THE CONSTITUTION
Article I. Narr:e
The name of this organization shall be t he "Car roll County Education Association."
Article II. Purposes I
Section 1. T<J express thr ough cooperation and fellowship the importance of ejucation in Carroll County.
Section 2. To study the problems of educatidn a nd to devise plans whereby these may be solved. · ·
Section 3. To provide organizational machinery whereby educational standards can be improved through cooperative effort.
Section 4. Thi<; association shall no t affiliate with any orga nization other than the N .E .A. or the Indiana Statt' Teachers' Association .
Amendment to Sec ~ ion 4. This associat ion shall affiliate with the India na Classroom Teachers Association beginning with the school t erm of 1955-1956.
Article HI. Membership
Any person engaged in teaching, administration, attendance or supervision in the schools of Carroll County may become a member of this association by subscribing to this constitution and paying the assessed fees.
Article IV. Membership
Section 1. The officers of this association shall be president, vice-president, a secretary and a treasurer.
Section 2. The duties of these officers shall be those which usually pertain to such offices.
Section 3. No person shall be eligible for the sam e office for more than tw0 consecutive years .
S,ection 4. The officers shall be elected in the August or September m eeting to be held concurrently with the County Institute. They shall tak e office at the close of this meeting.
Article V. Executive Board
Section 1. The exeeutive board shall consist of the president, vice-president, secretary, treasurer and the chairman of each standing committee. The County Superintendent shall be a member, ex-officio, of this board.
Section 2. The executive board shall meet between regular meetings of the Association to transact such business as may be necessary.
Section 3. A majority of the executive board shall constitute a quorum to transact business.
Article VI. Committees
Section 1. The president shall appoint the following standing committees each consisting of three memb0rs :

Program Comm.ttce: This commit~ee wi1th the assistance of the County Supermtendent of Schools shall make plans and arrangements for the regular meetings.
Finance Committee. The treasurer of the Association shall be one member of t)lis committee. The committee shall draw up a budget and present it at the April meeting . of the Association.
General Welfare Committee. This committee shall make a study of the problems of the pro-fession and submit recommendations to the Association.
Section 2. A standing legislative committee shall be nominated by the president and elected by the Association at the August or September meeting. Nominations may be accepted from the floor.
Section 3. A nominating committee shall be appointed by the president to prepare a slate ~f candid.ates fer the August or September meeting. This comm1t~ee ~hall be t emporary. Nominations for candidates for office may be made from the floor.
Article VII. Meetings
Section 1. The regular meetings of the Association
shall be held in August or September, December a n d
April three meetings). The exact dates of the meetings
shall be determined by the program committee.
S,ection 2. Special meetings of the Association may
be called by the Executive Board.
Section 3. A quorum shall consist of all members
present at a regular or special meeting.
Section 4. The secretary shall notify each member
in writing of the meetings.
Article VIII. A~ndments
AmendmC:'nts to the constitution and by-laws of this
Association shall be made only at a regular or special
meeting thereof, by % vote of the members present.
No proposition to amend shall be acted upon unless
written notice thereof has been given to the secretary at
least 30 days prior to the meeting. A copy of such propo
sition shall be sent to each member of the Association at
least 10 days before the date of the meeting at which the
amendment is to be voted upon.
