Scope of Work
Introduction
The purpose of this Scope of Work (SOW) is to outline functions within the Facilities
Services Department of the Lubbock Independent School District (the District) so that the
Contractor is fully aware of the District’s requirements and expectations. This SOW will
form the basis of the Facilities Contract for the District. The central point of contact for
Facilities Services is the office of the Director of Purchasing and Contract Services, and
all contractor requests or notifications should be directed to that office at 806-219-0262.
The Facilities Services Department (Facilities) of the District comprises Plant Operations
and Maintenance (POM), Environmental/Custodial Services (ES) and Grounds Services.

Plant Operations and Maintenance Department (POM)
Introduction
The Plant Operations and Maintenance (POM) Department provides reactive, proactive
and preventive maintenance services for the District. The primary trades and specialties
represented are electrical, heating/ventilation/air conditioning (HVAC), plumbing,
carpentry/painting/general maintenance, kitchen equipment and audio/visual (AV). POM
managers and personnel also maintain the District’s Aquatic Center/Pool, as well as 18
elevators in buildings throughout the city. Maintenance Engineers (ME’s) are assigned to
campuses for maintenance services that do not require licensed expertise and each is
typically responsible for more than one campus.
The Project Manager directs maintenance activities that are beyond the scope of the
tradespeople and maintenance engineers, as well as construction projects that represent
major changes to structures, have a bid price over $1000.00, or according to District
instruction.
Daily Operations
Normal operating hours are Monday through Friday, 7:30AM to 4:00PM.
Emergency/After Hours service requests are directed to an On-Call manager who
dispatches the appropriate personnel.
Computerized Maintenance Management System (CMMS)
The District uses a computerized maintenance management system (CMMS) to process
service requests from campus personnel. In addition, POM managers and staff are able to
create proactive work orders to correct maintenance issues they identify beyond the
campus requests. Finally, the CMMS creates preventive maintenance work orders for all
assets and systems to track and manage operational conditions. This system incorporates
mobile access for trade technicians.

Electrical
The Electrical Trades are responsible for all electrical work, including adding
circuits and outlets and providing temporary portable power, maintaining fire
alarms, door magnets, stage lighting and sound, athletic field lighting, generators,
and switchgear. They also manage exterior and interior lighting, repairing or
replacing ballasts, exit lights, and emergency lights. The department is the point
of contact for municipal inspections, such as those by the Fire Marshal.
Functions
Analyze blue prints, schematics, and drawings of electrical systems for the
purpose of determining the efficient installation of new or upgraded
systems
Coordinate with assigned Foreman and/or other trades for the purpose of
completing projects and work orders efficiently
Diagnose causes of electrical problems or failures for the purpose of
identifying equipment and/or systems repair
Inform personnel regarding procedures and/or status of work orders for the
purpose of providing information for making decisions, taking appropriate
action and/or complying with health and building regulations
Inspect electrical systems and their components for the purpose of
evaluating condition, identifying necessary repairs and recommending
preventive maintenance
Install electrical system components (e.g. lighting, alarms, electrical
panels, switches, circuits, scoreboards, timers, street signs, etc.) for the
purpose of providing enhanced and/or upgraded electrical capabilities
Maintain assigned vehicle, equipment, and tools for the purpose of
ensuring availability in a safe operating condition
Monitors the electrical work of outside contractors (e.g. new school sites,
electrical system upgrades/expansions, major remodels, etc.) for the
purpose of ensuring that the projects are satisfactory completed and within
district specifications
Participate in meetings, workshops, training, and seminars, as assigned for
the purpose of conveying and/or gathering information required to
perform job functions
Prepare written materials (e.g. repair status, activity logs, etc.) for the
purpose of documenting activities and/or conveying information
Repair electrical components and/or systems (e.g. motors, circuits,
transformers, generators, compressors, switches, intercom, systems,
cafeteria kitchen equipment, etc.) for the purpose of ensuring a safe
working condition
Request equipment and supplies for the purpose of maintaining inventory
and ensuring availability of items required to complete the necessary
installation and/or repair
Respond to emergency situations during and after hours for the purpose of
resolving immediate safety concerns
Transport a variety of tools, equipment and supplies for the purpose of
ensuring the availability of materials required at job site
Audio/Visual & Electronics
The Audio/Visual Trades are responsible for the operations of District audio-
visual and electronic equipment. They conduct skilled electronic work,
installation and repair. Other major functions include maintenance and repair of
fire alarm, public address and athletic time and score systems.

