    1. Project Description

    New 33/11kV substations shall be constructed on turnkey basis (design, supply, construction, installation, testing and commissioning) at the sites as shown in the site location drawings. Also, some existing substations shall be extended as specified below:

    General Requirements

    Each new substation shall be indoor load center substation and is intended for installation of three (3) Nos. of 33/11kV transformers for feeding power to consumers. 33kV switchgear shall be of GIS type, 11kV switchgear shall be metal clad air insulated type for indoor installation. Distribution Transformers shall be of oil filled and foreseen for indoor or outdoor installation. Control, protection, SCADA and communication equipment shall be located in separate rooms. Auxiliary AC/DC power supply, illumination, grounding, lightning protection, cabling systems etc. shall be provided as required for the project.

    A conceptual layout of the substation building is enclosed with the tender document. The contractor shall rearrange the design, as required, based on the approved plot and final OHL/cable routing without any contractual implication to FEWA. The clearance shown in the drawing is minimum and contractor shall rearrange the layout if required to maintain the minimum clearances based on the actual equipment size selected. The room size shall be increased, if required, to achieve the minimum clearance as specified, based on the size of equipment finally approved, without any contractual implication to FEWA.

    The substation building shall be provided with space for installation of future equipment as indicated in the SLD, layout drawing.

    The main substation building shall also be provided with store and toilet facilities.

    A make-up and fire water pump house along with all other auxiliaries for complete service water, fire protection system shall be provided in the substation.

    Boundary wall shall be constructed along the perimeter of the substation plot. Access roads from the nearest asphalt municipal road shall be provided upto the substation main gates.

    2.0 Manufacturer Supervisor

    The manufacturer supervisor from the factory for installation, testing and commissioning activities shall be arranged by the contractor within the overall quoted price for the following equipment. The manufacture specialist shall be proposed from the works and local Engineers trained or certified by the manufacturer are not acceptable against the same.

    The manufacturer's specialist being proposed shall be from the works of the equipment and shall be experienced/specialized in the respective equipment. The cost of providing manufacturers specialist for the above equipment shall be included in the quoted price without any contractual implication to FEWA.

    2.1 Manufacturer Supervisor for FEWA Free Issued Equipment Extensions

    The manufacturer supervisor for installation, testing and commissioning activities shall be arranged by the Contractor under this Contract. FEWA will not provide any manufacturer supervisor.

    3.0 Testing and Commissioning of Main Relays

    3.1 The following main protection relays shall be configured, programmed and tested by the manufacturer specialist. The contractor shall arrange the manufacturers testing engineer for the testing of following relays. The contractor in his offer shall include all cost towards arranging manufacturer specialist including fee for the supervisor.

    a) Main Protections for 33kV OHL and Cables. b) Transformer differential/REF protection for 33/11kV transformers. c) Automatic voltage regulation d) Busbar protection for 33kV Switchgear. e) Check synch relay for 33 kV. f) End to end testing of Main protections. g) 11kV Bay control and protection unit. h) Capacitor bank protection and PFC relays i) SCADA and telecom system

    The complete features/characteristics of all other relays shall be tested by the contractor. All characteristics/features of numerical relays whether used in schematic diagram or not, shall be tested by the contractor/manufacturer relay testing engineers. It is the responsibility of the contractor for overall testing and commissioning of all protection system.

    3.2 The contractor shall also provide necessary tools, testing equipment, manpower and any other assistance required for successful testing and commissioning of all relays. All necessary costs towards the same are deemed to be included in the quoted price.

    4.0 Site Establishment & Services

    The contractor shall provide all the site facilities and other services for FEWA and Engineer (Consultant) as specified in special conditions of contract.

    5.0 Power Supply for Installation, Testing & Commissioning Works

    The contractor shall arrange the AC/DC power supplies required for the entire construction, installation, testing and commissioning works. Particular attention shall

    be provided for testing power supply for numerical relays. Dedicated charger with battery backup shall be employed for the testing purpose in order to reduce the ripples in the power supply which may adversely affect the performance of numerical relays.

    Power supply arranged by the contractor shall be retained until commissioning and permanent auxiliary supply is available to the substation from the auxiliary transformer. Necessary power for HVAC system, lighting and small power system and fire protection system etc shall be maintained upto energization of all equipment including LVAC through the auxiliary transformers.

    6.0 Overall Coordination

    It is the responsibility of the contractor to fully co-ordinate and co-operate with other contractor including OHL/cabling contractors and other remote end substation contractors wherever required.

