8 PCMC has provided for penalty for deficiency of services at higher rates. In the Table Sr.no 5 states “ Any other reason that may be violating the contractual obligation of the consultants”. This clause should be

removed as it is not specific. The penalty should not be more than 1% of total fees for sr.1 to and sr. no. 4. The total penalty should not exceed 4% of the total fees payable to the consultant.

9 Item 2.2 page 35 states that consultant

shall render the services until completion

of project without any extra fees during

the extended period of work. This

condition is also against the natural

justice. The designs and all pre tender

scope of work is already completed by

the Consultant and is approved by

PCMC before starting the work. In the

execution phase, the work may be

extended due to site condition and

number of other issues. The contractor

gets the price escalation normally and

also during the extended period. So the

Consultant should also get the extra

fees during the extended period.

10 For the post tender fees, the consultant

shall be paid as per his quoted fees.

Even if, the contractor bids lower

percentage in the competition, the

consultant's fees shall be paid as per the

fees quoted by him based on the

estimated cost of work which is

approved by the PCMC. The consultant

prepares estimate as per the site

studies/investigations and based on the

approved DSR and the same is

approved by PCMC. The Consultant in

no-way knows pre-hand the e-tendering

outcome of the contractor's bid and he

cannot speculate on the same. Also if

the items of work are increased due to

site conditions, the consultants work is

also increased and hence the consultant

should be paid as per the increased

quantities/cost of the work and not

based on lower bid of contractor. Only if

the works of items are not executed and

the tender is finalized in savings, then

only the fees may be reduced as per the

decreased execution.

NOTICE INVITING EXPRESSION OF INTEREST

Pimpri Chinchwad Municipal Corporation (PCMC) is responsible for development, implementation and maintenance of core civic services and infrastructure in the City of Pimpri Chinchwad. The Municipal Corporation intends to empanel Consultants for various infrastructure development works in the City related to Road Development, Urban Transport. Firms having experience in Urban Development, Transportation Planning, Roads, Bridges and Flyovers, Underpasses, ROB, FOB, Skywalk, Storm Water Drainage and other Civil Engineering structure/ Project etc are invited to submit their Capability Statement in the standard Expression of Interest (EOI) document format. It is proposed to use this panel of Consultants for various project planning, project development, project execution and overall project management of works undertaken by Pimpri Chinchwad Municipal Corporation. Interested firms should submit their Capability Statement Online for the empanelment in a single document comprising their company profile, project experience, team composition, financial statements and other details as per the standard Performa in the EOI document. The detailed EOI document can be downloaded from the Municipal Corporation website. www.pcmcindia.gov.in

The empanelment of consultants shall be done separately for

A) Road and Storm Water Drainage projects, General Civil Engineering Works and

B) Bridge/ Flyover, FOB, ROB, Skywalk, BUILDING Works and other structures as per the project cost mentioned below. Consultants are required to submit their application for each category separately.

freshly apply for the empanelment on the list of Consultants for PCMC. All future project works of PCMC shall be allotted to the empaneled consultants only after approval of the appropriate authority of PCMC.

Eligibility criteria:

a. The Consultant desirous of being empanelled under a particular category of work shall have experience of successful completion of Project Management Consultancy services of at least 2 similar projects as Project Management Consultants (consisting of both Pre-tender and Post Tender Activities) of cost mentioned in appropriate category for Government and Semi Government department projects only. Private works completed by the Consultant shall not be considered as qualification for the empanelment. Certificate from the appropriate authority shall be enclosed to substantiate the fact. Works performed by the Consultant directly for the Client shall only be considered. Works performed though subletting from principal consultant shall not be considered valid for this criterion.

b. The Consultancy firm shall be registered before 2012 and should be operational in the infrastructure Consulting field for Government and Semi Government projects at least last 5 years (2012 to 2017).

c. The average annual turnover of the consultant during the last 3 years shall be more than Rs. 15 Lakh for Category I, Rs. 38 Lakhs for Category II, Rs. 105 Lakh for Category III and Rs. 225.00 Lakhs for Category IV of project.

Tender Conditions:

1. Detailed EOI notice with terms and conditions is available on the website www.pcmcindia.gov.in

2. The EOI document is non transferable and cost is not refundable under any circumstances.

3. Only online submission facility is available. The last date for submission of duly filled EOI is 04/10/2017 not later than 2.30 pm. Digital signature is prerequisite for online submission. The EOI shall be opened on the same day if possible.

