- 1 - SCHOOL BOARD MEETING Tuesday, May 26, 2020 The School Board of the Sioux Falls School District 49-5 of Minnehaha County, South Dakota, was called into regular session, pursuant to due notice, on Tuesday, May 26, 2020 at 5:15 p.m. in the Instructional Planning Center, 201 East 38 th Street, Sioux Falls, South Dakota, with the following members present: Nan Baker, Kate Parker (via telephone), Todd Thoelke, Vice President Carly R. Reiter, and President Cynthia H. Mickelson. Absent: None. Dr. Brian Maher, Superintendent of Schools, and Todd Vik, Business Manager, were also present. Reiter, five (5) votes “yes” on roll call, approving the minutes of meetings held May 11, 2020, which were furnished to the Sioux Falls Argus Leader for publication, in unapproved form, all in accordance with SDCL §13-8-35. The School Board of the Sioux Falls School District 49-5 of Minnehaha County, South Dakota, was called into regular session, pursuant to due notice, on Tuesday, May 26, 2020 at 5:15 p.m. in the Instructional Planning Center, 201 East 38th Street, Sioux Falls, South Dakota, with the following members present: Nan Baker, Kate Parker (via telephone), Todd Thoelke, Vice President Carly R. DeeAnn Konrad, Community Relations Supervisor, reported that Paul Hilt, of BuyYourBillboard, graciously offered to display the names and photos of the 1,564 Sioux Falls School District’s high school graduates of 2020 during the Memorial Day weekend. Due to the COVID-19 pandemic, normal graduation ceremonies could not be held in person, so a video of each school’s graduates was produced by the Community Relations department, which was shown on KLRN and a copy was sent to each graduate.

Ann Smith, Director of Curriculum, Federal Programs, and Libraries, presented an update on the K-12 Library Program (see MRF #18363), as follows: In the summer of 2018, Sioux Falls School District (SFSD) librarians at each grade level began evaluating the work they do, how their work matches the District’s Strategic Plan, and how to move forward to ensure the library program effectively supports student learning and progression. Following two years of study and discussion, the District has developed an updated plan to guide development of the library program. The restructured plan focuses specifically on strengthening support of student learning and ensuring that all students have equitable access to a highly effective library program. To help attain the goals set forth, five priority areas are outlined in the plan. Priority areas include high technology standards, well-staffed and inclusive libraries, and time and support for professional development. Support for this plan will be part of the annual budget process. Following general discussion, a motion was made by Carly R. Reiter and seconded by Todd Thoelke, five (5) votes “yes” on roll call, acknowledging the K-12 Library Program Update, as presented.

Joni Davis, Child Nutrition Services Supervisor, presented a report on the Summer Child Nutrition Programs (see MRF #18364), as follows: Child Nutrition Services (CNS) will again be operating the Summer Food Service Program. The USDA sponsored program began in 1975 and the District has participated for the last 35 years. Due to COVID-19, this year the Summer Food Service program will have a much different appearance with CNS will provide an array of new programs to follow social distancing guidelines. Typically, the Summer Program is meant to provide meals as a continuance of meals offered in the School Breakfast and National School Lunch program during the school year. CNS has, in the recent past and will have this summer, seven sites throughout the city. A site can be eligible if it has fifty percent or more free and reduced students during the school year. Additional factors are considered when selecting sites such as past participation at the site, walking traffic, community partners who may participate in the programs and building availability. As stated above, this summer will be different because the United States Department of Agriculture (USDA) issued key waivers to assist schools in operation of programs to cope with COVID issues. These waivers will continue through August 31, 2020. The key waivers in place

are the removal of the congregate feeding requirement, mealtime flexibility and area eligibility. These waivers allowed CNS to provide meals for students and their families when school buildings were closed by the Governor’s Emergency order in March and extended through the end of the year. Because of the flexibility, the District established drive-up and grab-and-go sites consisting of prepackaged breakfast kits and sack lunches at typical summer food school building sites: Laura B. Anderson, Lowell, Terry Redlin, Hawthorne, Hayward, and Anne Sullivan Elementary Schools. In addition, CNS provided meals at Susan B. Anthony to Kids Inc.’s emergency daycare program for children of health care workers and first responders. The District also provided meals along with homework to students at over 100 bus stops on 16 routes serving 15 elementary schools (those above plus Cleveland, Laura Wilder, Renberg, Rosa Parks, Oscar Howe, JFK, John Harris, Garfield, Discovery and the Elementary Immersion Center at Jane Addams), plus middle and high school students living in those areas. From March 16 through May 19, CNS distributed 90,628 lunches and 91,242 breakfasts to families in need. Last summer, CNS distributed just over 28,000 meals. The feeding program continues through August at the sites listed above plus the Food Service Center. The USDA waiver allows CNS to continue providing drive-up and grab-and-go meals Monday, Wednesday, and Friday from 11:30 am to 12:30 pm. On each day of distribution, students will receive two breakfasts and two lunches. The District qualified for a new program established for students (and their siblings age 1-18) in response to the pandemic called Meals to You. Those who qualify for free and reduced meals and attend District schools or programs with greater than fifty percent free and reduced lunch eligibility can receive ten days of meals delivered directly to their door by UPS, USPS and/or Fed Ex. This program runs through June 30. All the schools with bus routes listed above qualify except Oscar Howe, JFK, John Harris, and Discovery. McGovern and Whittier Middle Schools, in addition to a handful of programs contained at Axtell Park also qualify. The District will continue running bus routes through June 30 to four elementary schools that do not qualify. Thirty CNS staff will work in two shifts utilizing all safety precautions and face coverings to prepare and deliver meals. Following general discussion, a motion was made by Carly R. Construction projects got underway earlier this spring at Laura Wilder Elementary, Robert Frost Elementary, and Horace Mann Elementary.

The project at Laura Wilder Elementary makes improvements to add an elevator for better second floor access and adds additional classrooms. Basic renovations and security updates to entrances are happening at Robert Frost and Horace Mann Elementary Schools. Additionally, Robert Frost is getting an expansion to their gymnasium. Projects at all three schools are set to be completed by August 2020 for the start of school.

Construction continues to move full steam ahead at the District’s two newest schools, Thomas Jefferson High School, and Ben Reifel Middle School. Football field and track work is underway at both locations. At Jefferson, furniture and equipment plans will be finalized over the summer, which will go out for bid this fall. Both schools are still on time, on budget, and set to open in the fall of 2021.
