SCHEDULE

3000 HP, Cape Gauge, Diesel-electric locomotive having nominal axle load of 20 t, complete in all

respects, shall be assembled with: -

1. 12-710G3B diesel engine is to be fitted. The maximum output of the engine shall be 3000 HP & 2237 KW at 900 rpm.

2. IGBT based AC-AC traction system shall be as per RDSO spec no. MP 0.2400.43 Rev.6 (Latest Revision)

3. One Traction alternator model TA17CA6 or TA12CA6 or similarwith rectifier, automatic voltage regulators, over voltage and over current protection.

4. Six BHEL MakeAC model traction motors.

5. Auxiliary alternator shall have 10% excess capacity than the total load.

6. One complete set of microprocessor control equipment AC-AC System.

7. One set of Dynamic brake equipment capable to dissipate 3000 HP energy.

8. Cooling blower (DLW pt. No. 17051253 or equivalent) to cool Alternator and Traction Motors.

9. The proven Modular Microprocessor controlled air brake system with advanced features should be provided as per RDSO Specification no. MP.0.01.00.24 (Rev02) August ‘2016

10. One engine driven water cooledtwo stage three-cylinderair compressor should be provided as per RDSO Specification no. MP.0.07.00.14 (Rev00) June ‘2007.

11. Two nos. of AAR type E- type coupler with self-alignment control& NC-390 draft gear or any other coupler as per client requirement.

12. Two nos. newly designed fabricated, tri-mount Co-Co bogies for cape gauge.

AC-AC 3000 HP CAPE GAUGE DIESEL-ELECTRIC LOCOMOTIVE FOR EXPORT

CHAPTER – 1

1.1 SCOPE

This specification covers manufacture and supply of a 3000 HP diesel- electric locomotive fitted

with two Co-Co bogies, 12-710G3B diesel engine and AC/AC transmission suitable for operation

on Cape gauge to be delivered fully erected, painted & complete in all respects for operation.

1.2 DESIGN

1.2.1 Wherever RDSO drawings are quoted, DLW shall ensure that drawings bearing latest alteration are followed.

1.2.2 Modifications, which may be necessary due to limitations of either availability of material indigenously, or manufacturing facilities at DLW shall be incorporated in consultation with RDSO.

1.3 MATERIAL

The materials to be used in the construction of the locomotive especially the vehicular portion

shall, to the extent possible, be selected from IRS or IS specifications as under:

1.4 DEFINITIONS

1.4.1 ‘RDSO’ means Research Designs and Standards Organization, Ministry of Railways, Manak Nagar, Lucknow-226 011.

1.4.2 ‘DLW’ means Diesel Locomotive Works, Varanasi-221 004.

1.4.3 ‘MG’ means 1000 mm gauge, referred to as Meter Gauge.

1.4.4 ‘CAPE’ means 1067 mm gauge referred to as Cape Gauge.

1.4.5 ‘BHEL’ means Bharat Heavy Electricals Ltd, Bhopal or any of their works in India.

1.4.6 ‘IEC’ means International Electro-Technical Commission.

1.4.7 ‘IS’ means Indian Standard.

1.4.8 ‘AAR’ means Association of American Rail-roads.

1.4.9 ‘UIC’ means Union International Des Chemins defer (International Union of Railways)

1.4.10 ‘IRS’ means Indian Railway Standard.

1.4.11 Throughout this specification the words:

.1 Horse Power (HP) shall be taken as metric horse Power, i.e. 75 kg metre/sec.

.2 Tonnes (T) shall be taken as metric tonne i.e. 1000 kg.

2.2 CLIMATIC CONDITIONS

The locomotive shall be in continuous operation under the following atmospheric and climatic conditions: -

2.3 MULTIPLE OPERATIONS

The locomotives shall be suitable for multiple operation upto a maximum of three units.

CHAPTER - 3

MECHANICAL DESIGN

3.1 GENERAL ARRANGEMENT AND EQUIPMENT LAYOUT

The General Arrangement of the locomotive shall be to RDSO Drawing. No. SK-DL 4805 Alt Nil.

3.2 UNDERFRAME

3.2.1 The underframe shall be of fabricated design. It shall be manufactured using two fabricated I-beam and rolled steel section / plates. The under-frame has been designed to withstand a maximum static squeeze load of 400t without signs of permanent distortion and shall be manufactured according to 3D solid model on UG supplied by RDSO. A draft gear pocket shall be made integral with the frame at each end of the locomotive. Centre-pivot pin shall be welded to the under-frame at each bogie position. Battery box shall be underslung to underframe and arrangement shall be as shown on the model.