4. PCMC will not be responsible for any delay or technical snag faced by the Tenderer in uploading their online tenders. SCOPE OF WORK

1.0 THE PROJECT IN BRIEF The Empanelment of Consultants is proposed for undertaking complete Project Management Consultancy services for Roads, Bridges and Flyovers, Underpasses, ROB, FOB, Skywalk, Storm Water Drainage works and any other Civil Engineering structure project undertaken by the Pimpri Chinchwad Municipal Corporation

2.0 OBJECTIVES PCMC intends to empanel well qualified and experienced consultants as Project Management Consultant and appointment them for detailed project preparation and implementation as listed in greater details herein after:

1) To carry out detailed Engineering survey. 2) To carry out detailed Engineering Design, landscaping layout of all components

of projects, making extensive use of current National and International “Best Practices” for these types of projects, with detailed hydraulic calculations.

3) To carry out all pretender activities for fixation of contract. 4) To provide saleable bid documents to supply them to intending bidders as per

demand of Client. 5) To prepare and issue construction working drawings necessary for the

completion of the project. 6) To carry out supervision of the contract, construction work as “Engineer” under

the contract and to carry out all activities relating to management, and administration of the construction contract including monitoring so as to enable project completion within schedule.

7) To proof check and approve the detailed designs and drawings submitted by the Contractor in case of lumpsum tender.

8) To monitor and approve the detailed soil investigation and geotechnical exploration to be carried out by the Contractor.

9) To approve the methodology and RFI to the each item of work. 10) To supervise the insitu and laboratory testing of materials and other components

of the projects. 11) To prepare the maintenance manual for the project work on project completion. 12) To keep record of all the pre-construction, during construction and record

drawings, maps and other relevant documents and digitize them and hand over to PCMC after project completion.

14) To assist PCMC in replying the queries in technical and financial audit of the project.

15) The project to be developed shall be in consistence with Comprehensive mobility plan for Pimpri Chinchwad City or any other plan adopted by the PCMC.

16) To assist PCMC in preparing replies/ documents for any dispute till settlement of disputes.

3.0 AN OUTLINE OF THE TASK TO BE CARRIED OUT BY THE EMPANELED CONSULTANTS

3.1 The Consultant is expected to provide consultancy services and assistance to the PCMC for the management and implementation of all activities to be carried out under the proposed projects. These services will require appropriate skills and expertise during implementation of the projects, as outlined fully below. 3.2 In providing these services, the consultant may choose to make use of the local technical resources in the preparation of the detailed Engineering Design of the project under sub-contractual or sub consultancy arrangements. In all circumstances, however the consultant must exercise direct over riding responsibility for the quality of the output of such arrangements and for timely and effective integration of such outputs into the overall requirements under these services. The consultant must at all times retain direct responsibility for reviewing and approving the work program, reports, drawings and any other output prepared under these tasks by participating with local sub-contractor, or sub-consultants

3.3 Accordingly, the consultant will be required to provide staffing resource of demonstrably sound and extensive expertise in the monitoring and supervision of construction projects involving high traffic levels based on high design standards. While, executing the activities set in TOR by the consultant, it is obligatory to take approvals that are deemed necessary from various relevant agencies like; but not limited to PCMC, Railways, Local administrative bodies, MOD, Irrigation dept. etc. The client will use his good offices to assist. 4.0 STANDARDS AND CODES OF PRACTICE

4.1 All activities related to field studies, design & documentation shall be done as per the latest guidelines/ circulars of MORT&H, relevant publications of the Indian Road Congress (IRC) and Bureau of Indian Standards (BIS), publications of MOUD. For aspects not covered by IRC and BIS, International standard practices, such as British & American Standard may

be adopted. The consultants, upon award of the contract, may finalize this in consultation with PCMC.

4.2 All notations, abbreviations and symbols used in the reports, documents and drawings shall be as per IRC: 71.

4.3 The Consultant shall use for guidance during all phases of his work, the Quality Assurance Manual approved by PCMC. The copy of the Quality Assurance Manual shall be available at the site office of the consultant during the Project Management Phase-IV.

5.0 SCOPE OF WORK- FOR ROAD & BRIDGE/ FLYOVER WORK

The scope of the Consultancy assignment is divided in four (04) phases. Phase I to PHASE III include the Pre Tender activities for the project and Phase IV encompasses the Post Tender activities for the project.

PHASE I

1. Pre-Construction Survey, Planning and Approval of Drawings. a) Detailed site joint inspection along with PCMC Engineers for ascertaining

feasibility of site and finalizing alignment and general features. This involves carrying out detailed site survey to get complete details of land, buildings and over-head wires, underground or over ground pipes, cables etc. details of level crossings, over-head structures etc.

b) Detailed Engineering Surveys and Studies The survey includes providing L-Section, Cross-Section @ 10m interval, fixing GTS Bench Marks and topographic survey, to record the features of alignment, trial bores for minor/ major bridges, identification of quarries etc. Data if available with PCMC may be referred however; consultant will have to carry out fresh confirmation survey for preparing detailed design.

c) Sub Grade Characteristics and Strength 1. For the proposed road alignment, the test pits for sub grade soil shall be @ every

1 km or when the change in soil type occurs whichever is earlier. A minimum of three samples should be tested corresponding to each homogeneous segment.

