (as required by the critical or controlled position),

and the individual must be determined proficient in the duties tobe performed. (Personnel who perform modification, retrofits,Limited Life Component (LLC) changes, etc., and EOD personnel andtheir supervisors must be qualified by a formal course ofinstruction and experience for the duties they are to perform).

(1) The experience factor may be achieved by OJT duringthe required instructional phase, or demonstrated by previous workexperience. The nature of the position will determine thenecessity for further experience or OJT observation followingformal training.

(2) The individual who certifies proficiency, if otherthan the commanding officer, activity head, executive officer, orthe certifying official, must be designated in writing.

(3) A certification of proficiency for PRP is independentof rating qualifications or certifications.

g. Certification of Acceptability. The determination ofacceptability for PRP assignment is based upon consideration andevaluation of all the information obtained during the screeningprocess. The certifying official will ensure that OPNAV 5510/414is completed and permanently maintained. Upon completion ofmilitary obligation, the OPNAV 5510/414 will be made a permanentpart of the military member's service record. For civilianpersonnel, the OPNAV 5510/414 will be filed in the OPF. AppendixA to this enclosure contains detailed instructions for completingthe form and a sample OPNAV 5510/414.

(1) For officers the OPNAV Form 5510/414 will be filed inthe Security Clearance/Access Information (Case) File (SSIC 5521)folder which will be provided to the member upon transfer forhandcarry to his next command. Upon separation from the militaryor permanent decertification the OPNAV 5510/414 will be forwardedto PERS 831 for permanent retention in the master service record.

(2) For enlisted personnel the OPNAV 5510/414 will befiled permanently in the enlisted service record.

(3) For civilians the OPNAV 5510/414 will be permanentlyfiled in the official personnel folder.

(4) If an individual previously certified into a PRPposition has been out of the program for more than 5 years,certification procedures for initial screening apply.

(5) OPNAV 5510/415 (3-94), or NAVPERS 5510/1 (3-71)"Record Identifier for Personnel Reliability Program" will bemaintained in the individual's service record, medical, and dentalrecords, security folder or official personnel folder, asappropriate as a PRP identifier until the individual ispermanently decertified or otherwise removed from PRP duties.

2. SCREENING INCIDENT TO TRANSFER FOR TRAINING. Commandsresponsible for transferring personnel to courses ofinstruction/training which will lead to a PRP assignment arerequired to do a preliminary screening before the transfer topreclude the expense of transferring obviously unsuitablecandidates. A preliminary screening consists of a personnel andmedical records review (ensuring the required PSI has beenrequested or is sufficient for PRP assignment) and a personalinterview. Preliminary screenings for Navy military members aredocumented on page 13 of the service record and for Marine Corpsmilitary members on page 11. Reference (h) identifies courses ofinstruction or training which require PRP preliminary screeningprior to transfer.

3. SCREENING AT TRAINING COMMANDS. Individuals who engage intraining leading to a PRP assignment must undergo a formal PRPscreening at the training command. Certifying officials attraining commands must be familiar with the PRP and designated inwriting to perform the screening but are not required to be in thePRP themselves.

a. The training command will first review the individual'spersonnel records to determine if a preliminary screening wasaccomplished and to ensure the absence of obviously disqualifyinginformation. If the individual does not qualify based upon this

records review alone, the training command will document in themilitary service record (page 13 for Navy military members andpage 11 for Marine Corps military members) that the member wasfound unsuitable for PRP training and assignment. The entry willidentify the command, the certifying official and the date thedetermination was made. The training command will then arrangefor disenrollment, rating conversion and/or other appropriateadministrative actions. There is no requirement to forward aformal report of disqualification to CNO (N09N2).

b. If the records review is satisfactory, the screeningprocess will continue, using the OPNAV 5510/414. Anyinvestigation required to support the individual's ultimateassignment will be initiated. Investigations that are completedand forwarded to the training command for review will be evaluatedand the review will be appropriately documented on the screeningform.

