    A white male described as being in his late 20s to ear-

    ly 30s, about 5 feet 8 inches tall, about 110 pounds withshort brown hair wear-ing a baseball cap, darkpolo shirt and washedblue jeans is beingsought in connection

    with armed robberiesin St. Clair Shores andClinton Township.

    The St. Clair Shoresrobbery took place at8:18 p.m. Saturday,Sept. 7, at the Shell gasstation on 10 Mile road.The suspect entered thestore carrying a plastic

    bag, went to the cooler, chose a Mountain Dew andheaded for the register operated by a 41-year-old St.Clair Shores woman. The man produced a knife fromthe plastic bag and demanded the woman open thecash register.

    The woman later told police she was so nervous shehad a hard time opening the drawer. The man camearound the corner to the register and eventually the

    woman got the drawer open and handed over about$250 in cash.

    The suspect left the plastic bag and Mountain Dew onthe counter, left the store and fled westbound on 10Mile.

    St. Clair Shores officer Chris Periatt and K-9 Hondotracked westbound from the station to a nearby apart-ment complex parking lot where Hondo lost the scent.

    Police processed both the plastic bag and pop bottle.No evidentiary results were noted.

    The store owner said the surveillance camera was notworking and no video is available.

    Det. Sgt. Dave Centela said the suspect is also be-lieved responsible for a robbery at a 7-Eleven in ClintonTownship.

    The Cool CityCommittee entrustedthe decoration of the of-ficial lighthouse sculp-ture to the CulturalCommittee back in July.Since then, the grouphas been working ondesign and decorationof the sculpture. Thefinished product was of-ficially unveiled to thepublic last week.

    The citys estimatedthree-year water meterreplacement program,started about 9 monthsago, is apt to finishahead of schedule,Department of Public

    Works Director BryanBabcock told city coun-cil last week.

    Babcock provided aquarterly report on the

    replacement program,saying work is now tak-ing place between 10Mile and Frazho and es-timates installation tobe completed in 20months.

    Babcock said thereare 25,000 water ac-counts city-wide, last

    year about 7,000 meterswere replaced, morethan 5,000 installed sofar this year with about11,000 more to go.

    It is going muchquicker than I anticipat-ed, Babcock said, add-ing the work is beingdone by four installers.

    Things are goingvery well, he said.

    Babcock began his re-port by reminding resi-dents how the program

    works and explained

    residents in the next tar-geted areas will first re-ceive a brochure fromthe city explaining theprogram about one tothree weeks before in-stallers will be in the ar-ea. At that time, resi-dents are asked toschedule an appoint-ment to have the workdone.

    In preparation, heasked residents to clear

    a space in their base-ments to allow installersaccess to the meters.

    We dont need you toclean the whole base-ment, just give enoughroom for installer tokneel next to your watermeter, Babcock said,adding the installationprocess takes about 20minutes or less.

    To make it easier, heasks residents to exer-cise the water valves lo-cated on both sides ofmeter and valvesaround the house. If the

    valves seize, he said themeters cannot bechanged until the neces-sary repair is made.

    Its a good idea to getin the habit of usingthem. If theres an emer-gency and you need to

    shut off your water, itscleaner if you can shutthem off from inside

    your house, he said ,adding its also impor-tant someone at least 18

    years old be home at thetime or the installerscannot legally enter.

    numbers on the interiormeter and installs thenew one which sends asignal daily to city hallfor meter reads.

    Within this city of12,000 or so houses,5,000 residents have re-quested the larger recy-cling bins offered freefrom the citys new con-tracted trash hauler,Rizzo Disposal.

    They are very popular,much more so than Ithink any other commu-nity has had in participa-tion, Department ofPublic Works DirectorBryan Babcock told citycouncil last week. Rizzoor the city did not antici-pate this many orders.

    The new $22 million,8-year contract with RizzoDisposal is not only lower

    than previously paid toWaste Management, butincludes free 64-gallon re-cycle bins with attachedlids for residents who re-quest them.