2. The testing for sub grade soil shall include; i) In situ density & moisture content at each test pit ii) Field CBR using DCP at each test pit iii) Characteristics (Grain Size & Atterberg limits) at each test pit and iv) Laboratory CBR (un-soaked & 4 day soaked compacted and) swell index.

For problematic soils, testing shall be more rigorous. The characteristics of soil with regard to permeability and consolidation shall also be determined for these soils. The frequency of sampling and testing of these soils shall be finalized in consultation with

the PCMC Officers after the problematic soil types are identified along the road sections.

d) Investigations For Bridges And Structures Geo technical investigations and sub soil exploration for bridges. The consultant shall study and use the available Geo-technical investigation reports and soil investigation data from the earlier studies. The consultant shall carry out additional Geo-technical investigations and sub surface explorations for proposed bridges and any other locations as necessary for proper design of the works and conduct all relevant laboratory and field test on soil & rock samples. The consultants shall finalize such requirements for the additional Geo-technical investigations in consultation with the PCMC Officers. e) Material Investigations

i) The consultants shall identify quarry sites and borrow areas, undertake field and laboratory testing of the material to determine their suitability for various components of the work and establish quality and quantity of various construction materials and recommend their use on the basis of techno-economic principles. The consultant shall prepare quarry charts indicating the location of the selected borrow areas, quarries and respective estimated quantities.

ii) It is ensured that no material shall be used from the right of way, except by way of leveling the ground as required from the construction point of view or for Landscaping and planting of trees etc. or from the cutting of existing ground for obtaining the required formation levels.

iii) Environmental restrictions, if any, should be duly taken into account while selecting new quarry locations.

iv) Consultant shall make suitable recommendations regarding making good the borrow and quarry areas after the exploitation of materials for construction of works.

f) Preparing General Arrangement Drawings for the Bridges, which include plan, HFL,

LBL, and Elevation, alternatives for aesthetic treatments. End view showing the horizontal and vertical clearances, spanning arrangement. The consultant should carry out 3 day traffic survey of the turning movement of each junction to finalize the GAD. This should support the detailed hydraulic calculations. Short notes and site plan will be given on the GAD specifying the details of the foundation, concrete mix as per the design mix, codes to be adopted in the design mix etc. Complete details indicating the shifting of overhead structure, cables, pipelines, level crossings,

signal posts, diversions for road, utility shifting, trees, religious structures, footpaths, drains etc complete along with the detailed notes shall be indicted on the GAD.

g) Trial bores with details at location of each abutment and pier shall be taken by the Consultant and recorded on the GAD.

h) Time allotted for the Phase I will be short and all the further activities shall depend on completion of work in Phase I.

i) Consultants shall prepare the land acquisition proposals as required by the land acquiring authority in five copies and assist the PCMC for land acquisition process. Consultant shall bring to the notice of PCMC any delay in the land acquisition process and any encroachments on the ROW relevant to the project.

j) The action to shift the utility services of various agencies may also be simultaneously initiated by the Consultant.

PHASE II

This phase shall consists of preparation of the detailed estimates, drawings and obtaining the technical sanction from the competent authority in the PCMC. This proposal shall include the detailed engineering design, quantity and cost estimates etc.

Design Standards 1. The Consultants shall evolve Design Standards and material specifications for the

project primarily based on IRC publications, MoRT&H Circulars, MOUD Guidelines and relevant recommendations of the international standards (American, Australian, British,) for approval by PCMC.

2. The Design Standards evolved for the project shall cover all aspects of detailed design including the design of geometric elements, pavement design, bridges and structures, traffic safety and materials.

A Geometric Design 1. The design of geometric elements shall, take into account the essential

requirements of such facilities. 2. Based on the data collected from reconnaissance and topographic surveys, the

sections with geometric deficiencies, if any, should be identified and suitable measures for improvement should be suggested for implementation.

3. The data on accident statistics should be compiled and reported showing accident type and frequency so that black spots are identified along the project road section. The possible causes (such as poor geometric features, pavement condition etc.) of accidents should be investigated into and suitable cost-effective remedial measures suggested for implementation.

4. The detailed design for geometric elements shall cover, but not be limited to the following major aspects: i. Horizontal alignment; ii. Longitudinal profile; iii. Cross-sectional elements

iv. Junctions, intersections and interchanges; vi. Service roads as and when required

5. The alignment design shall be verified for available sight distances as per the standard norms. The provision of appropriate markings and signs shall be made wherever the existing site conditions do not permit the adherence to the sight distance requirements as per the standard norms.