c. The training command will complete as much of thescreening and evaluation as possible, to include medical recordsreview, personal interview and, whenever possible, proficiency.Initial the blocks for items evaluated and make a slash markthrough blocks for the items that the training command could notevaluate. The certifying official will sign and date thecertification section at the bottom of the form.

d. Marines attending the Basic Security Guard Course who willbe eligible for PRP assignment will be screened for PRPeligibility prior to receiving orders to a PRP billet. Screeningprocedures found in paragraph 5c of this enclosure apply.

e. Once certified at the training command, if it isdetermined that the individual no longer meets the standards, aformal decertification is required.

f. The "Record Identifier for Personnel Reliability Program",OPNAV 5510/415 will be conspicuously attached to the permanentside of the appropriate personnel, security and health recordswhen accomplishing this first formal screening.

4. COMMANDING OFFICER SCREENING. Commanding officers have beenformally screened for command by a command selection board,therefore screening for the PRP will be minimal. An appropriatesenior in the chain of command (either operational oradministrative) will certify the incoming commanding officer.Continuous evaluation of commanding officers is provided by theiroperational or administrative commanders through the normalfitness report process.

5. ELIGIBILITY SCREENING. There are situations when commandswill be required to screen members for PRP eligibility when themember is NOT CURRENTLY IN A PRP BILLET at that command. Forthese situations the PRP standards will be applied to the extentpossible without applying the administrative procedures.

a. The need for continuous PRP eligibility applies toindividuals in ratings designated in reference (i) as requiringPRP eligibility and to personnel assigned as PRP incumbents (i.e.fleet regenerable assets).

b. Maintenance of PRP eligibility for individuals at commandswhere they are not in a PRP billet does not carry with it therequirement to reinvestigate or formally decertify. Commandsshould document any information that is potentially disqualifyingfor PRP and apprise COMNAVPERSCOM if a situation arises that mayaffect member's assignability or suitability. Commands also havean obligation to report unfavorable security information to DONCAF for clearance adjudication purposes.

c. In the event the individual receives orders to a PRPbillet, the transferring command must screen the individual fortransfer to the PRP billet ensuring the individual has theappropriate investigation, to preclude the expense of transferringan obviously unsuitable or unscreenable member. All informationthat is potentially disqualifying for PRP will be formallyevaluated at this time as part of the screening for transfer. Ifthe individual is ineligible for PRP, the individual will eitherbe disqualified by annotating the appropriate page of the service

record and notifying the originator of the transfer orders, or ifthe individual was previously formally certified for a PRP billet,a formal decertification will be accomplished in accordance withenclosure (6) to document the individual's change in status.

6. RESCREENING. Rescreenings are required when an individualtransfers to a new PRP command, when an issue develops thatrequires resolution through formal screening, and when anindividual progresses from a controlled to a critical PRPposition. The rescreening serves to document that the certifyingofficial has evaluated the record, is aware of all potentiallydisqualifying information and has made a determination regardingthe individual's continued PRP eligibility.

a. When gaining a PRP member. When an individual istransferred from one PRP assignment to another, the certifyingofficial at the new command must conduct a full screening of theindividual following enclosure (4), paragraph 1 procedures.However the transfer itself will not affect the individual'scertification for PRP duties unless the rescreen developspotentially disqualifying information that has not been resolved.

(1) Individuals currently in the PRP with a PSI over 5years old are not required to be removed from the PRP, or placedinto an interim PRP certification due to the age of theirinvestigation, provided the PR has been submitted. Interimcertifications are only necessary if the required investigativebasis for initial PRP assignment has not been completed. However,commands must make every effort to identify and requestinvestigations and reinvestigations as required.

(2) The certified record of prior investigation andclearance recorded on Part I of OPNAV 5510/414 is to be acceptedin rescreening at the new assignment. There is no requirement toreview previously evaluated personnel security investigative data.