3.3 BOGIE

The locomotive shall be fitted with three axles, single stage suspension bogie carrying

conventional brake rigging. The bogie frame shall be of fabricated box type construction,

manufactured from steel plate to IS: 2062 E350 Quality ‘C’. The bogie shall havehelical coil springs

in primary stage with hydraulic damper and swan type equaliser arrangement. The general

arrangement of the bogie shall be as per RDSO Drg. No. SK.VL-.833 alt nil.

3.4 DRIVER’S CAB

3.4.1 The locomotive shall be provided with one full width driving cab at one end, equipped with frontal collision structure to meet requirement ofEN 12663.

3.4.2 The cab shall be provided with two drivers’ control desks for driving in both the directions.

3.4.3 Rainwater gutter over cab windows shall be suitably provided.

3.4.4 Left /Right hand drive shall be provided as per customer requirement.

3.4.5 Drivers cabin will be equipped with HVAC

3.4.6 A Toilet compartment situated behind the HV compartment.

3.4.7 Noise in driver cab shall be limited to 85 dBA max.

3.4.8 Two power sockets 230V/ 16 A/ 50 Hz or according to customer requirement.

3.4.9 A closed wardrobe for clothes and personal belongings shall be provided.

3.4.10 A lighted time table holder at driver desk shall be provided.

3.4.11 An ashtray for the driver shall be provided.

3.4.12 Megaphone and search light each with corresponding charger and rechargeable battery. Activation of the emergency lighting must be possible when the main battery is switched off. The floor shall be covered with flat burls to prevent slipping.

3.5 SUPERSTRUCTURE

3.5.1 The locomotive shall be manufactured with long hood and short hood arrangements. The sidewalls shall be bolted to the underframe and detachable roof in three pieces shall be provided.

3.5.2 The lightweight superstructure design implemented on WDP4D locomotive by DLW shall be adopted.

3.5.3 Self-cleaning Inertial air filtration system for engine shall be to relevant DLW drawing.

3.5.4 Rainwater gutter over Sidewall door shall be suitably provided.

3.6 FUEL TANK

3.6.1 A detachable type Fuel Tank of 6000 litre capacity shall be provided. Openings will be provided to clean the tank thoroughly. Visual accessible Indicators to check the fuel level also provided.

3.7 COUPLER, DRAFT GEAR & SIDE BUFFERS

3.7.1 The locomotive shall be fitted with AAR approved high tensile E-type centre buffer coupler and NC-390 draft gear as per EMD part no. 8420236or any other coupler as per client requirement. Material and testing procedure shall comply with AAR M -201 Grade E.

Total 04 nos. side buffer (02 nos. each side) as per RDSO drawing no. SKDL-4561 shall be provided.

3.8 CATTLE GUARD

Cattle Guard shall be provided at each end to protect the under slung equipment from being hit by the foreign objects. The lower edge of the cowcatcher must be 100 mm above the railhead and an adjustable strip shall be provided to adjust the gap between the rail head depending on the condition of the track and the suspension springs and the wheel thickness. Two locomotives shall be able to couple together without removing or adjusting the cattle guard.

3.9 BRAKES

3.9.1 The locomotive shall be equipped with modular Microprocessor controlled air brake system with advanced features should be provided as per RDSO specification no. MP.0.01.00.24 (Rev02) August’2016. It may be Knorr Brake CCB 2.0 or similar.

3.9.2 A Twin tower heatless regenerative type air dryer to RDSO specification no. MP-0.01.00.06 (Rev.05)March’ 2011 shall be provided.

3.9.3 All cutout cocks and self-locking angle cocks shall be ball type and open line parallel (OLP) except drain cocks, which shall be close line, parallel (CLP) type.

3.9.4 A hand brake shall be provided for use on stabled locomotive and for holding a light locomotive on a grade in emergency as per RDSO drg. No. SKDP-3947.

3.9.5 Application of any type of brake provided on the locomotive shall result in simultaneous engine should come to idle in coordination with loco control micro-processor.

3.9.6 VCD feature shall be provided as a part of microprocessor based loco control system.

3.9.7 Brake block shall be provided as per RDSO specification no. MP.0.01.00.04 (Rev-09) April’2016.

3.9.8 D-1 Emergency Brake valve in driving cab extreme right hand side for emergency brake application should be provided.

