I. OBJECTIVE

The objective of this project is to conduct a public archeology investigation and program to explore the site of the east wing, that was removed in 1909, and further investigation into the chronology of the building’s construction at The Indian King Tavern State Historic Site.

II. CONSULTANT QUALIFICATIONS

A. CONSULTANT & SUB-CONSULTANT PRE-QUALIFICATIONS

The Consultant shall be a firm pre-qualified with the Division of Property Management & Construction (DPMC) in the P031 Archaeology Professional Discipline and have in-house capabilities or Sub-Consultants pre-qualified with DPMC in any, and all other Architectural, Engineering, and Specialty Disciplines necessary to complete the project as described in this Scope of Work (SOW).

III. PROJECT BUDGET

A. PROJECT COST ESTIMATE The initial Project Cost Estimate for this project is $ 47,000 The Consultant shall review this Scope of Work and provide a narrative evaluation and analysis of the accuracy of the proposed project cost estimate in their technical proposal based on their professional experience and opinion.

B. CURRENT WORKING ESTIMATE (CWE)

The Current Working Estimate (CWE) for this project is $ 55,500 The CWE includes the cost estimate and all consulting, permitting and administrative fees. The CWE is the Client Agency’s financial budget based on this project Scope of Work and shall not be exceeded during the design and construction phases of the project unless DPMC approves the change in Scope of Work through a Contract amendment.

C. CONSULTANT’S FEES

The Consultant’s fees shall be based on the information contained in this Scope of Work document and the observations made and/or the additional information received during the pre-proposal meeting.

IV. PROJECT SCHEDULE

B. CONSULTANT’S PROPOSED INVESTIGATION SCHEDULE

The Consultant shall submit a project design and construction bar chart schedule with their technical proposal. The bar chart schedule developed by the Consultant shall reflect their recommended project phases, phase activities, activity durations. The Consultant shall estimate the duration of the project Close-Out Phase based on the anticipated time required to complete each deliverable identified in Section XIV of this document entitled “Contract Deliverables - Project Close-Out Phase” and include this information in the bar chart schedule submitted.

A written narrative shall also be included with the technical proposal explaining the schedule submitted and the reasons why and how it can be completed in the time frame proposed by the Consultant. This schedule and narrative will be reviewed by the Consultant Selection Committee as part of the evaluation process and will be assigned a score commensurate with clarity and comprehensiveness of the submission.

The Project Manager will issue the Consultant’s approved project schedule at the first design kickoff meeting. This schedule will be binding for the Consultant’s activities and will include the start and completion dates for each design activity. The Consultant and Project Team members shall use this schedule to ensure that all design milestone dates are being met for the project. The Consultant shall update the schedule to reflect performance periodically (minimally at each design phase) for the Project Team review and approval. Any recommendations for deviations from the approved design schedule must be explained in detail as to the causes for the deviation(s) and impact to the schedule.

VI. PROJECT DEFINITION

A. THE INDIAN KING TAVERN BACKGROUND A frame house was constructed here about 1732. In 1741, a three-story brick structure was added, with a kitchen wing and a paved cellar. A brick extension was added circa 1764. During 1777, the New Jersey legislature met in the 1741 section. At the same time the buildings were purchased and converted into a tavern. In the 19th century the brick extension became a store, the “Ark”, which was later removed in 1909. The frame brewery building was rebuilt in brick in 1811 and then raised to three-stories in the 1880’s. The hotel was purchased by the state in 1903 and became the first property preserved as a museum by New Jersey. The building’s appearance dates to its 1909 restoration, as part of the Colonial revival movement. The building was documented by HABS in 1934. For most of the 20th century, it serves as the club house for groups associated with the American Revolution. In the 1980’s, the building became a museum. The gross square footage of the property is 6,922 sq. ft.

B. FUNCTIONAL DESCRIPTION OF THE BUILDING

The Indian King Tavern State Historic Site is well suited to serve as a hub for heritage tourism in Southern New Jersey. However, it lacks visitor amenities such as, handicapped access, reception area, public restrooms, a second set of stair to second floor and cellar. Without These amenities it cannot fulfill the mission designated for it in the New Jersey Heritage Tourism Master Plan and the Crossroads of the American Revolution National Heritage Area Management Plan. Adding visitor amenities to the historic site will be difficult. A possible area for expansion is to the east. Now lawn, this area was the site of a c. 1764 addition to the building that was demolished in 1909. It was a two-story brick dwelling, later used as a store, called the “Ark”, to imply that the proprietor stocked everything. In 1873, a surveyor measured it as 19’-4 ¼” wide (from the center of the party wall) and 36’-0” deep. See Exhibit ‘B’ for historic photographs. This project will focus on the site of the demolished addition. By excavation the cellar of the Ark, we hope that we can find evidence of its original size and the locations of chimneys, cellar stair, and bulkhead entrance. Another question is whether we would find evidence for a 1741 storage vault at this location.