6. In the case of closely spaced cross roads the Consultant shall examine different options such as, providing grade separated structure for some of them with a view to reduce number of at-grade crossings, services roads connecting the cross-roads and closing access from some of the intersections and prepare and furnish appropriate proposals for this purpose keeping in view the cost of improvement, impact on traffic movement and accessibility to cross roads. The detailed drawings and cost estimate should include the provisions for realignments of the existing cross roads to allow such arrangements.

8. The Consultant shall also prepare design of grade-separated pedestrian crossings for large cross traffic of pedestrians.

9. The Consultant shall also prepare details for at-grade junctions, which may be adopted as alternative to the grade separated structures. The geometric design of interchanges shall take into account the site conditions, turning movement characteristics, level of service, overall economy and operational safety.

B. Pavement Design

1. The detailed design of pavement shall involve: i. Strengthening of existing pavement and design of the new

pavement with widening if the findings of the traffic studies and life-cycle costing analysis confirm the requirement for widening of the road.

ii. Design of shoulders. 2. The design of pavement shall primarily be based on IRC publications.

3. The design of pavement shall be rigorous and shall make use of the latest Indian and International practices. The design alternatives shall include both rigid and flexible design options. The most appropriate design, option shall be established on life-cycle costing and techno-economic consideration. 4. For the design of pavement, each set of design input shall be decided on the basis of rigorous testing and evaluation of its suitability and relevance in respect of in-service performance of the pavement. The design methodology shall accompany the design proposals and shall clearly bring out the basic assumptions, values of the various design inputs, rationale behind the selection of the design inputs and the criteria for checking and control during the implementation of works. In other words, the design of pavement structure should take due account of the type, characteristics of materials used in the respective courses, variability of their properties and also the reliability of traffic predictions. Furthermore, the methodology adopted for the design of pavement

shall be complete with flow charts indicating the various steps in the design process, their interaction with one another and the input parameter required at each step. 5. For the design of overlays for the existing the strengthening requirement shall duly take into account the strength of the existing pavement vis-a-vis the remaining life. The overlay thickness requirements shall be worked out for each road segment homogenous with respect to condition, strength and sub-grade characteristics. The rehabilitation provisions should also include the provision of regulating layer. For existing pavement with acceptable levels of cracking, provision of a crack inhibiting layer should also be included. 6. Latest techniques of pavement strengthening like provision of geo-synthetics and cold/hot pavement recycling should be duly considered by the consultant for achieving economy. 7. The paved shoulders shall be designed as integral part of the pavement for the main carriageway. The design requirements for the carriageway pavement shall, therefore, be applicable for the design of shoulder pavements. C. Design of Embankments 1. The Consultants shall carry out detailed analysis and design for all embankments

of height greater that 6 m based on relevant IRC publications. 2. The design of embankments should include the requirements for protection works

and traffic safety features. D. Design of Bridges and Structures 1. The Consultant shall carry out minimum 7 days 24 Hour traffic volume survey along

with other traffic surveys and collect data for evolving the traffic movement improvement scheme for design of bridge/ flyover structure etc.

2. The Consultant shall prepare General Arrangement Drawing (GAD) and alignment Plan showing the salient features of the bridges and structures proposed to be constructed. These salient features such as alignment, overall length, span arrangement, cross section, deck level, founding level, type of bridge components (superstructure, substructure, foundations, bearings, expansion joint, return walls etc.) shall be finalized based upon hydraulic and geo-technical studies, cost effectiveness and ease of construction. The GAD shall be supplemented by preliminary designs. In respect of span arrangement and type of bridge a few alternatives with cost-benefit implications should be submitted to enable PCMC to approve the best alternative.

3. The location of all at-grade level crossings shall be identified falling across the existing level crossings for providing ROB at these locations. The Consultants shall prepare preliminary GAD for necessary construction separately to PCMC. The Consultant shall pursue with Indian Railways Authorities or/and any statutory

authority of State/Central Government for approval of the GAD from concerned authorities.

4. Subsequent to the approval of the GAD and alignment Plan by PCMC and Railways, the Consultant shall prepare detailed design as per IRC and Railways guidelines and working drawings for all components of the bridges and structures. The Consultant shall furnish the design and working drawings for suitable protection works and/or river training works wherever required.

5. Dismantling/ reconstruction of existing structures shall be avoided as far as possible except where considered essential in view of their poor structural conditions/ inadequacy of the provisions etc. The existing structures having inadequate carriageway width shall be widened / reconstructed in part or fully as per the latest MoRT&H guidelines. The Consultant shall furnish the detailed design and working drawings for carrying out the above improvements.

6. Suitable repair / rehabilitation measures shall be suggested in respect of the existing structures as per IRC-SP:40 along with their specifications, drawings and cost estimate in the form of a report. The rehabilitation or reconstruction of the structures shall be suggested based on broad guidelines for rehabilitation and strengthening of existing bridges contained in IRC-SP:35 and IRC-SP:40.

