The purpose of the screening to the outside edge of the structure is to meet acoustic requirements, provide visual screening and maintain a consistent identity through the different areas. The screening filters direct views into homes and backyards and reduces overshadowing, in particular, to the south side of the corridor.

Review methodology

Property typesA review was undertaken to understand all of the property types along the elevated rail corridor:

• High Rise (Stories shown in brackets)

• Backyard Facing Residential

• Front yard Facing Residential

• Visually Sensitive Uses/Facilities

• Road Intersections

• Station precincts

• Public Open Space

• Commercial/ Retail/ Industrial

Other property types considered to be visually sensitive that fall outside of the ResCode 9m zone were considered including (but not limited to) kindergartens, Scout halls and daycares.

We then determined what types of screening would be needed to address privacy, acoustic and architectural/ urban design treatments.

Screen typesThere are generally three screen types that are allocated to the above property types – privacy, acoustic and architectural screens, the height of which vary from areas with no screening to 2.7m above the walkway structure.

Privacy screen design basisA review was undertaken first to determine the areas that required screening to maintain privacy.

As there is no guideline for design of privacy screening in Victoria for rail infrastructure projects, Residential Development Standards (ResCode) was used as basis.

Whilst the ResCode is not directly applicable for rail infrastructure constructed in proximity to residences, consideration of the ResCode has been used as a guideline to provide the initial principals of overlooking.

The ResCode standards protects existing windows and private open space from overlooking. Views should be measured within a 45 degree angle from the plane of the window or perimeter of the balcony, terrace, deck or patio, and from a height of 1.7m above floor level. ResCode also requires the screening to provide prevention of overlooking within a 9m radius from the edge of the private area. Refer Figure 01, 02, 03 and 04.

The ResCode has been applied to the rail corridor with the following principles:

• 1.7m viewing height above train car finished floor level

• Offset horizontal distance of 9m measured at ground level from edge of train car window

• Applying 450 angle to account for approaching/turning views from the train

The screen height review is based conservatively on a person standing on the elevated train as opposed to a seated passenger. The height of screen has been determined by evaluating the height and distance of the rail in relation to adjacent property structures. Typical rail structures have been provided in the following pages outlining indicative screening that goes beyond ResCode.

Acoustic screen type reviewAcoustic modeling has been undertaken and screen heights were determined to conform with the Victorian Passenger Rail Infrastructure Noise Policy (PRINP).

Architectural screen type reviewA review was carried out to identify key areas of screening required from an urban design perspective. These include key road intersections, the exposed portion of the station platforms for wind protection and station precinct environments.

ConclusionThe aim of this strategy is to provide a common identity across the project, whilst addressing the varying environments and neighbourhoods adjacent to the rail corridor. The assessment of property types was reviewed against required screening (as noted above) and the results outlined in Table 1 – general principles table. In determining the relative height of the screening in each circumstance, the strategy acknowledges the need to address neighbouring residences, community sensitive places and in addition provide urban design enhancements to station precincts/ approaches and road crossings.
