Closing date for applications is Friday 13th September and interviews will be held on Monday 23rd September. SCoD AGMThis year our AGM is being held in Touchbase in Glasgow on Thursday 31st October at 2pm. Lilian Lawson OBE, SCoD Director will be the speaker but no title has been given as yet. SCoD Management Committee ElectionsSo far we have received three nominations for Management Committee but need at least three more. Please talk to your colleagues and submit your nominations to Alison Coyle no later than 26th September.

BSL & Linguistic Access Working GroupThe BSL & Linguistic Access Working Group (BSLLAWG) met in Edinburgh on 20th August. Mark Griffin MSP attended and gave an update on the BSL Bill. He told the BSLLAWG that as a Private Member’s Bill, the BSL Bill has been reviewed by the Non Government Bills Unit (formerly NEBU - the Non Executive Bills Unit). A policy paper is being drafted which will be sent out to an independent legal draftsman to check before going to the Presiding Officer who will say whether it has legal competence. The BSLLAWG and Mark Griffin MSP had a good discussion on how we

(deaf organisations and people) could work with Mark to ensure that his bill would get through the Scottish Parliament and make it to the statute books.However it may be six months before the BSL Bill will be debated in the Scottish Parliament. The BSLLAWG assured Mark Griffin MSP that he would have full support from this group.

Cross Party Group on DeafnessThe Cross Party Group on Deafness (CPGD) will meet on Tuesday 10th September 2013 at 5.30pm in the Scottish Parliament. The main agenda item will be the Scottish Lipreading Strategy Group. Delia Henry of Action on Hearing Loss will speak to this item. Five years ago, we ran a Big Lottery funded project to support deaf people struggling with the impact of the recession. Sadly, the financial climate has not improved, and we now feel there is need for another one, but first we need your help.Through our new project, we will support deaf people in need of help with their financial management, or who are worried about going into debt. In particular, we will address the impact of changes taking place as a result of welfare reforms (such as the move from DLA to Personal Independent Payments). We will work with deaf people on a one-to-one basis, as well as running workshops across Scotland.

Young Talent on Screen Film FestivalYoung Talent on Screen is a film festival organised by, and for disabled children and young people, run by a dedicated group who are passionate about film and who want to use their knowledge and skills to plan a festival together.YToS is launching a call out for short films made by disabled children and young people up to 25 years old. The YToS team will view the films submitted and discuss together which films should be screened and what shape the festival will take. The selected filmmakers will be invited to the festival as guests, attend all screenings for free and have the chance to meet other filmmakers through social events and activities. ---------------------------------------------------------------------------------------------------------------------------------------------------------The PIP TimetableFrom 7th October 2013: Existing DLA claimants who report a change in their DLA care or mobility needs will be asked to claim PIP. Claimants with fixed term DLA awards due to expire after the end of February 2014 will also be asked to claim PIP. Young people turning age 16 will also need to claim PIP.

Between October 2015 and 2018: All the remaining eligible claimants in receipt of a DLA award will be invited to make a claim for PIP. The DWP plan to have contacted everyone by 2018. The DWP will write to individuals in plenty of time to explain what to do. You don't need to contact DWP just now.

You will find a simple summary of PIP and what's happening when online at www.gov.uk/pip. This site will soon include more information about how to claim PIP and the phone numbers to call. The website also features an online checker (www.gov.uk/pip-checker) that uses your date of birth to work out how and when you might be affected.

If you want to know more, the DWP has created an online toolkit at www.dwp.gov.uk/pip-toolkit, which includes material, from a simple Quick Guide and FAQs, to a map of the claims process.

