    ITEM No. 1: CONFIRMATION OF THE MINUTES

    Minutes of 471st meeting of Operation & Coordination Sub-Committee of WRPC

    held on 13th May 2015 at WRPC, Mumbai were forwarded vide letter No.

    WRPC/OPN/OCC-Minutes/2015-16/4440 dated 18.05.2015.

    No comment has been received. Sub-Committee may confirm the same.

    ITEM NO.2: REVIEW OF SYSTEM OPERATION DURING THE MONTH OF MAY2015.

    2.1 Frequency Particulars

    The average frequency during the month of May, 2015 was 49.98 Hz. The

    maximum instantaneous frequency was 50.55 Hz at 18:03 hrs on 19th May-15

    while minimum instantaneous frequency was 49.55 Hz at 14:45 hrs on 05th May-

    15. The frequency profile during May, 2015 was as under:

    2.2 INTER-REGIONAL EXCHANGES

    Voltage profile at some of 765/400 kV sub-stations during the month of May

    2015 furnished by WRLDC is enclosed at Annex-2.3.

    2.4 U/F Relay OperationsAs per WRLDC records during May 2015 the system frequency didn’t touch 49.2 Hz

    and no UFR operation has been reported by WRLDC.

    The Sub-Committee may discuss and finalize the outage schedule ofgenerating units for the above period.

    3.2 OUTAGE PROGRAMME OF TRANSMISSION LINES/ELEMENTS

    Maintenance programme for transmission lines during the months of June 2015 &July 2015 is given in Annex 3.2 B.

    The Sub-Committee may discuss and finalize the maintenance programmeproposed above.

    3.3 ANTICIPATED POWER SUPPLY POSITION FOR THE MONTHS – JUNE 2015& JULY - 2015

    Details of anticipated restricted & un-restricted demands for the months of June 2015 &

    July 2015 are given in Annex 3.3.

    Constituents may furnish the anticipated station wise Availability & Energy for the months

    of June 2015 & July 2015.

    (A) FOLLOW-UP

    ITEM NO. 8.1: QUARTERLY REVIEW OF CRISIS MANAGEMENT PLAN

    All the constituents are requested to submit the CMP report for the fourth quarter

    (January 2015 to March 2015) for the year 2014-15.

    The Sub-Committee may like to note and furnish details in respect of above.

    ITEM NO. 8.2: STATUS OF PHYSICAL & CYBER SECURITY IN POWER SECTOR

    Status of physical & cyber security in Power Sector for the fourth quarter (January

    2015 to March 2015) have not been received from some of the constituents.

    The Sub-Committee may like to note and furnish details in respect of above.

    ITEM NO. 8.3: READINESS OF SLDC AT GOA, OTHER SLDCs AND WRLDC FORUPGRADATION OF EXISTING SCADA/EMS SYSTEMDuring 28th WRPC meeting it was decided that the status of progress of SLDC’s &

    Back-up SLDC’s of WR constituents /WRLDC would be regularly monitored in monthly

    OCC meeting.

    In 471st OCC meeting following status was furnished by constituents:

    Representative from SLDC Jabalpur intimated that the site will be ready at Bhopal for

    installation by July 2015 & hardware installation will be completed by August 2015.

    Representative from SLDC Gujarat intimated that Back up SLDC will start functioning at

    Gandhinagar by June 2015.

    Representative from SLDC Chhattishgarh intimated that the site is ready for installation

    & hardware installation will be completed by July 2015.

    Representative from SLDC Maharashtra intimated that the back-up SLDC has been

    working at Ambazari(Nagpur) has been functioning. Links from WRLDC, TATA Power &

    Reliance to Nagpur is under progress & will be made available at the earliest.

    The present status of progress of SLDC’s & Back-up SLDC’s of WR constituents

    /WRLDC attached at Annexure – 8.3.All the constituents are requested to give an update in attached format.

    ITEM NO: 8.4 HOURLY SCHEDULED AND UNSCHEDULED POWER CUTS/LOADSHEDDING DATA:

    CEA through its letter no I/AI/COR/GM-2015/346-350 dated 27-02-2015 informed thatpeak demand met in the country should be based on hourly all India demand data.The matter was taken up with POSOCO for getting the hourly data of peak demandmet for each month in respect of all the regions in the country in the first week offollowing month and they have assured to furnish the same. To calculate the demand,data of hourly scheduled and unscheduled power cuts/load shedding is also required,which is not available with POSOCO.Gujarat, Maharashtra & DNH generally submit the data within first two workingdays, however there is delay in submission of hourly scheduled andunscheduled power cuts/load shedding data from Chhattishgarh, MadhyaPradesh, Goa & DD.It is therefore requested that hourly figures of scheduled and unscheduledpower cuts/load shedding data may be submitted by States/UTs to WRPC inenclosed format at Annexure-8.4. wherein first two working days as is beingdone by Gujrat, Maharashtra and DNH.The state utilities/UT’s are requested to furnish the data in time.