7. Subsequent to the approval of the GAD and the alignment plan by PCMC, detailed design shall also be carried out for the proposed underpasses, overpasses and interchanges.

8. The Consultants shall also carry out the design and make suitable recommendations for protection works for bridges and drainage structures.

9. In case land available is not adequate for embankment slope, suitable design for RCC retaining wall shall be furnished. However, RE wall may also be considered

depending upon techno-economic suitability to be approved by PCMC. E. Drainage System 1. The requirement of roadside drainage system and the integration of the same with

proposed cross-drainage system shall be worked out for the entire length of the project road section.

2. In addition to the roadside drainage system, the Consultants shall design the special drainage provisions for sections with super-elevated carriageways, high embankments and for road segments passing through cuts.

3. The designed drainage system should show locations of turnouts/outfall points with details of outfall structures fitting into natural contours. A separate drawing sheet covering every 2 km. stretch of road shall be prepared.

F. Traffic Safety Features, Road Furniture and Road Markings The Consultants shall design suitable traffic safety features and road furniture including traffic signals, signs, markings, overhead sign boards, crash barriers, delineators etc. The locations of these features shall be given in the report and also shown in the drawings. G. Arboriculture and Landscaping

The Consultants shall work out appropriate plan for planting of trees (specifying type of plantation), horticulture, floriculture along the medians, nature strips and on the surplus land of the right-of way with a view to beautify the road and making the overall city landscape pleasing. The existing trees / plants shall be retained to the extent possible. H. Urban Beautification and Street furniture, street lighting This work shall be undertaken by expert with minimum 5 years experience of similar work employed by the Consultant. I. Miscellaneous works

1. The consultant shall make the suitable designs and layouts for miscellaneous items like bus bays, vehicle parking areas along the roadside.

2. The consultant shall prepare the detailed scheme and layout plans for works including CPM/ PERT charts using MS Project.

3. The consultant shall prepare the detailed traffic management and traffic safety plan during the construction period.

J. Estimation of Quantities and Project Costs The Consultants shall prepare detailed estimates for quantities and project cost for the entire project (including Civil, Water supply, sewerage and Electrical works) based on PCMC DSR for the inputs. The estimation of quantities shall be based on detailed design of various components of the projects. PHASE III

This phase shall consist of preparation of Draft Tender Papers (DTP) as per PCMC standard practice and obtaining the approval of the competent authority of PCMC. This shall include

1. Preparation of detailed Tender schedules, Bill of Quantities, General and Special conditions of contract, tender drawings etc and obtaining the approval of PCMC.

2. Consultant shall hold meeting with PCMC to fix up a completion schedule of the entire work prior to the calling of tenders.

3. The PCMC shall then invite bids for the work based on the DTP Volume I (non variable), Volume II, III shall be prepared by Consultant and approved by PCMC.

4. Consultant shall make available 7 sets of tender documents. 5. Consultant shall assist in holding pre tender conference for prospective bidders

in the PCMC Office. 6. Consultant shall scrutinize the bids received for the work and submit the

recommendation report to PCMC. 7. PCMC shall thereafter execute the Contract agreement with the successful

bidder for the work. 8. Consultant shall assist in PCMC in timely completion of the work.

9. Consultant shall initiate the action for shifting of the utility services in consultation with various departments of PCMC.

PHASE IV

This shall consist of the services to be rendered during the actual work execution and the Defect Liability period of the work.

1. Consultant shall supervise the work from the commencement until issue of the completion certificate as per the approved drawings and specifications for timely completion within the stipulated time frame.

2. The important duties during this phase shall consist of a. Setting out alignment of Road/ River Bridges/ CD Works/ Structures etc as

per the approved drawings. b. Approval of foundation strata for all structures. c. Exercising the check over the correctness of work as per the approved

alignment plan, GAD, structural drawings etc. d. Quality control for the work as per the standard specifications. e. Scrutiny of the RA Bill and submission to PCMC for approval. f. Taking final measurements jointly along with contractor. g. Submission of as built drawings along with completion report in 5 sets.

TERMS OF REFERENCE OF CONSULTANCY SERVICES

1) Consultant shall carry out the work as per the Phases mentioned in this document. 2) The consultant should bear in mind that the proposed work should be such that

there would be a minimum disruption to existing traffic on roads connecting the site, during construction period.

3) The consultant must note that there are a number of utility services running along the existing road. Necessarily the scheme should be such as would involve minimum shifting of the utility services in consultation with concerned dept. of PCMC

4) It is expected that the consultant will furnish such proposal which will meet all the requirements like constraint of space, minimum disruption to traffic, ease in construction, minimum construction period which will be substantially cost effective. The consultant shall be prepared to work out alternatives if asked for. Preparation of various alternatives shall be considered as a part of the scheme and is considered as included under the fees payable to the consultants. However revised proposal shall be submitted within fair time period as decided by the Engineer – in – charge in consultation with consultant.