The HVAC technicians maintain, repair, troubleshoot, and replace the Heating,
Ventilation and Air Conditioning equipment, boilers, cooling towers, chillers,
pumps, heat exchangers, radiant/electric/gas heaters, exhaust fans, variable speed
drives, actuators, dampers, and filters. This shop is also responsible for chemical
treatment of the water loop, Indoor Air Quality and the energy management
system. The kitchen technician is also assigned to this shop.
Functions
Diagnose causes of problems and/or failures in heating/air conditioning
systems for the purpose of identifying equipment and/or systems repair
and/or replacement needs
Fabricate equipment parts for the purpose of meeting specialty needs
and/or replacing unavailable parts
Inform personnel regarding procedures and/or status of work orders for the
purpose of providing information for making decisions, taking appropriate
action and/or complying with building and safety regulations
Inspect HVAC systems and their components (e.g. heating units, building
exhaust fans, ventilation units, boilers, chillers, etc.) for the purpose of
evaluating condition, identifying necessary repairs and recommending
preventive maintenance
Inspect other systems and their components (e.g. refrigerators, freezers,
drinking fountains, ice machines, etc.) for the purpose of evaluating
condition, identifying necessary repairs and recommending preventive
maintenance

Order, track, record and maintain inventory parts for commercial kitchen

Coordinate and prioritize repair tasks to respond in a timely manner in
order to reduce downtime
Respond to emergencies in buildings during scheduled hours as well as

Identify and correct unsafe conditions and practices
Plumbing
The Plumbing Trades are responsible for the maintenance, repair, and
replacement of all plumbing fixtures including commodes, urinals, faucets, water
heaters, sinks and water fountains, and any other plumbing fixtures. They
maintain and test fire sprinklers and are responsible for any natural gas or propane
issues at the schools. They are also certified backflow testers.
Functions
Provide plumbing services with specific responsibility for identifying
repair and/or replacement needs; installing, repairing and/or upgrading
plumbing, waste water and gas distribution systems
Ensure compliance with accessibility, health and safety codes
Ensure completion of projects in accordance with trade standards

Carpentry/Roofing/Painting/Locksmith
The Carpentry/Paint/Roofing/Locksmith trade technicians build a variety of items
(e.g. block walls, counter tops, cabinets, shelving, moldings, etc.) for the purpose
of modifying and/or adapting facilities to specific needs. They are also
responsible for all interior and exterior doors and hardware, as well as door
locks/keys/fobs. They frame and pour concrete for sidewalks, ramps, curbs, pads
and other uses. They replace glass for windows and doors, repair/replace ceiling
tile, flooring/carpet, and cove base, and do other general carpentry. The roofers
are responsible for maintaining over 5.5 million square feet of roofing material.
The paint shop is responsible for protecting the existing interior and exterior
architectural finishes, and maintaining attractive educational facilities.

Inspect facilities and new construction for the purpose of evaluating
condition, identifying necessary repairs and recommending preventive
maintenance
Maintain vehicle, tools and equipment for the purpose of ensuring
availability in safe operating condition
Participate in meetings, workshops, training, and seminars, as assigned for
the purpose of conveying and/or gathering information required to
perform job functions
Prepare written materials (e.g. repair status, activity logs, etc.) for the
purpose of documenting activities and/or conveying information
Remodel office and work space including partitions, paneling, etc. for the
purpose of ensuring safe and efficient utilization of space
Repair roofs and roof sections for the purpose of ensuring District sites are
maintained in a safe working condition.
Request equipment and supplies for the purpose of maintaining inventory
and ensuring availability of items required to complete the necessary
installation and/or repair.
Respond to emergency situations during and after hours for the purpose of
resolving immediate safety concerns
Transport a variety of tools, equipment and supplies for the purpose of
ensuring the availability of materials required at job site
Maintenance Engineers
Maintenance Engineers (ME’s) provide maintenance services as needed and/or
assigned; assisting in a wide variety of maintenance activities; addressing
immediate operational and/or safety concerns; assisting skilled trades; and
ensuring that tools and materials are maintained in good working order and are
available at job site when needed. ME’s are assigned to specific campuses and
facilities. High schools have one full-time and one part-time ME, middle schools
have one ME four days per week, and elementary and ancillary facilities have one
ME one day per week.
Functions
Arrange furniture and equipment for the purpose of providing adequate
preparations for special events
Assist skilled maintenance workers with projects (e.g. transporting and/or
securing materials, completing specific tasks, etc.) for the purpose of
completing projects in a safe, efficient manner
Clean District buildings and grounds areas as needed and/or assigned for
the purpose of providing an effective working/learning environment,
preventing damage and/or limiting liability exposure
Coordinate with skilled tradesmen and/or assigned supervisor(s) for the
purpose of completing projects and work orders efficiently
Install system component parts, classroom and office equipment and
facility components (e.g. lighting, heating and ventilating systems, alarms,
plumbing, security, electrical panels, etc.) for the purpose of providing a
safe and workable environment
Participate in meetings, workshops, trainings, and seminars for the
purpose of conveying and/or gathering information required to perform
functions
Perform a wide variety of general and semiskilled maintenance activities
(e.g. carpentry, painting, electrical, etc.) for the purpose of completing

