Omicron Delta Epsilon Honor CeremonyOn Friday, May 11, 2018 the Economics Department at BPA hosted the Annual Omicron Delta Epsilon Honor Ceremony.

Omicron Delta Epsilon is one of the world’s largest academic honor societies. Pi Alpha Alpha Honor Ceremony

On Friday, April 13, 2018, the Department of Public Policy and Administration at BPA hosted the Annual Pi Alpha Alpha Honor Induction Ceremony.Pi Alpha Alpha is the Global Honor Society for Public Affairs and Administration and is ran by Network of Schools of Public Policy, Affairs, and Administration (NASPAA). NASPAA is the membership organization of graduate education programs in public policy, public affairs, public administration, and public and nonprofit management. NASPAA is the recognized global accreditor of master’s degree programs in these fields.

BPA Student Completes Internship at SBDCMarshon Mathis completed an internship with the Small Business Development Center (SBDC) in the Spring 2018. During his time at the SBDC, Mathis worked with small business owners and provided services to assist with the development of new businesses. “I learned about a variety of business services while at the SBDC including how to write a business plan, analyze cash-flow projections and marketing,” says Mathis. “I had accounting and bookkeeping skills, but the SBDC allowed me to gain a better understanding.”

The SBDC helps stimulate economic growth by helping small businesses succeed. They provide knowledge and support throughout a vast array of expertise including business planning, loan packaging, social media marketing, e-commerce, media buying, public relations, insurance, food services, intellectual property, human resources, and more.

The purpose of Pi Alpha Alpha is to encourage and recognize outstanding scholarship and accomplishment in public affairs and administration. Its objectives are to foster integrity, professionalism, effective performance, and promote the advancement of quality in the education and practice of the art and science of public affairs and administration. Pi Alpha Alpha membership identifies those with the highest performance levels in educational programs preparing them for public service careers.

Student Accepted to CSU Chancellor’s Doctoral Incentive ProgramRabia Sohail, BPA Alumni of the MS in Health Care Administration program, has been accepted to the California State University, Bakersfield Doctoral Program in Educational Leadership with funding from the CSU Chancellor’s office.

FMA Foreign Trade ForumThe Financial Management Association hosted the 4th Annual Foreign Trade: Obligations and Implications Forum on Monday, April 16, 2018. The Foreign Trade Forum brings foreign trade experts for a panel event to highlight issues related to foreign trade and the import/export business. Topics of discussion included:

• Opportunities to Export Overseas• Export Challenges and Barriers that U.S. Companies Face• Intellectual Property Protection• Distribution Channels• Foreign Customer Relations

At this year’s event, six speakers participated, including representatives from the U.S. Small Business Administration (SBA), the U.S. Department of Commerce, and regional business owners whose businesses are directly related in the field of foreign trade. The panelist shared information about their experiences in foreign trade as well as tips to break into the market.

Dr. Mahdy Elhusseiny, Professor of Finance and the Program Director of FMA shared, “We, the Financial Management Association, CSUB chapter were proud to present the trade event for the fourth year in a row. Expert speakers discussed key points regarding export opportunities, barriers, and foreign customer relations. Businesses in Kern County had the chance to explore overseas opportunities and discuss challenges with professionals from the government, the financial sector and actual exporters.”

Dr. Angappa Gunasekaran, Dean of the School of Business and Public Administration, noted, “Global market, operations and trade have been a reality for many years now. Considering the importance

of foreign trade for Kern County and beyond, this 4th Annual CSUB BPA Foreign Trade Import & Export Event focused on learning from experts about how companies can be successful in foreign trade by recognizing the opportunities and challenges. This event benefited our students, staff, faculty and Kern business community and provided support to the economic growth in the region”.

Federal Open Market Committee Simulation returns to BPA

The John Brock Endowment Committee and BPA’s Department of Economics hosted the return of the Federal Open Market Committee Simulation (FOMC). The FOMC simulation was held on Thursday, April 19, 2018 from 5:30-8:30pm in the Solario de

Fortaleza, CSUB Recreation Center.

The FOMC is the Fed’s monetary policy-making body, often referred to as the most powerful committee in the world. It consists of twelve voting members: the seven members of the Board of Governors and five of the twelve Federal Reserve Bank presidents on a rotating basis.