5) In case of contractors own design the Consultant shall render the services of Proof checking of the contractors design.

6) The consultant shall perform all the duties & functions as directed by Engineer – in – charge. In matters related to financial liabilities the same shall be referred to PCMC before issuing any instructions to the Contractor.

7) The Consultant shall obtain prior approval if required if any, of the competent authority Engineer in charge in respect of the following items as well as any other matter involving financial implications from the client.

a) Approving subletting of the work. b) Granting claims to the agency. c) Ordering suspension of the work. d) Determining an extension of time. e) Waiving off the penalty and arranging the repayment of compensation for

delay. f) Issuing a variation order. g) Ordering any works / test beyond the scope of the contract. h) Determining rates for the extra items / extra work. i) Any variation in the contract condition. j) Approval to designs submitted by the Contractor. k) Any order / Instruction beyond the conditions of contract.

15) The Team Leader shall visit the work site personally from time to time at least twice in a week for ascertaining that the work is being carried out satisfactorily and also for studying the problems on the spot and giving necessary clarifications / directions.

16) The consultant shall engage and retain for the purpose adequate supervisory staff as agreed unto between the client and the consultant. The supervisory staff shall consist of skilled and experienced technical men and the consultant shall undertake to keep a qualified and experienced technical Resident / Site Engineer who shall always be in charge of the works and be available on the site until the project is completed.

17) The Resident Engineer available at site shall receive instruction on behalf of the consultants, which may be given from time to time either by the PCMC or the Inspection Officers duly authorized by PCMC.

18) The consultant shall ensure that all observations made during the periodic visits by the various inspecting officers about the quality of work are attended to by the contractor.

19) The consultant shall deploy staff, transport at the site of work for supervision and constant day to day technical supervision over the construction including checking layout, checking requirements of material and their procurement in time, checking their quality conforming to approved specifications and accepted standard. The consultant shall deploy such staff as is required keeping the quantity and quality of work to be executed.

20) The consultants shall provide and maintain at their cost, their own vehicles if required for use in connection with their assignment.

21) Any approval/concurrence by the client to consultant’s instruction, preliminary or detailed engineering design, drawings and estimates shall in no way absolve the consultant to ensure sound construction and performance as per the specifications of the scheme as whole. The appointment of any engineering staff by the client at the site of the work shall not in any way diminish the responsibility of the consultants in this respect.

22) The consultant shall not have any objection to the client maintaining any civil engineering staff at its own cost at the site of works to carry out work and duties allotted to them by the client in respect of works at the site.

23) The Consultants shall scrutinize and shall certify that the work measured recommended for payment are fully consistent with the type, quality and specifications prescribed in the agreement entered into with the contractor(s). In the matter of approving such bills, the consultant shall confirm to the rules and instructions issued by the PCMC from time to time. The consultants shall be deemed to guarantee the correctness, scrutinized, checked or issued by them, as to the quality control of the work concerned. The PCMC or its authorized representative(s) may also check a certain percentage of the measurements and bills as felt necessary as per instructions issued by the client from time to time.

24) The consultant shall agree to supervise the work and also agree for taking and recording measurement of all items BY THE CONTRACTOR of work done in computerized measurement book. The measurements of hidden items to be taken in the presence of contractor or his authorized representative the consultant shall affix contractor’s signature here on the same.

25) To prepare comprehensive checklist for each item of work and guidelines for quality control / quality operations. The quality management plan to be prepared by the contractors will include the following:

ii. Checking the centering and shuttering and other temporary work propose to be erected by the contractor.

iii. To check & approve all the items before commencement. For all the important items of work like concreting operation, the Consultant’s engineer shall supervise the operation throughout.

iv. To ensure that all the work is in line, level and verticality and the finishing are as per approved drawings.

v. To develop a format of “workmanship index” in respect of all primary activity carried out for each item of work so that qualitative assessments of the project can be generated to facilitate acceptance criteria for reference and record.

vi. Engineer in charge to attend the site inspection and meetings with the higher officers etc. whenever so requested. Total station survey must be carried out to establish ROW (D.P.road width) as &when required as per instructions from client.

vii. The Consultant shall provide services for Calibration of the contractor’s centralized material plant (RMC/ Hotmix Batch type etc).

viii. The Consultant shall render services for Vendor Drawing inspection, new product inspection and review at the manufacturer’s factory / premises for any proprietary or other product proposed to be used for the work. The specifications for such items shall generally be as per PCMC standard practice. However, if the PCMC desires, then the Consultant shall assist in formulation of specifications for the new product.

ix. To carry out joint inspection (detailed inspection) at the end of defect liability period and advising on remedial measure for defects, if any, discovered.

x. To submit monthly progress reports covering physical progress against targets, financial forecast, analysis of test results and suggestions for corrective actions, quality aspects completion with the tender specifications / provisions and suggestions for wiping out backlog if any. The progress report shall also include the Consultants inputs on the job for the period of reporting and any other observation.