    7.0 Site Testing

    The contractor shall carryout the site tests for all equipment as per the relevant standards, manufacturer instruction manuals, manufacturer recommendations and as required by FEWA, in the presence of Engineer/FEWA.

    The costs towards all site testing for new substations, Extension substations, and remote end substations (wherever protection modification work shall be included in this tender) are deemed to be included in the quoted price.

    The end to end testing of main protection and remote substation feeder testing shall be included for the following substations :

    a) Remote end modification as required in the scope of work. b) Wherever the remote end substation names are indicated to

    match the protection. c) Wherever the remote end substation names are identified and

    the remote end substation is under construction or part of another contract.

    The contractor shall prepare the check list and site test formats for all the substation equipment including the details of test procedures, equipment/instrument employed, test diagrams, method statement etc and shall be approved by Engineer/FEWA before commencing the site testing.

    It is mandatory to complete the requirement of approved Check list by the contractor before commencing the site testing for all substation Equipment and SCADA and communication equipment.

    All testing equipment are subjected to Engineer/FEWAs approval. The valid calibration certificates of all test instruments/equipment shall be made available at

    site by the substation contractor before commencing any test. The contractor shall deploy only qualified and experienced Engineers and approved by Engineer/FEWA, for site testing of each equipment.

    The site testing and commissioning engineers will be interviewed and supervised by Engineer/FEWA. If the performance of the testing engineers is found not satisfactory during execution then they shall be replaced with qualified and experienced engineer without any implication to FEWA at any stage of contract.

    8.0 Auxiliary Mandatory Requirements

    For each 33/11kV substation (for all new and extension substations), the following items shall be supplied by the contractor within the quoted price:

    a) Proper key boxes with identification tags, master key system, key schedule, etc.

    b) First aid box having all necessary first aid requirements. c) First aid chart for electrical shocks to be made available in Arabic and English

    with clear pictures and neatly framed. d) Two pairs of safety gloves for MV equipment. e) Substation single line diagram describing the entire electrical system neatly

    framed in each switchgear room and control room. f) Necessary furnitures to maintain the As built documents and O&M manuals

    shall be provided. Also, an operator table with chair shall be provided. The furnitures type and make shall be subject for Engineer/FEWA approval.

    g) Suitable arrangement/boards to keep all operation and maintenance tools of each equipment separately.

    h) Suitable panel and SCADA numbering labels both in English and Arabic for all equipment including both sides of GIS, Relay/Control Panels, 11kV switchgear, transformer and all substation equipment as per FEWA requirements, specification and subject to Engineer/FEWA approval.

    i) Suitable danger boards, identification plates etc wherever required. j) Fire retardant cabinet for keeping the site test reports and the same shall be

    provided before starting the installation of electrical equipment.

    For existing substations, the existing facilities (if available) shall be suitably modified and upgraded or new items shall be supplied, if such facilities are not available.

    9.0 33kV and 11kV Cables

    The following cable sizes are preferred for 33kV and 11kV systems.

    33kV - 1C x 500 sq.mm copper XLPE cable. 11kV - 1C x 630 or 1Cx800 sq.mm copper XLPE cable.

    The number of cables indicated (for 33kV and 11kV) in this tender is indicative and for tender propose only. The Contractor shall submit the cable sizing calculation and

    as per calculation, the required number of cables shall be provided without any contractual implication to FEWA.

    10.0 HV test for Substation Equipment

    HV test at site for all equipment as applicable as per relevant IEC standard including 33kV GIS, 11kV switchgear, 33kV cables, 11kV cables etc. shall be conducted at site. Partial discharge measurement shall be carried out during the HV Test of 33kV GIS. All necessary equipment for PD measurement shall be arranged and the PD test criteria as specified in IEC 62271-203 for HV equipment shall be considered as reference and to be proved at site.

    All necessary cost towards arranging HV test equipment, PD measurement, manufacturers Supervisor etc shall be included in the overall quoted price.

    Any site test which is not specifically indicated in the specification but necessary as per standard engineering practice/IEC/ as required by FEWA shall be conducted at site without any contractual implication to FEWA.

    11.0 Site Work Permits/Security Passes

    When undertaking work requiring a permit, the Contractor shall assist and co-ordinate with FEWA to comply with requirements for safety and operation until the permit shall be obtained, in strict compliance with FEWA procedure, each morning, before commencing work in the designated area. Site work permits shall be in accordance with FEWA safety/security regulations.

    Any delay or expenses for securing necessary permission/permits/passes from the concerned authorities shall not entitle the Contractor to any claim for extension of completion date or payment.

