The Bidding documents can be downloaded from the website www.jktenders.gov.in from 16-11-2015 at 10.00 a.m. onwards. 2. The bids can be deposited in electronic format on website www.jktenders.gov.in from 16-11-2015 10.a.m. onwards to 27-11-2015 up to 4 p.m. 3. The complete bidding Process shall be online. 4. The Bid Document containing qualifying criteria for bidders, specifications of the nutritional item/s, conditions and other details can be seen at and downloaded from the website www.jktenders.gov.in. 5. The bids must be accompanied by a bid security (EMD) in the shape of a CDR/FDR of the prescribed amount pledged in favour of District Dev. Commissioner Kathua. Besides the Bidders shall also have to pay a non refund- able amount of Rs. 1000/- for General Units and Rs.200/- for registered SSI Unit, in the form of a Demand Draft, in favour of District Programme Officer ICDS Projects, Kathua, as cost of the downloaded tender document. Both should be submitted in a separate cover marked as cost of the tender document and EMD on or before 27-11-2015 up to 4 p.m. 6. To participate in the online bidding process, the bidders have to get “ Digital Signature Certificate(DSC)” from any approved Vendors as per The Information Technology Act 2000.The Certificate shall be required to Digitally sign the bid. 7. The bidders shall have to submit their bids online in electronic format with Digital Signature. No bidding proposal shall be accepted in physical form. 8. Bidders must ensure that the scanned copy of all the requisite documents are attached with the bid. 9. The Department shall not be responsible for any delay in online submission of bids what so ever the reasons may be. 10. The Hard Copies of the documents attached with the bid and the EMD specified in the tender document should be the same as submitted online(Scanned copies)otherwise the bid shall not be accepted. 11. Any information or clarification regarding the Digital Signatures or the tendering process can be obtained of the undersigned on any working day. 12. The tenderers shall have to deposit the samples of the nutritional items as per the terms and conditions on or before the 27-11-2015 up to 4 p.m. All the sam- ples should be accompanied with analytical report of Govt. approved laboratory/expert opinion of the Govt. Department as applicable. No sample, without the above referred analytical test report /expert opinion, shall be enter- tained. 13. The tenders(technical bids) so received on aforesaid date shall be opened on 30- 11-2015 at 4.00 p.m. or any subsequent convenient day in the office of District Dev. Commissioner (Chairman District Level Purchase Committee). 14. The tenderer, before submitting the tender, shall carefully examine the conditions and specifications mentioned in the tender notice/document and in case of any doubt the tenderer shall get it clarified from office of the undersigned. 15.