(3) If no previous screening record is available todocument a previous PRP certification, the current PRP certifyingofficial may conclude that the individual was previously screened

as suitable when the service member so states and his/herstatement is substantiated by health or dental record entriescorroborating the individual's statement. Personnel records mayalso indicate previous PRP screening when one considers theindividual's enlisted rating, NEC, or officer designator combinedwith indications that the individual has previous duty stationsassociated with nuclear weapons or the nature of previous duty orschools attended indicate PRP requirements. A full rescreeningmust be conducted to include review of the investigation.

b. To document evaluation of developed information. Arescreening is required when an issue develops that requiresresolution through formal screening. The rescreeningdocumentation indicates that the certifying official has evaluatedthe record, is aware of all potentially disqualifying informationand has made a determination regarding the individual's continuedPRP eligibility.

c. Changing PRP positions. When an individual progressesfrom a controlled to a critical PRP position, a rescreening willbe conducted as appropriate.

d. When the certifying official changes. The new certifyingofficial should be briefed by the previous certifying officialconcerning the command's PRP program and will be fully apprised ofall PRP issues. A formal rescreening of each member is notnecessary.

e. When a member returns from extended temporary duty. Whenan individual returns to the parent command following TemporaryAdditional Duty (TAD) or Temporary Duty (TDY) (30 days or more),or when an individual's medical or service record is removed fromthe parent command in conjunction with the TAD/TDY (regardless ofduration), a records review should be accomplished to determinewhether a rescreening is appropriate.

CONTINUOUS EVALUATION

1. Individuals assigned to PRP positions or in ratings requiringPRP eligibility are subject to a proactive continuous evaluationof their reliability. The responsibility for ensuring continuouseligibility rests with everyone at the command. The individualassigned to the PRP position must apprise the certifying officialanytime a potential problem develops. The individual's co-workersmust report any incident or behavior which raises a questionregarding the individual's acceptability for PRP duties. Theindividual's supervisor must monitor performance and behavior andreport any potential problems to the certifying official. Thecertifying official is responsible for ensuring that all military,civilian, and contractor personnel assigned to PRP positions meetthe requirements of the continuous evaluation process.

a. The primary consideration for certifying officials shouldbe that the sum of the observation, both personal and throughsupervisor and peer observation and reporting, is sufficientlydetailed to provide a thorough evaluation of the individual. Theminimum standard for continuous evaluation requires routineobservation for at least 12 working days per month with no morethan 14 days between observations (excluding periods ofadministrative absence (leave/pass/temporary duty, TDY, or TAD)).While observation within the PRP environment should be primary,additional observation during duty as a Government civilianemployee, a private contractor of the Government, a militaryservice member or a combination of these can also serve to add tothe certifying official's evaluation.

b. The certifying official must ensure that everyoneunderstands the reporting requirements and must proactivelyresolve all reported and observed inconsistencies with PRPstandards. Individuals certified under PRP must be aware andagree that certain information/materials concerning theiractivities (medical, mental health, police, and employmentrecords, credit reports, etc) both on and off duty are to beprovided for review voluntarily to certifying officials, CMAs,inspectors and that failure to provide the requested materials mayresult in suspension or decertification.

c. Certification for personnel who do not meet the 12 daysminimum per month with no more than 14 days between observationsrequirement, but whom the certifying official believes should becertified, requires evaluation and approval by CNO (N09N2).Requests will be forwarded via the chain of command to CNO (N09N2)for consideration. Certifying officials will include a specificplan outlining the procedures developed to provide for theequivalent level of confidence as would be available throughregular day-to-day contact and peer reporting. A copy of thisplan and the CNO (N09N2) approval letter will be filed in theSecurity Manager's Security Clearance/Access Information (Case)Files and will retained for the duration of the individual'sassignment to these duties. This provision does not apply to thecertification of certifying officials, who must meet the minimumstandards for continuous evaluation.

d. For periods in which a PRP-certified individual was notsubject to the minimum continuous evaluation, the certifyingofficial must ensure that the individual's reliability duringthese times meets the requirements of this regulation. Thecertifying official will employ additional means and methodssufficient to assist in that determination, e.g., an additionalpersonal interview, periodic medical records review, additionaldrug screening, contact with civilian employer for reservepersonnel or previous supervisor, service/personnel recordsreview, periodic criminal records/history checks, credit checks,etc. When selected randomly for drug screening, personnel will berequired to submit to testing upon return to duty.