    12.0 General Requirements for Modification Works at Existing Substations

    All the modifications as required in the GIS, LV Compartment, C & RP, BZP, RTU, CCC etc. including but not limited to changing the labels, modifying the schematic diagrams, GA drawings, layout drawing preparation and revision of all relevant drawings, SLDs, layouts etc. as required to reflect the circuit changes shall be carried out by the contractor under scope of this contract within the quoted price. All such drawings whether specifically mentioned or not shall be modified and submitted to Authoritys approval by the substation contractor at an early stage of project execution. All extension and modification works shall be carried out by the substation contractor with minimum outage only. The substation contractor in his offer shall state the requirement of shut down in existing substations. The complete set of as built drawings (wherever changes as required) shall be resubmitted incorporating the changes.

    The Authority reserve the right to ask the substation contractor to retest and recommission any item or plant disturbed during modification works without any cost

    and time implication to the Authority and no deviation is acceptable in this regard. The contractor must visit the site and all necessary existing information, drawings, documents, etc. required shall be collected without any implications to authority. Any civil modifications anticipated in the 33kV GIS room, Control & Relay room etc. shall be carried out by the contractor without any contractual implication to FEWA.

    Modification of the existing protection/control/AVR, etc panels shall be carried out by qualified and experienced manufacturer representatives subject to approval of FEWA. All the modifications shall be carried out with minimum shutdown requirements and without any disturbance to existing system. The tenderer shall make site visit and assess themselves all the required modifications to be carried out in existing panels and the cost towards all works shall be included within the quoted price.

    All modifications required in existing panels, LV Compartment relay and control panels, AC/DC system etc shall be included within the quoted price.

    The existing substation as built drawings including but not limited to layout of main equipment, sections, cable route layout, cable tray layout, earthing drawings, control and protection schematic diagrams of existing bays (bus coupler, common control panels, adjacent panels etc), substation single line diagrams, associated civil and electromechanical drawings affected by the modification works etc shall be suitably modified and submit to Authoritys approval at an early stage. All such drawings shall also be made as final as built drawings by the substation contractor in addition to the equipment drawings.

    If the existing drawings are not available with FEWA, then the Contractor shall prepare all such drainage based on the actual existing building and equipment details and shall prepare as built drawings after completion of the modification works. All cost towards such works shall be deemed to be included within the quoted price.

    Any relocation of existing equipment required for works shall be deemed to be included in the quoted price. New control cables/LV power cables, communication cables, fixing arrangement of relocated equipment etc are also included within the quoted price. All the relay setting calculations as required by FEWA shall be carried out by the contractor under scope of this contract and shall be submitted to FEWA approval.

    Any necessary details including but not limited to existing relay setting, drawings/information, equipment technical data, etc as required shall be collected from site/equipment by contractor under the scope of this tender. All schematic diagrams shall be tested and all protection testing including end to end testing shall be carried out within the quoted price.

    The complete end-to-end protection testing shall be carried out for all the feeders being subject of modification woks, as indicated in the corresponding Tender single

    line diagram drawing. End-to-end Schematic diagram for Main Protection shall be prepared and submitted for approval by the Contractor.

    13.0 Tenderers Visit to Sites

    The Tenderers shall visit the new substation sites and the existing substations in order to ascertain the actual conditions, verify the scope of works and accordingly include in their offer all items required for the satisfactory operation of the system.

    14.0 Brief Scope of Works

    All details specified above item 1.0 to 13.0, schedule of requirements, price schedule, detailed Technical Specification, General requirement specification, drawings etc shall be read in conjunction with the detailed scope of work.

    01.01 33kV GIS

    All work related to design, supply, installation, testing & commissioning of one (1) set of 33kV gas insulated switchgear with single busbar system, current rated 2500A, short circuit current 40kA, 3 Sec. (as per IEC rating of 400C) comprising the specified twelve (12) bays with all necessary circuit breakers, disconnectors, earthing switches, CTs, VTs, cable termination sockets and plugs, plug-in termination, dummy plugs, protection, control and metering equipment as per schedule of requirement, single line diagram, detailed technical schedule and specification, C & P diagram etc.

    The civil and services works must cater for future envisaged extension of six (6) outgoing cable feeders (3 feeeders on L.H.S and 3 feeders on R.H.S of 33kV GIS). Also the substation control room shall be such that it is possible to add the relevant control and protection equipment and any other auxiliary equipment required for future bays.

    All operating tools, special tools, and tackles, one set of plugs and connecting leads for HVAC test of GIS/HV test of cables, one set of plugs and connecting lead for CT primary injection, one set of special tools to dismantle plug in type termination from GIS, 3 dummy plugs for line VTs etc. shall be supplied within the overall quoted price of GIS as common items. SF6 gas required for topping up at site shall also be supplied within the quoted price. If line VTs are separately connected then connecting cable, terminations etc. shall also to be supplied by the GIS manufacturer within the quoted price.