Grounds Department
Introduction
The grounds department is responsible for the maintenance and care of turf, athletic
fields, sprinkler and irrigation systems, trees, hedges, flowerbeds, shrubs, parking lots,
and sidewalks. The department will maintain the grounds in a manner that provides a
well-groomed, attractive and inviting appearance as well as a safe environment for
visitors, staff and students.

festivals and mowing operations in the Spring and Summer result in the use of
considerable overtime hours as well as additional, seasonal temporary labor beyond
normal operating hours.
Grounds Technicians
Irrigation
Irrigation specialists perform skilled grounds irrigation maintenance work in the
repair, alteration, construction, installation, and maintenance of landscaped areas
and lawn irrigation systems for District Facilities
Functions
Inspect, repair, install, test maintain and replace storm and sanitary
systems and equipment
Organize, coordinate and schedule sprinkler repair & maintenance.
Develop work schedules and make assignments of workers involved in
sprinkler projects
Lay out and inspect work in progress and work completed for District
projects
Coordinate the installation of sprinkler systems
Requisition supplies and equipment as needed
Inspect, repair, install, clean and maintains irrigation controls for proper
operation
Keep records and prepare reports, including simple records of parts
replaced and repaired.
Maintain and repair automatically operated irrigation controls, timing
devices, sprinkler heads, valves, main- and lateral-lines and all associated
equipment
Dig trenches by hand and with motorized equipment to repair valves,
heads and lines.
Utilize a variety of portable power tools
Perform other duties as may be assigned
Campus grounds and vegetation will receive an average of one (1) inch of moisture per
week from June 1st through August 31st. From the months of September through May,
the campus grounds and vegetation will receive an average of one (1) inch of moisture
per month or on an as-available basis. See Table below.
Mowing
From June 1st through August 31st, the campuses will be mowed on a
weekly average. The grass will be cut at a height of one and one half inch
(1 ½) to two (2) inches. From September through May, the campuses will
be mowed on an “as needed and as available basis”. See Table below.
Campuses will be evaluated for high traffic areas in the month of June.
High traffic areas will be aerified on a as needed basis during the summer
until school begins in late August. See table below.
Patios
Hedges and trees will be groomed as needed during the growing season or
at the appropriate times.
Campuses will be edged and trimmed on a weekly average basis from
June 1st through August 31st. From September through May, the campuses
will be edged and trimmed as needed.
Spray Applicators
Grounds and vegetation fertilization: Fronts of schools will be fertilized a
minimum of two times during the growing season as per our fronts of
school program. The remaining turf areas of the campuses will be
fertilized once during the growing season. See Table below.
Applications of pre-emergent herbicides will be applied twice a year on
the fronts of the schools as per our fronts of schools program.
Applications of a pre-emergent herbicide will also be applied to the
athletic fields as per our athletic fields program. Post-emergent herbicides
will be applied to campuses and athletic fields on as needed basis. See
tables below.

on High school practice fields and middle school practice fields as needed.

Introduction

a variety of cleaning operations and assist in preparing facilities for classroom activities
and campus events.
Daily Operations
Normal operating hours are Monday through Friday, 6:30AM to 12:30AM, represented
by a day- and an evening shift. Emergency/After Hours service requests are directed to
an On-Call manager, who dispatches appropriate personnel.