    ITEM NO 8.5: PROCUREMENT OF EMERGENCY RESTORATION SYSTEM FORSUBSTATION AT 400/220/33KV

    DGM, WRLDC informed that during 14th WRPC meeting held on 19th Aug, 2010,

    POWERGRID proposed for procurement of Emergency restoration System for

    Substation at 400/220/33kV level to meet the contingency arising out of natural

    calamities like earthquake, flood, cyclone etc. WRPC agreed in principle and suggested

    discussion in technical committee meeting to examine the proposal.

    The technical committee subsequently discussed the issue and in TCC meeting of 15th

    WRPC meeting held on 11th Nov, 2010, members did not agree to the procurement of

    ERS Substation at 400kV level in this phase. TCC suggested that the procurement of

    ERS of lower voltage level i.e. 220kV, 110kV/132kV could be explored by the constituent

    states.

    During 16th WRPC meeting held on 12th February, 2011, POWERGRID had clarified that

    the ERS Substation can be installed anywhere even below the EHV lines. The units can

    cater load at 33kV level upto 33% of the rated capacity of the transformer besides

    establishing connectivity over 400/220kV level. However, WRPC did not agree to the

    proposal of procurement of ERS Substation.

    Recently, cyclones of the scale of Phailin in Odhisha and Hudhud in Vizag caused

    enormous damage to Power transmission infrastructure in the respective regions which

    triggered revisiting the requirement of ERS Substation at 400/220/33kV level. Matter was

    again discussed in TCC meeting of 28th WRPC held on 3rd March, 2015 where TCC

    members agreed to the suggestion of MS, WRPC that the earlier view taken by WRPC

    about three to four years ago on the ERS substation can be relooked under the present

    changed scenario.

    During CCM meeting held on 4.06.2015 it was recommended that the proposal for ERS

    s/s be discussed first in OCC for technical details and tentative cost estimate. So that

    recommendations of OCC could be put up to TCC/WRPC ensuing meeting.

    The Sub-Committee may like to discuss the same.

    ITEM NO 8.6: INTIMATION OF REVISED ANNUAL LGBR

    MoP/CEA revised generation targets on 09.04.2015, which included three more

    generating units in western region i.e. Sikka, Anuppur & Sasan unit-6 results in total 1.5

    MU increase in WR.

    The net availability increased by 1.46 MUs (Ex bus). This is for intimation to concerned

    utilities.

    It is further intimated that first quarterly review of annual LGBR for the year 2015-16 will

    be tentatively scheduled in the last week of June 2015.

    The Sub-committee may like to discuss/note the same.

    ITEM NO. 9 : ITEMS FROM WRLDC:

    9.1 NEW-SR GRID SEPARATION AND ROUGH SYNCHRONIZATION ON 24-MAY-15 AND 31-MAY-15.

    SR Grid separated from NEW Grid on 24-May-15 at 19:19:00 and again on 31-

    May-15 at 17:00 hrs.

    a) Separation on 24-May-15 at 19:19 hrsSequence of Events as Under

    1) 400kV Bhadrawati –Ramagundam-2 tripped at 17:12 hrs, thereby reducing

    the flow on HVDC Bhadrawati from 900MW to 600MW.

    2) Before the event, multiple units in SR tripped (1534MW) leading to rise in

    flow of 765kV Solapur-Raichur-2xS/c from 250MW to 1200MW.

    3) Talchar-Kolar Bipole was carrying 2300MW.

    4) 500kV HVDC Talcher-Kolar Pole-1 tripped at 19:18:34 and the flow on

    765kV Solapur-Raichur-2xS/c increased from 1200MW to 2000MW,

    initiating the operation of SPS-1, the flow settled at 1500MW.