    At present three (3) circuits of 33kV Cables are already laid from existing 132/33/11kV Riffah II Main substation upto the 33/11kV transformers installed at Sheikh Khalifa Hospital. Contractor shall disconnect, dismantle these cables and divert,reroute, terminate to the 33kV GIS which will be installed under this contract at Sheikh Khalifa Hospital Substation including rerouting and diversion of existing two(2) nos of Fiber optic cables (32 fibres each). Contractor shall completely install, test and commission these 33kV Cables and FO cables. Any additional 33kV cables, FO cables, joints etc as required shall be included in the scope of work within the quoted price. The scope shall also include supply, erection, testing and commissioning of 19 inch rail mounted ODF with all accessories for above FO cables at New Sheikh Khalifa Hospital substation.

    The Contractor will be responsible for the design and construction of all Civil Engineering and building works.     01.02 Topographical surveying

    Contractor shall carry out the Topographical survey for the Substation plot and the report/drawings to be submitted to Authority / Engineer.

    01.03 Soil Investigation

    Preliminary Soil Investigation was carried out and the report is provided in these Tender documents. However, this report is provided for guidance and information only and this will not relieve the Contractor from his contractual obligations.

    During the execution the Contractor shall employ an agency with Authority/Engineers approval to carry out the Soil investigation for the substation as per specification and standards to reconfirm the requirements.

    Necessary Soil improvement to attain required Safe Bearing Capacity (SBC) shall be carried out as per the Soil Investigation agencys recommendations and as per design requirements with Authority/Engineers approval and all required tests including Plate load tests, zone load tests, SPTs, etc. shall be carried out at required locations to ensure that the required SBC is achieved. Piling, if required, shall also to be considered. Bidder to include his price for Soil improvement including Piling if required, in item A1C03.02 Sub structure concrete works.

    01.04 Authority and Engineers Site Offices and facilities

    Provision of Type-B Authority and Engineers Offices and facilities at site as specified under the Special Conditions of Contract including all temporary power supply and water supply for Site offices.

    A1C02 Design and Drawings

    Conceptual layout drawings are provided in this tender document by Authority / Engineer. Preparation of final design and drawings required for the proper execution and completion of the entire project is covered under this scope and the Contractor is solely responsible for the design. All requirements stated elsewhere in the specification shall be adhered. All design, working drawings and shop drawings are subjected to Authority / Engineers approval.

    03.01 Earth Work

    Earth work includes excavation for foundations, basement, trenches, duct banks, etc. This includes necessary planking/ shoring and strutting, backfilling, dewatering, etc. The excess earth material after backfilling shall be carted away to a designated location approved by the concerned authority.

    03.02 Sub-structure Concrete Work

    All RCC works for substructures such as foundations including piling and pile caps, basement, beams, columns, staircases, trenches, tunnels, duct banks, etc., up to ground floor level including ground floor slabs. Waterproofing and protection for all underground structures as per specification and standards is also covered under this scope.

    03.03 Super-structure Concrete Works

    All RCC works for Superstructures above ground floor level and above ground floor slab such as walls, columns, beams, slabs, staircases, arches, corbels, loading/ off loading platform, sill beams, lintel beams, tie beams, parapet walls etc., as per specification and standards.

    03.04 External and Internal block walls including plastering

    All works related to the External & Internal block walls including RCC stiffeners, lintels and plastering as per specification and standards.

    All exposed concrete surfaces shall also be plastered before painting.

    03.05 Doors and Windows

    Supply and installation of doors and windows for the entire substation including Ironmongeries as per specification and standards. Sliding gates with solenoid locks for capacitor rooms are also included in this scope.

    03.06 Floor finishes including Skirting and dado, etc.

    Construction of RCC underground fire water tank as per specifications and standards shall be included.

    A1C06 External Foundations and all other civil works

    This shall include all works related to the construction of external foundations such as roof water tank foundations, Street light foundations, Fire hose cabinet foundations, foundations for the external equipment if any, thrust block, pipe supports etc., including earthwork, embedment, protection and encasements, etc. All attendant Civil engineering works, particularly excavation, sleeves, ducts, concrete encasement and backfill for electro-mechanical activities shall also be covered under this item.

    All foundations and exposed concrete surfaces shall be coated with polyurethane paint. This shall also include all other Civil Engineering and Building works not specifically mentioned in the scope of works but are reasonably required for the successful completion of the substation.