Personal Independence Payment: National Go-Live for New ClaimsPersonal Independence Payment (PIP) has replaced Disability Living Allowance (DLA) for people who were aged 16 to 64 on 8 April 2013 or reach age 16 after that date. This is initially for new claims only. New claimsNew claims to PIP started for the whole of Great Britain from 10 June 2013. From this date people aged 16 to 64 can no longer make new claims to DLA. We'll refer people wishing to claim DLA to the PIP new claims number 0800 917 2222 (textphone 0800 917 7777).Our experience of taking the first PIP claims during April and May has been that the initial call to claim PIP is quick and easy for the majority of people. We are only gathering a limited amount of basic information at this stage and it helps if people have the necessary information to hand - details can be found at www.gov.uk/pip.If a claimant is unable to deal with us over the phone, or can't get help to make the initial claim call, they can request that we post a paper PIP claim form to them to capture the basic information necessary. Stocks of clerical claim forms are not available to order.EnquiriesFor any other PIP enquiries, please encourage claimants to phone the PIP enquiry line 0845 850 3322 (textphone 0845 601 6677). It is important claimants and advisors use this number rather than the claims line if they have a query, because this will enable us to help more quickly and effectively. ---------------------------------------------------------------------------------------------------------------------------------------------------------Next Generation Text ServiceBT is on target for the April 2014 launch of the Next Generation Text Service. The new service has some exciting new features, however for customers who don’t want to change their textphone or the way they make calls they can continue to use the 18001 prefix as the new service will work in the same way as the current Text Relay. The new service will be available on home, office, and mobile phone lines from BT and other phone providers and will introduce alternatives to the 18002 prefix, textphones, Voice Carry Over (VCO).

18002 alternativeAs a text-user from April 2014 you will be able to link your home, office or mobile phone number to a TextNumber. TextNumbers will have the same number of digits as standard phone numbers and there will be two groups. One starting with 03 for your home or office, and the other starting with 07 for your mobile phone. You will be able to give your TextNumber to your bank, friends and family, or anybody who wants to call you. They will simply dial the TextNumber and their call will connect to you via the Next Generation Text Service to be answered using a textphone or an Internet connected device (see: Textphone alternative below). When you make a call through the service the person you are calling will see your TextNumber, so if they return your call they will automatically dial the TextNumber rather than your phone number. TextNumbers will work with textphones and the new parallel channels below.

Textphone alternativeRather than needing a textphone, from April 2014 you will be able to use an Internet connected device for calls via the Next Generation Text Service. Once you have installed the free app on your computer, tablet or smartphone the service will use your Internet connection and phone call to create two parallel channels between you and the service. The Internet connection will be used for text while the phone call is used for voice.As with the current Text Relay you will need a phone line or mobile phone to make and receive calls. When you make a call it’s your phone that your telephone service provider will bill if there are any call charges. We are using a phone line in parallel with an Internet connection because:

it guarantees the voice quality for text users with some hearing when someone calls you any alerting device on your phone will be triggered e.g. house lights

flash, phone vibrates, pager vibrates, etc. you won’t need a separate phone account for text calls you can chose your telephone service provider telephone providers can offer text calls as part of their standard bundled packages the emergency services can use existing location systems it significantly reduces the possibility of fraudulent use

VCO alternativeThe Next Generation Text Service parallel channels will enable words to be typed and read at the same time as words are spoken and heard. This means that you will be able to reply immediately without using VCO, and even speak while the other person’s words are being relayed. Parallel channels also mean that like a voice phone call the other person will be able to interrupt you or show understand without waiting for ‘GA’ and taking control of the conversation.InformationMore information about the new Next Generation Text Service will be available on a new website later this year. Scotrail are to hold an online discussion about access to rail services in Scotland on 19th September at 3pm and 6pm. The discussions will take place online so respondents will need access to the internet.

There is no right or wrong answer as it is just opinions and views they are interested in. The groups are similar to a chat room where Scotrail will be posting questions for respondents to discuss.

The group discussions will last between an hour and an hour and a half depending on how much everyone has to say!

The first edition looks at the Paralympic Legacy, Sport and the disability strategy.The magazine has interviews with Lord Coe, Boris Johnson and Sophie Christiansen who talk about what the Paralympic Legacy means for them. It also features some of the projects that have been inspired by the Paralympic Games including the Deloitte Parasport website, Channel 4, BuDS (Buckinghamshire Disability Service), and Inspire Peterborough. The Young DPULO (Disabled People's User-Led Organisations) Ambassadors have been involved in the preparing the magazine and provided an article. Hearing Link UK Conference 2013 and International Hearing Loop Conference

An engaging line-up of speakers will add an extra dimension to the packed programme that will unfold at the 3rd International Hearing Loop Conference.