3.9.9 Main air reservoirs of adequate capacity shall be provided. In addition, a separate braking reservoir and a non-separate valve be provided for braking only. Suitable drain valve/cocks shall be provided to drain off the condensate in the reservoir (s). Cut off cock may be provided at inlet of auto drain valve.

3.10 COMPRESSOR

One engine driven water cooled two stage 3-cylinder air compressor shall be provided as per RDSO Specification no. MP.0.07.00.14 (Rev00) June ‘2007.

3.11 PIPING

3.11.1 Heavy-duty seamless pipes to IS: 1239 shall be used for pneumatic brake system. All pipe joints will be as per DLW standard practice.

3.11.2 Schematic piping to suit the engine shall be to the relevant DLW drawings.

3.12 SANDING

3.12.1 Automatic sanding during wheel slip shall be provided.

3.12.2 Eight Nos. side sill mounted sand boxes shall be provided.

3.13 HORNS

Dual tone horns in accordance with RDSO Specification No. MP.0.99.00.04, November’1990 for each direction of motion of the locomotive shall be provided. Provision for operating horns for either of the directions from both control stands shall be made.

3.14 LUBRICATION

3.14.1 Grease nipples shall conform to IS specification No. 4009.

3.14.2 Grease nipples and adaptors where used shall be tack welded to prevent them from unscrewing and falling off in service.

3.15 AXLE JOURNAL ROLLER BEARINGS

RDSO approved cylindrical roller bearings with conical rubber thrust pads on end axles shall be used on the locomotive.

3.16 FIRE EXTINGUISHER

One Dry Powder ABC type fire extinguishers of 5 Kg. capacity approx. of well-known make shall be provided in driver cab & two 5 Kg fire extinguishers shall be provided in Engine room for conform to IS: 2171 – 1985 and Gas Cartridge shall conform to IS: 4947-1985.

CHAPTER- 4

POWER EQUIPMENT

4.1 DIESEL ENGINE

The locomotive shall be powered by12-710G3B diesel engine of 3000 HP at 900 rpm under standard conditions. The engine configuration and support system for the locomotive shall be as under:

4.1.1 Engine cubical ventilation shall be through suitable filtration system for the dusty environment.

4.1.2 Lubrication System

The lubrication oil system, including filters, heat exchangers and pumps of proven designs shall be provided to fulfil the requirement of the engine manufacturer. Provision shall be made to conveniently fill and drain the oil completely.

4.1.3 Fuel oil System

4.1.3.1 Suitable fuel filtration system on-board shall be provided.

4.1.3.2 Detachable underslung fuel tank shall be provided with at least 6000 lts. capacity. Provision (manholes) shall be made on the tank to open and clean completely.

4.1.3.3 Suitable indicators shall be provided either side of the locomotive to read the quantity of fuel in the tank.

4.1.4 The Cooling System, Radiators and Heat Exchangers

4.1.4.1 The locomotive shall be provided with fully regulated cooler group for engine cooling.

4.1.4.2 The radiator system shall be designed with multiple elements for easy maintenance up to 20% additional heat rejection capacity.

4.1.4.3 The cooling system shall have regulating system to maintain the optimum engine temperature.

4.1.4.4 Radiator shall be seamless mechanically bonded.

4.1.4.5 Water filling shall be at the top of the header tank. A provision shall also be made to completely drain the cooling water system. Cooling water recovery system dueto thermal expansion shall be incorporated.

4.1.4.6 Recommended corrosion inhibitors must be compatible with the cooler group equipment and agree with the engine manufacturer recommendations. Also the inhibitor shall be compatible with the available brands in Mozambique.

4.1.4.7 Forced ventilation fans shall be provided to cool the electrical traction machines and equipment.

4.1.5 Air Intake System

Suitable self-cleaning inertial air filtration system is required to prevent dust get into the engine room. The engine air filtration system and filter elements shall be the approved types of the diesel engine manufacturers.

4.2 TRANSMISSION

4.2.1 Transmission shall be by means of a directly coupled self-ventilated TA17CA6 or TA12CA6 or similarmodel traction alternator, with rectifier, driving 6 axle hung nose suspended BHEL makeACtraction motors.

4.2.2 Traction alternator shall be provided with auxiliary alternator.

The traction motors, Alternator and rectifier shall be ventilated by a blower conforming to DLW purchase specification No. DLW/PS/TMB, Rev.A or latest.