    The company alsoagreed to pick up largercart-type receptacles at noadditional charge unlessmore than 10 percent ofresidents take advantageof the system. Should that

    happen, the annual fee in-creases by about $60,000annually, which is still lessthan what was being paidunder the old contract,city officials said.

    The carts, which are notmandatory, can be pur-chased through the cityfor $37.09 for a 64-gallonand $43 for a 96-gallonand come with a 10-year

    warranty. The larger cartsare now in stock at cityhall.

    Rizzo will continue topick up refuse bagged orin traditional type con-tainers and recycling inbins already in use. Largebrush pickup remains inthe contract and leaf pick-up extends into the sec-ond week of December.

    In addition, the compa-ny agreed to host an an-nual hazardous waste re-

    cycling program previ-ously sponsored byMacomb County througha grant that is no longeravailable.

    City officials said in pri-or years, refuse collectionaveraged between $2.8and $2.9 million annually.The eight-year contract

    with Rizzo is about $2.7million per year.

    vice fee which Babcocksaid is to cover the costof the city sending me-ter readers to individualhouses. Thus far, 46 res-idents selected the opt-out plan.

    Babcock said anotheradvantage to the anten-na readouts is it alerts

    the city to high wateruse from one of its cus-tomers. Once a quarter,he said, the water de-partment reviews thedata in search of redflags which can indi-cate the presence of bro-ken water pipes or otherequipment malfunc-tions.

    He said several havebeen found since theprogram was imple-mented.

    At the request ofCounci lman JohnCaron, Babcock willprovide current pro-gram costs to determineif the program fits with-in the budget.

    when dro pping the irchildren off for school.

    The city, in conjunc-tion with the police de-partment, is changingthe parking rulesaround the school toprevent back-ups andpotential accidents.

    A traffic study con-ducted during the 2004-05 school year indicatedthe traffic volume in thearea did not indicate aneed for change.However, according toCity Manager PhilLudos, things havechanged and news

    signs are warranted.When I went to

    school, when a lot of theresidents went toschool, they walked,

    Ludos said, adding thathas changed and anumber of parents now

    drive their students toand from school daily.

    Ludos said hes talkedwith police chief MikeWalleman and the pairdetermined existingsigns will be removed

    and no parking, stop-ping or standing signs

    will take their place.Ludos said the

    Lakev iew Publ icSchools District agreedto include the changesin a newsletter to be

    sent home withGreenwood studentsexplaining the changes.

    Once the new signsare in place, Ludos saidthe police department

    will give parents a two-week grace period toconform. After that,tickets will be issued to

    violators.About 10 percent of

    the parents will read thenewsletter and complyand the other 90 per-cent wont and will gettraffic violations,

    Ludos said.Walleman is provid-

    ing a diagram of wherethe new signs will beposted, some of which

    will not allow parents todrop their children off

    on the opposite side ofthe street, discouraging

    students from crossingthe street.

    City attorney RobertIhrie is slowly makingheadway on cleaning up apair of eyesores in the city.

    Ihrie told council at itsAug. 19 meeting hes try-ing to swing a deal withthe owner of a boarded uphouse on Broadway be-hind the Jimmy Johns onHarper.

    Councilman ChrisVitale brought up the lo-

    cation earlier last month,hoping the city could in-fluence the property own-er to, at minimum, paintthe oriented strand board

    used to cover the brokenwindows in an attempt tomake the sight a bit moreattractive.

    Ihrie reported thehomeowner lives in

    Australia and is workingon a deal to sell the houseto the business ownersfronting Harper who in-tend to demolish thehouse and use the proper-ty as a parking lot.

    If the owner fails to re-spond, Ihrie said he will

    continue to seek an orderof demolition through thecourts.

    The second property ison Detour of which Vitale

    previously asked if thecity could condemn thehouse but maintain thenewer garage on theproperty. Ihrie reportedhe sent a list of extensiverepairs needed to thehouse which must becompleted in 60 days tothe property owner, PNCBank. Ihrie also offeredanother option, demo thehouse, keep the garageand give the bank 18months to construct a

    new house on the proper-ty.