2. The certifying official will insure that the OPNAV 5510/415,"Record Identifier For Personnel Reliability Program", isconspicuously placed on top of the permanent side of personnel orsecurity folders and medical records to identify all individualswho are in the PRP and to alert personnel and medicaladministrators of the need to report to the certifying officialany information being included in these records that could affectthe individual's PRP eligibility.

3. Security Reinvestigation. All military, civilian, andcontractor personnel assigned to PRP positions will bereinvestigated every 5 years. The DON CAF will forward allderogatory information developed on PRP certified individuals tothe appropriate command security manager who will provide theinformation to the command's certifying official. The certifyingofficial will review this information and determine if theindividual's reliability is affected and conduct a rescreening asappropriate.

4. Medical Evaluation. Each time a PRP-certified individualvisits a healthcare provider including a Proper Medical Authority(PMA), all potentially disqualifying information regarding medicaltreatment, care or information that could adversely affect theirperformance, effectiveness or safety will be referred to a CMA forevaluation, documented in the individual's health record andreported to the certifying official. PRP certified civilians andcontractors visiting their private healthcare provider are alsorequired to inform their supervisor or certifying official of anypotentially disqualifying information regarding medical treatment,care or, other information that could affect PRP eligibility, andprovide documentation as appropriate.

a. When the CMA (or dentist when dental treatment isinvolved) determines that an individual's duty performance may beimpaired by medical care or the use of prescribed medication, thecertifying official will be notified to determine if theindividual should be suspended from nuclear weapon duties for theperiod of medical care or use of medication. It is not the intentof the PRP to automatically decertify an individual who has anillness, injury, or disease that requires hospitalization, sick inquarters, or extended leave of absence unless the condition isdiagnosed to be of a long-term or permanent nature, or isotherwise disqualifying by PRP standards. (Enclosure (6) providesguidance regarding suspension and decertification actions.)

b. When a military member in the PRP has received non-military medical or dental treatment (including Civilian Healthand Medical Program of the Uniformed Services referrals), the

competent medical authority shall review and determine the effectof the care on the individual. The results of that evaluationwill be recorded in the individual's medical records and thecertifying official will be notified to determine if a suspensionor decertification action is warranted.

c. PDI previously addressed by a CMA (which has beendocumented) need not be re-addressed or documented.

5. SUBSTANCE ABUSE TESTING. Because of the possible danger topublic health, safety and/or U.S. national security attributableto the failure of an individual to reliably perform PRP duties,mandatory random substance abuse testing of all military,civilian, and contractor personnel assigned to PRP duties isrequired. Further, substance abuse testing for personnel assignedto specially designated NC2 PRP positions will be administeredbefore the individual assumes those duties, and periodicallythereafter.

6. INDIVIDUAL AND SUPERVISOR RESPONSIBILITIES. Individualsassigned to PRP duties are responsible for monitoring their ownreliability and the reliability of others performing PRP duties.The failure to discharge those responsibilities may cast doubt onan individual's reliability. During personal interviews,certifying officials will make individuals aware of how problems,concerns, and circumstances may reduce individual effectivenessand impair capability or reliability. Individuals will advisetheir supervisors or certifying official of any factors that couldhave an adverse impact on their performance, reliability, orsafety while performing PRP duties. Individuals will informsupport agencies of their active PRP status before treatment orconsultation and will inform their supervisor or certifyingofficial when another individual in the PRP appears to be involvedin situations that may affect reliability. Supervisors areresponsible for monitoring the reliability of their subordinatesand will notify the certifying official of any potentiallydisqualifying information. An individual in PRP duties will beidentified to all co-workers so that information raising questions

about that individual's judgment or reliability can be reportedand acted upon without delay.