    5) Tripping of 500kV HVDC Talcher-Kolar Pole-2 at 19:18:50 hrs, the flow on

    765kV Solapur-Raichur-2xS/c further increased from 1500MW to above

    3000MW, this initiated the operation of SPS-1. After 10 sec of continuous

    loading of 1000MW/ckt (current exceed 800 amp) has initiated the operation

    of SPS-7 and thereby tripping of both the circuit of 765kV Solapur-Raichur-

    2xS/c lines. Both the line disconnected at Raichur(SR) end but remained

    connected at Solapur(WR) end.

    6) Auto synchronisation facility is available only at Solapur(WR) end. The line

    which was connected from Solapur end was disconnected and charged

    from Raichur(SR) and subsequently synchronised at Solapur end at 20:48

    hrs.

    7) It was observed from PMU data that 765kV Solapur-Raichur-1 had a rough

    synchronization at Solapur end. The initial power flow on this circuit was

    from +3000MW to -3000MW, the current in the circuit has crossed 5000A

    and Bus voltage at 765kV Solapur has dipped by 481kV. Further, it was

    observed from angular different plot 765kV Solapur Bus and 400kV Raichur

    Bus was more than 50 degrees at the time of synchronization.

    b) Separation on 31-May at 17:00 hrs

    There was bad weather and heavy rain. The 765kV Solapur-Raichur-II tripped

    at 16:58hrs on B-ph to earth fault, subsequently 765kV Solapur-Raichur-I

    tripped on Y-ph to earth fault at 17:00 hrs, leading to separation of NEW-SR

    Grid.

    The 765kV Solapur-Raichur-1 charged from Raichur at 17:42hrs.

    Synchronization was done through the tie CB at Solapur end at 19:00 hrs.

    There was a power swing of +/- 3000MW was observed which trigged SPS-1

    and caused backing down in WR and Load shedding in SR. 765kV Solapur-

    Raichur-II was restored at 19:25 hrs. Further analysis revealed that

    synchronization command was given at angular separation of 116 degrees.

    Following issues need detailed deliberations and review :1) Rough Synchronization: On 24-May synchronization was done at angular

    separation of around 50 degrees, while on 31-May the synchronization was

    done at 116 degrees. POWERGRID may confirm the Protocol and settings

    adopted for synchronization.

    2) Healthiness and correctness of System Protection Scheme along withcommunication system: The tripping of Solapur –Raichur on 24-Mayoccurred due to triggering of SPS-7 at Raichur end. This SPS-7 was

    supposed to be blocked when both the lines are in service.( Ref:-

    POSOCO/NLDC/System Operation/SPS/472 dt 7th July’14). The SPS-7 was

    supposed to be armed, when only one circuit of Solapur-Raichur is in

    Service [Trip the 765kV Solapur-Raichur line with delay of 10 sec, when

    single line carrying more than 1000MW (800 amp)]. POWERGRID may

    confirm the setting of SPS-7 adopted at Raichur and Solapur end.

    Healthiness of auto-synchronizing facility: Normally 765kV Solapur-Raichur-2xS/c is synchronised at Solapur end. Auto synchronization facility

    is configured only at Solapur (WR) end. The auto synchronization facility

    was not working at Solapur (WR) during this crisis situation. On 24-May-15

    Synchronization could be done after 1hrs 29 minutes, while on 31-May it

    took 2hrs. POWERGRID may confirm the healthiness of auto-synchronizing

    facility and capability to synchronize through any of the breakers at Solapur

    as well as Raichur. This may help the system for early restoration during

    such crisis condition.

    3) Inadequate response from envisaged generators during SPS-1operation on 765kV Solapur-Raichur-D/c as evident from the table below.

    9.2 FREQUENCY RESPONSE CHARACTERISTICS OF REGIONAL ENTITIESIN WESTERN REGION.

    All utilities may ensure compliance to IEGC regarding RGMO / FGMO. All SLDCs may

    compute FRC in line with the CERC order dated 3.05.13 petition no 47, 48, 49, 50,

    51/MP/2012. The CERC approved procedure for FRC computation is available at

    The Frequency Response from Western Regions Utilities for two events i,e a)

    1000MW Kudukulam unit trip in SR and b) 3000MW load loss in NR and ER due to

    Nepal earthquake are as below.

    Mock Blackstart drill of Hasdeo Bango was successfully conducted on 17-May 2015.

    SLDC Chattisgarh may update regarding commissioning of RTU at Hasdeo Bango

    and healthiness of communication system to restore telemetry from Korba (E).