This archaeology project would excavate most of the east side of the Ark cellar. Because of fears of destabilizing the cellar wall of the 1741 building, we will only excavate a (5’) five foot wide trench up to the east wall. It will be targeted to search for evidence of a 1741 vault.

VII.CONSULTANT RESPONSIBILITIES

A. ARCHAEOLOGICAL INVESTIGATION 1. Archaeological Site Registration Number:

28 - Ca - 134 (State / County / Site) This number is to be used on all reports, field records, and large artifacts. 2. Vertical Control:

Elevation above sea level, a New Jersey Geodetic Control Survey monument as follows: Monument 3956, standard bronze disk set in concrete in sidewalk in front of 236 East Kings Highway, adjusted elevation, NAVD88, U.S. feet: 69.875 3. Horizontal Control: Arbitrary site grid of 5’ x 5’ squares. See Exhibit ‘C’ for sketch. Units of measure: U.S. feet and hundredths Grid orientation, aligned with building and lot: street side of building is south, back of lot is north. Grid reference line, stucco east wall of building: wall is W40 line, south end of wall is N00/W40; north end of wall is N35.45/W40 Excavation units designated by alpha numeric designations, as in n-13, o-14, p-15, Etc. See Exhibit ‘C’. Expanded square designation used for strata, features, and artifact identification: 28-Ca-134 q15-A-1 (State / County / Site / Square / Stratum or Feature/ Artifact)

Alternately, Stratum/feature designations can be compressed into a continuous single context system.

4. Monument:

Consultant shall set a 3-foot, metal monument (capped in rebar or bronze-capped steel stake) at N75/ W30, exact reference point punched. Back-sight reference points (minimum of two) will be established in brick garden walls on West 30 and North 75 lines. Reference points to be stainless-steel screws set in holes drilled in mortar joints. 5. Volunteers:

One aspect of this project is to involve the community in discovering their archaeological and historical resources. Under the supervision of and working alongside of the consultant’s staff, community volunteers will dig, sift dirt, and wash artifacts. The NJ State Park Service will be responsible for recruiting volunteers. Four to six volunteers will be provided each day. The volunteers will be enrolled in the Division of Parks and Forestry, “Volunteers in the Parks Program.” In order to schedule availability of volunteer staff, the requested timeframe of excavation is July 15- August 9. 6. Work Week:

To provide the maximum public exposure to the archaeological project, the excavation work week will be Tuesday through Saturdays. 7. Excavation:

The Consultant shall be responsible for all underground utility mark outs and subsurface investigation prior to the start of any excavation work. The extent of excavation is approximately 50% of the cellars of the circa 1764 portion of the building following a plan of work developed by the State Park Service. See Exhibit ‘C’ for sketch.

a. Existing Flag Pole:

The State Park Service will remove the existing flag pole prior to the beginning of the archaeology project.

b. Storage of Spoil Dirt and Brick Pavers:

As the site is small and landscaped, the Consultant shall procure a container to store all excavation spoil until the site is backfilled. All brick pavers shall be removed from the excavation site and set aside for re-use. c. Site Restoration: The Consultant shall be responsible for carefully backfilling the excavation and restoring the site. During backfilling, each one-foot layer of fill shall be carefully compacted. The section of brick pavers removed for the excavation shall be re-laid. The lawn area shall be fertilized with starter fertilizer and seeded with a sun and shade grass see mixture. If the site is backfilled earlier than the recommended time for autumn lawn seeding, fertilizer and seed shall be left at the Indian King Tavern.

B. ARCHAEOLOGICAL INVESTIGATION REPORT:

The results of the archaeological investigation shall be presented in a report meeting the Secretary of the Interior’s Standards and New Jersey Historical Preservation Office guidelines.