7. CRIMINAL INVESTIGATION OF INDIVIDUALS IN THE PRP. Reference(g) requires the Naval Criminal Investigative Service (NCIS) tonotify the "Immediate Senior In Command" (ISIC) when a member isunder investigation. It is incumbent upon the ISIC to apprise thecertifying official of an individual in the PRP who is underinvestigation and the circumstances of the investigation. Thecertifying official is not required to immediately suspend ordecertify an individual solely because an investigation has beenstarted. Any actions taken shall depend on the nature of theallegations and the sensitivity of the individual's PRP duties.After careful review of all the information, the certifyingofficial may either suspend, decertify, or allow the individualunder investigation to continue in PRP duties. In making thatdetermination, nuclear surety and national security will be theprimary consideration and will not be compromised to aid aninvestigation. Therefore, regardless of the status of theinvestigation, when nuclear safety or security is determined to bein jeopardy, the certifying official will immediately remove theindividual from the PRP.

8. CONTRACTOR PRP CONTINUING EVALUATION. Contractor employeeswho have been determined eligible and have been assigned to PRPpositions will be identified to the Defense Industrial SecurityClearance Office (DISCO), P.O. Box 2499, Columbus, Ohio43216-5006. The PRP certifying official will be informed uponreceipt of any information that may affect the reliability ortrustworthiness of a contractor employee under the PRP and theFacility Security Officer (FSO) will submit an adverse informationreport to DISCO. Additionally, DISCO will forward any adverseinformation received on a contractor employee assigned to PRPduties, to the certifying official with a copy to the FSO.

DECERTIFICATION/REINSTATEMENT PROCEDURES

1. FAILURE TO MEET THE RELIABILITY STANDARDS. Any individual whofails to meet the reliability standards specified in thisinstruction will not be assigned to, or continued in, a PRPposition or continued in training leading to a PRP assignment.Suspension or temporary/permanent decertification will proceeddepending on the circumstances, character, and transitory orcontinuing nature of the cause. The certification ofacceptability will be rescinded immediately upon the certifyingofficial's determination that an individual no longer meets PRPstandards.

2. SUSPENSION. A suspension is used to immediately remove amember from PRP duties without starting a decertification action.Although a recommendation to suspend an individual from PRP dutiesmay come from many sources, the certifying official must evaluatethe situation and determine whether suspension is appropriate.When suspended, an individual is still considered to be reliablefor the PRP, but because of the circumstances, is not authorizedto perform PRP duties (i.e. stress, medication, etc.).

a. A suspension will be used only when the individual'sreliability is not in question, when the problem is expected to beof short duration, and while conducting an investigation ormedical evaluation to determine if a situation or incident couldhave an adverse effect on an individual's reliability.

b. A suspension will include removal from PRP duties.Supervisory personnel will be advised of the suspension andcommand will take appropriate action to preclude exclusion areaentry by the suspended individual.

c. A suspension will not exceed 30 days. If the issue cannotbe resolved, or if the cause of the suspension lasts longer than30 days, the individual will be temporarily decertified until theissue is resolved and the individual is either returned to PRPduties or permanently decertified.

3. TEMPORARY DECERTIFICATION

a. Temporary decertification from the PRP will occur when anindividual needs to undergo a period of observation and evaluationfor compliance with the PRP reliability standards. It isappropriate when disqualifying traits or conduct are present(enclosure (3)), when a medical or psychiatric evaluation isincomplete, or when an individual is undergoing civilian court orcourts-martial proceedings or anytime when the certifying officialhas information that could be expected to affect an individualsjob performance or reliability, and a suspension is notappropriate. When the disqualifying factors or significantderogatory information would also impact on the individual'ssecurity clearance eligibility, the unfavorable information willbe provided to the command security manager for DON CAFnotification. Temporary decertification will be restricted tocases that qualify because of the transitory or indeterminatenature of the cause. Temporary decertification will not be usedif the facts dictate permanent decertification. Individualsremoved temporarily will be notified in writing within 15 workingdays by the certifying official, indicating the reasons fortemporary decertification, unless returned earlier to PRP duties.

b. Individuals who are temporarily decertified areimmediately removed from PRP duties. The commanding officer oractivity head and supervisory personnel will be notified of thetemporary decertification and the individual will be removed fromPRP duties and authorization lists until the temporarydecertification is removed.

