– Lead time needed since CIQ officers will travel to NTTB from NTAA prior to arrival.

• Visa requirements for crew and pax must be met (when applicable).

prior to arrival.

• Once approval is given by authorities, schedule and pax information CANNOT be

revised.

• Any revisions after authorization will require aircraft to clear in NTAA.

• Per the AIP, it will be closed at the following times:

– 1600Z-2300Z first Friday (0000LCL-0700LCL Saturday) of EVERY month or second

Friday if the first one is a public holiday. Runway closed to all traffic except medivac and

emergency flights. Advance notice of 30 minutes is required for emergency opening of

runway.

– 0500Z-0515Z, 1030Z-1045Z, 1600Z-1615Z and 2300Z-2315Z daily runway closed for

inspection. Aircraft to expect delay.

– 1600Z-1800Z EVERY Tuesday and Friday (0000LCL-0200LCL Wednesday and

Saturday) of EVERY month. Runway closed to all traffic except medivac and emergency

• Disinsection is internationally recognized as being an effective measure to

manage the hitchhiker insect species (such as fruit flies) and insect transmitted

diseases (such as malaria and blue tongue disease) associated with international

air travel.

• Australia and New Zealand authorities operate together to harmonize procedures

between the two countries to protect them both from any infestations.

– Residual and Pre-embarkation (cabin) - Can only be done by operators who have

entered into an agreement with the Ag Department or MPI.

• Both of these can be done without passengers on board the aircraft.

government entities.

• Operator is responsible for completing certificate detailing the cabin and hold

treatment and that the exhausted or partly used cans remain onboard until the

intended destination is reached.

– Certificate examples can be found in appendices of the Schedule of Aircraft Disinsection

Procedures for Flights into Australia and New Zealand.

– Cans used for hold can remain there for collection by ground crew.

• Failure to follow disinsection requirements will result in the aircraft being sprayed

on arrival before any person disembarks or cargo is removed.

– This will result in a fee if done in Australia.

– Australian inspectors must remain on the plane during the process, whereas New

Zealand officials may leave.

• Due to EPA regulations, the aerosol cannot be shipped to the U.S.

• It can, however, be purchased in Canada, UK, and most locations throughout

Asia and the Pacific islands.

• There are some FBOs in Hawaii that keep a stock on hand for the private and

charter operators going to Australia or New Zealand.

– As of early March, some of the FBOs have stock while others are running low. Check

with your handler before leaving if planning to travel via Hawaii.

• Per Hawker Pacific – YSSY, some of their regular operators buy in bulk while in-

country to use for future flights.

• Method refers to a two-part process consisting of pre-flight and top of descent

spraying.

• Timing of the pre-flight spray allows overhead and coat lockers and toilets to be

opened and properly sprayed with minimum inconvenience to passengers.

• Pre-flight spraying is followed by a further in-flight spray of a non-residual

insecticide, carried out at top of descent.

• The treatment lasts for the duration of the single flight sector.

• Procedure for treatment can be found in section 4 of the Schedule of Aircraft

Disinsection Procedures for Flights into Australia and New Zealand.

• Spray rates for GA type aircraft can be found at:

• List gives information for cabin, forward hold, and rear hold spray amounts.

– Hold amounts are given where they can be accessed internally.

• Cabin spray delivery rates are one gram/second for both Pre-flight and TOD. And

have been rounded up to the nearest 5g.

• Amount of spray required for external holds (seconds discharged) relates to the

total “external access only” holds.

– Pre-Spray may be used to spray any cargo and baggage holds.

– 1-shot aerosols can be used for holds on any aircraft, but excess amounts of spray may

activate the smoke detectors).

• The arrival disinsection method will take place…

– If Operator has not performed Top of Decent method or not performed it correctly.

– If agreed method of disinsection (Pre-Embarkation or Residual) has not been performed

correctly.

• PIC is responsible to notify government agency if disinsection has not been

undertaken.

• Notification must be given prior to arrival to enable Officers/Inspectors to meet

the aircraft and supervise/perform the on-arrival disinsection treatment.

• Procedure for treatment can be found in section 6 of the Schedule of Aircraft

Disinsection Procedures for Flights into Australia and New Zealand.

• Australia Passenger Exemption

– Can only be done through Department of Health.

– Department of Health must receive requests for exemption no less than one (1) week

prior to the passenger's scheduled departure date.

– Exemption can only be given for on-arrival disinsection.

• New Zealand Passenger Exemption

– Passengers seeking an exemption on medical grounds can speak to the officer prior to

any on-arrival treatments.

– Contact MPI for more information on aerosols to be used.

– Crime, demonstrations, and terrorism are primary concerns.

– Majority of protests are peaceful, but on occasion become violent.

– Terrorism remains a relevant concern throughout Indonesia

• 14 JAN 2016 terror attack highlights the risk.

• Recommendations

– Aircraft guarding is recommended at WIHH due to increased probability of terrorist

attacks and instances of employee theft.

– Secure transportation is recommended for all ground travel.

• General crime, like petty theft, is greatest risk.

– Violent crime affects locals more than business travelers/tourists

• Social, political, and religious demonstrations occur frequently.

– Anti-Western sentiment is high. Policies of states like Australia and U.S. can inspire

protests which can become violent.

• Religious tensions occasionally spark violence.

– Many mob attacks on Ahmadiyah mosques in recent years.

– The Islamic Defenders Front (FPI) leads many of these.

– Avoid all Ahmadiyah mosques due to longstanding threats against the revivalist sect.

• 14 January 2016: First terrorist attack since 2009. Militants conducted a

coordinated attack in Jakarta in the vicinity of the Sarinah Mall and the U.N.

office. Seven people killed (two civilians and five assailants) and at least 20

injured. Islamic State (IS) affiliated cell responsible. Took place after several

weeks of warnings from the Indonesian government regarding a heightened risk

of a terror attack in Jakarta.

• 10 February 2016: ~ 20,000 contract govt workers protest in Central Jakarta,

causing traffic disruptions. Authorities deployed approximately 9,000 security

personnel, but there were no immediate reports of violence.

• 15 February 2016: Authorities claimed that stopped a plot to attack WIII. It’s

unclear how close the attack was to being carried out.

Message:

– “Following the terrorist attack in Jakarta on January 14, 2016 the U.S. Embassy would

like to remind citizens traveling to or residing in Indonesia to exercise a high degree of

caution because of the ongoing threat of extremist violence throughout Indonesia. We

advise U.S. citizens to remain aware of their surroundings at popular tourist and holiday

destinations, such as Bali and Lombok, and when visiting shopping malls, nightclubs,

bars, restaurants, hotels, and places of worship.”