‘Hearing Loops for All’ takes place in the Winter Garden, Eastbourne, from 6th-7th October 2013. Hosted by Hearing Link, it aims to identify opportunities and options for encouraging hearing loop technology to become more widely available and accessible to hard of hearing people.

Over two days the varied programme will cover three themes: • technical aspects of hearing loops• practical issues of ensuring more and better hearing loops are made available• experiences, needs and views of hearing loop users

Keynote speakers have been confirmed from the Australia, Denmark, Germany, Sweden, Switzerland, UK and USA.

On day one of the conference social psychologist David Myers from Hope College in Michigan, USA, will discuss ‘Let’s Loop America’ campaign and its progress so far.

He will be followed by Juliette Sterkens, audiologist and hearing loop advocate for Wisconsin, USA. Her keynote speech entitled ‘It’s not so much about loops as it is about hearing loss’ is a thought-provoking addition to the programme.

Day two will welcome Brenda Battat, Past Executive Director of the Hearing Loss Association of America, who will present an insightful talk – ‘People and Loops – Getting it together’. Also featured on the second day of the programme is Pete Halsey, Executive Director of ACT Deafness Resource Centre in Australia who will discuss loops systems from his country.

The two-day conference will also feature a progress report on the successes of the ‘Let’s Loop Eastbourne’ campaign supported by Hearing Link. There will also be presentations from audiology professionals and loop system experts from across Europe and the USA who will discuss their experiences of the technology.

A working group is to be set up for a limited period to look into the meaning of a legal status for BSL and to come up with a clear statement to both the Deaf Community and politicians about the need for a legal status. We therefore seek a consultant to:

1. Collect information and/or Sign Language Acts from other countries who have given legal status to sign languages. Identify the benefits and costs, and whether it would work well here.

2. Find any clear evidence or legal cases that show protection for deaf people under the Equality Act, if any.

3. Produce a draft paper with a clear recommendation4. Consult on the draft paper with the Deaf Community5. Consult on the draft paper with key politicians who support deaf rights6. Complete a “BSL Bill” paper and issue a public statement on why there is a need for legal

status for BSL

The working group meetings will be held in London. The first in September 2013.

The report must be completed by the end of March 2014. Meetings would be held in September, December and March. During this period there will be regular email correspondence to ensure that the project is making real progress and moving forward without delays.

Funded by the Scottish Government, Deaf Action and RNIB Scotland have come together to develop the Edinburgh & Lothian Joint Sensory Partnership (ELJSP). Building on current success, the partnership will deliver improved outcomes for people with sensory loss through maximising existing resources and networks, by introducing sustainable support services and raising the awareness of sensory loss issues across the region.

You will build links with existing services and organisations to improve access to sensory support services of families of blind & partially sighted children in Edinburgh and Lothian, and work with families to build supportive peer networks.

You will have:• Experience of working with families and children• Good understanding of the implications of sensory loss• Ability to communicate well with a range of stakeholders• Good organisational, IT, record-keeping and report-writing skills

1pm Royal Botanic Gardens, Patrick Geddes RoomThe garden will be used as a stimulus for guided writing activities, considering plants, paths, views, season and weather. Together we will make a written portrait of the garden, and ourselves within (and beyond) it.

No previous writing experience is expected or needed to take part. The workshop will be supported by Susan and poet Ken Cockburn.

Ken is a poet who regularly works in education and community settings. His poem ‘The Ash Grove’ currently forms part of an exhibition organised by the Royal Botanic Garden Edinburgh, to highlight the problem of ash dieback disease. www.kencockburn.co.uk

Rising to prominence in the early 1990s, he has developed an innovative practice, making work which not only captures the imagination but also powerfully engages with key issues of what it is to make art. In a first for any Parliament, the Scottish Parliament is set to host a free exhibition of more than forty Andy Warhol works of art exploring the themes of power and politics.Including Andy Warhol’s 'Flash - November 22, 1963' screen prints about the assassination of John F.