c. The certifying official will expeditiously collectinformation essential to a decision regarding the termination ofthe temporary decertification or advancement to a permanentdecertification. In the event of suspected alcohol or drug abuse,or other physical, mental or emotional condition, the informationwill include a medical evaluation by competent medical authority.

d. Appropriate administrative procedures must be establishedto ensure that a temporary decertification is changed to either apermanent decertification or removed prior to an individual'spermanent reassignment to another duty station, separation,discharge, or retirement. If an individual must be reassignedbecause of medical or other emergency situation prior to a finaldecision on the temporary decertification, the transferringcommand will furnish the gaining command with a complete report ofthe circumstances surrounding the temporary decertificationincluding specific reasons why the individual is being reassignedin a temporarily decertified status. All other reassignments,including Permanent Change of Station (PCS) orders, will be heldin abeyance or canceled until temporary decertification issues areresolved.

e. The duration of a temporary decertification will notnormally exceed 180 days. However, temporary decertifications maybe extended in 30-day increments not to exceed 270 days providedthe extension and reasons for extension are documented. In caseswhere courts-martial or civil court proceedings are in progress,the certifying official will evaluate the underlying conduct orincident that prompted the temporary decertification.

f. If the cause of temporary decertification is corrected andthe member is determined to be suitable, rescreening andrecertification procedures apply.

g. Temporary decertification letters are not forwarded to CNO(N09N2) or CMC (MMEA-85).

4. PERMANENT DECERTIFICATION. Permanent decertification is aformal determination by the certifying official and approved bythe reviewing official that the individual no longer meets thereliability standards provided in enclosure (3) of thisinstruction and that the disqualifying reasons probably will notbe resolved in the near term. When a permanent decertification isdeemed appropriate the following procedures apply:

a. Notification of Decertification. Individuals who aredetermined by the certifying official to no longer meet thereliability standards will be permanently decertified. Thecertifying official will notify the individual concerned, inwriting, within 15 days of the determination. The writtennotification must provide the individual with the reason(s) forthis contemplated action, must give the individual the opportunityto make a statement on his/her behalf, and must inform theindividual that the case, including his/her statement, will beforwarded to the reviewing official for a final decision.Notification of the contemplated action (or final decision) neednot be given to an individual who is absent without authority orwho is incarcerated because of conviction of a criminal offense bycivil court or court martial.

b. Final Decertification. The reviewing official has 15 daysto consider any statements made by the individual and make a finaldecision. The reviewing official shall notify the individual andthe certifying official of the findings within 15 days. Once thereviewing official concurs with the permanent decertification thefollowing administrative requirements apply:

(1) The OPNAV 5510/415 will be removed from all personnel,security and medical records and the permanent decertificationwill be documented on the individual's OPNAV 5510/414.

(2) If a member is decertified for medical reasons,competent medical authority will annotate the SF-600 to read "Notqualified for assignment to nuclear weapons position by reason of(include reason(s))."

(3) The final permanent decertification letter will beprepared as detailed in paragraph 5 below. A copy will beprovided to the individual.

c. In most cases of permanent decertification from the PRP, aconcurrent assessment by the DON CAF of the underlying issue will

be necessary to determine the individual's continued eligibilityfor a security clearance. The underlying security significantinformation must be reported to the DON CAF by the commandsecurity manager. The decertification letter will state that thesecurity manager has been notified of all security significantinformation for report to the DON CAF.

5. LETTER OF PERMANENT DECERTIFICATION. A letter describing thefacts and circumstances surrounding each case of permanent PRPdecertification will be submitted to CNO (N09N2) for Navymilitary, civilian and contractor personnel and to CMC (MMEA-85)for Marine Corps military personnel with a copy to CNO (N09N2).The format is provided as appendix A to this enclosure. Thecommand will identify itself by title and Unit Identification Code(UIC)/Reporting Unit Code (RUC). The letter will include aconcise but complete statement of facts surrounding thedecertification, a statement by the member acknowledging receiptof notification of contemplated decertification, relevant medicalinformation, and any action taken, proposed or recommended withrespect to: disciplinary action, administrative separation, changein MOS, change in rating, change of NEC, and disposition of themember. The certifying official will notify the command securitymanager of any potentially disqualifying security clearanceinformation. It is then the command security manager'sresponsibility to notify the DON CAF via OPNAV 5510/413. The DONCAF referred action will be noted on the letter of permanentdecertification. The letter of permanent decertification will bemade a permanent part of the permanent personnel record formilitary members and will be filed in the OPF for civilianemployees. The procedures for decertification of contractoremployees are provided in enclosure (7).