The FOMC holds eight scheduled meetings a year to discuss current and near-term economic and financial conditions. More importantly, monetary policy options such as adjusting the target federal funds rate or making changes to the Fed’s unconventional policy tools, such as forward guidance or quantitative easing, are decided at the FOMC meetings. Participants in this years’ simulation include:

SHRM Organization hosts Informational ADP Luncheon

The Society of Human Resource Management (SHRM) Student Chapter at CSUB and ADP hosted an informational luncheon on Friday, April 6, 2018. Getting Ahead of the Trend

– Understanding Modern HR provided an exclusive opportunity for students, the CSUB community and the community at large to engage in thought provoking conversations with other executives about Modern HR and what that means to organizations.In partnership with CSUB and the Kern County SHRM Student Chapter, the luncheon featured Keynote Presenter Darrin Cowie (Vice President, Comprehensive Services, Automatic Data Processing,

Cowork, Bakersfield’s first collaborative shared working space and KIT: Kern Innovation & Technology community in assistance to KIT Director Alyssa Haas and is personally driven to see Bakersfield grow into a hub of technology innovation. Most recently, Kevin has been working on “Start with Bakersfield,” a venture capital firm to bridge the gap between local technical experts and investors seeking to be stimulate the Bakersfield economy.

Chris Ferrill is an Internet entrepreneur. He has been a developer for the past six years and enjoys building products that solve real world problems for everyday consumers. For the past few years, he has been working on the social networking site Tattwo Inc (www.tattwo.com). Recently, he also launched a searchable antiques and collectibles startup called Vintage Dig (www.vintagedig.com) and started working with the city of Bakersfield to help form the downtown Antiques District.

ERM/OSH Networking EventThe Environmental Resource Management (ERM) and the Occupational Safety and Health (OSH) programs hosted their Annual Meet and Greet on Wednesday, May 16. The Annual Meet and Greet honors graduating students from the ERM and OSH programs. Joined

by alumni and community guests, students had the opportunity to network and discuss potential employment opportunities. Former Alumni shared industry perspective and gave tips to get “one’s foot in the door.”

BGS Hosts Professional Panel EventOn Tuesday, May 1, 2018, the Beta Gamma Sigma (BGS) Honor Society Student Organization hosted a professional panel and networking event to engage business students and introduce them to different career paths. Students were able to network with business professionals from the community and learn more about the vast array of career choices in the business community.

BGS Students Receive AwardOn Thursday, May 3, 2018 members of Beta Gamma (BGS) Sigma Honor Society Student Organization received several awards at the Student Leadership Hall of Fame Dinner. The awards received included: Outstanding Collaborative Programming, Outstanding Organization President, Outstanding Student Organization, and Outstanding Academic Organization.

Entrepreneurship Club PanelOn Thursday, May 10, 2018, BPA’s Entrepreneurship Club hosted a Tech Speakers Panel and Mentoring event. The Tech Panel featured guest speakers: Tabari Brannon, Chris Ferrill, and Kevin Mershon.

Tabari Brannon is the co-founder of MESH Cowork, LLC, and Organizer of the Bakersfield Startup Meetup. Tabari served as a staff chaplain at a local Bakersfield hospital. His Master’s level training in ministry has taught him how to start, nurture and grow communities around shared values. Tabari was able to translate his expertise in communities into several start-up ventures. Tabari’s vision for MESH is to establish multiple locations in Bakersfield and the San Joaquin Valley. He aims to provide a space for vibrant entrepreneurial and tech communities that not only decrease the barriers of entry for workspace but also provides its members with a valuable network and services and that help them to succeed.

Kevin Mershon is a 32-year-old software developer, tech enthusiast, and entrepreneur. He identifies primarily as a back-end developer and is currently a self-proclaimed fanboy of Clojure. He founded Mershon Enterprises as his third entrepreneurial venture and employs several other software developers. He was instrumental founding Mesh

Dr. Moore is a staunch supporter of shared governance and curricular integrity and has given generously of her time, serving on most every important university and school committee. As a strong and principled women Dr. Moore is a role model for many women faculty.

Dr. Moore’s contributions to the Bakersfield community are likewise significant, especially in the areas of health care, ethics, and social service. She is a CASA of Kern County volunteer and has served on various boards including Clinica Sierra vista, CASA, and the Henrietta Weill Child Guidance Clinic.

Dr. Moore’s contributions to advancing the mission of the School and the University have been exceptional.

