    I. Overview

    The Christina School District Special Services Department provides a full continuum and range of services for students with various disabilities, from mild to severe. These students make up approximately 15% of the total district enrollment of over 17,000 students. We provide special education services to students within all thirty district schools, some of which are special schools or statewide programs. We require specific professionals, such as Behavior Analysts, Educational Diagnosticians, and School Psychologists to provide meaningful educational services to students age three through twenty-one.

    This request for proposals (RFP) is issued pursuant to 29 Del. C. 6981 and 6982.

    The proposed schedule of events subject to the RFP is outlined below:

    Public Notice Date: February 8, 2013

    Deadline for Receipt of Proposals Date: February 27, 2013 2:00 pm EST

    Notification of Award Date: March 31, 2013

    Each proposal must be accompanied by a transmittal letter which briefly summarizes the proposing firms interest in providing the required professional services. The transmittal letter must also clearly state and justify any exceptions to the requirements of the RFP which the applicant may have taken in presenting the proposal. Furthermore, the transmittal letter must attest to the fact that no activity related to this proposal contract will take place outside of the United States. The Christina School District reserves the right to deny any and all exceptions taken to the RFP requirements. Please provide the cost to provide the required professional services in a separate letter in a separate envelope.

    Respondents have the option to provide proposal for any or all of the 3 services requested

    II. Scope of Services - Responsibilities and Deliverables

    Behavior Analyst (approximately 13 full time equivalent)

    Qualifications:

    Board Certified Behavior Analyst (BCBA) credential preferred (required for DE Autism Program).

    Bachelors Degree in a related field (Education, Psychology, Human Development or similar) required.

    Masters Degree or higher preferred.

    Experience working with children and/or adults with mild to severe intellectual disabilities.

    Experience working with moderate to severe autism (required for DE Autism Program).

    Responsibilities:

    Leadership role in the team development of Behavior Support Plans (BSPs) that are compliant with

    guidance provided through the state directors office and the Peer Review Committee (PRC), including

    completion of Functional Behavioral Assessments and/or Analyses as needed and appropriate

    Leadership role in the implementation of BSPs with fidelity

    Support a classroom environment that fosters imbedded communication and social skills.

    Implement individual and classroom-wide strategies, interventions, etc. to increase adaptive behaviors

    and the development of functionally equivalent alternative responses.

    Collect, monitor, graph and analyze student data.

    Schedule time in classrooms for direct work with students.

    Regular meetings with the collaborative classroom team

    Support parent training, as a part of a team, to facilitate the use of appropriate supportive strategies

    within home and community settings.

    Confer with parents on an ongoing basis and as a part of the collaborative team.

    Attendance at school and instructional meetings as required

    Performing other related duties as assigned

    Provide consultation, training, and collaboration to classroom staff to enable them to develop skills

    necessary to analyze the potential causes of behavior problems and to effectively implement programs

    to modify the behaviors.

    Educational Diagnostician (approximately 27 full time equivalent)

    Qualifications for all Applicants:

    Eligible for State of Delaware Certification

    Bachelors Degree in Special Education (Masters preferred)

    Certified in Special Education

    A minimum of three (3) years teaching experience preferred

    Knowledge of IEP Plus (preferred)

    Additional Qualifications for Delaware School for the Deaf Applicants:

    Fluency in American Sign Language preferred

    Bachelors Degree in Deaf Education (Masters preferred)

    Responsibilities:

    Establish and maintain audit files to comply with federal, state, and local special education regulations.

    Interpret and communicate federal and state IDEA 2004 regulations to staff, parents, & students.

    Schedule and conduct eligibility & IEP meetings according to district protocol.

    Work collaboratively with IEP team members in the development of Individualized Education Plans for students with disabilities.

    Coordinate & communicate with related services personnel (OT, PT, SLT, Transportation and Specialized Transportation, Assistive Tech) for students with disabilities.

    Share knowledge with building staff as it relates to special education services for students. (new statewide IEP, Inclusive schools initiative, accommodations/modifications, etc.)

    Assist building staff to ensure students with disabilities are provided the core curriculum, and scientifically research-based interventions.

    Assist building teachers with instructional differentiation strategies, intervention strategies, and accommodations, modifications, and supports for students.

    Provide support to regular education and special education teachers to ensure that students are provided scientific, research based interventions and curriculum based assessments and data collection and analysis.

    Communicate & provide assistance with district initiatives: Inclusive practices, RtI, and the new statewide IEP.

    Provide Tier 2 or Tier 3 interventions to groups of students as directed by building administrator.

    Serve as an integral member of the Instructional Support/Consultative Team and/or PBS Core or Targeted Team.

    Collaborate with school psychologist to review referrals for students receiving Tier 3 interventions.

    Participate in building/district professional development as it relates to curriculum & instruction within the core content areas of ELA & Math.

    Disseminate student record information as appropriate. (i.e., teachers, cost recovery, agencies, etc.)

    Enter and periodically check accuracy of student data in eSchoolPlus throughout the year.

    Monitor and evaluate for compliance the transfer of students with disabilities into and from the building including alternative settings. Communicate with the ED at sending/receiving school and ensure timely transfer of all records.

    Enter & update student accommodations information in DELSIS prior to state testing.

    Request and/or send records for transferring students among other districts or states in a timely fashion.

    QUALIFICATIONS

    FOR ALL APPLICANTS:

    Hold a valid Initial, Continuing or Advanced License (Praxis I) and

    NASP or APA School Psychology degree supervised internship or

    NCSP Certificate from the NASP or

    Valid, current certificate from another state in School Psychology

    Graduate degree from an NCATE, NASDTEC, or American Psychological Association accredited school psychology program

    Eligible for Delaware certification as a school psychologist

    ADDITIONAL QUALIFICATIONS FOR DELAWARE SCHOOL FOR THE DEAF APPLICANTS:

    Successful work experience as a school psychologist -two to five years preferred

    (Preferred) Successful contractor will be able to provide a psychologist who is familiar with American Sign Language

    RESPONSIBILITIES

    FOR ALL APPLICANTS:

    Access, interpret, graph, and conduct training around DIBELS, MAP, and DSTP.

    Lead & conduct Functional Behavior Assessments and assist in developing Positive Behavior Support Plans.

    Lead & conduct Manifestation Determination meetings .

    Provide individual and/or group counseling as needed.

    Provide Tier 2 and/or Tier 3 intervention strategies for teachers to use with groups of students as needed.

    Assist in identifying appropriate Tier 2 and/or Tier 3 interventions to groups of students.

    Assist teachers in classroom management.

    Assist in determining when and which supports, accommodations, and/or modifications students need to be successful in educational settings.

    Assist with the transition of students with disabilities from alternative placements to the traditional school setting. (providing information to teaching staff, counseling parent/student, creating daily/weekly check-in procedures to monitor student, etc.)

    Administer intelligence, achievement, and other evaluation instruments to individual students.