6. DISPOSITION OF PERSONNEL PERMANENTLY DECERTIFIED FROM THE PRP.A decertification action is not punitive and does not, in itself,constitute grounds for disciplinary measures. However, neither isit a bar to any disciplinary or administrative measures otherwise

deemed appropriate for the underlying issues, which caused thedecertification.

a. An individual who has been permanently decertified fromthe PRP must be removed from PRP duties.

b. Further administrative or disciplinary action such asrating conversion must proceed in accordance with appropriateregulations.

7. In rare cases an individual who is initially suspended ortemporarily decertified may be permanently decertified withouttheir acknowledgment when the suspension or temporarydecertification was for serious physical injury or medicalcondition resulting in a permanent disability, medical retirement,or termination, and obtaining the individual's acknowledgment isdetermined upon consultation with CMA to be detrimental to theindividual's health. The Reviewing Official will determine whenpermanent decertification without the individual's acknowledgmentis warranted, and ensure the procedures are not employed merely tocircumvent normal permanent decertification procedures.

8. REINSTATEMENT OF PERMANENTLY DECERTIFIED PERSONNEL. Whensufficient justification exists, personnel permanently decertifiedfrom PRP duties may be returned to PRP duties provided thedisqualifying problem no longer exists and a positivedetermination can be made that the individual currently meetsprescribed reliability standards.

a. Prior to making a recommendation for reinstatement,commanding officers must evaluate the potential for recurrence ofthe disqualifying condition or circumstances prior to arecommendation for reinstatement. This evaluation may includeconsultation with competent medical authority and will include arecords review.

b. Although clearance eligibility is not specifically a PRPrequirement, most PRP duties are sensitive and require access toclassified information. When a command pursues reinstatement, itis considered prudent to resolve any questions regarding securityclearance eligibility with the DON CAF, to avoid reinstating anindividual who will not be permitted to perform the requiredclassified nuclear weapons duties. Requests for reinstatementshould include clearance eligibility information.

c. Requests for reinstatement will be submitted to CNO(N09N2) for Navy military and civilian personnel and CMC (MMEA-85)for Marine Corps military personnel, via the chain of command andwill include detailed supporting justification. Justificationwill provide a thorough summary enumerating the decertificationissues and will include the type of duty assignment proposed. CNO(N09N2) will consult with COMNAVPERSCOM (PERS-08) and will make afinal determination as to the individual's eligibility forreinstatement into the PRP. Requests for reinstatement may bedisapproved at any level in the chain of command.

d. In the case of submarine disqualified enlisted personnelseeking both reinstatement into the PRP and submarine servicerequalification, only one reinstatement request package isrequired. The reinstatement request will be forwarded andendorsed via the chain of command to CNO (N09N2) for the PRPdetermination, with a copy to COMNAVPERSCOM (PERS-403) for thesubmarine duties determination. In addition to requirementsspecified in applicable type commander instructions for submarinereinstatement, the request must specifically include a detailedsupporting justification including the type of duty assignmentproposed. Enlisted members requesting submarine and PRPreinstatement who were force-converted to other ratings must alsoinclude a request for reinstatement of their original rating, ifdesired. CNO (N09N2) will consult with PERS-08 and will make afinal determination as to the individual's eligibility forreinstatement into the PRP. PERS-403 will then make the finaldetermination as to the member's eligibility for rating and

CONTRACTOR REQUIREMENTS FOR THE PRP

1. Contractor employees may perform nuclear weapons duties onlyon those specific DON installations or cleared contractorfacilities authorized by the Secretary of the Navy's designee (CNO(N09N2)).