    The centers annualapple pie fundraiser is infull swing and, accordingto volunteer MarilynMcClure, this yearsbatch of pies and pie kitsshows great promise forthe taste buds.

    The apples are greatthis year, she said.Theyre going to makethe best pies weve everhad here.

    unteers will peel morethan 90 cases of apples,prepare and bake morethan 1,000 pies and as-semble a multitude of piekits to sell to the hungrypublic all within a weekstime.

    We started the peelingon a Sunday this year,she said. And we got a

    good turnout for that,too.

    The pies are $10 eachand available at the se-nior center located onPleasant west of LittleMack.

    The apple pie fundrais-er continues through the

    weekend, althoughFickau said the pies gofast.

    I think if someone iswaiting until Saturday toget one they might not be

    able to, she said. Theygo fast.

    From 1 to 8 p.m.Friday, Sept. 19, and con-tinuing from 10 a.m. to 8p.m. Saturday, Sept. 20,during the centers firstannual Made inMichigan Market on thegrounds of the seniorcenter.

    The hockey game, pre-sented by GTJFoundation, is slated for

    7:30 p.m. Saturday, Sept.21, at Civic Arena and

    pits the citys police andfire departments againstone another on the ice.

    Tickets are $10 andcan be purchased at thesenior center offices orat the gate the night ofthe game.

    All the money raisedat these events goes di-rectly to the center,Fickau said. So you cansee how important these

    things are to us and whatwe offer.

    A balanced $631 mil-lion county budget ap-proved by the MacombCounty Board ofCommissioners includes

    enhanced county servic-es in areas such as veter-ans and senior servicesand services at the clerkand prosecutors offices.

    The budget includes a$49,546 surplus.

    Commissioners dedi-cated more than 25hours and 17 publicmeetings to discussionof the proposed budget,sa id Board of Commissioners ChairDavid Flynn. We talked

    with department headsto determine their needsand worked together tofind the best possible al-location of taxpayer dol-

    lars.As a result, we ended

    up with an improvedbudget which will posi-tively impact more resi-

    dents.During its budget re-view process, which be-gan in July, the boarddetermined that a num-ber of amendments

    were necessary to theproposed budget tomaintain key countyservices and betterstreamline operations.

    The following im-provements have beenmade: Shorter lines at the

    clerks office, as addi-tional staff implementE-filing services and ad-dress a backlog in pro-cessing court matters

    caused by previous bud-get cuts. A ch ange in

    Veterans Serv ices ex-penditures ensures

    more funds from thededicated veterans mill-age are channeled to di-rectly serving veteransand less on subsidizingcounty internal costs. Some of the most

    impactful changes are tobe experienced by thecountys senior popula-tion.

    Budget amendmentsreplace funding lost bythe federal sequestra-tion cuts and restore se-nior services to 2012funding levels. Thismeans about 20,000meals will return to thetables of eligible seniors

    and meal services arerestored to five days a

    week. An allocation of

    funds for independent

    audits create heightenedlevels of accountability.This gives the boards

    Audit Committee the re-sources to conduct au-dits on unfunded liabili-ties, pension and health-care costs and majorconstruction projects. Critical needs in the

    countys ProsecutingAttorneys office are be-ing addressed. The of-fice is currently operat-ing at the lowest staffinglevel in 20 years, whenthe office handled 5,000cases a year. It currentlyhandles 22,000 cases a

    year.Macomb County

    Commissioner FredMiller, who serves aschair of the FinanceCommittee, said thebudget process pro-duced a document witha focus on providinguseful county services tothose who need it themost.

    which truly serves thepeople of MacombCounty, said Miller. Icommend my col-leagues for coming to-gether and working tire-lessly toward an out-come we can be proudof.

    This year marks thefirst time the budget isbeing reviewed by theB o a r d o f Commissioners as aconsolidated document

    which includes both the

    September (SpecialRevenue and EnterpriseFunds) and December(General Fund) year-endbudgets as a singlepackage.

