The review meting started with welcome address to Municipal Councillors

and representatives of various Market Associations, Business Associations and

Resident Welfare Associations by worthy Mayor.

Worthy Mayor requ_ested the present officials, representatives of

associations and councillors to introduce first in brief and also share the issues

being faced in light of Street Vendors Act, 2014 and Chandigarh Street Vending

Plan.

Sh. Anil Vohra President, Chandigarh Vyapar Mandal and President

Market Welfare Association Sector-44.D. Chandigarh shared in the meeting that

no street vendors shall be allowed to sit in any market as the traders have

invested huge sum of money into their business and are paying taxes to

government. The present plan under the Street Vendors Act, 2014 will ruin their

businesses as street vendor.s are causing nuisance in the market. He also said

that the association is not against any street vendors, as they also have to earn

their livelihood to support their families but they should be relocated away from

markets.

He has praised the efforts of Municipal Corporation Chandigarh in

declaring Sector 17 as No Vending Zone. He also added that Sector 19 and 22

should also be made No vending Zone on similar lines to protect the interest of

businessmen.

He pointed on the proposal submitted by consulting agency HNYKS that

how the plan has been prepared without inviting consultation with key

stakeholders.

He said that since, sectors 1 to 6 are sparsely populated and there is no

market planned and similar is the . case with the sector from 49 onwards too.

shared that the sector 17 market has been degraded at the behest of street

vendors for more than 1. 5 years. He shared that Sector 17 has been declared as

No Vending Zone by Chandigarh Administration, but street vending is rampant by

unauthorised street vendors.

Street Vendors are not following FSSAI norms and they are selling food

products in open in unhygienic conditions.

Sh. Kamaljit Singh Panchhi shared that if Sector 17 19 and 22 were '

declared as No Vending Zone earlier then how 19 and 22 be decided as vending

zone with maximum capacity of 150 street vendors. He suggested that all the

APNI MANDI should be made vending zone with mandi day as a weekly holiday

for street vendors in line with Sector 15 Chandigarh plan by office of Chief

Architect.

Sh. Charanjiv Singh, Municipal Councillors said that the vendors who are

rich and possessing cars for vending should be barred from street vendor's

license. ·He said law and order situation of key markets i.e. sector 17, 19 and 22

is required to restore by enforcement wing. He also said that the vending zone

should be developed on priority for rehabilitation and relocation of registered

street vendors.

Sh. Pardeep Malhotra, CBM shared that uniform kiosk should be made by

municipal corporation Chandigarh so that city's heritage and urban character

cannot be compromised. Such step will also differentiate and classify the types of

street vendors.

Sh. Arun Sood, Councillor shared that Municipal Corporation Chandigarh

should consult three key stakeholders first namely Residents, Market

Associations and Street Vendors to come amicably on feasibility of any vending

zone in conflict. He said, no one is happy with MCC, be it is street vendor

resident or shopkeepers He · f th · • ' · is O e view to retain food vendors at least in the

market as they fetch women and children to markets.

Smt. Heera Negi Councillor shared that there are conflicts rising in sector 7

due to planning of vendors z~:>ne in the market.

Smt. Farmila Councillor shared that street vendors comes from poor

background and they are not by their choice on the roads. If we can promote

Tibet refugees by giving them chance to establish Tibet market then why cannot

street vendors be given such opportunity.

Sh Satparkash Aggarwal, Councillor said that MCC should adopt a policy

in a way that everyone should be consulted.

Sh. Ravi Kant Sharma, Councillor said that the_ traders and showroom

owners . in Sector 22 has given space on rent to street vendors, who were

surveyed and registered. He said that there spaces in Sector 22 near schools

and hospitals but it contradict street vendors act. So it should be consulted with

government.

Sh. Davider Sabia, Councillor said that enforcement wing of municipal

corporation is very poor and is collecting money from street vendors.

Smt. Heera Negi, Councillor said that street vendors should not be

discriminated on the basis of Uttar Pradesh,Bihar and other state.

Sh. Anil Dubey, Councillor said that street vendors should be relocated

and rehabilitated at a place which is in close proximity to potenatil market and

customers with viability to earn livelihood. They should not be evacuated and

uprooted in the wake of any policy as the act says it is for protection of livelihood

and regulation of street vending. Discrimiation shall not be made on the basis of

any affiliation to any state.

Smt. Asha Jaswal shared that MCC should follow the act and plan

accordingly. She said why time was wasted in planning repea~edly if things were

. Sh. Mahesh lnder Siddhu said that multi level parking shall be made a

vending zone for sector 17 vendors in line with palika bazaar of Delhi.

Sh. Anil Garg, Additional Commissioner=II shared that only adhar card

holders of Chandigarh has been considered for registration of street vendors. He

shared that TVC has revised size of vending site from 5X3 to 6x5 including

circulation space on the humanitarian context. He has requested the Chief

Architect to speed up the process of approval of vending zone sites as per the

request of MCC.

He also suggested to consult Area Councillors Market Associations ·

RWAs and vendors for finalization of vending plan in sector 22 and 19, where

conflict has emerged.

Sh. Kapil Setia, Chief Architect shared that department of urban planning

has planned sites and zones in consultation with TVC only and the same plan

was discussed in House too, which resolved to discuss before councillors in a

separate meeting under the chairpersonship of Mayor. Later the same plan was

approved by the Administrator Chandigarh.

He said, if there is problem in certain zones then the suggestion given by

Additional Commissioner=II to conduct consultation seems to be valid to avoid

confrontations with key sta~eholders. He said, it should happen in only those

areas where there is possibility to have conflict.

In the last, worthy Mayor gave a conclusion to have joint consultation with

Area Councillor, Market Association, RWA and street vendors in finalizing a

street vendor zone. He said that the act should be implemented in letter and spirit

towards welfare of informal sector.

There being no any other agenda, the meeting ended with vote of thanks

to the chair.