    NCA had proposed to carryout Blacktstart exercise of one unit of RBPH by extending

    supply to a thermal unit in Gujarat (say Wanakbori / Ukai TPS). A meeting was

    proposed for finalizing the procedure. NCA / SLDC

    Gujarat may update the progress.

    9.4CONSTRAINTS IN GRID OPERATION DUE TO NON-AVAILABILITY OFTELEMETRY FROM MSETCL/MAHAGENCO STATIONS

    Non-availability of telemetry from large number of EHV stations of MSETCL and

    Mahagenco has been flagged by WRLDC and is being deliberated in the OCC forum

    for more than a year. There are nearly 22 stations like 400 kV Warora, Chandrapur2,

    Bhusawal, Lonikhand and Taptithanda where the integration of database is pending

    even several months after commissioning of the substations and there are nearly 48

    stations where database integration is completed but data from these station is highly

    intermittent due to continuous failure of communication link.

    In the absence of telemetry from these stations, severe constraints are being

    experienced by WRLDC control room personnel in real-time supervision and operation

    of the grid.

    Further, it was stated by MSETCL in 470th OCC held at Lucknow that all telemetry

    issues related to Maharashtra shall be sorted out by the month of May-15.

    MSETCL may apprise the progress.

    9.5 ADMS(AUTOMATIC DEMAND MANAGEMENT SCHEME) IMPLEMENTATIONAS PER SEC. 5.4.2 OF IEGC:As per the Hon’ble CERC’s order, WRLDC is monitoring the implementation of ADMS

    in Western Region. As per the information received from all constituents, progress of

    implementation of ADMS is as follows.

    Gujarat: ADMS in Gujarat has been implemented with all respects in all fourState Discoms as per letter dated 7th May,2015. Approximately 30 to 40 MW loadrelief is envisaged from over drawing Discom when average frequency remains below

    49.80 Hz for 10 minutes and State over drawal is more than 150 MW and Discom’s

    over drawal is more than 50 MW.

    Maharashtra: Completion target is 2nd quarter of 2015 as per information receivedon January, 2015. Progress of implementation has not been furnished.

    Madhya Pradesh: Completion target is 3rd/4th quarter of 2015 as per the progressreport received 31.01.2015. No progress of implementation has been furnished

    Chhattisgarh. Committee has been formed for implementation of ADMS. Target forproject completion is Q4 of 15-16 as per letter 20.03.2015. Further progress is not

    been informed.

    9.5TELEMETRY AND AVAILABILITY OF DATA FROM RES FROM STATES INWR.

    Renewable Energy installed capacity is 10225 MW, which is 12% of total installed

    capacity in Western Region. This include Wind installed capacity of 8517 MW and

    Solar installed capacity of 1708 MW. The installed capacity state vice is given in below

    table.

    SCADA telemetry data is available from Gujarat only, where only net Gujarat solar

    generation and net Gujarat wind generation are displayed in real time. The station vice

    generation from different solar and wind plant are not available in WRLDC SCADA.

    SCADA telemetry from renewable generation of Maharashtra and Madhya Pradesh

    are also not available at WRLDC.

    Station level SCADA telemetry may be facilitated for correct computation of Net State

    generation, State demand met and the impact of renewable generation in real time.

    Concerned utilities are requested to arrange for availability of SCADA data at WRLDC.

    9.6SUBMISSION OF LOAD/GENERATION LOSS DETAILS DURING ANY GRIDINCIDENTS/DISTURBANCE

    Any Grid events is to be reported to NLDC and WRPC at the earliest with the

    Category of the Grid Incident or Grid Disturbance. The Category of Grid Incident or

    Grid Disturbance are computed by the percentage loss of antecedent Generation or

    Load, whichever is higher, in a regional Grid. The Category indicate the severity of the

    Grid Incident or Disturbance.

    It has been observed that many of the utilities are not submitting the Generation/ Load

    Loss details, which is hampering in calculating the correct Category of GD/GI.

    So, as an interim measure, WRLDC is calculating an approximate loss in generation

    and Load, both in MW and MU, based on its SCADA data. The logic used for

    computation is based on three parameters i.e. Demand Reduction, Drawal reduction,

    and Power number. The energy unserved is being calculated from the area under the

    demand met curve from the starting of event till its restoration, when compared with

    previous day demand met curve for the subjected utility from WRLDC SCADA.

    Hence, it requested from all utilities to send the detail at the earliest, about the

    Generation/Load loss quantum (MW and MUs) with supporting document from their

    SCADA or site.

    The sub-committee like to discuss the same.