    The Boards budgetreview process includeddepartmental reviews,the evaluation of yearlytrends for each depart-

    ments revenue and ex-penditures, and the in-troduction of perfor-mance-based budget re-

    view methods.

    Waterloo near Hoffmanwhen an unknown mandrove near her andsprayed an unknownaerosol substance into herface.

    Nearly 100 artists from all over the area joined thou-sands of patrons last weekend at Veterans Memorial

    Park for the 26th Annual Lac Ste. Claire Art Fair.

    I just love the variety, said DeAnna Russo, an event

    patron. Theres a little bit of everything at this fair. I like

    to see as much variety as possible and this has it.

    Russo was one of thousands who attended the two-

    day event and entrants chairwoman Sara-rose Melby

    said this years installment was a success despite hav-

    ing to compete with art fairs in other communitiesWere competing with Funky Ferndale and DIY Mart

    this year, Melby said. Our attendance has been good

    considering those other two fairs going on though.

    Ninety-four artists set up displays this year, paying a

    booth fee that goes directly to the scholarship program

    for the Miss St. Clair Shores pageant.We try to be as accommodating as we can to the art-

    ists, Melby said. Thats very important. If the artists

    are happy,then thats a

    good thing.

    makingsure we can

    do every-

    thing we

    ty for us.

    Hathawayhas been an exhibitor at the event since its very first and

    says shes seen the show change over the years.

    I love the scenery of this show with the beautiful

    park and the lake and everything, Hathaway said.

    And theyre very accommodating to the artists. I have

    seen the show change and grow over the years though,

    artists have come and gone, but overall I cant complain.

    Its been a very good show.

    Birch, born in London,England, spent his adult-

    hood in Philadelphia and

    belonged to the academy.

    His Battle painting,

    measuring 5 1/2-by-8 feet,

    is more relevant as a snap-

    shot of history than as art

    for the ages.

    He began the work less

    than a month following

    Perrys victory.

    Right after the battle,

    there was great demandfrom the public for images

    of Perry and the scene it-

    self, Hill said.

    While some artists pur-

    sued drama, Birch sought

    accuracy.

    He wrote Perry a cou-

    ple of letters, one of which

    approved of the arrange-ment of the ships, Hill

    said. Its an accurate de-

    piction of the battle.

    Hill rendered the oppos-

    ing fleets nine

    American and six English

    ships, brigs, schooners

    and sloops in a pyrami-

    dal composition.

    Perrys ravaged flag-ship, the 20-gun brig

    Lawrence, is front and

    center. Although its hull

    and rigging are riddled

    and sprung from repeated

    enemy broadsides, the

    American flag flies from

    the stern.

    Action in the paintingtakes place in the middle

    ground.

    Perry has shifted his

    command to the undam-

    aged brig, Niagara, and

    breaks the English line.

    Imminent capitulation is

    partially obscured by

    flashes of gunpowder andclouds of cannon smoke.

    Perry insisted the sur-

    render take place on the

    Lawrence so people could

    see the cost of the battle,

    Hill said. The decks were

    awash with blood and

    body parts.

    Images in the center ofthe canvas are sharper

    and more detailed than

    those on the wings. As the

    scene fans out, ships lose

    specific features.

    Birchs imagines a per-

    spective from the deck of a

    ship a few hundred yards

    away from the battle.Hill reinforced the effect

    by displaying the painting

    so the bottom edge is

    about three feet off the

    ground. The horizon

    comes to waist level.

    It makes you feel like

    youre part of the battle,

    Hill said.Some 40 works com-

    prise the exhibition, in-cluding Toledos portrait

    of Perry by Gilbert Stuart.

    Stuart was slow on the

    commission of his paint-

    ings, Hill said. At his

    death, all he finished of

    Perry was the head. His(16-year-old) daughter,

    Jane, finished the figure.

    She filled in the back-

    ground and painted a uni-

    form on it.

    There are drawings,

    prints, manuscripts, maps

    and a copy of the Treaty of

    Ghent, ending the war.Treaty signatories in-

    clude John Quincy Adams

    and Henry Clay.