    3 m wide embankment shall be formed all around the boundary wall (externally) as per specification and standards.

    A1M SCOPE OF WORK MECHANICAL

    General

    The scope of work as mentioned below is in general for design, manufacture, testing in works, supply, delivery, handling and storing at site, erection, testing, painting, completion, commissioning, operation and maintenance during the warranty period and handing over of the Mechanical Systems. However, if any items specifically not mentioned but the same is essential to complete the project in all respect and obtain all the necessary permits, approvals from local authorities having jurisdiction including Civil Defense the same shall be included in the scope of work without any contractual implications to FEWA.

    A1M 1 Fire Protection and Detection System

    The tendered shall design the complete fire protection system as per the recommendations of NFPA and obtain all necessary permits, approvals, and certificates from authorities having jurisdiction, including Civil Defense approval on conceptual fire protection system design.

    01.01 33kV GIS

    All work related to design, supply, installation, testing & commissioning of one (1) set of 33kV gas insulated switchgear with single busbar system, current rated 2500A, short circuit current 40kA, 3 Sec. (as per IEC rating of 400C) comprising the specified twelve (12) bays with all necessary circuit breakers, disconnectors, earthing switches, CTs, VTs, cable termination sockets and plugs, plug-in termination, dummy plugs, protection, control and metering equipment as per schedule of requirement, single line diagram, detailed technical schedule and specification, C & P diagram etc.

    The civil and services works must cater for future envisaged extension of six (6) outgoing cable feeders (3 feeeders on L.H.S and 3 feeders on R.H.S of 33kV GIS). Also the substation Control room shall be such that it is possible to add the relevant control and protection equipment and any other auxiliary equipment required for future bays.

    All operating tools, special tools, and tackles, one set of plugs and connecting leads for HVAC test of GIS/HV test of cables, one set of plugs and connecting lead for CT primary injection, one set of special tools to dismantle plug in type termination from GIS, 3 dummy plugs for line VTs etc. shall be supplied within the overall quoted price of GIS as common items. SF6 gas required for topping up at site shall also be supplied within the quoted price. If line VTs are separately connected then connecting cable, terminations etc. shall also to be supplied by the GIS manufacturer within the quoted price.

    A2E09 Earthing & Lightning Protection

    All work related to design, supply, installation ,testing and commissioning of grounding system of entire substation equipment including station ground network, equipment earthing and lightning protection etc. as required for the complete substation as per schedule of requirement, detailed technical specification etc.

    A2E10 De-commissioning of Old Reefah substation

    All the existing equipment of the Old Reefah 33/11kV Substation shall be deenergized and decommissioned after energizing the new substation.

    A2 SC SCOPE OF WORK SCADA & COMMUNICATION

    This section in general covers the works required in SCADA equipments and major items are clearly listed. However, the SCADA works shall be completed in all respect to meet the substation requirements and hence any items not specifically listed but are essential to satisfactorily complete the works shall be included in the scope.

    SC 1.2 Supply, Installation, testing and commissioning of CCC panels separate for 33kV and 11kV circuits as per the guidelines given in specification and as per SCADA circuit data.

    All design and engineering of CCC to be included in scope as per specification and approved before manufacturing.

    SC 1.3 All the works related to Supply, installation, glanding, termination, cabling and testing of Control cables, System cables. Testing between RTU - CCC and between Plant - CCC as per SCADA circuit data as well as for future and spare circuits as per the specification.

    All works related to cabling, termination, SCADA labeling etc. from Battery Chargers, field equipments and LVAC panels to respective equipments as per the specification requirements to be included in the scope. All control cables and system cables specification for SCADA and communication shall be submitted to FEWA/Engineer for review and approval before manufacturing.

    SC 1.4 Temperature and Humidity Acquisition devices Installation, testing and commissioning of temperature and humidity acquisition devices and interfacing them to SCADA so as to send the room temperature / humidity information for all major rooms (Control room, SCADA/Telecom room, etc.) to SCADA. The devices shall have built in voltage free contacts / 4 to 20 mA transducers and equipped with front panel LCD display. The same shall be subject to approval during engineering stage.

    SC 1.5 Power Supply for Communication / SCADA Equipment:

    Design, supply, installation, testing and commissioning of 48V DC system comprising of One (01) set of 48V battery bank, two (02) sets of Battery chargers in separate enclosures and one (01) DCDB along with all the accessories in a separate enclosure as per the requirements specified in specifications.

    General

    The Contractor will be responsible for the design and construction of all Civil Engineering and building works. The Tenderer must cover all requirements of the Tender documents a