AbstractThis paper examines cross-county healthcare efficiency rankings using modern non-parametric estimators, while taking into account secondary environmental variables. Results indicate that output-direction efficiency estimates yield counties producing inefficiently for both order-alpha and order-m estimators. After accounting for a variety of secondary environmental variables, unconditional efficiency estimates improve by anywhere between 7.5 and 10-percentage points. Results show that there is little correlation between the highly visible Robert-Woods-Johnson Foundation estimates with those derived here. We also find that counties are more efficient when they possess lower rates of obesity, unemployment, and preventable hospital readmissions. In addition, demographic variables do not play much of a role in explaining cross-county inefficiency. The analysis shows that the two stage DEA is inappropriate and violates several assumptions in comparison to the conditional order-m estimation.

BPA Professor Co-Authors Two ArticlesDr. Mohsen Attaran has co-authored two articles that have been published as a chapter in a book titled “Applying Business Intelligence Technologies and Approaches in Organizational Settings.”Attaran M. and Attaran, S. “The Rise of Embedded Analytics: Empowering Manufacturing and Service Industry with Big Data.”

Abstract This article proposes a conceptual model for successful implementation of Embedded Analytics in organizations. Furthermore, this study illustrates how to overcome some of the key challenges of incorporating embedded analytics into an analytic strategy in business.

Attaran M. and Attaran, S. “Opportunities and Challenges of Implementing Predictive Analytics for Competitive Advantage.”

Abstract This article highlights the importance of predictive analytics, identifies determinants of implementation success, and covers some of the potential benefits of this technology for manufacturing and service industry.

BPA Professor Awarded Emeritus Status Dr. BJ Moore received Emeriti Status at the Thank-you Reception Honoring New Emeriti Faculty, Retiring Faculty, and those entering the Faculty Early Retirement Program on Thursday, April 26, 2018. Emeritus status is awarded to selected retired faculty and allows them to retain their title of Professor.

Dr. BJ Moore is an accomplished and well-respected teacher who is dedicated to her students’ success. The Master of Science in Health Care Administration Program has thrived over the past twenty years due to Dr. Moore’s leadership. Even in retirement, Dr. Moore has remained active in directing the program, ensuring continuous academic support and guidance for the program’s students.Especially laudatory are Dr. Moore’s accomplishments that have moved the university forward. 2018 Kern County Small Business Luncheon and Awards

BPA and the Small Business Development Center (SBDC) was a proud sponsor of the 7th Annual Kern County Small Business Week Luncheon and Awards on Wednesday, May 2, 2018 at the Bakersfield Marriott where six local businesses were recognized for their outstanding contribution within their communities.

National Small Business Week was celebrated this year from April 29th-May 5th. Each year since 1963, the nation’s top entrepreneurs, small businesses and their advocates are recognized and awarded for their contribution to job growth, innovation, and America’s global competitiveness.

Dean’s Executive and Research Seminar- April 2018

On Wednesday, April 25, 2018 BPA hosted the Dean’s Executive and Research Seminar Series- “Building a Better Bakersfield: Background on the Greater Bakersfield Chamber of Commerce, our history, and our efforts to improve the business climate and quality of life in Bakersfield and Kern County” with special guest speaker Nick Ortiz. Nicholas “Nick” Ortiz was named President and CEO of the Greater Bakersfield Chamber of Commerce by its Board of Directors in March of 2015. As President and CEO, Ortiz oversees the Chamber’s operations and staff to ensure Chamber programs and services run with the high degree of excellence that its membership has come to expect.

Before joining the Chamber, Ortiz served as the manager, production regions for the Western States Petroleum Association, where he was responsible for managing the organization’s regulatory and public affairs efforts in the San Joaquin Valley and Central Coast regions. Ortiz has previously held positions with Pacific Gas & Electric Company and the Silicon Valley Leadership Group.

Ortiz is recognized as a leading authority on state and regional energy policy, having worked on a range of issues impactful to Kern County’s economy including: working with local groups on state electricity rate reform; streamlining permitting of oil and gas injection wells;negotiating regulatory language with state agencies during the implementation of SB 4, the state’s well stimulation legislation; and co-leading the development of the landmark Kern County Oil & Gas permitting process.

He has a bachelor’s degree in politics from the University of California, Santa Cruz. Ortiz is also very involved in the community, serving on the boards of the Bakersfield Homeless Center/Alliance Against Family Violence and Sexual Assault, United Way of Kern County, Mid State Development Corporation, Taft College Foundation, CSUB School of Business and Public Administration Executive Advisory Council, and the California Living Museum (CALM) Foundation.