4.3 CONTROLS

4.3.1 The locomotive shall be provided with a proven and reliable microprocessor control system consisting of Loco Control Computer, Traction Converter, TFT Display, contactors, relays, cables, etc. broadly based on RDSO Specification No. MP. 0. 2400.43 (REV.- 06) July, 2015 applicable for single cab loco.to meet technical, functional and test standard requirement. The parameters and ratings of the Power electronics may be tweaked based on the available power, Tractive and Braking effort, motor characteristics, TA output etc., envelope size suitable for Cape gauge loco. The design document may be submittedby the firm for approval from RDSO.

Adequate control equipment including gauges, instruments and safety devices in the cab shall be provided for safe and satisfactory operation of the locomotive. The controls shall be so arranged in the cab that it will be within easy reach of the driver from all driving positions.

The major function of the Traction control system shall be following.

Engine starting;

• Engine Control through Governor,

• Propulsion Control,

• Excitation control of Main Alternator,

• Traction Control

• Dynamic Braking Control,

• Wheel Slip Control,

• Control of Auxiliaries,

• On line Fault Diagnostics

• Display of operating status, faults in the traction equipment/electronics.

• Communication with Traction Control computers

• Communication with Air Brake System Microprocessor (CCB)

Following shall be the part of scope of supply for the AC-AC Traction Control System.

1. Traction Converter

2. Loco Control Computer

3. Electrical Control Cabinet in complete with complete wiring, contactors, relays, battery charging assembly, circuit breakers, electrical protective devices, switches

4. 02 Nos. Driver desk each with TFT display, Gauges, switches, Master Controller, wiring, etc.

5. Any other items which the suppliers require to be added as per their requirement to meet the functional requirement.

6. Event recorder system (integral of Loco Control Computer or standalone integrated with LCC) meeting the functional and test requirement as per RDSO specification no. MP.0.3700.12 (latest revision)

6. Complete integration with system and subsystem for propulsion control, engine control, brake control and creep control etc.

7. Multi setting vigilance Control

4.3.2 The following gauges shall be provided in the cab: -

.1 Diesel engine lube oil pressure gauge.

.2 Fuel oil pressure gauge.

.3 Booster air pressure gauge.

.4 Tractive Effort/Braking Effort Meter gauge.

.5 Single air pressure gauge for Feed pipe.

.6 Air brake pressure gauges shall be provided as per RDSO Specification MP.0.01.0032

.7 Battery charge and discharge ammeter.

.8 Water level indicator (Electronic).

Note: With the approval of RDSO, firm may incorporate some gauges on the DIALS during design approval.

4.3.3 The following audio-visual signals or indication(s) shall be provided in the cab for single and multiple operation of the locomotives:

.1 Low lube oil pressure.

.2 Hot engine.

.3 Wheel slip indication.

.4 Battery discharge indication.

.5 Power ground.

.6 Electric Fault.

.7 Vigilance Control Device alarm

.8 PCS knock out indication

.9 B.P. Air flow indication.

.10 Safety feature to switch on flasher light automatically during train parting.

4.3.4 The following safety devices shall be provided:

.1 Water temperature too high- Transmission cut-off and engine returned to idle.

.2 Low water in expansion tank - Engine shut down.

.3 Low lube oil pressure - Engine shut down.

.4 Engine speed too high (Over speed trip)- Engine shut down.

.5 Adequate protection of an approved design shall be provided against electrical overloads and grounding.

4.3.6 The following minimum operating controls for multiple unit operation of locomotives from any one locomotive shall be provided: -

.1 Notch control

.2 Brakes

.3 Forward and reverse movement control

.4 Sanding

.5 Wheel slip.

Safety interlock shall be provided to prevent locomotives in multiple unit operation from being

moved when all the locomotives are not set for propulsion in the same direction.

4.3.7 All gauges shall be of proven and reliable design. Graduations of all gauges shall be in metric units.

4.3.8 Booster Air Pressure Gauge shall be of at least 100 mm diameter with a range of 0-3kg/sq.cm.

4.3.9 The locomotive shall be provided with Dials or speed indicating and recording system of approved Make and shall conform to RDSO Specification No. MP.0.3700-07 Rev 02 (October’2001) as per customer requirement.

4.4 CABLES

4.4.1 Electron-beam irradiation cross-linked type Power and Control cables of standard metric sizes shall be provided as per RDSO specification no. EDPS-179 and EDPS-304.