26) The Consultant shall be responsible for checking the materials, workmanship and soundness of the structures keeping in view Quality Assurance (Q.A.) checks and safety standards. Consultant shall submit monthly progress reports as per the directions of the Client and should also submit recommendations in regards to extra items with supporting site records and also supervise field tests on materials structures etc. in accordance with predetermined schedules, The Consultant shall also ensure maintenance of adequate records for proper certification of bills of the work done for payment to contractors, including recommendations and extension applications, extra items variation statements, Quality and quantity to desired percentage checked for all bills etc. in forms prescribed by PCMC. The Consultant should also hold periodic review meeting with the PCMC and contractors and co-ordinate follow up actions. The Consultant should depute adequate and qualified staff for execution of project as per the Schedule of staff. The Consultant should maintain staff attendance register at site and shall be made available for inspection when requested by PCMC.

27) The consultant shall supervise during construction period of the assigned work, ensuring quality control in accordance with tender stipulations, specifications, drawings and site conditions. The quality control will be exercised at all stages of construction, viz. approval of materials thereof in proper proportion including prescribing norms for tests periodically and acceptability criteria and workmanship at all stages of execution of individual items of work.

28) The consultant shall ensure proper establishment of field laboratories by contractors, to conduct laboratory tests on materials for construction such as cement, steel, bricks etc. Essential gauges, instruments etc. should be arranged to be calibrated periodically. The consultants shall maintain necessary site records and obtain data in support of the same. The consultant shall ensure all filed and laboratory tests on materials of construction as well as partially or completely erected structures etc. are carried out by contractors and maintain adequate records thereof.

29) The consultant shall suggest to client modifications if any, due to site conditions and advising regarding cost variations, on account of extra items and excesses on the contract.

30) The consultant shall ensure regular and timely flow of working drawing/instructions. 31) The consultant shall monitor the progress by using modern methods of control such

as computerized CPM and submission of progress reports of work executed monthly. Both financial and physical progress reports with reference to prefixed targets will be prepared. Constant review of progress within prescribed time and cost parameters will have to be done by the Project Manager who will also suggest improvements from time to time.

32) The bills prepared by the contractor shall be scrutinized and verified by the authorized person of Consultant and recommend for payment to the client within seven days.

33) The consultant shall undertake complete administration and management of contract till expiry of the defect liability period and payment of final dues to the Contractor.

34) The Consultant shall obtain 3 sets of corrected “AS BUILT” drawings from the contractor along with soft copy of works carried out then only the final payment is to be proposed by consultant.

35) The consultant shall undertake preparation of Maintenance Manual in respect of contracted work and further advise the client by periodical inspection during the defects liability period on maintenance requirement, if any.

36) The consultant shall carry out verification to desired percentage of measurements of the final bill to be submitted by the Contractor, scrutiny and finalization of final bills, as per the terms and conditions of Contract Agreement and certificate for release of final payments by the PCMC.

37) The consultant shall advise the client with regards to extra claim / disputes, if any till the cases are settled. The consultant will also be required to brief the legal adviser/legal consultant of the client on cases pertaining to the work.

38) The Consultant shall render to the Client, every assistance, all technical services guidance or advice or any matter concerning the technical and engineering aspects of the project including periodical interaction and also through inviting experts on specific subjects with Clients prior approval.

39) During execution, if any modification is suggested by the PCMC consultant shall submit the cost & time implication of the same.

40) If contractor fails to submit the monthly bill, consultant shall prepare it as per progress of work agreed bill of quantities within 10 days to Engineer- in – charge. At risk and cost of contractor.

41) If consultant fails to submit the monthly bill within 10 days as agreed he is liable for action of deduction of Rs. 1000/- per day for delayed period from his bill.

Reports and Documents to be submitted to PCMC

The consultant shall submit to PCMC the following reports during the work execution:

a) Progress reports ( 5 copies ) : The consultant shall submit monthly progress reports which shall include minutes of site meeting which the consultant has convened, to the PCMC commencing at the end of the month following the date of award of the contract for construction. After the issue of the completion certificate these reports shall be submitted at quarterly interval, until the end of maintenance period.

b) Quarterly progress report providing the details of progress of project components and the aggregate physical and financial progress of work.

c) Completion report: The consultant shall submit a completion report at the time of final certification in 5 copies.

d) The staff of consultant should make substitute arrangement of supervisory staff for work which is to be carried in night hours.

a. The consultant should make his own transportation arrangement, communication, computer and all other necessary stationery.

b. Consultant should provide all details, drawings, and technical data in the stipulated time frame failing to do so; Consultant shall be penalized by PCMC. Consultants Team Leader and Resident Engineer should be present for weekly meeting on Time and minutes of meeting should be available at any time for any discussion and site visit or inspection.