C. PROJECT COMMENCEMENT A kickoff meeting shall be scheduled with the Consultant and the Project Team members at the commencement of the project to obtain and/or coordinate the following information: 1. Project Directory: Develop a project directory that identifies the name and phone number of key designated representatives who may be contacted during this project. 2. Site Access: Develop procedures to access the project site and provide the names and phone numbers of approved escorts when needed. Obtain copies of special security and policy procedures that must be followed during all work conducted at the facility. 3. Project Coordination: Review and become familiar with any public programs at the site that may impact the research requirements of this project. 4. Existing Documentation:

Copies of the following documents will be provided to each Consulting firm at the pre-proposal meeting to assist in the bidding process. • Preservation Plan for The Indian King Tavern Museum, Prepared by Watson & Henry

Associates and Dated September 2013. Review these documents and any additional information that may be provided at a later date such as reports, studies, surveys, etc. The State does not attest to the accuracy of the information provided and accepts no responsibility for the consequences of errors by the use of any information and material contained in the documentation provided. It shall be the responsibility of the Consultant to verify the contents and assume full responsibility for any determination or conclusion drawn from the material used. If the information provided is insufficient, the Consultant shall take the appropriate actions necessary to obtain the additional information required. All original documentation shall be returned to the provider at the completion of the project. 5. Scope of Work: Review the design and construction administration responsibilities and the submission requirements identified in this Scope of Work with the Project Team members. Items such as: contract deliverables, special sequencing or phased requirements, special hours for work based on Client Agency programs or building occupancy, security needs, weather restrictions, and coordination with other project construction activities at the site shall be addressed. This information and all general administrative information, including a narrative summary of the work for this project, shall be included in final report. 6. Project Schedule: Review and update the project schedule with the Project Team members.

D. SITE INFORMATION

1. Site Location Map: Provide a site location map that identifies the spoil dirt storage container location and the location of the artifact washing station.

A. MANDATORY NOTIFICATIONS The Consultant shall include language in Division 1 of the specification that states the Contractor shall assure compliance with the New Jersey “One Call” Program (1-800-272-1000) if any excavation is to occur at the project site. The One Call Program is known as the “New Jersey Underground Facility Protection Act”, refer to N.J.A.C. 14:2.

IX. SUBMITTAL REQUIREMENTS

A. CONTRACT DELIVERABLES All submissions shall include the Contract Deliverables identified in Section XIV of this Scope of Work and described in the DPMC Procedures for Architects and Engineers Manual.

B. PROJECT DOCUMENT BOOKLET

The Consultant shall submit all of the required Contract Deliverables to the Project Manager at the completion of each phase of the project. All reports, meeting minutes, project schedule, correspondence, calculations, and other appropriate items identified on the Submission Checklist form provided in the A/E Manual shall be presented in an 8½” x 11” bound “booklet” format.

Figure 7: Preservation Plan research—William Callahan using a hollow-bit drill to collect dendrochronology samples from 3rd-floor joists. Subsequent analysis by Edward Cooke of the Lamont-Doherty Earth Observatory, Columbia University, established that this portion of the building had been constructed in 1741. Callahan and Cooke used dendrochronology to date other sections of the building to 1811 and 1832.

Figure 8: Preservation Plan research—Frank S. Welsh sampling paint in the second floor tavern ball room. These cupboard doors date from the 18th century. They were mounted here on a 19th-century cupboard, probably circa 1832. These doors were copied when the DAR rehabilitated the fireplace surround in 1904-1905.

Welsh found that early paint survives on most of the old woodwork.

Figure 10: Preservation Plan research—in the cellar of the 1741 section, broken brick and a foundation mark the location of an original fireplace foundation removed in 1909. McMillan explained how the foundation was corbelled out (like an upside-down spiral staircase) to support a corner fireplace above.

The arched opening (now bricked up) to the left of the fireplace foundation may have led to a second, 1741 vaulted cool room. In the 1760s, the Ark was constructed on the other side of this wall. The steel column is part of a 1980s structural stabilization.

Figure 11: The interior of the east wall of the bar room directly above the location of the removed 1741 fireplace foundation shown in figure 10. This room attained its present dimensions in 1832 after the 1741 structure was extended to the rear.

The boxed steel columns and beam were inserted in the 1980s to support the ball room fireplace and floor. We propose to strip the 1980s drywall and plaster from the east wall to search for evidence of the 1741 and 1832 chimneys.