CHAPTER- 5

ELECTRICAL EQUIPMENT

5.1 GENERAL

All electrical machines and control equipment shall generally conform to relevant IEC Publications

and shall be tested as per RDSO approved test programme. The temperature rise limits of the IEC

Publication shall be reduced by 200 C for traction motor and by 300 C for other machines to

account for higher ambient temperatures in India.

5.2 TRACTION ALTERNATOR - RECTIFIER

5.2.1 Traction Alternator Data:

5.7 STORAGE BATTERY

5.7.1 Alkaline accumulators of sufficient capacity shall be provided and be capable of giving 10 starts of 6 seconds duration with 20% discharging of batteries.

5.7.2 Battery set should have 32 cells, 64 Volt lead-acid and have a 420 ampere hourcapacity

5.7.3 For the batteries a period of at least 5 years’ warranty shall be provided.

5.7.4 Facility for easy inspection of batteries shall be provided.

5.7.5 External battery charging receptacles shall be provided.

5.8 ELECTRICAL FITTINGS

5.8.1 The locomotive shall be equipped at both ends with twin beam headlights to RDSO Spec No. RDSO/PE/SPEC/PR/0024-(Rev1), Sept 2004.

5.8.2 The locomotive shall be provided with LED type flasher lights to RDSO Spec. No. ELRS/SPEC/LFL/0017 (REV-1 Sep 2004).

5.8.3 The locomotive shall be provided with LED type marker lights to RDSO spec No. ELRS/Spec/PR/0022 (REV-1 Oct 2004).

5.8.4 The locomotive shall be provided with LED type focus lights DLW spec No. DEL/SPN/184.

5.8.5 The cable running below the Alternator shall be protected by wooden cleats/conduits or by suitable means to prevent contamination with oil, water or dirt.

5.9 DYNAMIC BRAKING GRIDS

5.9.1 Complete assembly of dynamic braking capable to dissipate 3000 HP energy grids along with fan as provided on existing WDG4D locomotive shall be provided with braking effort 180-210 KN.

5.10 PAINTING AND MARKING

5.10.1 The locomotive shall be delivered finish painted. The scheme for marking and painting of the locomotive shall be generally on the lines of Mozambique Railways requirement.

5.10.2 The locomotive shall be designated as per Mozambique rail road requirement.

5.11 MAKER'S TEST CERTIFICATE

5.11.1 Copies of test certificate guaranteeing the performance of the locomotives and its equipment shall be supplied in duplicate with the delivery of each locomotive.

5.11.2 DLW shall supply one copy each of Maintenance Instructions, Equipment data, Schematics wherever necessary and Spare Parts Lists indicating catalogue numbers of the equipment fitted on the locomotives to RDSO. One copy of each shall be supplied to the consignee Railway of the locomotive.

5.12 INSPECTION

Inspection at various stages of locomotive manufacture including final inspection shall be done by

DLW. The following inspection data shall be furnished to locomotive user and RDSO:

5.12.1 Certificate of fitness

5.12.2 Equipment maker’s & serial Nos.- Electrical.

5.12.3 Equipment maker’s & serial Nos.- Mechanical

5.12.4 Axle, wheel and gear record (Maker, Sl. Nos. etc.)

5.12.5 Engine test performance

5.12.6 Locomotive test performance- Mechanical/Electrical

5.12.7 Air and vacuum brake test results

5.12.8 Wheel pressing force etc.

5.12.9 Axle box, bogie and under gear clearances.

5.12.10 Coupler height and Underframe camber.

5.12.11 Bogie weight, Suspension Springs test results.

5.12.12 Weighment particulars of locomotives including individual axle load.

5.12.13 Engine block stage inspection dimensions.

CHAPTER – 6

MISCELLANEOUS

6.0 OTHER DETAILS

6.1 A list of assemblies and sub-assemblies and their respective weights shall be furnished to RDSO with each drawing set.

6.2 The manufacturing drawings shall exhibit clearly the material specification, welding symbols, manufacturing tolerances and other details that are necessary for manufacture of the components. The set of drawings shall be sent for RDSO approval before undertaking manufacture of the prototype Locomotive.

6.3 One complete set of "As made" drawings each on floppies/CDs and Reproducible Tracing Film (RTF) shall be supplied to RDSO at the time of delivery of the first locomotive.

6.4 DLW shall furnish four copies each of photographs of the prototype locomotive including full broadside view, three quarter front view and a full front view.