A Story of Survival: Holocaust Survivor EventIn remembrance of the Holocaust, BPA hosted a panel event with special guest speaker and Holocaust Survivor Dr. Helena Rozbecka Ganor on Tuesday, April 24, 2018. Author of “Four Letters to the Witnesses of my Childhood”, Ganor shared her experiences as a young girl in Lvov, Poland hiding

from the Nazis and how those experiences have shaped her life.

Ganor’s bio:

I was born in July of 1932 in the city of Lwòw (Lvov), Poland. At this time, Lvov belongs to Ukraine. I am 86 years old and Jewish by ethnicity, but I am not of the Judaic religion. The history of Poland is very complicated because of its powerful neighbors: Russia in the East and Germany in the West. My life in Poland became not only complicated, but full of tragedy.

In 1939, the beginning of WWII, Nazi Germany invaded Poland, I was 7 years old. I never went to school until WWII ended in 1945! With the help of a tutor, in 3 or 4 months, I passed an entry exam to high-school, and graduated in 1951. I subsequently applied to Warsaw Medical Academy and graduated in 1957 with an M.D. I practiced Internal Medicine in Poland for eleven years.

In 1967, my family and I were forced to leave Poland, deprived of citizenship, and considered as an “enemy of the people” because of the “7-day war” in Israel. The only country in Europe that accepted “citizen-less” Jewish people was Italy. We applied for immigration to the USA, waited almost 1 year, and came to the USA in 1968. We became American citizens about 5 years later.

I had to pass a special exam for foreign medical professionals (ECFMG) and do an internship for one year before I as allowed to become a licensed M.D. in California. I practiced Internal Medicine full time until 1992, and part-time until 2004, when I retired.

Jarib Raynal Cockerel- B.S. Environmental Resource Management with a concentration in Occupational Safety and Health. Cockerel has accepted a position with Amazon Fulfillment Center as an Environmental Health and Safety Specialist.

Josue Fernandez- Master of Science in Health Care Administration. Fernandez is currently the Compliance and Business Services Manager at Omni Family Health. Fernandez aspires to continue growing as a dynamic health care administrator to make a positive impact in decreasing health disparities and increasing access to affordable healthcare in our communities

Maria Fernandez- B.S. Business Administration with a concentration in Human Resource Management. Fernandez has accepted a position with a local company as a Human Resource Generalist.

Luis Hernandez- B.S. in Economics. Hernandez will continue to work with BPA in the Management and Marketing and Economics Department. Hernandez will begin the Master of Business Administration program Fall 2018.

Amanda Khatib- B.S. Business Administration with a concentration in Management. Khatib is currently in the Master of Business Administration program in AV. Khatib as accepted a full-time paid internship at General Atomics for Environmental Services Business & Leadership.

Keith Kirouac- M.S. Administration. Kirouac is currently a Lecturer at CSUB and Adjunct Professor at Bakersfield College.

Andrew Lesaca- B.S. Business Administration. Lesaca completed an internship with Grimmway Enterprises and has accepted a position as a Plant Accountant in Manufacturing Cost Accounting.

Tailor Lowe- B.S. Business Administration with a concentration in Accounting. Lowe has accepted a position with a local public accounting firm as a Staff Accountant. Lowe has plans of attaining a CPA license by the end of next year.

Luiza Martins- Master of Science in Health Care Administration. Martins has been accepted into the Counseling Psychology Ph.D. program at the University of Houston.

Nadia Mirkazemi- B.S. in Business Administration with concentrations in Marketing and Small Business Management. Mirkazemi has been accepted Fashion Institute of Design and Merchandising’s (FIDM) Professional Designation Program to study Merchandise Product Development.

Tania Moreno- B.S. Business Administration with a concentration in Agricultural Business. Moreno will be staying with her current company Grapery, Inc.

Ivory Parker Jr.- B.S. Economics. Parker plans to work as a data scientist.

Ramon Rivera- B.S. Economics with a concentration in Accounting and a BA in English with a concentration in Literature and Language.

Rage Sullivan- B.S. Business Administration with a concentration in Accounting. Sullivan as accepted a position as a full-time Staff Accountant at Brown Armstrong.

Leticia Suarez- B.S. in Business Administration with a concentration in Management. Suarez has accepted a position with the State of California Department of Public Health as a Staff Services Analyst/Health Facilities Surveyor. Suarez has also applied to the University of Texas in Austin, University of Southern California, and UCLA for MBA program Fall 2019.