2. The criteria set forth below will be incorporated into allcontracts either via the "CONTRACT SECURITY CLASSIFICATIONSPECIFICATION" (DD Form 254) or included as a contract provisionand identified as requirements of the PRP;

a. DON contractors must meet all the PRP requirementsestablished by this instruction.

b. Contractor employees performing services in PRP positionsmust meet PRP reliability standards and investigative requirementsof this instruction.

c. Contracting facilities must:

(1) Request the required investigations to support PRPdeterminations. These requests will be processed through thecommand element for endorsement and forwarded by the FacilitySecurity Officer (FSO) to the Defense Industrial SecurityClearance Office (DISCO) P.O. Box 2499, Columbus, OH 43216-5006.

(2) Periodically instruct managerial, supervisory,medical, and other contractor personnel of the purpose, standards,and procedures of the PRP. Periodically instruct and inform eachemployee assigned to work in a PRP position that the assignment issubject to the standards and procedures of the PRP.

(3) Ensure that employees assigned or scheduled to beassigned to a PRP position undergo a medical examination andevaluation, are subject to random urinalysis testing, andprovide the certifying official with results for evaluation.Ensure contractor personnel assigned to NC2 PRP positions aresubject to periodic CSP testing. Immediately report any adverseinformation about such employee(s), relevant to the standards forassignment under the PRP, to the certifying official.

(4) Provide for sufficient observation by contractorsupervisory personnel of employees assigned to PRP positions,except when such employees are assigned to a DON command under thedirect supervision of DON personnel in which case the

certifying official will be responsible for such observation.

(5) Assign to the duties of a PRP position only thoseemployees eligible, according to the certifying official, underthe standards of the PRP.

(6) Temporarily remove an employee from a PRP positionimmediately upon receipt of information that is, or appears to be,reason for decertification from assignment under the standards ofthe PRP.

(7) Notify the certifying official immediately oftemporary removal and the reasons therefor.

(8) Notify appropriate activities so that entry authorityand access lists may be updated to bar decertified personnel.

(9) Immediately remove an employee from a PRP positionupon notification by the certifying official that the employee hasbeen temporarily decertified.

(10) Reassign the employee when notified by the certifyingor reviewing official that the employee has failed to meetreliability standards or has been permanently decertified.

(11) Provide DISCO a list of all contractor employeesassigned to PRP positions. Update lists as warranted. The listswill include full name and social security account number, plusname and address of the employing contractor facility and thename, address, and Defense Switched Network (DSN) telephone numberof the certifying official.

(12) Provide all PRP permanent decertification actions toCNO (N09N2) and submit an adverse information report with a copyof the permanent decertification to DISCO for inclusion andretention in the permanent record.

INSTRUCTIONS FOR PREPARATION OF ANNUAL STATUS REPORTS FOR PRP

1. Every Navy command with a PRP (including DON schools whoconduct pre-screenings for PRP eligibility) will submit an annualPRP status report to CNO (N09N2), to be received no later than 15January.

2. Every Marine Corps command with a PRP will submit an annualPRP status report to CNO (N09N2) with a copy to CMC (POS-30), tobe received no later than 15 January.

3. Commands who close out their PRP programs will also submit anannual PRP report at the time of close out.

4. Reports will be mailed to: CNO (N09N2), 2000 Navy Pentagon,Washington, DC 20350-2000 or faxed to (202) 433-8849, DSN 288-8849.

5. These reports will include (for the preceding year endingDecember 31 or the date of close out), the requested informationaccording to the attached format.

6. Statistics will be provided under the column that indicatesthe command or activities geographical base of operations (i.e.Continental United States, Europe, and Pacific regions). U.S.Navy ships will provide reportable information under the U.S.category.

7. Since decertifications generally include more than one issue,the decertification action should be accounted for once under thepredominant issue only.

8. Members screened for PRP eligibility at DON schools may usethe "Remarks" section to identify personnel "disqualified" priorto PRP certification.
