Request for Expressions of Interest (RFEI)
1. Introduction - Overview
School District No. 72 (Campbell River), which is located in the central coastal area of Vancouver Island (Map – Appendix 1), is seeking Expressions of Interest for the procurement of a 1960 vintage elementary school in order to generate revenue for the district. The School District is looking for respondents who may be interested in procuring or leasing this property as an educational, recreational or social facility, or dependent on rezoning requirements, for residential development. The School District reserves the right to use the list of interested parties / respondents from this RFEI to invite proposals through a Request for Proposal (RFP) process. School District No. 72 (Campbell River) does not bind itself to accept any of the RFEI responses. This RFEI does not constitute a contract or any legal obligation of any kind by School District No. 72.
2. RFEI Objectives
The objectives of this Expression of Interest are as follows: To determine the level of interest in this facility / property acquisition or
leasing opportunity in order to generate revenue for the School District
To seek ideas in, or approaches to, the use / development of this type of facility
Dependent on the level of interest and project feasibility, solicit detailed
proposals through a Request for Proposals (RFP) process

3. Project Requirements – Potential Property Development / Use
The school is located in Campbell River in a rural setting surrounded by residential properties. The school has approximately six (6) acres of property and is close to the Willis Rd access to Hwy 19. The school has a total space of 1,330 square metres comprised of six (6) classrooms, a library and a gym, as well as a separate computer room. The school has been vacant, with periodic day rentals since 2009. Attached, as Appendix 2, is an aerial photographic view of the school and surrounding property. Attached, as Appendix 3, is a schematic overview of the interior school facilities. Attached, as Appendix 4, is the current zoning bylaw (No. 3250 Section 5.21 Public Areas One (PA-1) Zone) provides a guideline to the social, educational and recreational uses for this kind of public property. There is the possibility that this property could be rezoned for residential development. Respondents should include their suggested approach as to how this property could be used (in broad terms only) and their financial capability to procure / lease and operate / manage this property. Respondents should consider approaches to property operation / development that would be acceptable to the local community. Comprehensive proposals including detailed approaches or solutions and price / bids are not required at this time.
4. RFEI Submission Information
The RFEI responses are intended to assist the School District is assessing the type of interest and approaches to facilitating the development / operation of this facility / property.
Respondents are responsible for verifying site conditions and obtaining whatever additional information they deem necessary to complete their Expressions of Interest submissions. Information and / or queries relating to the preparation of the Expression of Interest can be directed to the contact person (details on page 1). 6. RFEI Submission Procedures
The Expressions of Interest, in two (2) copies, must be received by no later than 2:00 p.m. local time (Pacific), October 16, 2013. Submissions received after that time will not be considered. All submissions must be in a sealed envelope marked as follows:

7. Future Solicitation Stage (to be confirmed)
If sufficient feasible interest is expressed from respondents, the School District may consider proceeding with an RFP. If an RFP solicitation is warranted, this process could be expected to take place in the October – December 2013, timeframe. As part of the RFP process, proponents will be required to satisfy specific selection criteria. Proponents may be pre-qualified into a short-list within the RFP process. This evaluation process may include, at a minimum, the following selection criteria (specifics and weightings to be included as part of the RFP). This information is not required as part of this RFEI as it is only provided for planning purposes in the event that a future RFP is issued. Detailed project solution / approach / methodology

The District reserves the right to request any subsequent submissions, such as proposals based on an RFP, from only those respondents who submitted an acceptable Expression of Interest. The District also reserves the right to terminate this process without moving to any solicitation stage.