The minimum staff to be made available for the project work execution shall be as follows for each Category of work. For qualification of the technical criteria for Staff in a particular category the Consultant must have on his roll the relevant staff to undertake minimum 2 projects at a time as mentioned in the tables below.

PERSONAL, EQUIPMENT, FACILITIES & SERVICES OF OTHERS TO BE PROVIDED BY THE CLIENTS 1. To facilitate smooth conduct of the project, PCMC shall offer due help viz. i) To vest the team with the authority to carry out engineering and traffic surveys as

per items mentioned in the scope of study but not limited to them. ii) To secure permission from respective departments for the entry into private

properties or restricted areas for the conduct of the study. iii) To secure permission to take all data documents (including photographs) relating

to the study but on returnable basis. iv) Issue of authority/ recommendation letters. v) Provide Consultants, sub Consultants and the personnel with the work permits and

such other documents as shall be necessary to enable the Consultants, sub Consultants or personnel to perform the services.

2. Access to Land The Client warrant that the Consultants shall have, free of charge, unimpeded access to all land in respect of which access is required for the performance of the services. The Client will be responsible for any damage to such land or any property thereon resulting

from such access and will indemnify for any such damage unless such damage is caused by the default or negligence of the Consultant or any Sub Consultant or their personnel. 3. Site Office & Furniture, Laboratory

Consultant shall make own arrangement. The site office may be provided during the post tender activity by the Contractor. These facilities will be provided only during construction contract period, which shall be included by the consultant in the construction contract document. The ownership of the same shall be of client/ contractor.

GUIDELINES FOR SUBMISSION OF EOI

1. INTRODUCTION

Pimpri Chinchwad Municipal Corporation (PCMC) is responsible for development, implementation and maintenance of core civic services and infrastructure in the City of Pimpri Chinchwad. Pimpri Chinchwad Municipal Corporation intends to empanel Consultants for various infrastructure development works in the City. Firms having experience in Urban Development, Transportation Planning, Roads, Bridges and Flyovers, Underpasses, ROB, FOB, Skywalk, Storm Water Drainage and any other Civil Engineering structure/ Project etc are invited to submit their Capability Statement in the standard Expression of Interest (EOI) document. It is proposed to use this panel of Consultants for various project planning, project development, project execution and overall project management of works undertaken by Pimpri Chinchwad Municipal Corporation. Interested firms may send their Capability Statement for the empanelment in a single document comprising their company profile, project experience, team composition, financial statements and any other details as per the standard Performa in the EOI document. The detailed EOI document can be downloaded from the Municipal Corporation website www.pcmcindia.gov.in

The empanelment of consultants shall be done separately for a) Road projects and b) Bridges/ Flyovers and structures as per the project cost mentioned below. Consultants are required to submit the application in each category separately.

Cover should also indicate name, address and contact details of the Consultant. All proposals must be prepared in indelible ink must be signed by the authorized representative of the bidder on all pages. The CV of the staff shall be signed by the staff member in indelible ink. The proposal should not contain any interlineations or overwriting except as necessary to correct errors made by bidders themselves, in which case such corrections must be initialed by person or persons signing the proposal. Conditional proposal shall be summarily rejected. 4. EVALUATION OF PROPOSAL- Proposal will be evaluated as per Sr No 9 of the Data Sheet.

Private works completed by the Consultant shall not be considered as qualification for the empanelment. Certificate from the appropriate authority shall be enclosed

to substantiate the fact. Works performed by the Consultant directly for the Client shall only be considered. Works performed though subletting from principal consultant shall not be considered valid for this criterion.

b. The Consultancy firm shall be registered before 2012 and should be operational in the infrastructure Consulting field for Government and Semi Government projects at least last 5 years (2012 to 2017).

c. The average annual turnover of the consultant during the last 3 years shall be more than Rs. 15 Lakh for Category I, Rs. 38 Lakhs for Category II, Rs. 105 Lakh for Category III and Rs. 225.00 Lakhs for Category IV of project.

If the work of the contractor is stopped due to unforeseen reasons beyond the control of Pimpri Chinchwad Municipal Corporation and contractor, the Pimpri Chinchwad Municipal Corporation shall direct the consultant to stop the deployment of his personal on site for approved period. For this period the consultant shall not liable for any payment / fees from Pimpri Chinchwad Municipal Corporation.
